ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 8, 2004 MINUTES PRESENT: Commissioners Robert Romanowski, Greg Kirkpatrick, and Carol Seligmann; ABSENT: Comm. Alexander I. Chair Romanowski called the meeting to order at 1815 hrs. II. Chair Romanowski make a motion to approve the September 14, 2004 meeting with one notation of a typographical error on page. 2 Seconded by Comm. Seligmann. Carried unanimously. III. Additions /Deletions to the Agenda - none. IV. Persons wishing to speak to Board of Fire Commissioners - - Volunteer Bill Gilligan restated the message to Common Council, Board of Fire Commissioners, and staff of the Ithaca Fire Department on behalf of the volunteers and bunkers - the hope that funding becomes available to continue the volunteer and bunker programs. Discussion followed regarding recruitment of volunteers and bunkers, and could training be held if recruitment was successful. Bill reported the IVFU can help to sustain the process; Chief Wilbur noted that the August 2004 class of bunkers was successful mostly due to the recruiting efforts of 2 bunkers that are no longer with IFD. The administrative staff does not have the capacity to take this on - the process is long and involved - and can't be done just part of the way. Chair Romanowski reported that funding could spring up and he will write a personal letter to the Mayor. V. Correspondence - Information was distributed regarding the annual Chuckie Fletcher Friendship Award. VI. Membership Changes - see complete list in Minute Book (data base was recently update) ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 8, 2004 - MINUTES PAGE 2 VII. Miscellaneous Reports: A. Town of Ithaca - no report as the meeting date was changed this month. B. The Audit was reviewed and approved. C. Tompkins County Fire Advisory Board - no report VIII. Department Reports: A. Chief's Report (see complete written report in the Minute Book). Chief Wilbur highlighted his report and answered questions as follows: - Financial Clerk Kimberly Spencer provided account summaries for: 2000 -2004 Revenue Summary; 2004 Year to Date Revenue; and October 2004 Monthly Budget Balances. Assistant Chief Schnurle provided a summary of the 2003 Fire Act Grant that is about to be closed out. - Chief Wilbur provided a copy of the 2005 Operating Budget Submittal. He reported that at a special budget meeting to consider the Mayor's special budget additions, as well as other budget additions, Robin Korherr presented a proposal to add 2 Firefighter positions, or a Volunteer Coordinator and Training Officer position - both items were defeated when voted on. Chief Wilbur believes there was community pressure to reinstate funding for Southside Community Center which is why some other items weren't considered. - Chief Wilbur reported that our new Financial Clerk, Kimberly Spencer is doing an outstanding job! Tracking revenues has always been a challenge and she is taking on the task like a bloodhound! - Contract agreements with the IPFFA and the Chief Officer's unit are in process of implementation, and the CSEA contract has just been ratified by the membership and Common Council. A special thanks to ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 8, 2004 - MINUTES PAGE 3 Lt. Tom Parsons who has been the key person to calculate all of the retroactive payments for the contracts - a VERY complicated process. - The dispatch center move from Central Fire Station to their new facility has been postponed several times now - currently there are problems with the phone switching. - Assistant Chief Glenn Wanck has announced he will retire effective 12/12/04 - he's been on the department since 1973! With that, there will be a promotion to AC rank, a promotion to the Lieutenant rank, which will lead to a firefighter vacancy; and one vacancy for firefighter has gone unfilled since July. Due to early budget predictions of possible layoffs, Chief Wilbur did not want to hire someone just to lay them off. So there will be a lot of hiring activity, which is a time consuming process in itself! - Strategic Planning - a long discussion followed about how best to go about a process that has not received financial backing in the budget process. Chief Wilbur stated that as part of a performance review with the Mayor, strategic planning is one of his performance objectives. The Department is at a crossroads and organizing this effort is of utmost importance. The Chief spoke of elements that will be considered to address the issues - 1993 Staffing Proposal, Volunteer Selection & Training (VSAT) 1994, and Resource Reallocation Project (RRP) 1996. Chair Romanowski would like to see public and media involvement that includes an educational component. He reminded the Board that when the Municipal Training Office position was deleted some years ago, because it was not a "line officer" position, it was an easy target, Comm. Kirkpatrick believes this is a very good time to begin the strategic planning effort - with a new Common Council and an active Common Council liaison - Robin Korherr, and the support of the Town of Ithaca - all brings enthusiasm to the project. - Volunteer Services - Membership Unit - Chair Romanowski reported ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 8, 2004 - MINUTES PAGE 4 there is a prospective new volunteer member for either Co. 2 or Co. 6. Chief Wilbur apologized for the lack of communication with the IVFU and proposed they meet soon. - A Statistical Summary of calls to date was provided. B. Deputy Chief /Training (see complete written report in the Minute Book). Deputy Chief Dorman highlighted his report and answered questions as follows: - DC Dorman reported that work is being done to resolve the situation of the firefighter that is on extended sick leave; - 941 and 933 have passed their aerial inspections; and ground ladders will be inspected by the end of the month. - Comm. Kirkpatrick asked about the situation of continuing leaky tanks. DC Dorman reported that they are working on proposed solutions and it's not an easy fix. C. Fire Prevention Bureau Report - AC Dan Tier provided the following reports: - Codes Division - Fire Investigation Unit - Juvenile Firesetters program - Public Education IX. Old Business - Add Strategic Planning as a regular agenda item. X. New Business - - A request for reimbursement of $50.00 from the Donation Account was approved. XI. Note: There was no Fire Chief s report for October 2004. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) A) Operating Budget Status See the attached reports. B) 2005 Operating Budget Common Council adopted the Mayor's budget for the Fire Department for 2005. It is attached to these minutes. 3) Contract negotiations. As of the 04 NOV 04 meeting of Common Council, the CSEA Administrative Unit and the City ratified the new collective bargaining agreement between the parties. Retroactive payments for IPFFA members are still in process, with clean up of miscellaneous items all that is left. CSEA retroactive payments will start effective week ending 20 NOV 04. 4) County Communications and 911 Program The dispatch center move from Central Fire Station to the new facility at 92 Brown Road has been postponed several times now. The current problem relates to the phone switch for the new center. Apparently there is prolonged difficulty with the Positron equipment. In the meantime, we are still working with the county to acquire the retransmission equipment needed for the municipal fire alarm system. There are other provisions relating to the move that have not yet been accomplished as well. 5) Grants and Donations See attached spreadsheet for status of this grant. This is a draft document and is not finalized. 6) Personnel Actions Promotions and Hiring Due to other very pressing concerns, action on filling the current fire fighter vacancy has stalled. 7) Strategic Planning As a result of the realities we learned through the budget process, what we know is good practice, and performance goals established for me in consultation with Mayor Peterson, we must engage a strategic planning process. In the last decade or so we have addressed our constantly shrinking resources through some very intensive efforts, including, but not limited to: • the Staffing Proposal (1993); • Volunteer Selection and Training (VSAT) (1994); and • Resource Reallocation Project (RRP) (1996). And, we have attempted on two different occasions to start this (1999 and 2003), we have not conducted a formal strategic planning process since the mid- 1980's. But due to other priorities, we have not been able to move the effort forward. That is a very long time to have elapsed for the and complex challenging operation that is the Ithaca Fire Department. In the coming weeks, I will be organizing such an effort and will present to the Board a proposed process to accomplish strategic planning for the Ithaca Fire Department. Fire Prevention Bureau 1) Please see the attached report dated 01 NOV 04, which covers September and October, 2004, from Assistant Chief Tier. Included is a summary of parking tickets issued for SEP -OCT 04. Fire Chief's Report for November 2004 Safety Section 1) There has been no activity in this area, and there is no report. OPERATIONS DIVISION Response 1) Monthly Call Report See attached year -to -date report series for 2004. 2) Emergency Management 05 Nov 04 Page 3 A new vehicle is on order from Genesee Ford. This is being purchased on state bid by Tompkins County as part of the $100,000 WMD /Terrorism grant received from the State Emergency Management Office. It is a 2005 F450 Ford, with a utility body with lift gate. It will serve as the tow vehicle for the HazMat /CBRNE trailer received previously. We expect delivery this month. The concept behind this vehicle includes use of the vehicle as the "blue collar" haz -mat response vehicle. This means it will be equipped to respond to many of the day -to -day incidents that occur, such as fuel spills and similar incidents requiring absorbents and containment. Sept 2004: Usage / Hours IFD 24 County 12 Private 13 NYS 34 Cayuga 3 Total Hours Used: 83 Fire Chief's Report for November 2004 05 Nov 04 Page 4 A temporary cover has been installed on flammable liquid simulator, until custom cover is delivered. Overall, IFD Training Facility is in excellent condition, considering its increasing demand. Oct 2004: Usage /Hours IFD 37 Hours Tompkins County 48 Hours Other Agencies 74 Hours City of Ithaca NYSOFPC Total Hours Used: 159 General maintenance ongoing, fall clean up will start soon! 3) Marine Facility No report for this month. 4) Boat Acquisition No bids were received on the Carolina Skiff boat, so we are storing it for the winter and will re- advertise in the Spring. 5) Cornell Hazardous Materials Program The meeting was held between representatives of Cornell and the Ithaca Fire Department. As a result, additional work must be done to structure our program so areas of responsibility and accountability are clearly stated. The team of Assistant Chiefs Schnurle and VanBenschoten, and Lieutenant Covert, will continue their work on this. Training 1) See monthly training report from Deputy Chief Dorman. Green Street Ithaca, NY 14850 Chief Wilbur, This report of the Fire Prevention Bureau will include both the month of September and October; scheduling and other developments caused the delay of the September report. We continue to review various aspects of Fire Prevention for a more organized operation. Some initiatives are being explored to expand our fire prevention abilities. One of these initiatives is easy to use appearance ticket for fire code violations. The idea is to allow shift officers an easy option to address violation found during alarm response. CODES DIVISION: The personnel in the Code Division logged a total of 113.25 hours of training for September and October. This is broken down to a total of 62.25 hour of fire /ems related topics and 51 hours of code related training. Each member of the Code Division has achieved the minimum 24 hours of in- service training as required by the state to maintain code certification. As we complete the month of November training records will be further reviewed to make sure the required 100 hours of in service firefighter training has been achieved. There were a total of 29 inspections of assembly occupancies completed for the month of September and 15 inspections for October. In addition to the inspection there were 10 test observations done on sprinkler systems, hood system and fire alarm systems for September and 5 for October. In addition to the tests, follow - ups were completed on several projects left open for missing items such as sprinkler bells, exterior strobes, etc. There were 16 complaints received for the month of September and 14 complaints for October. A total of 11 complaints were closed and several are awaiting results on follow -up. Parking tickets books were re- issued with some new violation sections added and the new fine schedule. There were a total of 121 tickets issued for the months of September and October. One fire was determined to be accidental involving a short in a clothes dryer while the second, was left undetermined. JUVENILE FIRE SETTERS PROGRAM: There were no referrals for juvenile fire setters for the months of September or October. PUBLIC EDUCATION: According to department records there were three public education details performed by members of the fire department. These details were fire station tours at the central fire stations. In addition three requests for fire drill observation were performed.
