ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS MAY 11, 2004 MINUTES PRESENT: Commissioners Robert Romanowski, Carol Seligmann, and Greg Kirkpatrick; Common Council Liaison Robin Holtham Korherr. EXCUSED: Commissioner Paul Alexander. I. Chair Romanowski called the meeting to order at 1800 hrs. II. Chair Romanowski made a motion to approve the minutes of the April 13, 2004 meeting as written. Seconded by Comm. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the Agenda: - Add to Old Business: report from City Attorney - Add to New Business: Bid award for SCBA - Add to Chief's report - written report from the Fire Prevention Bureau. IV. Persons wishing to speak to Board of Fire Commissioners: - Comm. Seligmann thanked the Chief for allowing her to do a Ride Along during the evening of May 9, 2004 - it was Slope Day at CU and a very busy night. V. Correspondence: - Chair Romanowski shared information received regarding the Central New York Firemen's Association 2004 Convention. VI. Membership Changes - None VII. Miscellaneous Reports: A. Town of Ithaca report - see written report from Chair Romanowski that is in the Minute Book. B. Audit - was reviewed by Chair Romanowski and Comm. Seligmann C. Tompkins County Fire Advisory Board - no report ITHACA BOARD OF FIRE COMMISSIONER MAY 11, 2004 - MINUTES PAGE 2 VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) - Chief Wilbur answered questions and highlighted items as follows: - The Chief met with the Community Services Committee of Common Council, the Mayor and City Controller regarding budget management and they have come to an understanding about expenditures of overtime funds to allow us to deliver our mission. The Chief has authorized certain activities that contain across - the - shifts membership; moving ahead for bunker training; however, all requires lots of analysis of overtime use for the future. - Budget Development Project - no progress - need to have a good working budget prior to the Mayor's directives for 2005 budget submittals. - As of today, the Ithaca Paid Fire Fighter's have filed impasse on contract negotiations. County Communications and 911 program: - Further discussions regarding the City /County MOU for police dispatchers will be held tomorrow. - (When the 911 Center moves) IFD will still Central Fire Station - a redundant backup; - Chief Wilbur also talked about his concern Statewide Wireless Network (SWN) system and completion dates for the local 800 MHz may be delayed significantly. have alarm monitoring at of the State's aware of the M/A Com - the startup communications system - Grants - work continues on implementing the 2003 FIRE Act grant. Chief Wilbur reported he is very pleased with the work of AC ITHACA BOARD OF FIRE COMMISSIONER MAY 11, 2004 - MINUTES PAGE 3 Tier and the members of the Fire Prevention Bureau. One note of concern that AC Tier and the Chief have is with the increasing development on West Hill as it relates to lack of additional resources of the Fire Department. Safety: - All OSHA violations noted at the recent inspection of Station 5 were corrected prior to the reinspection; - Reps. from the City and Town of Ithaca, and IFD are planning to meet with IC officials regarding their (IC) continued support of the Wellness /Fitness program. - IFD has acquired the TC Sheriff's Dept. Boston Whaler Patrol Boat the it appears the IFD will be sold to the City Water & Sewer Dept. for use in taking samples from the lake. In addition, the former IFD boat will be made available as a reserve for use by IFD when the primary boat is out of service. - Chief Wilbur reported that with 11 -13 potential bunkers who will need training, at this time, and because the budget policy was modified, we are continue to plan for a bunker basic training class in August. - The IVFU continues to seek alternative methods of training potential volunteer members - there have been four applicants. Chair Romanowski remembers how difficult it was in the past to schedule training. B. Deputy Chief's Report - (see complete written report in the Minute Book). DC Dorman was not in attendance. Chief Wilbur reviewed and highlighted the following: - Attached to DC Dorman's report are two resolutions to standardize purchases of radio and self- contained breathing apparatus equipment. These are routine resolutions that the Board adopts periodically to permit IFD to continue to use the same brand of equipment. The resolutions will be considered new business. Old Business - Chair Romanowski reported that he was not able to send e-mail to City Attorney Marty Luster regarding (the Chair's) inquiry about charging for certain EMS serviced. Chief Wilbur will hand deliver it to him. X. New Business: - Chair Romanowski made a motion to approve the resolution to authorize standardization on MSA Self Contained Breathing Apparatus (SCBA) equipment as the type of equipment to be used and purchased by the City of Ithaca Fire Department during the year of 2004. (See entire resolution attached to these minutes.) Seconded by Comm. Seligmann. Carried unanimously. - Chair Romanowski made a motion to approve the resolution to award the Self Contained Breathing Apparatus contract to LaFrance Equipment Corporation of Elmira, NY as the low bidder meeting the specification at a cost of $72,513.25. (See entire resolution attached to these minutes.) Seconded by Comm. Seligmann. Carried unanimously. - Chair Romanowski made a motion to approve the resolution to authorize standardization of Motorola radio equipment as the type of equipment to be used and purchased by the City of Ithaca Fire Department during the year of 2004. (See entire resolution attached to these minutes.) Seconded by Comm. Kirkpatrick. Carried unanimously. XI. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) A) Operating Budget Status Since the last Board meeting, I presented our financial situation to the Community Services Committee of Common Council. Subsequent to that meeting, the Mayor, City Controller, and I discussed the situation, and we have been able to come to a new understanding regarding the budget management policy effective at the beginning of this year. As a result, I am reauthorizing certain activities which require expenditures of overtime funds to allow us to deliver our mission. These authorizations are conservative at this point and we will work hard to stay within our means. B) Budget Development Project (BDP) The budget development project was presented at the staff meeting on 19 APR 04. Unfortunately, I have not been able to get this off the ground since then due to illness and time constraints. We will continue to prepare this for implementation. In the meantime, early indications are that expenditures for such things as motor vehicles may be redirected from capital project submittals back to operating budgets. Given the age and condition of our light vehicle fleet, this is of particular interest. Several are already well overdue for replacement, and safety concerns related to operating emergency vehicles are particularly acute. 3) Contract negotiations. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association is ongoing. 4) County Communications and 911 Program City discussions are continuing on the MOU between the City and the County for dispatch services for the Police Department, and the Fire Department. A meeting will be held on 12 MAY 04 to further discussions on this issue. On another note, the State's award of the Statewide Wireless Network (SWN) system to M/A Com is of interest and concern. Depending on what directions the County may take as a result, the start-up and completion dates for the local 800 MHz communications system may be delayed significantly. 5) Grants and Donations Work continues on implementing the 2003 FIRE Act grant. Equipment has been ordered and some has arrived. Most recently, we received a delivery of four new thermal imaging cameras (TIC'S). 6) Personnel Actions "An Equal Opportunity Employer with a commitment to workforce diversification." ��� Fire Chief's Report for April 2004 Promotions and Hiring 07 MAY 04 Page 2 We continue to work with the Human Resourced Department to hire a permanent person to replace the administrative assistant — financial position that is currently vacant. Fire Prevention Bureau 1) Please see the attached report dated 12 APR 04 from Assistant Chief Tier. Safety Section 1) All OSHA violations noted in the recent inspection of Station 5 (South Hill) have been corrected. The corrections were completed prior to the re- inspection date. 2) Wellness and Fitness Program Building on last month's report, representatives from the City and Town of Ithaca, and the Ithaca Fire Department are planning to meet with officials from Ithaca College very soon to discuss support from the College for this program. I have not yet had time to compose and send a letter regarding Foreign Fire Insurance funds for this purpose. 3) Safety Committee Lt. O'Connor has been authorized to reconvene the Safety Committee and to hold regular meetings. OPERATIONS DIVISION Response 1) Monthly Call Report See attached year -to -date report series for 2004. Support 1) See report from Deputy Chief Dorman. 2) Training Center report for April 2004 Report was not received in time for distribution with this report. Work authorization for maintenance activities for the Training Center has been issued. 3) Marine Facility No report for this month. 4) Boat Acquisition The transfer of the Tompkins County Sheriffs Department Boston Whaler Patrol Boat is in the works. It appears the Ithaca Fire Department boat will be sold to the City Water and Sewer Department for use in taking samples from the lake. These are routine resolutions that we adopt periodically to permit us to continue to use the same brand of equipment. The reasons for this are stipulated in the resolutions. The Board should act on these resolutions at the May meeting. 1) See monthly training report from Deputy Chief Dorman. 2) Bunker Basic Training Currently we have 11 -13 potential bunkers who will need to be trained in August. VOLUNTEER SERVICES DIVISION Membership Unit 1) New (volunteer) Member Training As noted, there have been four volunteer applicants. Although this is not enough to start a new member training class, the IVFU continues to seek alternative methods of training potential members. A meeting held in April focused on alternatives methods of providing this training. WHEREAS, the Fire Chief has requested to standardize on MSA SCBA equipment to be used by the City of Ithaca Fire Department, and to be authorized to purchase approved equipment from the manufacturer, or a representative thereof, and WHEREAS, it is deemed to be in the best interest of the City of Ithaca Fire Department for reasons of efficiency, compatibility and economics to approve such standardization, as more fully spelled out in the following items The City of Ithaca Fire Department presently has MSA equipment for all primary SCBA. 2. This action will minimize the inventory of repair parts which would have to be maintained for the service of said SCBA equipment 3. Labor costs for maintenance and service of a standard type of equipment will be less than are required to service different types of SCBA equipment. 4. Training required for use of a standardized type of equipment will be less than are required to train fire department personnel on different types of SCBA equipment. 5. Green Street Ithaca, NY 14850 Chief Wilbur, The following report is for the activities conducted by the Fire Prevention Bureau of the Ithaca Fire Department for the month of April. CODES DIVISION: The personnel in the Code Division logged a total of 72 hours of training. This is broken down to a total of 48 hours of in service fire /EMS training and 24 hours of code related training. There were a total of 27 inspections and tests completed for the month. The Code Division received four complaints that are in process. Twenty -three parking tickets were issued, eleven for blocked hydrants, three for parking in a handicapped zone without a permit and 9 miscellaneous. The new permitting process that began last month has met with a positive response and continues to be reviewed. There was six temporary propane permits issued, along with one welding and cutting permits and four -bon fire permits. FIRE INVESTIGATION UNIT: There was no activity for the fire investigation unit in the month of April. A review of the call -in procedure is being done along with some reorganization of the FIU office. JUVENILE FIRE SETTER PROGRAM: "An Equal Opportunity Employer with a commitment to workforce diversification." 0 There were no referrals to the JFS program for this month. Again a reorganization of the JFS office is a goal for the month of May. PUBLIC EDUCATION: There were five public education details recorded for the month. These involved fire station visits from a number of different schools. Also the Ithaca Fire Department was invited to the Ithaca High School for Career Day. The focus of the program was to give individuals background in the requirements to become a career firefighter. He then introduced members of the Board of Directors and the Membership and Nominating Committee who were in attendance. Mr. Organ gave a brief summary of the progress achieved at Cayuga Medical Center throughout 2002, followed by an introduction of Dr. Rob Mackenzie, President and CEO. 5. Dr. Mackenzie welcomed everyone and gave his presentation of the "State of the Medical Center." He described plans for the future, laying out our organizational goals to strive for Employer of Choice and Magnet Status for the medical center. Following his presentation, Dr. Mackenzie introduced Dr. Marc Jouandet, neuroradiologist. Dr. Jouandet gave a demonstration of the medical center's new state -of -the -art PACS system (Picture Archiving and Communication System). Diagnostic studies that used to take volumes of film and hours to interpret for one patient can now be done more efficiently and seen in three dimensional detail on a computer screen, saving considerable expense, time, and filing space. Film can be transmitted electronically via computer, allowing physicians to view and consult from various locations, and the imaging information can be saved to a CD disk. 6. Following Dr. Jouandet's presentation, Dr. Mackenzie adjourned the meeting at 7:55 pm and invited those interested to take a tour of the new Ambulatory Procedures Unit.
