EXCUSED: Commissioner Paul Alexander. Chair Romanowski called the meeting to order at 1800 hrs. II. Approval of Minutes - May 11, 2004 minutes are not yet available. III. Additions /Deletions to the Agenda: - Add to new Business: Radio Frequency Acquisition Resolution IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence: - Letter from City Clerk reappointing Carol Seligmann as a representative of the City of Ithaca, to a term to expire 06/30/04. Chair Romanowski thanked Carol for her willingness to continue her service to the Ithaca Board of Fire Commissioners. VI. Membership Changes - none VII. Miscellaneous Reports: - Chair Romanowski provided a written copy of his report to the Town of Ithaca - see Minute Book; - Audit - Chair Romanowski reported the audit had been reviewed. - Tompkins County Fire Advisory Board - minutes were available. VIII. Department Reports: A. Chief's Report - Chief Wilbur provided a verbal report as follows: - Capital Projects requests - DC Dorman is working on the submittal - we have missed the June 2nd deadline. The most pressing need is for small vehicle replacement. Our newest vehicle in the fleet is a 1997 Jeep that was handed down by the Police Dept.! It was used for the ITHACA BOARD OF FIRE COMMISSIONERS JUNE 8, 2004 - MINUTES PAGE 2 canine unit, and we cannot get rid of the bad smell inside the vehicle! A list of the rest of the small vehicles are as follows: - 963 which is 9 years old is absolutely beat! - 3 1995's - 2 1996's - 1 1990 pickup truck We have submitted requests to replace these vehicles (certainly not all at once) - for the last 5 years with no approvals! - Regarding the spread sheet of operating account balances, Chief Wilbur noted that the large increase in use of the overtime account is attributable to employees not utilizing "acting officers" - it's a voluntary assignment and if no one volunteers, an officer needs to fill the slot at an overtime rate; and because of the slowdown in contract talks, it appears there may be no relief in the near future . The pattern changed in mid -May and will continue for an undetermined amount of time - we can assume it is a labor contract issue. However, this will create a huge dent in other things the department will be able to due ie bunker training, etc. - Chair Romanowski asked if the boat we purchased from the Sheriff's Dept. needed extensive repairs. Chief Wilbur said we spent about $700 and is all set. We are currently working on installing lights, sirens, lettering, etc. The old IFD boat will be transferred to the Water & Sewer dept. and will also serve as a reserve boat for IFD. We will be using $5,000 from the Lockheed Martin donation plus W &S paying the balance and for repairs. - Chief Wilbur reported we are continuing with Bunker training plans - going day by day until we are certain it will happen (or not). - Common Council Liaison Robin Korherr asked d if the renovation item in the capital project request for Central fire station was a big renovation or a small project. Chief Wilbur reported this has been requested and denied for several years - what we could have done with ITHACA BOARD OF FIRE COMMISSIONERS JUNE 8, 2004 - MINUTES PAGE 3 the money several years ago, now will buy very little. The total amount is for several smaller specific projects - certainly not a new building, which is what will be needed in the end! - Chief Wilbur provided information regarding a request from the Cayuga Heights Fire Dept. for automatic mutual aid on all confirmed structure fires as they currently don't have a ladder truck - they are in the process of buying a new one. B. DEPUTY CHIEF/TRAINING: See Deputy Chief Dorman's written report in the Minute Book). C. Old Business - None X. New Business - Chief Wilbur explained the history of the need to purchase radio frequencies and communications equipment to enable IFD to have remote communication abilities when the 911 dispatch center moves to their new facility. In order to facilitate this, it is necessary for the Board of Fire Commissioners to established a capital project with funds to acquire equipment and radio frequencies needed to compensate for these demands. After further discussion, Chair Romanowski made a motion to approve the attached resolution that authorizes $1,540 for engineering and radio frequency acquisition and to establish an Emergency Management Communication Capital Project; and further that this will be followed by a resolution to award the purchase of associated equipment and hardware. As a first step, please submit a preliminary budget request to the City Controller by August 1, 2004, as prescribed by the City Charter. After you submit your preliminary request, the Controller and I will schedule a meeting with you. I hope to get started earlier than usual this year, so plan on your meeting being scheduled in the middle of August. If you have any questions about your department's budget before or after you submit it, please consult with me and /or the City Controller. As in previous years, your budget templates will be available to you on Munis. All budgets are to be submitted using this software. The Director of Information Technology will provide tech support to you as needed. You have all been made aware of the fact that we are again facing a difficult budget season this fall. Our financial picture has improved somewhat, and we are hopeful for continued financial gains in the near future. It is our plan to conservatively begin adding to Department resources to ease the pain of several years of budget reductions. With this in mind, please prepare your budget submissions using the following guidelines: A. Present a budget, which would represent a 1% increase in overall spending from your 2004 budget, and would incorporate 2005 wage increases. B. Optional - Please submit an optional budget which would represent a 3.5% increase in overall spending from your "An Equal Opportunity Employer with a commitment to workforce diversification." .s TO: Department Heads June 28, 2004 projections for 2005 and a time frame on how quickly the revenue increase could take place. If applicable, departments requesting staff increases, please include any possible cost reductions associated with the staffing increase (i.e.: two additional staff would decrease overtime by $20,000). The following lines will need documentation: 1) Any 200 line equipment purchases that cost $500 or more; 2) Line 430, Fees for Professional Services - indicate what type of professional services are to be performed and cost for each; 3) Line 435, Contractual Services - indicate nature of contracts and cost for each; 4) Line 440, Staff Development - indicate nature and cost; 5) Line 476, Equipment Maintenance - indicate all maintenance contracts /agreements. To ensure compliance with NFPA 1500 Standard for Occupational Safety and Heath POLICY: The Ithaca Fire Department is listed in the Tompkins County Mutual Aid Plan as a participating department. As a participant the Ithaca Fire Department is required to send assistance to other fire departments in Tompkins County when requested and be able to do so without depleting resources to adequately respond to emergencies within our own district. It is the intent of the Ithaca Fire Department to deploy when requested, adequate resources to be able to assist the requesting department and also comply with the above laws and standards. Therefore, when a request for "Mutual Aid" is received the Ithaca Fire Department will always send a minimum of four (4) Career Firefighters to the scene of the incident. This number may be augmented by IFD Volunteers and Bunkers. The only exception to this rule will be for a standby in another district's station or an EMS Medical Call, were the closest geographical engine will be dispatched and back -up sent if needed. To be able to consistently and rapidly deploy personnel and resources the following matrix will be the preferred method to use when deploying units to mutual aid calls. Green Street Ithaca, NY 14850 Chief Wilbur, The following report is for the activities conducted by the Fire Prevention Bureau of the Ithaca Fire Department for the month of May. This has been a very active month, particularly for the codes division. With many new and renovated buildings coming closer to completion, requests for anticipated inspection dates and walk through for code relate questions have increased. New code regulations regarding propane use have drawn the attention of the Ithaca Festival, which has relied heavily on the fire department to work through these issues. In addition, the code enforcement members participated in special details in the college town area during senior week to enforce occupancy numbers in local establishments as well as fraternity and sorority gatherings. CODES DIVISION: The personnel in the Code Division logged a total of 76.25 hours of training. This is broken down to a total of 52.25 hours of in service fire /EMS training and 24 hours of code related training. FF Doner completed his final code series this month for certification. There were a total of 27 inspections and tests completed for the month. The Code Division received ten complaints that are in active review. There were 41 parking tickets were issued, 23 for blocked hydrants, 18 miscellaneous and 1 for parking more than 12" from the curb. J FIRE INVESTIGATION UNIT: The fire investigation unit received two calls for investigations for the month of May. One fire was ruled accidental, while a second fire at a college dormitory was ruled intentional with point of ignition on several floors within the building. JUVENILE FIRE SETTER PROGRAM: There were no referrals to the JFS program for this month. Again a reorganization of the JFS office is a goal for the month of May. PUBLIC EDUCATION: There were six public education details recorded for the month. These involved fire station visits from a number of different schools. Wilbur ;�r Re: Capital Improvement Projects for 2005 Budget Date: 08 JUN 04 Attached please find eight pages of Excel spreadsheets — you will have to provide your own magnifying glass. Also, find a copy of this year's capital improvement program project request. These requests were due at City Hall on 02 JUN 04 — we did not make that date. We have a brief reprieve, so that, and trying to restart the budget development process, is what this memo is about. DC Dorman is preparing the submittal for this year, and we are planning on resubmitting what we put in last year ( "2004 requested" on the spreadsheets). However, as part of the process, I am trying to develop an overall look at what needs are coming up that we can forecast and include in the list. Also, I want to project replacement dates for equipment we are purchasing now, so that we have a tool to use to plan for capital needs well into the future. If you have an idea for items not included in the 2005 request already, please fill out a request form and submit it to DC Dorman for consideration. Feel free to suggest anything, but please pay particular attention to your areas of responsibility. As for the probability of our receiving anything this year, please refer to the "200X Funded" columns for the last three years. Also, City Controller Thayer has indicated he wants to try and move certain items from capital projects back into operating budgets. Motor vehicles, such as sedans and pickups, is one area that comes to mind here. Since we are already past the deadline, we need anything new submitted as soon as possible. Radio Frequency Acquisition Ithaca Board of Fire Commissioners Resolution 08 JUN 04 WHEREAS, the Ithaca Fire Department has need for additional UHF radio frequencies to provide additional communications capability for administrative and operational functions, including emergency management functions, through the use of a repeater and added tactical frequencies; and, WHEREAS, the impending move from Central Fire Station of Tompkins County's 911 and Communications Center will eliminate the ability for Ithaca Fire Department personnel at any of its fire stations to communicate with units operating within and adjacent to the district on existing equipment, thus increasing the need for an alternate system; and, WHEREAS, the City of Ithaca has an established capital project with funds to acquire equipment, and the radio frequencies needed to compensate for these demands; and, WHEREAS, the Ithaca Fire Department has sent out requests for proposals (RFP's) for engineering and frequency acquisition services necessary to acquire the added capacity sought; and, WHEREAS, of the six vendors solicited, only two returned proposals to do the work, and of those two, the lowest proposal was deemed unresponsive in that it omitted engineering and coordination services that were included in the RFP; and, WHEREAS, the remaining proposal from United States Licensing was deemed responsive to the RFP, and IFD staff recommend the project be awarded to United States Licensing; now, therefore be it RESOLVED, the Board of Fire Commissioners hereby approves the proposal to perform frequency coordination and licensing work, along with associated engineering work, as stipulated in the RFP and the proposal, to United States Licensing, 607 El Mar Drive, Rochester, N.Y. 14616 -1035, at a cost of $1,540.00; and, be it further RESOLVED, the funds for this project will be derived from capital project # 436, Emergency Management Communications. As of June 1, 2004, I have received 2 proposals. The proposals were from APCO International for $870.00 and United States Licensing for $1540. After reviewing the details of both proposals, the proposal from United States Licensing appears to be the one that will provide all of the services required to obtain licensed frequencies, including engineering, research, correspondence with other users, waiver requests to the FCC, FCC applications preparation, and frequency coordination form preparation. The proposal from APCO International, does not provide for any required engineering that maybe necessary for operability with co- channel users, research of useable frequencies, necessary waiver requests to the FCC, or Correspondence to other users we may have to work with securing frequencies. Background: The FCC notice for migrating systems from wideband to narrowband operations was released on February_ 25, 2003 in the Second Report and Order and Second Further Notice of Proposed Rule Making under Docket 99 -87. The FCC Rulemaking established January 13, 2004 as the deadline the FCC would no longer accept applications for new wide band license applications or modifications of existing wideband licenses that expand service area coverage beyond the existing coverage. On August 29, 2003, the Association of Public- Safety Communications Officials- International, Inc., the International Association of Fire Chiefs, Inc., the International Municipal Signal Association, the International Association of Chiefs of Police, the Major Cities Chiefs Association, the National Sheriffs' Association, the Major County Sheriffs' Association, and the National Public Safety Telecommunications Council (collectively, Public Safety Petitioners) filed a petition to "stay" the implementation date pursuant to fully addressing several comments filed in the original rulemaking. ether respondents requesting a stay included: IPMobileNet, Inc. Lt. Parsons has put together a good package here and he tells me that authorization to award sooner rather than later may preserve some discounts that would be advantageous for us. Additionally, given the constant problems we are having with communications, the sooner we get this equipment operational, the better off we all will be. If you and the Board would consider a telephone vote to award this bid so that we can proceed, that would be very helpful.
