MPAtins was called to order at
1) Apprnval of minutes: Approval Of December minute;;. First by
Lemnoyne, Second b�T Brenda.
2) ti now af,d ice PSA' s : Richie has distributed the snow and ice
removal PSA's to the local media.
3) Report tin snow rind ice. removal: Len'xnoyne spoke on t.ryJ-ng to
recruit volunteers to become part of a resource base for ke-eping
city sidewalks free of ice and snow. It was suggested that
volunteers fx•om the Fziend;5hip Center be used to clean sidewalks.
The problem with this is that the city does not have adequate
insurance coverage and coverage for volunteers would result in a
five dollar charge Per Person who was involved.
The basic question (.)f who's responsibility it Was to coordinate.
volunteers came Lip again. It was felt that the cities plan for
employing a volunteer coordinator was not working.
It wam decided that a test case regarding effectiveness of the
existing snow enforcement policy in the city would be done. The
test area was decided to be from Cayuga street down Clinton
street to the Finger Lakes Independence Center.
Lemmoyne volujiteered to go talk to Rick Farell and Tom West
regarding problems with the hiring of a volunteer coordinator'
position.

review of city a:�Cess study, and formulating an evaluation for
ADA title II Public services.

positions on the DAC. This was tabled.

Update on City Access Study
Neil suggested that the DAC could be useful in providing input for Leslie Chatterton, The
DAC needs to get the government forms from her. Jon, Brenda and Neil will contact
Leslie and invite her to visit at the March meeting.
GIAC
Jon went to the February 9th meeting of Common Council and thanked them for the
renovations at GIAC.
Snow and Ice Removal

LeMoyne spoke with Rick Farell. The following issues were raised: Problem with the
collection of fines? What is going to make people pay the fines? Homeowners can be
tracked through trash tags. Meter readers and Police Officers could be used to patrol.
The CIVITAS worker idea is not working. It was suggested that going with the fines would
be tried. Fraternities could be used as watch dogs. More PSA's.
The DPW needs to hire someone to answer incoming reports.
Neil mentioned again that Guy Girard is trying to establish a city enforcement group to
deal with code violations.
New Business
LeMoyne handed out parking infractionTff t es.
Stewart Park follow up. The DAC will talk with Ben, or the BPW, and will contact Jill Tripp.
The Human Services Committee of Common Council wants to be more_s�e of the
DAC. They need to know how they can help. DAC response was, push appropriate
legislation. Neil will bring the Stewart Park issue to the-H&C.
LeMoyne brought up the new development of Treman Marina and her conversation with
Doria Higgens, Ms. Higgens wants the DAC to support her position on certain modifica-
tions that will be made at the marina.

Meeting, opened: 12:08
Attendees: Pogson, Kuhn, Stern, Golder, Farrug.gio, Ives, Farrel, Merritt
1.) Approval of April Minutes: Kuhn, second Farrel
2.) City Access Evaluation: Leslie is still looking through surveys. She will be getting a
compliance posting to theGovernment Access channel. (53)
3.) Park Access Report: Art Stern is currently researching alternative access options for city parks.
He has come up with information on various surface treatments that could be used to
improve access. This information will be distributed to various peopieide.pattments around the cit-\ .
Art will put together a package to distribute. Neil will pass along this info to Jill Tripp and John
Ives will act it to Rick Farrll.
4.) Motion of Treman Park Marina: The resolution concerning the Marina was presented to City
Council at the May meeting. (See enclosed resolution.)
5.) Snow and Ice Removal: LeMoyne is composing thank you letters. '
h.} Stewart Park Update.: Pictures of the park were presented showing the work that had been done
up to this point.
7.) New Business:
Brenda Kuhn will present the monthly report to Common Council for May. Jon Merritt will present
the montl>ly report to Common Council for June.

MOTION ON TREMAN MARINA
Mav 5, 1993
WHEREAS, the Disability Advisoty Council is concerned with handicap access to
City Park areas: and
WHEREAS. no major construction is necessary or desirable to make Treman Marina
an accessible park. Now therefore be it
RESOLVED that the DAC recommends a low impact solution for provid1'110 access to
the park with an accessible path wide enough for wheelchair passage with a
curb cut from the parking lot and a turn - around space at the end.
