ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 12, 2003 MINUTES PRESENT: Commissioners Robert Romanowski, Carol Seligmann and Paul Alexander; ABSENT: Commissioners Greg Kirkpatrick and Jana Taylor I. Chair Romanowski called the meeting to order at 1805 hrs. II. Chair Romanowski made a motion to approve the minutes of the October 14, 2003 meeting. Seconded by Comm. Seligmann with one correction: correct the spelling of Renee's Restaurant that is mentioned on page 3. Carried unanimously. III. Additions /Deletions to the Agenda: None IV. Persons wishing to speak to Board of Fire Commissioners: None V. Correspondence: - A donation in the amount of $50.00 was received from the IVVFA in memory of member Ernie Jackson - directed to Steamer restoration efforts. VI. Membership Changes: - Chair Romanowski noted the following resignations: Jared Gebel effective 10/20/03 - moved out of area; Jeff Goldberg effective 10/29/03 - moved out of area. VII. Miscellaneous Reports: A. Chair Romanowski provided a copy of his written report to the Town of Ithaca (see Minute Book). B. Audit - was reviewed by Board members. C. Tompkins County Fire Advisory Board - no report. VIII. Department Reports: A. Chief Wilbur provided reports for both October and November 2003 ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 12, 2003 - MINUTES PAGE 2 (see complete reports in the Minute Book); He answered questions and highlighted items as follows: - The 2004 budget was adopted by Common Council which restored the Fire Fighter and Assistant Fire Chief's position. We are not sure as yet if we have to wait until after the 1st of the year to begin the hiring process; but will request the list for Lieutenant and Assistant Fire Chief as these will be internal promotions. - Chief Wilbur reported that the current officers of the department have requested that Chief and Deputy Chief promotional exams be scheduled; however, Mayor Cohen has indicated his desire to have open competitive exams for these positions. - There has been significant activity in bunker recruitment - focusing on IC and CU campuses. The Membership Review Committee will be scheduled to conduct interviews of applicants. - A meeting has finally been scheduled in December with Senator Kuhl to discuss funding for the proposed Marine Facility. - Chief Wilbur discussed his continued frustration with attempting to determine status of volunteer members - just obtaining current officers' names and members' addresses has become fruitless. There is one company who has mail in their slot at Central that dates back more than 2 years ago. The status of companies and their viability is in question once again. He is encouraging the Board to look at this situation as they have the responsibility to consider appropriate action. A lengthy discussion followed: - Chair Romanowski said that 2 years ago, he called and talked with a representative of each company to make an effort to encourage communication; - Comm. Alexander agreed it is the Board's responsibility to make recommendations, but asked the Chief what direction they should go in. Are there established guidelines, and what is the criteria? Does ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 12, 2003 - MINUTES PAGE 3 the Board have authority to withhold 2% funds? There should be written guidelines. - Chief indicated the point is - is there a viable company and is there service to IFD? - Deputy Chief Dorman said that at some point in time, the Board will have to declare a company defunct - some companies have no active members; - Chief Wilbur's concern is if companies cannot meet quorums to conduct official business, should 2% monies be distributed to other, more active companies. He believes the Board should be pretty direct in their inquiry of company viability. - Comm. Alexander feels that if New York State approves and accepts the financial reports of the companies, how can the Board say they are not eligible for 2% funds? He also asked what does the Department provide to the volunteer companies - how does their existence affect the department? - Discussion followed on how 2% monies get distributed, how the City Charter describes the division - half of the total revenues are distributed to the Ithaca Veteran Volunteer Firemen's Assoc; the other half is divided equally between the other 8 volunteer companies. - Chair Romanowski reminded everyone that the career staff, through the Ithaca Paid Fire Fighter's Union, filed a lawsuit several years ago in an attempt to secure a piece of the 2% funds, lost it's attempt due to the stipulations that are set out in the City Charter, so they are not eligible for any of this funding. - More discussion on the need to establish guidelines of a viable company; Comm. Alexander doesn't want current volunteer monthly duty hours as part of the equation. - The Board decided that a meeting would be set sometime after the first of the year (maybe at the regular meeting in March) and have representatives of each company, as well as the Vet Volunteers to talk about the matter - not in the context of 2% funding distribution, but of membership criteria, viability, communication, etc. - Other reports the Chief provided were: - Statistical Summery of Incidents for all incidents through ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 12, 2003 - MINUTES PAGE 4 October and November 2003. - Financial Report YTD 10/310/03 - Training Center Usage - Volunteer FF Duty Hours List - Month - Juvenile Fire Setters Unit -3rd quarter - Fire Investigation Unit Activity Report: of October 2003 report - September 2003 Sept. & October 2003 B. Deputy Chief's Report (see complete written report in Minute Book). Deputy Chief Dorman answered questions and highlighted items as follows: - Station 9 generator is up and running with some minor adjustments to be made; the Administrative Assistant for Financial Matters, Eileen Camp, will prepay all the bills for damages and Panco will reimburse the Fire Department. - The National Weather Service Transmitter - the Mayor has reserved the right to make a formal announcement of it's completion. - Other reports the Deputy Chief provided are: - Personnel Staffing Levels - Mutual Aid Calls - Selected Calls - Support - YTD training hours. IX. Old Business: - Comm. Seligmann reported the Ithaca Journal apparently didn't print the letter she and Greg put together on behalf of the Board regarding the effect of proposed cuts to the Fire Department budget for 2004. Chair Romanowski will make an inquiry and find out why they chose not to print the letter. - Comm. Seligmann asked Deputy Chief Dorman to follow up on her complaint about the access problem to Renee's Restaurant during a recent fire alarm. New Business: - Chair Romanowski made a motion to authorize the Clerk to pay $70 from the Donation Account to the Ithaca Flower Shop for the funeral wreath for the Firefighter's Memorial Day ceremony. Seconded by Comm. Seligmann. Carried unanimously. - The Clerk reminded Board members that any discussion of personnel matters, which includes requests from needy members for assistance from the 2% Sick and Indigent Fund, should be conducted in Executive Session. - Chief Wilbur reported IFD was invited to submit a grant application to Trinidad Funding for training for Haz Mat Team - specifically with the new equipment that was received. Also a grant application has been submitted that would cover expenses for the recent bio- terrorism exercise held on CU campus and for further training. - Chief Wilbur also reported that the House of Reps. and the Senate are considering the Safer Act Bill that would allow communities to apply for grants that are specifically directed to hire and supplement personnel. This is similar to legislation that allowed police departments to add personnel for community policing a number of years ago. Chief Wilbur indicated this same type of program for fire departments is long over due. - Chair Romanowski indicated that the Town of Ithaca has offered the assistance of their grant writer in applying for grants such as these. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Account Status See attached report from Administrative Assistant- Financial Camp. 3) Contract negotiations. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association is still an open topic. 4) County Communications and 911 Program Deputy Chief Dorman's committee continues to work on the various transition issues that we know about. We expect a meeting will be held the week of 10 NOV 03 with Director of Emergency Response Shurtleff to continue discussions on this critical topic. 5) 2004 Operating Budget Common Council adopted the budget for 2004 at their regular meeting on 05 NOV 06. The budget as adopted restored both the fire fighter and the assistant fire chief positions that had been targeted by the mayor for retrenchment. We are still well behind where we need to be as far as everything from preventative maintenance and vehicle replacement to staffing, but it is fortunate we did not lose these vital positions. Fire Prevention Bureau 1) Monthly reports for code enforcement activities are not available this month. Safety Section 1) Wellness and Fitness Program. (No change from prior months.) The memorandum of understanding that we are working on with Ithaca College is still in process and will be presented for consideration as soon as possible. OPERATIONS DIVISION Response 1) Monthly Call Report Year -to -date (YTD) reports for 2003 are attached. At the current rate of alarms 11.5 per day), this projects to 4,198 for 2003. Itr0 Fire Chief's Report for November, 2003 07 NOV 03 Page 2 Support 1) See report from Deputy Chief Dorman. 2) Training Center report for October 2003 As reported by Assistant Fire Chief LaBuff: Hours used: IPD 5 Hours IFD 24 Hours County 72 Hours Private 5 Hours Total hours: 106 Hours See also a summary chart attached showing several months of training center hours. 3) Space Needs Nothing new on this for this month. 4) Marine Facility Another tentative meeting date has been set to meet with Senator Kuhl to brief him on this project. The meeting date is 05 DEC 03. 5) National Weather Service Transmitter Project As of 31 OCT 03, the National Weather Service project was fully completed. The emergency generator was completed installed, tested, and placed in service. This makes WICB the only broadcast radio station in the county with emergency power capability. Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) New (volunteer) Member Training Although there has been an increase in recruitment activity, we are still unable to field enough people to make a class go. Service /Duty Unit 1) Volunteer Standby Hours for October 2003 See attached report. Fire Chief's Report for November, 2003 2) Company Status 07 NOV 03 Page 3 A recent clean -up effort of the hallway mailboxes revealed that at least once volunteer company has not retrieved their mail since the Summer of 2002. Attempting to maintain current rosters, with correct addresses, has become very burdensome, and often fruitless. This situation is not improving, and I again must advise the board that the issue of company viability must be addressed. It is my responsibility to make the Board aware of this situation, and I believe the Board should begin actual discussions with the volunteer companies, the Veteran Volunteers, and the Ithaca Volunteer Firefighter's Unit, to consider the appropriate actions to take to address this situation. A letter (see attached) from Ithaca Town Budget Officer Alfred Carvill emphasizes this problem as he writes to remind me that reports are due for fire insurance tax proceeds. Ironically, earlier in the day, many members of B Shift had received commendations for their participation in the rescue of 5 people from a gorge. Also, Brooktondale was called to set up a landing zone for the Medivac helicopter during this incident. However, Brooktondale was unable to respond and AC Schnurle established the LZ. A description of the incidents appears below. 1) On October 3, LT Tracy investigated a minor kitchen fire at 151 Dryden RD, City of Ithaca. The cause of the fire was attributed to a stove that was left unattended. (CO# 03- 31) 2) On October5, FF Keller investigated another kitchen fire at 113 Pine tree RD, town of Ithaca. The cause of the fire was attributed to unattended cooking.
