ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 9, 2003 MINUTES PRESENT: Commissioners Robert Romanowski, Greg Kirkpatrick and Carol Seligmann; ABSENT: Commissioners Paul Alexander and Jana Taylor. I. Chair Romanowski called the meeting to order at 1805 hrs. II. Chair Romanowski made a motion to approve the minutes of the November 12, 2003 meeting as written. Seconded by Comm. Kirkpatrick. Carried unanimously. Chair Romanowski made a motion to approve the minutes of the September 9, 2003 meeting as written. Seconded by Comm. Seligmann. Carried unanimously. III. Additions /Deletions to the Agenda: - Add to new business: CNYFA Dues $10.00 IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence - Donation of $100 in memory of Dino Neferis directed to Co. 9, Station 9 or anything in the Collegetown area (deposited in the Donation Account). VI. Membership Changes - None VII. Miscellaneous Reports A. Town of Ithaca - Chair Romanowski provided a written copy of his report to the Town of Ithaca - see Minute Book B. Audit - Chair Romanowski and Comm. Seligmann reviewed the Audit. C. Tompkins County Fire Advisory Board - No Report. VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) - Chief ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 9, 2003 - MINUTES PAGE 2 Wilbur answered questions and highlighted items as follows: - A meeting will be held tomorrow with representatives from the City Police and Fire Departments, and the County's Department of Emergency Response to discuss the operational component of the proposed City- County Dispatch MOU. - City Controller Thayer has advised that, starting in 2004, any budget line that exceeds appropriated amounts will need to be reconciled prior to the authorization of additional expenditures. The Chief will seek clarification on this as certain activities, such as emergency management, have not been funded, but rather we have been instructed to make expenditures against department accounts, which would then be reconciled at year -end. - Chief Wilbur reported that the Monthly Call Report may show a decrease in call volume in the future. IFD has been working with the Ithaca Housing Authority and their fire alarm company due to an 80% and 44% increase in calls at Titus Towers I and II over the last few years. He described some programming changes made to the system that now includes a "verification check ". He also noted a change of residency there - from a totally senior citizen clientele to now a combination of seniors and Section 8 housing. Chair Romanowski asked if the change in the alarm system increases our liability. Chief Wilbur says the change is UL listed and is a technologically accepted practice. Cornell University changed all their residence halls to this practice in the lat `90's - we tested the system there and the Chief feels comfortable and confident with the situation. Comm. Seligmann asked if it was the same at Ithaca College as well. Not as yet - new buildings will utilize this system, older buildings are about 5 years behind. - Also another change at Titus Towers is an expenditure of $12,000 to loop the water main - it has always been deficient. There will be a new ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 9, 2003 - MINUTES PAGE 3 12" main that will increase volume from 800 gpm to 2,200 -2,600 gpm. - Chief Wilbur reported he and Lt. Parsons met with Senator Kuhl regarding the Nautical Emergency Response Center and possible funding sources. The Senator seemed receptive during the presentation but made no promises. The next meeting will be with the Planning Dept. to identify the site - work continues. - Correction: last month the Chief reported that WICB was the only commercial broadcast radio station with emergency power capability. In fact WVBR also has that ability, but manual intervention is required to activate it. - The IVFU is putting a tremendous effort in recruiting volunteers and bunkers. They report there should be enough applicants to hold training classes for both groups. - Chair Romanowski asked the Chief about the status of the State Police inquiry to have an outpost at Station 6. Chief Wilbur gave a brief history of the request. The Town of Ithaca has been very supportive of the idea; Chief and Deputy Chief Dorman met with Sgt. Kay Daley and discussed needs of the State Police as well as IFD. There are many pros and cons. Discussion followed regarding logistics, space needs, security, etc. of both parties. DC Dorman is working up the numbers; no decision as yet. The first official approval is with the Board of Fire Commissioners, then the City Common Council and Town Board. - Comm. Kirkpatrick asked if all personnel were restored to the 2004 budget - yes, back to the levels for 2003. - Chair Romanowski reported that Mayor Elect Carolyn Peterson wants to meet with IFD soon after she takes office in January. Deputy Chief's Report (see complete written report in Minute Book). Deputy Chief Dorman highlighted his report and answered questions as follows: - Lt. Thomas Deis will return from Miliary Duty in January; - Interviews will be held in January for the Assistant Chief position assigned to the Fire Prevention Bureau (Ray Wheaton's replacement); no current AC's were interested; - The Lieutenant's list will also be canvassed; - 3 Fire Fighter retirement's are anticipated; so, if approved there will be as many as 4 Fire Fighter positions to be filled. That list will also be canvassed, the Physical Performance Assessment test is scheduled for next week (this is the first screening component of that list). - A meeting was held to discuss the interview process and schedule. IX. Old Business: - Chair Romanowski reported the City Chamberlain will come to a Board meeting sometime after the first of the year to discuss bank accounts and signature requirements. X. New Business: - Chair Romanowski made a motion to authorize $10.00 be paid from the Donation Account to pay 2004 dues to the CNY Fireman's (sic) Association. Seconded by Comm. Kirkpatrick. Carried unanimously. Lyman Baker is the local representative to this group. XI. At the current rate of alarms 11.4 per day), this projects to 4,172 for 2003. This now projects to an increase of 61 over the 4,111 alarms responded to in 2002. A description of the incident appears below. 1) On November 1, LT Tracy investigated a fire in a kitchen at 221 S. Geneva ST The fire involved combustible products left on a stove with a burner left on. The exact cause of the fire remains undetermined. SUBMITTED: FF Jim Crowley Ithaca Fire Department Fire Investigation Unit Monthly Activity Report December 2003 In the month of December 2003, the Fire Investigation Unit investigated two incidents. A'brief description of each incident appears below. On December 4, 2003, FF Crowley and FF Keller investigated a mobile home fire at 1691 Danby Road in the Town of Danby. The fire resulted in the death of an elderly female and was caused by the misuse of a kerosene heater. This investigation was conducted as a courtesy for the Danby Fire Department. (03 -34) On December 8, 2003 FF Keller investigated a minor fire at 301 College Avenue in the city of Ithaca. This accidental fire was the result of a halogen lamp being tipped over onto a carpet. Damage was limited to a scorched carpet and some smoke damage.
