MINUTES
PRESENT: Commissioners Robert Romanowski, Greg Kirkpatrick, Paul
Alexander and Carol Seligmann;
ABSENT: Commissioner Jana Taylor.
I. Chair Romanowski called the meeting to order at 1800 hrs. He
welcomed Robin Holtham Korherr to the meeting. Robin is the newly
appointed Common Council Liaison to the Ithaca Board of Fire
Commissioners.
Il. Chair Romanowski made a motion to approve the minutes of the
December 9, 2003 meeting with the correction of two typographical
errors. Seconded by Comm. Alexander. Carried unanimously.
III. Additions /Deletions to the Agenda:
- Chair Romanowski: add to New Business: e -mail from Comm. Taylor.
- Chair Romanowski: add to New Business: Consider incentives for
volunteer /bunker personnel - overview.
IV. Persons wishing to speak to Board of Fire Commissioners - None

VIII. Department Reports:
A. Chief's Report (see complete written report in Minute Book) - Chief
Wilbur answered questions and highlighted items as follows:
- Comm. Kirkpatrick asked if there was any resolution to the issue of
having to reconcile budget account lines as they are overspent (at the
time) instead of at the end of year as previous. Chief Wilbur, DC
Dorman and Admin. Assistant Eileen Camp met with the Controller and
came to no decisive conclusion. Chief Wilbur explained that part of the
problem is that the Fire Dept. is not funded for certain items like
Emergency Management. The department has been instructed in the
past to spend as needed and accounts would be covered at the end of
the year. The City Controller is willing to work toward a solution.
Along with the above issue, the fact that IFD has received approval to
replace the Assistant Chief position, which will make a promotion to
that position, a Lieutenant, and then to hire a fire fighter at the
bottom; as well as having received permission to replace 3 fire fighters
who are retiring - there is no money to cover training costs for 4 new
fire fighters. Our only saving grace is there will be a savings in salaries
which can be transferred to the training budget line.
Another financial consideration is the $60,000 the Town of Ithaca
provided to the City to finance one fire fighter position (to
accommodate the promotion) - only 1/2 of the monies were allocated
to the Fire Department budget - the rest was allocated to other
departments!
Chief Wilbur will go to the newly formed City Administration Committee
to ask for funding for Emergency Management as well as the need to
make transfers to accommodate training needs.
- Another item discussed with the City Controller was the Fire
Department's unusual position of having received a number of
substantial donations and grants - making sure that all monies are

allocated properly and accounted for on the Fire Dept.'s behalf. He
listed the following:
FIRE Act Grant: $132,000
TRIAD HazMat Training Grant 10,000
Private Donation 10,000
Private Donation 200
Sigma Chi donation 600
- Chief Wilbur spoke about the process for promotions and hiring -
there will be 4 interviews for the position of Assistant Fire Chief
(which will also be the Fire Marshall); 3 interviews for the position of
Lieutenant; and there are 15 people being interviewed for 4 fire fighter
positions - all very time consuming and intensive considerations, and all
needing to be done in a very short period of time.
- Chief Wilbur provided many charts showing various statistics for all
incidents in 2003 as well as the first part of January 2004. He
encouraged everyone to spend some time looking at them and if they
have any questions - just ask.
- Chief Wilbur reported that Sr. Bunker Mike Collins is reporting, that
through a very concerted effort, there will (most likely) be a full
fledged bunker training class in August, as well as (most likely) a full
fledged new member training class for volunteers.

B. Deputy Chief's Report (see complete written report in Minute Book).
Deputy Chief Dorman highlighted his report and answered questions as
follows:
- DC Dorman reported the Communication Transition Committee (CTC)
has met with representatives from Tompkins County concerning the
relocation of the 911 Dispatch Center (addressing their move out of

Central Fire Station). He provided written details that are attached to
his report (see Minute Book).
Robin Korherr asked if this group was the same one that is addressing
the MOU for City police dispatchers moving to the new 911 Center. No,
this group is mostly addressing the actual physical move - equipment
and IFD dispatching needs.
Discussion followed regarding the financial aspects of the City /County
MOU for police dispatchers - Chair Romanowski also questions the
funds the City will be paying to the County when no other community
pays extra for 911 dispatching services (outside of the tax base) as
well as the private entity utilizing dispatching services that pays
nothing.
Robin reported these concerns will be addressed at the Community
Services Committee of Common Council. Chief Wilbur reported the
funding of the MOU is not in his power to debate; but he is concerned
about the performance and accountability aspect of the MOU - he has a
new draft for discussion - he will provide Robin with a copy.
- Deputy Chief Dorman reported that Lt. Deis is back from Military
Leave; the 4 recruit fire fighters to be hired are all authorized and due
at the Fire Academy for basic training on February 29, 2004;
interviews for the part time Account Clerk Typist position in the office
will take place after results are received from the January 10, 2004
Civil Service test.
Chair Romanowski expressed his concern at the disproportionate
number of support staff for the Fire Department compared with other
City departments.
IX. Old Business:
- Chair Romanowski made a motion to authorize $55.00 be paid from
the Donation Account to the Ithaca Flower Shop for flowers from the
department for Frank Miller's funeral. Seconded by Comm. Seligmann.

Carried unanimously.
X. New Business:
- After discussion, the Board decided that the February 2004 meeting
will be cancelled: Chair Romanowski will be in Florida, Comm. Taylor is
resigning (see next item), department has a very busy month for hiring
and promotions, etc. Vice Chair Kirkpatrick will be contacted if there
is any business the Board needs to consider during the month.
- Chair Romanowski reported he received an e-mail from Comm. Taylor
stating that she will be resigning from the Board (for personal
reasons) effective immediately and that she will write an official letter
of resignation to the Mayor.
- Chair Romanowski asked the Board to consider ways to give
incentives, to entice people to volunteer at IFD. He would like to
consider the feasibility of Community Service Scholarships - a discount
on college tuition for students if they volunteer or become a bunker.
He would also like to approach City government about giving credit for
property or income taxes for people who volunteer. He passed around
newspaper articles that he's found from other areas that do similar
programs and would like Ithaca to consider similar approaches to
recruiting volunteers.
Comm. Alexander said the local colleges already have a community
service program and possibly we should go through established routes,
or have a round -table discussion with existing programs and services.
Chair Romanowski would like further discussion of this topic at the
March meeting.
- Chief Wilbur asked Robin Korherr about the feasibility of Common
Council moving their agenda item for Boards and Commissions
reporting from the end of the meeting agenda to closer to the
beginning of the meeting. He would like to see more information about
IFD reported to Common Council, but feels it isn't likely Board members

will stay 'til the wee hours to report on Fire Commission business. She
will look into his request.
Chair Romanowski inquired if Comm. Seligmann would be willing to make
reports to the Common Council. She will get more information and
consider his request.

Building Update:
1. Construction behind 3 weeks
2. Exterior and Interior for the most part complete
3. Presently Drilling for the Tower
4. Work begins at Conn. Hill next week

6. Problem with Heat in the building
a. Gas regulation problem at the building
b. It is being worked out
7. Expect Building Completion by the end of the month
8. The hold up with the move is related to the Phone Switch Delivery and
Installation Time Table
9. Move to the new center will occur, not until the phone switch is in and operational
10. Move may not happen for 6 -8 -10 Weeks
IFD Concerns:
1. Box Alarms
a. Has to be NFPA compliant
b. Totman has a solution, but may not meet NFPA
i. Relies on phone lines and modems to work
ii. NFPA doesn't allow public switched phone network for primary
connection, only can be used as an alternate path
c. Purchase option for W.Bills Co. is about $60K
2. What will be left when Dispatch Moves
a. After they move to the new center, most all the consoles will stay
b. There is no plan to move them out
c. Will be needed as a backup while on the legacy system
i. Present consoles will not work with new 800 system
ii. Once the new microwave and 800 system is in, no need for the
consoles
iii. Still need a space for backup phone system
d. Phone switch and UPS will stay in the back room
3. When will the County install 800 and new microwave
a. It will take one year to construct new sites and install new equipment
b. The delay will be the process to acquire the sites and do the environmental
review
c. Total project should be done in 2005, maybe not until late 2005 depending
on problems with environmental review
4. What things will change for IFD
a. Need a solution for the Box Alarms
b. Central Doors will be closed with radio tones like other stations
c. IFD will need to purchase station printers for each station that it wants a
printer -
5. What will the County need to do
a. Need a plan from the county on the decommissioning of the old dispatch
center as the county's needs for the room decline. In the short term, the
room can remain the same, however IFD would like the county to start
removing things that it does not need in the room if the project takes
longer than a year.

Annual Report of the Juvenile Firesetters Intervention Unit
For the Board of Fire Commissioners of the Ithaca Fire Department
Narrative:
2003 was another good year for the Ithaca Fire District and the surrounding districts as
far as juvenile set fires were concerned. There were only a half dozen cases reported all
year. Of these cases, the most serious incident involved an abandoned vehicle on private
property that belonged to the parents of one of our clients. The youth who was actually at
fault for setting the fire has since moved out of the state in August 2003.
Probably the most disturbing trend has been associated with the school districts in the area.
Several districts in Tompkins County have had cases of small fires being set. All of the fires
were either out at the time of discovery or dealt with very rapidly. All of the cases involved
some sort of in -house discipline and a call to a local police agency. That appears to be where the
ball is dropped. No one seems to want to call the fire service either through 911 or through the
non - emergency line for a chief officer or an investigator. The intervention unit seems to be
called just as an after thought. Consequently there maybe a bigger problem out there that's not
getting reported. All of the administrators I spoke with said they would make a better effort to
call the fire service as one of their initial calls if such an incident occurred in the future. I tried to
make clear that this is state reportable incident not only for our records but also for the
Department of Education as well.
At the Fire Academy this year during the JFS conference, some of the teams reported the
same problem with their local school administrators. Not that the school districts were
intentionally trying to hide the problem since the police agencies wed. called. It sounds like just
plain ignorance or forgetfulness. Other issues that were discussed was the need for more
networking between teams and reporting to the National Fire Marshals Association over the
internet. The need for better record keeping and compiling statistics makes the case for winning
grant monies and letting our local officials know that there is a need for this type of service.
Apparently Cortland County and the City of Elmira have created new teams and contacts were
made with both.
The two greatest challenges so far involved money and personnel (or the lack thereof).
Locally this was our greatest hurtle. This year I'll be beating the bushes in -house AGAIN
looking for more help. Outside the department there has been some interest sparked at both of
the local colleges with child welfare specialists as well as at the local hospital. Our objectives
this coming year will be to recruit more people from within the department to help out with the
fieldwork and reporting. Externally we would like to see a more formal agreement with our
local child health professionals, juvenile justice, and school districts. We would like to create a
more cohesive unit instead of patching networks together in a case -by -case situation and then not
utilizing the relationship again. Hopefully with the new city administration and the national

3) Contract negotiations.
Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association is still an open
topic.
4) County Communications and 911 Program
A meeting was held 10 DEC 03, with representatives from the City Police and Fire Departments, and the
County's Department of Emergency Response. We discussed the operational component of the proposed
City- County Dispatch MOU, and I am developing additional language to address concerns that have been
raised. This will need to go back to the respective legislative bodies for review and approval.
5) Grants and Donations
The Ithaca Fire Department has been notified of, and/or received grants and donations as follows:

TRIAD HazMat Training Grant 10,000
Private donation 10,000

Sigma Chi donation 600
6) Promotions and Hiring
Promotion and hiring processes are underway to select and appoint a Lieutenant to Assistant Fire
Chief /Fire Marshal, and a Fire Fighter to Fire Lieutenant. In addition, four vacancies caused by the
retirements of Raymond Wheaton, Deane Cook, Leigh Marshall, and John VanDeMark, will be filled as
well.

Monthly Activity Report
December 2003
In the month of December 2003, the Fire Investigation Unit investigated two
incidents. A brief description of each incident appears below.
On December 4, 2003, FF Crowley and FF Keller investigated a mobile home fire
at 1691 Danby Road in the Town of Danby. The fire resulted in the death of an elderly
female and was caused by the misuse of a kerosene heater. This investigation was
conducted as a courtesy for the Danby Fire Department. (03 -34)
On December 8, 2003 FF Keller investigated a minor fire at 301 College Avenue
in the city of Ithaca. This accidental fire was the result of a halogen lamp being tipped
over onto a carpet. Damage was limited to a scorched carpet and some smoke damage.

Bob,
Happy New Year to you and your family! I hope you all had a wonderful and enjoyable holiday.
This is no easy way to say this, so I will do my best to get directly to the point. After serious consideration, I
have decided to step -down as a member of the Board of Fire Commissioners. While not a decision taken
lightly, I feel it is just time for me to conserve my energy for my family, as well as my job. Both require my
time and attention and I need to give each the full share. I will formally notify the Mayor of my decision within
the next week.
I have also decided to not continue appearing on Casey's program. With my work schedule being as it is, the
show became one more thing to try and juggle. Casey is aware of my decision.
1 appreciate all of the support and assistance you have given me over the years, and it has truly been my
pleasure working with you.
