MINUTES
PRESENT: Commissioners Robert Romanowski, Paul Alexander,
and Carol Seligmann; Common Council Liaison Robin Holtham
Korherr.
EXCUSED: Commissioner Greg Kirkpatrick.
I. Chair Romanowski called the meeting to order at 1800 hrs.
Mayor Peterson has reappointed Commissioner Paul Alexander to a
term to expire 6/30/05.
II. The minutes of the January 13, 2004 meeting were approved as
written.
III. Additions /Deletions to the Agenda:
- Add to New Business: BFC reports to Common Council.
IV. Persons wishing to speak to Board of Fire Commissioners:
- Lyman Baker, as Treasurer of the Ithaca Veteran Volunteer
Firemen's Assoc., reported that New York State is offering direct
deposit of the 2% funds and asked why they can't receive their monies
that way. Funds are received by the municipality July 1st and they
don't get a check until September.
V. Correspondence:
- 2% reports have been received from all companies, except Co. 9 and
the Ithaca Vet Volunteer Firemen's Assoc.
- A $50.00 donation was received from the Ithaca Vet Volunteers in
memory of Deforest Furman (deposited to the donation account).
VI. Membership Changes:
- 15 Bunker candidates were interviewed by the Membership Review
committee since 2/3/04 and contracts were offered to all 15 with a
deadline of March 12, 2004 (5 have been returned thus far);
- 4 volunteer candidates were interviewed by the Membership Review
Committee since 2/3/04 - still not yet enough to offer a separate New

Member Training Class.
- 1 volunteer applicant was referred to Co. 3 and was rejected by the
company membership.
- Bunker Tony Balda (Sta. 9) has moved out due to demands on college
course schedule; would like to remain as an active volunteer with IFD
(currently a member of Cayuga Heights FD -wants to provide service
through an agreement between CHFD and IFD Chiefs).
VII. Miscellaneous Reports:
A. Town of Ithaca - no report.
B. The Audit was reviewed by Chair Romanowski and Comm.
Alexander.
C. Tompkins County Fire Advisory Board - no report.
VIII. Department Reports:
A. Chief's Report (see complete written report in Minute Book) - Chief
Wilbur answered questions and highlighted items as follows:
- There was no report for February 2004.
- Administrative Assistant for Financial Matters, Eileen Camp,
announced she is leaving the Fire Department to take another position,
effective March 12, 2004; our new half time Account Clerk/Typist, Jan
Pfleiderer, started working February 23, 2004.
Chief Wilbur reported the administrative side of the Fire Dept.
continues to be overwhelmed, and it is only going to get worse. We
haven't even had time to submit a request to Vacancy Review to
replace her position.
- Assistant Chiefs VanBenschoten and Schnurle are writing this year's
FEMA grant proposal - applications are due april 2, 2004; also passed
by Congress - the Staffing for Adequate Fire and Emergency Response
Firefighters Act (SAFER) - if funding is appropriated, we should apply.
Chair Romanowski asked if we could hire a temporary grant writer to

assist.
- Chief Wilbur provided the City Administration Committee with a "wish
list" of monies needed to pay overtime costs to do all the things we do.
Currently the Union has taken a stance and people are not willing to
work "voluntary overtime ". There was no action taken and there was
no specific request. For example $30,000 is needed to conduct bunker
basic training in August. We are waiting to find out the commitment of
the applicants. The other issue will be the Union may have a problem if
nothing else is funded.
- Twenty -two interviews were scheduled to fill seven career positions -
1 Assistant Chief, 1 Lieutenant, 4 Fire Fighters and one Account
Clerk/Typist; at the same time 15 prospective bunker and 4
prospective volunteer candidates were interviewed. As a result of
those interviews, the following actions were taken:
- Lt. Dan Tier promoted to Assistant Fire Chief
- FF Rob Covert promoted to Lieutenant
- Jared Gebel, Brian Quadrozzi, John Baker and Chris Kourkoutis
were hired as firefighters;
- Jan Pfleiderer was hired as Account Clerk- Typist, part time.
- Contracts were offered to all 15 Bunker applicants (deadline
for return is this Friday.
- 4 Volunteer applicants will await a training class.
- A committee is working through the City /County MOU for dispatching
services.
- An OSHA inspection was conducted on January 8, 2004. Five
violations were noted and all have been remedied (most were done the
day of the inspection).
- Chief Wilbur reported that the 3 -yr. partnership IFD enjoys with
Ithaca College is in serious jeopardy. IC are having difficulty
maintaining the approx. $32,000 per year funding the program costs
them. The Chief is considering asking the volunteer companies and the

Vet volunteers to contribute towards the cost of the program. The
program is too important have will have far - reaching effects that this
community cannot afford. When we expect too few people to do it all,
we must support them in any way we can. One profound method is
through the wellness and fitness program.
- Nautical Emergency Response Center - conceptual drawings were
distributed.
- Comm. Alexander asked Council Liaison Korherr how the Fire Chief's
presentation of need for funding was accepted by Council. She said it
went well, but since there was no specific request, no action was
taken. She strong urged the Chief to take specific requests for
funding to the City Administration Committee as soon as possible.
Chief Wilbur has been asked to submit the same memo and
information to the Council's Community Services Committee
at their next meeting on April 14, 2004 (the second Wed. of
the month) at 7 PM in Common Council Chambers. Board
members Carol Seligmann and Paul Alexander will also attend
with the Chief.
- Discussion followed regarding prioritization of needs - some items
discussed were "What's worse first ?" - Board members discussed the
following:
- IFD presence at SAFE schools meetings
- Bunker training - 10 bunkers will be gone after this semester, if
we can't train new ones - the program will die;
- Outdated facility - will become a priority before we know it!
- Need office support as soon as possible.
B. Deputy Chief's Report (see complete written report in Minute Book).
Deputy Chief Dorman was not at the meeting; Chief Wilbur was on hand
for any questions, and there were none.
IX. Old Business:

- Robin Korherr reported that Common Council has moved their agenda
item for reports from Boards and Commissions to the beginning of the
meeting. Chair Romanowski asked if any Board member would like to
be the "reporter ". It was decided that if there was a particular
matter that should be brought to Council's attention, it would be
decided at that time.
- Comm. Alexander asked if there had been any further developments
or discussions about the subject of reduced college tuition or other
monetary incentive for college students to become IFD volunteers or
bunkers. Not exactly - it was decided there are already avenues in
place for college students to volunteer in the community - ie. CU Post
Program and IC Community Service programs. Chair Romanowski
reported that he spoke to some people in Florida who talked of an
incentive to volunteers to have a reduction on their property taxes.
Robin Korherr said this would be a very difficult program to manage -
many City departments utilize volunteers - all very different programs.
Chair Romanowski asked Ken Jupiter of the IVFU if they were exploring
avenues of incentives like this. Ken reported there are models in other
communities that would be worth looking at - we probably don't need to
reinvent the wheel. Bunker Mike Collins may be looking at these as well.
- Discussion followed with Robin Korherr about methods to keep
Common Council members apprised of department issues, needs, etc.
She said the Mayor is urging board liaisons to report on hot topics -
events or issues, as well as revamping the budget process.
Comm. Alexander believes IFD does many good things - but tends to get
lost in the shuffle - may be a good reason to report regularly at Council
meetings.
X. New Business - Chief Wilbur asked the Board for their support of his
writing a letter to the volunteer companies and the Vet Volunteers
asking them for funds to continue the Ithaca College Wellness and

Fitness Program - the program is and has been open to all members.
The Board gave their unanimous support.
- As a highlight - Chief Wilbur reported that volunteers C.J. Kilgore and
Ken Jupiter volunteered an average of about 40 hours /week standby
duty over the last two months with the Ithaca Fire Department - this is
in addition to their regular jobs!

LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See report from Deputy Chief Dorman.
2) Operating Budget Account Status
Per the 18 FEB 04 memorandum from me to the City Administration Committee regarding budget
shortfalls, I will reiterate briefly here how big the challenge is that we face. Our current administrative
capacity is severely overloaded, and we cannot sustain this effort. The chart of activities that accompanied
that memo is also a list of activities, many of which will either be severely curtailed, or eliminated if
budget support cannot be found.
3) Contract negotiations.
Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association is still an open
topic.
4) County Communications and 911 Program
Mayor Peterson and the City Attorney's Office have taken the lead in developing the City-County dispatch
MOU. The next meeting of the city parties involved will be 10 MAR 04.
5) Grants and Donations
The 2003 FIRE Act grant is in the process of being implemented. Assistant Chief Mike Schnurle is
leading that effort. As applications are due on 02 APR 04, we are starting discussions about what kinds of
things we should be doing with regard to the 2004 FIRE Act grant.
Additionally, the Staffing for Adequate Fire and Emergency Response Firefighters Act (SAFER) was
passed by Congress. Should funding be appropriated, we would probably be well served if we were
prepared to submit a grant application immediately.
6) Personnel Actions
Promotions and Hiring
Twenty -two interviews were scheduled and conducted to fill seven career positions: one assistant chief,
one lieutenant, four fire fighters, and one account clerk - typist. At the same time 15 prospective bunker and
4 prospective volunteer candidates were interviewed. As a result of those interviews, the following actions
were taken:

Resignation
Administrative Assistant - Financial Eileen Camp has tendered her resignation and will be leaving as of
12 MAR 04.
Fire Prevention Bureau
1) Fire Prevention Bureau reports are being reorganized and will start to appear again next month.
Safety Section

An OSHA inspection was conducted on 08 JAN 04. As a result of that inspection certain violations were
found that required corrections be made. The notice of violation and order to comply was duly posted as
required. The five violations noted have all been remedied (most were done the day of the inspection).
Wellness and Fitness Program
The three -year partnership IFD enjoys with Ithaca College to enable the quality wellness and fitness
program we enjoy is in serious jeopardy. Ithaca College officials are experiencing difficulty in maintaining
the approximately $32,000 per year funding the program costs them. If we lose this program it would
have far - reaching effects that this community cannot afford. When we expect too few people to do it all,
we must support them in any way we can. One profound method is through the wellness and fitness
program.
To address, this I am proposing to solicit the volunteer companies and the Ithaca Veteran Volunteer
Fireman's Association for substantial funding. As this benefits any IFD personell that choose to
participate, it could easily qualify as a foreign fire insurance expenditure.

Work continues as Lt. Parsons has been meeting with various departments and agencies to discuss the
project. See architect's concept drawings attached to this report.

2) Bunker Basic Training
Currently we have 5 of 15 applicants who have returned housing deposits and signed contracts. The
deadline for them to return these items is 12 MAR 04. If at least eight persons (preferably 12) do not
commit, we will be unable to conduct a program. And, despite the potential of enough bunkers to run a
bunker basic training program, we currently are not funded to deliver this program. If adequate funds for
this and other programs are not provided, the program will be cancelled and all bunker applicants will have
housing deposits returned.
VOLUNTEER SERVICES DIVISION

As noted, there have been four volunteer applicants. Although this is not enough to start a new member
training class, the IVFU continues to seek alternative methods of training potential members.

SELECTED CALLS —
On 1/10/04, B Shift did an excellent job extinguishing a in a heat treat furnace at Emerson
Power Transmissions, 620 Aurora St.
On 2/14/04, C shift quickly extinguished a kitchen fire at 10 Lodge Way
On 2/19/04, C Shift prevented a basement fire at 163 Snyder Hill Rd. from spreading to
the rest of the structure.
On 2/24/04, B Shift stopped a fire at 213 -215 Columbia St. The structure was being
remodeled and the fire could have rapidly spread throughout the building.

There are 16,643 records in the Incidents Table. Between Thursday, January 1, 2004 and
.uesday, March 9, 2004 there were 749 incidents. Currently there are an average of 10.86
