ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 12, 2010 MINUTES PRESENT: Commissioners Gilligan, Hoard, Ellsworth and Kelly Chair Gilligan called the meeting to order at 1802 hrs. II. Approval of Minutes: Chair Gilligan made a motion to approve the Minutes from the December meeting. Comm. Ellsworth seconded. Approved unanimously. III. Additions /Deletions to the Agenda: Under Old Business - $200 Lifetime limitation Under New Business - Manner in which property owners are notified of inspections. Also, added was a request for funds to acquire fitness equipment. IV. Persons wishing to speak to the Board of Fire Commissioners: Dave Cornelius (Fire Police) - Fire Police has a CPR training session scheduled for January 20, 2010 at 7:OOp. There were no meetings or trainings in December. They are considering a request for the purchase of gear. V. Correspondence: Central New York Firemen Association sent a letter because they are holding several regional update meetings. The topic will be volunteer companies. The Board of Fire Commissioners Donation Fund bank statement from Tompkins Trust Company showed a balance of $767.82. The Board of Fire Commissioners Rescue Squad Donation Fund bank statement from Tompkins Trust Company showed a balance of $1,333.28. Vl. Membership Changes: None It was noted that Howard Teeter from Company 6 and Ray Foote from Company 1 passed away. BOARD OF FIRE COMMISSIONERS JANUARY 12, 2010 PAGE 2 VII. Miscellaneous Reports: Town of Ithaca - Report given to Clerk City of Ithaca - Report to follow Audit - None due to end of Fiscal Year VIII. Department Reports A. Acting Chief /Deputy Chief Reports: (see complete written report in the Minute Book). Acting Fire Chief Dorman offered highlights of his reports and answered questions as follows: Personnel Report: There is an open Fire Chief position. Also, an offer of employment has been made for the Fire Fighter position. The candidate is going through the medical screening process and is expecred to attend the Fire Academy during the first week of March. Grants and Donations: Assistance to Fire Fighters - It is our belief that we have received the Grant. Training Center Funding - JoAnn Cornish (Planning Department) and Dan Hoffman (City Attorney's Office) are still discussing this topic. The Training Center is located on park land and this use may be in violation of New York State regulations. 2% Money - Acting Fire Chief Dorman and George Tamborelli have signed the contract. Mayor Peterson believes that she may need to sign it also. It has been passed to the City Attorney's office to make that decision. Mutual Aid Call Report is attached. BOARD OF FIRE COMMISSIONERS JANUARY 12, 2010 PAGE 3 Purchase orders have gone out for the escape ropes. We are using money from 2009 instead of 2010. Training Report - AC Sheldon's Training Report is attached. Emergency Management - No change. It is in the hands of Cornell attorneys. Recruitment Retention - Application period is open until January 27, 2010. The exam will be held on March 6, 2010. The Assistant Chief Promotional Exam was held on January 9, 2010. B. Fire Prevention Bureau: (see complete written report in Minute Book) DC Parsons offered highlights of his report and answered questions as follows: Hotels and motels that have not been previously inspected are now getting inspected. The housing codes exempt them. Now Fire Prevention is trying to play catch up and get them inspect them. Bed and Breakfasts may fall under "Inns" which would add them to the list. They need to be inspected every 3 years. Chair Gilligan asked what the fee is. DC Parsons explained that they charge an hourly rate $44.00. DC Parsons also feels that we shouldn't be charging for inspections, but due to the economic situation, we don't have a choice at the moment. Comm. Hoard presented a letter written by a resident who expressed concerns about how residents are notified of inspections being needed. Acting Chief Dorman explained that he did not feel that the Board is the proper forum to address this issue. DC Parsons explained that Fire Prevention has sent out "polite" letters and they get no response. Then they try to reach people by phone. They try to coax people voluntarily. DC Parsons also added that the database that we use does not include all residences and how they are used. That is how they fell through the cracks. Fire Prevention is trying to find the ones who were missed. BOARD OF FIRE COMMISSIONERS JANUARY 12, 2010 PAGE 4 IX. Old Business: As a follow -up to President Bill Baker's letter that questioned the one time commitment of funds, Chair Gilligan read from the Charter (under Section G and Section 1) "One of the responsibilities of the Board is to handle funds. The Board is responsible to pay what it feels is necessary, but not to exceed $200." Chair Gilligan explained that this is how the decision was made on the past two requests. Chair Gilligan has not responded to President Baker's letter yet, but he will. He also plans to follow up with Deb Parsons. President Baker is concerned that the members will decrease and funds will not be claimed. DC Dorman stated that Mayor Peterson is forming an Ad hoc Charter Revision Committee and that this might be forum to change the Charter if the Board would like to. Town 2% Money - As Acting Chief Dorman said earlier, the need for Mayor Peterson's signature is still being decided. Mayor Peterson, the Cayuga Heights Mayer and Bob Romanowski have been carbon copied on the 50% split. The amounts involved are approximately $18,000 a year for the period of 2000 - 2012. The Board proposes that an appropriately worded request be sent to Mayor Peterson explaining the Board's wish to expedite the issue. This has been going on for 2 years. Acting Chief Dorman stated that the only question is if the Mayor needs to sign the contract or not. A motion was made for the Board to write a letter asking for the issue be expedited. Voted unanimously. X. New Business: Request to purchase fitness equipment (4 Trickster Bikes). They are valued at $1,100 and the Department has the opportunity to purchase them for $275 each. The Department is asking the Board to fund only one. BOARD OF FIRE COMMISSIONERS JANUARY 12, 2010 PAGE 5 There was a discussion regarding the use of either the Donation or the Rescue Equipment Donation fund for the purchase of the equipment. A comment was made by Ray Wheaton providing information about the source and uses of the Rescue Donation fund - indicating that its intent was not meant for this type of purchase. A motion was made by Comm. Kelly to fund it from the "regular" Donation Account. Comm. Ellsworth seconded. Voted unanimously. Company Phone Lists - Need to updated Chair Gilligan proposed several suggestions for discussion at future meetings: A. Perhaps reports should be done quarterly and in more detail rather than monthly. B. Look at longer term issues for Board members? Would that make them more effective? C. Who is the new liaison for the Board to the City? Acting Chief Dorman stated that it is JR Claiborne. All of these topics will be discussed further at future meetings. The Board went into an Executive Session at 1855 hrs. to discuss a personnel matter. The Executive Session ended at 1906 hrs. Hearing no further business, the meeting adjourned at 1906 hrs. Fire Chief's Report for January 2010 4) Grants and Donations 12 JAN 10 Page 2 of 4 a) Assistance to Firefighter Grants (AFG): We believe we have received this grant for in- vehicle repeaters b) Training Center Project Funding: Next steps include continued research to determine designation of land where training center is located. Additional work will be required if this is dedicated as park lands. [Same as last month.] 5) Resource Recovery Legislation The proposal remains at the City Attorney's Office for review. Code Enforcement Division: The Codes Enforcement Division received 24 complaints in the month December. There were 25 complaints closed out, and 30 complaints remain open for December and previous months. The Code Enforcement Division performed 90 Fire Safety and Property Maintenance Inspections or Re- inspections, 6 Fire Alarm Tests Witnessed, 4 Alternative Suppression System Tests Witnessed, and 2 Hydrostatic Sprinkler System Tests Witnessed. There were 132 violations cited. The Code Enforcement Division issued: 9 operating permits for assembly occupancies; 1 operating permit for a lumberyard; 2 operating permits for hazardous occupancies; 4 certificates of compliance for fire and property maintenance inspections; 2 certificate of compliance for alternative fire protection systems; and 3 certificates of compliance for fire alarm system installations. Fire Investigation Unit: There were no fire investigations performed in December. Public Education: There were 5 public education events performed, 8 Child Safety Seat Inspections, and 2 fire drills witnessed by the department in December. There was 1 ticket issued for fire zone violations, and 3 tickets were issued for handicap parking violations. Respectfully Submitted, 0 bdn,?&j C Thomas Parsons Deputy Fire Chief / Fire Marshall Ithaca Fire Department Training Summary January 11, 2010 To whom it may concern, The Ithaca Fire Department Training Bureau had a full year of activity in 2009. The department presented 8,151 hours of In- Service Training. The officers and MTO of the department presented over 180 training sessions in over 50 topics in house. All line personnel except one that was on injury met the 100 hour standard required by municipal law. Training from outside of our organization offers new knowledge and networking experiences. We made a strong commitment to this in 2009. Our members attended 2,280 hours of training outside of their in- service 100 hours. These sessions where held at the NYS Fire Academy, National Fire Academy, and other trade conferences around the country. Three of the Incendiary fires resulted in arrests made for the crimes with trials pending Public Education: Public Education 47 Car Safety Seat Inspections 81 Witnessed Fire Drills 29 Parking Tickets Fire Hydrant / Fire Lane 44 Prohibited Parking Area 22 Handicap 27 Respectfully Submitted, C` C Thomas Parsons Deputy Fire Chief / Fire Marshall To: Town of Ithaca Board From: Bill Gilligan, Town Representative on the Ithaca Board of Fire Commissioners Subj: Board of Fire Commissioners Report- December 2009 Date: January 11, 2010 Update on Fire Police and Volunteers in the Ithaca Fire Department Fire Police Report provided by Dave Cornelius- the Fire Police held a training meeting in November. Fire Fighter John Powers is working with the group on an on -going basis (along with Assistant Chief Dan Tier). Firefighter Powers provided training to the group on use of the 800 mghz portable radio system - used for communication at all incidents. The next training for the group will be CPR training and scene accountability - this will be held in January 2010. There are currently 8 -10 active fire police volunteers. The group is still seeking radios to have available when working at a fire scene or accident. There are some additional equipment needs that are under review by the group. Most of the current fire police were active volunteers in the department for a number of years as interior or exterior fire fighters. One issue that the Board of Fire Commissioners will need to address in the coming months is the feasibility of recruiting new volunteers into the fire department and the role that these individuals can perform in the department. Relief Funds Vet Relief fund - there was a follow -up discussion about some issues related to eligibility to receive $200 from this fund more than one time. A letter was received from Bill Baker, as President of the Vet Firemen's association- regarding this issue - basically questioning the interpretation of the City Charter as limiting the distribution to only one time. The BFC also briefly discussed reviewing the active Fire fighter's fund (90K) in the City Charter and establishing some clearer criteria on handling requests from these funds. This will be a follow -up item at future board meetings. 2% funds Final item under old business was status on 2% funds from Town - the funds are expected to be received by the end of December or early in January. Per agreement that the town made with the Chiefs of Cayuga Heights and Ithaca Fire Department the funding will be split 50/50 between the two departments. It is expected that the portion coming to Ithaca will be distributed based on the method for handling 2% funds in the City Charter. BFC Bank accounts — Commissioners Gilligan and Hoard were authorized to have signature authority on the 2 accounts held by Tompkins Trust Company. These are the Donation fund and Equipment fund. Department Reports Chief Dorman gave the Chief's report and Deputy Chief Tom Parsons gave the Codes and Fire Prevention report. Various items were touched on under their respective reports — one of particular importance to the future composition of the career staff in the department is the effort to recruit women and under represented groups to sign -up for the firefighter exam that will be offered in March - deadline to sign -up is January 27th. Info is on the department's website. The Board of Fire Commissioners will begin discussions in January to identify long range issues that the Board should consider under its charge in the Ithaca City Charter.
