MINUTES
PRESENT: Commissioners Robert Romanowski and Carol Seligmann;
ABSENT: Commissioners Alexander and Kirkpatrick.
I. Chair Romanowski called the meeting to order at 1800 hrs.
II. As there was not a quorum, no official business was conducted.
III. There was casual discussion on the following items:
- Updated information regarding officers of Co. #4 was received. It
was noted that Co. #4 has very few members - maybe 4 or 5 social
members only.
- A donation of $25.00 was deposited to the BFC donation account.
- Tompkins County Fire Advisory Board minutes of the 11/29/04
meeting were received.
- Chair Romanowski's written report to the Town of Ithaca was
received to be included in the Minute Book.
- Chair Romanowski praised Chief Wilbur's memo to Superintendent of
Public Works regarding IFD's position on traffic calming.
IV. The meeting adjourned at 1820 hrs.

meeting.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See report from Deputy Chief Dorman.
2) A) Operating Budget Status
See the attached reports.
3) Contract negotiations.
CSEA retroactive payments are complete.
4) County Communications and 911 Program
The dispatch center move from Central Fire Station to the new facility at 92 Brown Road
occurred on Thursday, 09 DEC 04. While there were some glitches, most systems seem
to be operating properly at this point. We are still working to insure that we have added
compensating mechanisms wherever necessary to accommodate this huge change. This is
the passing of an era and should not be taken lightly. On the other hand, it has the
potential to improve the level of service that all agencies receive from 911
Communications and
Alarms from our municipal fire alarm system are currently retransmitted to the new
facility via a network that Fire Alarm Superintendent Srnka and Mike Totman developed.
This is not UL or NFPA compliant, and County purchasing is finalizing bid documents
for a new retransmission system that is compliant.

5) Grants and Donations
See attached spreadsheet for status of the FIRE Act grant. This is a working document
and is not finalized.
6) Personnel Actions
Promotions and Hiring
Effective 12 DEC 04, Assistant Chief Glenn Wanck has retired. Work to make the
promotions and hire new people to fill the vacancies created is underway.
7) Strategic Planning
Informal discussions are occurring, but there is nothing new to report at this time.
Fire Prevention Bureau
1) Please see the attached report dated 07 DEC 04, which covers November, 2004, from
Assistant Chief Tier.
Safety Section
1) A flu shot clinic for county emergency responders was held on 09 DEC 04, at the
Emergency Response Center. About 15 IFD personnel attended. Additional clinics may
be scheduled for Central Fire Station in the near future.
OPERATIONS DIVISION
Response
1) Monthly Call Report
See attached year -to -date report series for 2004.
2) Emergency Management
A new vehicle is on order from Genesee Ford, but it has not been delivered yet. At last
word, the utility body and lift -gate are being installed now.

We are signing up members of the HazMat Team to attend a specialized school in
Anniston, Alabama. This school is being paid for by a grant administered via the County
Department of Emergency Response.
3) Traffic Calming
The City Engineer's Office has agreed to chamfer curbs at the intersection of E. Spencer
and S. Cayuga to facilitate IFD access in and out of East Spencer Street.

The following is a report of activities of the Fire Prevention Bureau of the Ithaca Fire
Department for the month of November.
CODES DIVISION:
The personnel in the Code Division logged a total of 105 hours of training for
November. This is broken down to a total of 95 hours of fire /ems related topics
and 10 hours of code related and personnel training. As stated in last months
report in member of the Code Division achieved the minimum 24 hours of in-
service training as required by the state to maintain code certification. December
training will focus on any 100 -hour training requirements that have not been met.
There were a total of 24 inspections of assembly occupancies completed for the
month of November. In addition to the inspection there were 15 test observations
done on sprinkler systems, hood system and fire alarm systems. In addition to the
tests, follow -ups were completed on several projects left open for missing items
such as sprinkler bells, exterior strobes, etc.
There were 19 complaints received for the month of November. Of those 19
complaints, 13 have been closed.
There were a total of 20 tickets issued for the month of November. The break
down of tickets issue is as follows:
Prohibited area 11
Parking at Fire Hydrant 6
Handicapped Zone 2
Fire Access 1

FIRE INVESTIGATION UNIT:
There was one fire investigated by the FIU for November. This fire was ruled
accidental with a mitigating circumstance. A juvenile was referred to the JFS
regarding this incident.
JUVENILE FIRE SETTERS PROGRAM:
There was one direct referral to the JFS program. This referral was done as a
result of a small fire in a residence caused by a juvenile.
PUBLIC EDUCATION:
According to department records there were two public education details
performed by members of the fire department. These details were fire station
tours at the central fire stations. Lt. Covert has received the public education
materials and has organized the materials for distribution. In addition three
requests for fire drill observation were performed.

1) Tompkins County "Advisory Board Application" forms were handed out
and completed by those attending for re- appointment. The Department of
Emergency Response will forward to the appropriate County office. This
Office will be actively recruiting members for this Board, as well as
several other Advisory Boards.
2) Training Update
The second FireFighter I course this year is currently being held. The
number of training hours utilized by this course takes most of the 200
training hours allotted to the County. By the end of 2004, we will have
used close to 400 hours; while NYS has run out of training monies this
year, we have gotten reimbursed to date. An option might be to hire
"County Fire Instructors which would need to have a funding source.
Lee has also been working with TC -3 and several other County
agencies to develop "all hazards training" for local first responders;
some grant monies may be available for such a program, although at
present most grant monies are geared towards exercise design rather
than basic training and equipment. Currently, we have only one NYS-
certified fire instructor teaching most of the course with the other
instructor who wants to decrease his time; it may be appropriate to
start trying to recruit another instructor. There was general discussion
about local training needs and factors, such as fewer volunteers and
internal departmental politics that affect training efforts.

• The "cutover" date for moving the dispatch center from Green Street
into the new dispatch center is December 9, 2004. The problem with
the phone switch has been (hopefully) resolved. Motorola services are
working, a new logging recorder is in place and Verizon has finished
the digital upgrades in the phone system. For the present, the Green
Street location will serve as a communications backup. Upgrading
work on the City's box alarm system is continuing.
• A resolution has been passed by the County Board to authorize
negotiations with Motorola for the new 800 MHz system. The final
number of tower sites has not been agreed upon, but will be
somewhere between 8 to 10, with Lee advocating for a 10 tower
system. There was general discussion about tower locations and
coverage needs, including the need for the Walker Road tower which
allows communications with Cortland County agencies such Virgil
and Harford. Hopefully, this contract will be "hammered out' in
December 2004.
• Lee has been working with Legislators and announced a $500,000
appropriation bill through Congressman Boehlert this year and a
similar appropriation last year from Congressman Hinchey; both are to
be used for communications equipment. Lee estimates that it will take
approximately $2,000,000 to upgrade all the current portable and
mobile radios in the County ... although half of this cost will be
covered by the appropriation monies, agencies are going to have to
start planning their budgets to accommodate uncovered replacement
costs. Overall, the County has committed 19.9 million dollars for the
communications system upgrade.
County Budget
• The County's 2005 budget was not passed at the last Board meeting
with jail issues, among others, obstructing its passage. The DOER's
budget has fared well, with dispatcher training monies now a
permanent line item. The request for an Assistant Director for fire
services was denied, as were most other requests within the County
for new personnel positions. Departments will not be held
accountable for salary and benefits increases. There were some budget
adjustments associated with bringing on the IPD dispatchers. It was
estimated that 500 to 600 hours were needed to fully orient a
dispatcher. Wireless 911 surplus funding will cover some of the costs
of dispatcher training.

• Lee will be attending a Strategic Planning session with the County
Board on December 3, 2004.

The DOER must focus on fire and EMS training and coordination, with
a focus on mutual aid and the response crisis that has occurred due to
decreasing numbers of volunteers in all agencies.
