MINUTES
PRESENT: Commissioners Robert Romanowski, Greg Kirkpatrick,
and Carol Seligmann;
EXCUSED: Commissioner Paul Alexander
I. Chair Romanowski called the meeting to order at 1805 hrs.
II. Chair Romanowski made a motion to approve the minutes of the
August 10, 2004 meting as written. Seconded by Comm. Kirkpatrick.
Carried unanimously.

VII. Miscellaneous Reports:
A. The Town of Ithaca report was provided by Chair Romanowski. (See
his written copy in the Minute Book)
B. Audit: Chair Romanowski and Comm. Kirkpatrick reviewed and
approved the audit.

VIII. Department Reports:
A. Chief's Report - (see complete written report in the Minute Book).
Chief Wilbur highlighted items and answered questions as follows:
- The Board discussed the 2005 Operating Budget submittal which
provides three options: +11%, +3.5% and an optional budget. The 1%

budget requires a cut back of two positions and additional cutbacks in
equipment and contractual lines. (See further budget discussion under
Old Business)
- Retroactive payments for IPFFA members are in process, with dates
for 2003 and 2004 payments to be made in weeks ending 10/2/04 and
10/9/94 respectively.
- A tentative agreement with the CSEA has been reached; when ratified
there will be additional retroactive payments for those employees;
- Former City Police Dispatchers have been transferred to County
Employment. The switchover date to move out of Central Fire Station
has been set for September 30th - which looks like a solid date.
- 2003 Fire Act Grant - still spending the funds;
- 2004 Fire Act Grant - Well was denied; and there has
been no success in obtaining alternative funding.
- Kimberly Spencer started in the office as Financial Clerk on August
30th and is doing a great job.
- The department has been busy monitoring the effects (on our
weather) of the hurricanes in Florida - this is done through the National
Weather Service out of Binghamton that conducts telephone
conferences for people across the state.
- After several months of waiting, DPW finally determined they do not
want to buy the IFD boat; we will advertise for bids;
- CU Haz Mat Program - a meeting has been scheduled between CUEH &S
and IFD personnel to discuss response to hazardous materials
incidents, at Cornell and County -wide.
- Bunker Graduation - 11 new bunkers - a very find group.
- Any new volunteer and bunker applications will be put in a "hold" file

for the time being.
B. Deputy Chief's Report (see complete written report in the Minute
Book). Deputy Chief Dorman highlighted items and answered questions
as follows:
- ISO Report - improved from Class 4 to 3; to improve to a class 2
would required a significant increase in personnel.
- DC Dorman provided reports on the current Personnel Staffing
Levels, Selected Calls, Support and Training.
C. Fire Prevention Bureau Report: Assistant Chief Dan Tier provided a
written report for the following (see complete reports in the Minute
Book):
- Codes Division
- Fire Investigation Unit
- Juvenile Firesetters Program
- Public Education
IX Old Business:
- A lengthy discussion continued in regard to the needs of the
department as it relates to the 2005 budget submittal. Highlights of
the discussion as follows:
- We are anticipating the retirement of an Assistant Fire Chief; Chief
Wilbur also indicated that at some point (we don't know when, but
within the next couple of years) the Fire Alarm Superintendent may
retire and he would like to have the ability to overlap his replacement
for several months for a transition period. Robin Korherr reported
that Common Council has recently approved an 18 month training
program for transition anticipating the retirement of a position in the
Chamberlain's office; so Council is aware of this type of need.
- Chair Romanowski reported that in his report to the Town of Ithaca,
he noted the dire consequences and limitations of all budget scenarios.

He is irritated that other departments within the City seem to have
the resources they need; we always find ways to do things without
proper resources.
- 2 members of the IVFU spoke to the Town Board and also sent a
letter to Common Council urging their support of continued funding.
- Board members feel IFD's responsibilities continue to increase, but
resources keep decreasing.
- Chair Romanowski would like to appeal to the Volunteer Companies to
come up with a way to conduct training programs - to enable the
volunteer component to continue.
- Robin Korherr reported she is the Common Council liaison to the Town
of Ithaca Board and was in attendance at the recent Town Board
meeting. She expressed concern about the Board of Fire
Commissioner's report and the volunteer's comments that were made
at that meeting - they were quite negative she felt - pitting the Town
vs the City. She feels the Board's role is to educate and build strength
between the 2 municipalities.
Chair Romanowski disagreed - he reported that the negative comments
were made by the public.
- Comm. Kirkpatrick reported that if there's hostility, it's out of
frustration of several years of cuts. He questions why the volunteer
sections get cut and not other sections. He's concerned about the
future of the program.
- Comm. Seligmann feels the Board has an obligation to directly
address the Common Council to support the needs of the Fire
Department.
- Robin asked what it would take to maintain at least the bunker
program. Chair Romanowski indicated that at a minimum, would require
the department to hire a Training Officer. Comm. Seligmann asked if

2% monies could be used for that purpose? No - State prohibition -
needs to be used for the good & welfare of the entire membership.
- Chief Wilbur indicated that adding bits and pieces of any program is
not a good answer. What we really need is the ability to do strategic
planning - we need to define where we are and where we should be
through a comprehensive planning effort. The Chief said efforts in
this area were started but he ran out of funds, time, etc. and he has
become the caretaker for programs which is not a fun experience.
- Chair Romanowski discussed briefly how other departments operate -
they are "fire districts" - taxing authority and setting tax rates.
- The Board determined they would write a letter to the Mayor and
address the Council at the budget hearings. Chair Romanowski will e-
mail Board members with more info.

LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See report from Deputy Chief Dorman.
2) A) Operating Budget Status
See the attached reports. See enclosed 2005 Operating Budget proposal for additional current year
budget information.
B) 2005 Operating Budget
The 2005 Operating Budget Proposal is enclosed with this report. You will see that it provides a
plus 1 %, a plus 3.5 %, and an optional budget scenario. The 1% budget requires that we cut back
by two positions, and impose additional cutbacks in our equipment and contractual lines.
As noted in July, there is no funding proposed to support recruitment for volunteers and bunkers.

3) Contract negotiations.
The City now has a tentative agreement with the CSEA Administrative Unit.
Retroactive payments for IPFFA members are in process, with dates for 2003 and 2004 payments as 02
and 09 OCT 04, respectively.
4) County Communications and 911 Program
Former City Police Dispatchers have been transferred to county employ. The switchover date to move the
dispatch center from Central Fire Station to the new communications facility in the Department of
Emergency Response, at 92 Brown Road, Ithaca, has been reset to 30 SEP 04. Verizon has installed the
digital 911 trunks, and so this date looks quite solid.
5) Grants and Donations
Work continues on implementing the 2003 FIRE Act grant. Hose bids are due soon, and radio licenses
will likely be received in about six weeks. The licenses will allow us to continue with the installation of
our repeater system.
6) Personnel Actions
Promotions and Hiring
Kimberly Spencer started work as our new Financial Clerk on 30 AUG 04.
Due to other very pressing concerns, action on filling the current fire fighter vacancy has stalled.

Safety Section
1) Wellness and Fitness Program
There has been no success in obtaining alternative funding for the department's wellness and fitness
program. Effort continues, but to date, there is little, if any good news to be had on this critical topic.
OPERATIONS DIVISION
Response
1) Monthly Call Report
See attached year -to -date report series for 2004.
2) Emergency Management
This department participates in National Weather Service Conference calls regarding potential severe
weather , in this case, three hurricanes. The information provided in the conference call is then relayed to
City staff for appropriate action. We just received word that, if necessary, conference calls on Hurricane
Ivan would start on Tuesday of next week. Verbal update at the Board meeting.

2) Training Center report for August 2004
No report for this month.
3) Marine Facility
No report for this month.
4) Boat Acquisition
The old boat has been advertised for sale via sealed bid. The DPW was not able to determine what they
could do, so we had to move on.
5) Comell Hazardous Materials Program
A meeting has been scheduled for October between Cornell EH &S and IFD personnel to discuss response
to hazardous materials incidents, at Cornell, and County-wide.
Training

2) Bunker Basic Training
Eleven new bunkers graduated from Bunker Basic Training on 20 AUG 04, and they are currently in
residence, providing service.

Chief Wilbur,
Inspection and testing of renovation and new construction projects continue to be the
major workload of the Fire Prevention Bureau. A break in new construction projects in
the early part of August allowed the Codes Division some time to catch their breath and
complete paperwork related to July's heavy testing schedule. The later two weeks of
August brought another round of increased testing and construction inspection to meet
the schedule of incoming students. Inspection of fraternities and sororities also added to
the workload of the Codes Division.
CODES DIVISION:
The personnel in the Code Division logged a total of 24 hours of training. The
total training hours were dedicated to fire and ems related topics. Again the
training hours for the second month of in a row reflect a lower number than
normal. The heavy inspection and testing schedule forced the use of training days
to meet testing and inspection needs. However, the training needs for the Codes
Division remain on track. Specific drills schedule for September coupled with
normal training days will have the Codes Division at or above required levels.
There were a total of 31 inspections of assembly occupancies completed for the
month. In addition to the inspection there were 26 test observations done on
sprinkler systems, hood system and fire alarm systems.
There were six (6) complaints received for the month of August. All the
complaints were closed.
A change in parking ticket fines required us to turn in the old ticket books, leaving
the division with no ability to issue tickets. New ticket books have just been
received and distributed. The month of September should show a significant
increase in parking tickets issued.

FIRE INVESTIGATION UNIT:
The FIU reported two investigations for the month of August a total of five hours
to complete the investigation. One fire was determined to be accidental while the
second, a vehicle fire, was listed as arson. The arson investigation has been
turned over to the Ithaca Police Department.
JUVENILE FIRE SETTERS PROGRAM:
JFSP continues to work with the one referral from the month of July. The
program received no referrals for August.
PUBLIC EDUCATION:
According to department records there were three public education details
performed by members of the fire department. These details were fire station
tours at the central fire stations and a visit to a day camp at Cass Park.
Department members had contact with approximately 150 individuals during the
programs and a total of 4.5 hours were logged for the details.
Lt. Covert continues to work on materials for public education. The department
has received some of those materials and will begin changing over some of the
dated material from the inventory.
