ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 14, 2003 MINUTES PRESENT: Commissioners Robert Romanowski, Greg Kirkpatrick and Carol Seligmann; ABSENT: Commissioners Jana Taylor and Paul Alexander. I. Chair Romanowski called the meeting to order at 1815 hrs. 11. Approval of Minutes - Not available. III. Additions /Deletions to the Agenda: - Add under New Business - a request for 2% Relief Funds. IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence: - Donation from IVVFA in member of Ernie Jackson - $50 to be deposited to Donation Account; - Notice of educational conference and legislative weekend from FASNY; - Chair received a number of raffle tickets from a fire department - will be sent back. V1. Membership Changes - None VII. Miscellaneous Reports: A. Town of Ithaca - Chair Romanowski provided a written copy of his report to the Town of Ithaca - see copy in Minute Book. B. Audit - has been reviewed - one voucher was not signed and will be returned for signature. C. Tompkins County Fire Advisory Board - report submitted by David cornelius. Of note, is there are currently no officially appointments members; David Cornelius, P.K. Reeves and Lyle Neigh continue to attend meetings. (Clerk's note: the process for appointment of ITHACA BOARD OF FIRE COMMISSIONERS MINUTES - OCTOBER 14, 2003 PAGE 2 representatives to this Board is very complicated and time consuming and the people with the power - in our case, the Mayor, have not selected this as priority.) The new dispatching center is still on target - completion by the end of October and move -in around the first of the year. See report in the Minute Book. VIII. Department Reports: A. Chief - not available (out of town) - Fire Investigation Report - September 2003 - Child Safety Seat Report - September 2003 - Training Center Report - September 2003 B. Deputy Chief (see complete report in Minute Book). DC Dorman provided highlights as follows: - Station 9 generator project is complete; we are still waiting for some items to be corrected; fire alarm panel needs to be replaced and there are several bills in the current audit related to this project - all expenses incurred from this project will be reimbursed by the insurance company. - Medal Day and Memorial Day services went well and were well attended. He noted the Unit Citation for the Sand Bank Road accident was highlighted by a special two -day article in the Ithaca Journal just the week before (which was a coincidence), and the same group had a subsequent rope (gorge) rescue the same afternoon as Medal Day!! IX. Old Business: - BFC letter writing project - Jana cannot work on the project due to job restrictions; Commissioners Kirkpatrick and Seligmann will write an op -ed letter to the Ithaca Journal relating to the Fire department and budget issues. X. New Business: - Request for 2% Relief funds from a needy member of Co. 2. After ITHACA BOARD OF FIRE COMMISSIONERS MINUTES - OCTOBER 14, 2003 PAGE 3 discussion, the Board voted unanimously to authorize a portion of the total requested. The Clerk will be directed to request the City Chamberlain to process the payment. - Comm. Seligmann asked about a fire alarm she observed at Rene's Cafe - firefighters had to push a button and wait for someone to let them in in order to gain entrance to the building. She was very concerned about this procedure. DC Dorman will relay her question to the Fire Prevention Bureau. - The City of Ithaca Budget hearing for the Fire Department will be held at 7:00 PM this Thursday in Common Council Chambers. XI. Due to the delay in preparation and distribution of this report, it is abbreviated in many respects. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Account Status No report from this month. 3) Contract negotiations. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association is still an open topic. 4) County Communications and 911 Program Deputy Chief Dorman's committee continues to work on the various transition issues that we know about. 5) Retirement — Vacancy Review Committee No further action that I am aware of. 7) 2004 Operating Budget At this writing, the budget review by the B &A Committee was conducted on 16 OCT 03. No action was taken by the committee at that meeting. Media reports today indicate the Cornell Board of Trustees has approved a modification to the memorandum of understanding between the University and the City which would increase the payment for 2004 from $750,000 to $1,000,000. The current MOU has 60% of this amount allocated for reimbursement for fire department services to the University. Common Council must approve this, and it remains to be seen if any relief for the fire department from proposed layoffs and other budget problems will be seen as a result. 8) Memorial Observance and Medal Day Ceremonies Memorial and Medal Day ceremonies were held on 11 OCT 03, at the City Cemetery and Central Fire Station, respectively. "Al" Stickane, an employee of Caskey's Garage, and the primary mechanic assigned to repairing IFD apparatus, was awarded the Rotary Public Service Award. Ken Jupiter received the Board's Meritorious Service Award, 'B' Shift, and those who worked the Sandbank Road car crash were awarded a unit citation, and John "Doc" Cook received the Security Mutual Chuck Heath Award. Crowley. 3) See monthly child safety seat from FF E. Willhams. Safety Section 1) Wellness and Fitness Program. (No change from last month.) The memorandum of understanding that we are working on with Ithaca College is still in process and will be presented for consideration as soon as possible. OPERATIONS DIVISION Response 1) Monthly Call Report Year -to -date (YTD) reports for 2003 are attached. At the current rate of alarms 11.3 per day), this projects to 4,124 for 2003. That now projects to an increase of 13 over the 4,111 alarms responded to in 2002. Support 1) See report from Deputy Chief Dorman. 2) Training Center report for September 2003 Hours used: IFD 41 hours County 25 hours private 3 hours Total hours: 69 hours Ongoing maintenance activities continue, with no specific improvements slated for the near future. 3) Space Needs Nothing new on this for this month. 4) Marine Facility Nothing new to report this month. 5) Generator Replacement Project — Station 9 See Deputy Chief Dorman's report. 6) Natinoal Weather Service Transmitter The standby generator at the WICB tower has been installed and tested. No new cases for the third quarter were reported and the single case over the summer was wrapped up early last month. Closing the last case took a little more doing since the parties requesting the consult were the Groton Police Department and Groton School District. Once again, as in the past, a school district had a fire- setting situation with a student and failed to notify the local fire department. They did however go straight to the police and filed charges as well as contacting the probation department for Tompkins County. The Persons In Need of Supervision (PINS) program director Robin Chemow suggested a course of action through out the summer and the JFSF program here at IFD dove tailed very well with her efforts. Several home visits found the 14- year -old student in question had all of my assignments completed ahead of time. The last of which was a ride -along during the evening hours at station #9. The student observed how difficult a job we have in the fire service and learned a great deal about how a larger municipality functions. Ms. Chernow was pleased with his progress and a letter was sent stating the case was officially closed and his disciplinary status should be reviewed. As of this report our latest graduate has not been involved in any incidents in the month of September. I am looking forward to a quiet fourth quarter and would like to start doing more team building with other local professionals that deal with problem children. I am hoping our budget problems allow for this activity in the future. A description of the incidents appears below. 1) Firefighter Reynolds, Firefighter Keller, and Firefighter Crowley investigated a small fire in closet at 800 University Avenue, City of Ithaca. The cause of the fire was determined to be of an incendiary nature. The FIU is working in cooperation with the Ithaca Police Department and Cornell Police to close the case. (Case # 03 -28) 2) Firefighter Crowley and Firefighter Keller investigated a storage building fire at 370 East King Road, Town of Ithaca. The fire resulted a total loss of the structure and was most likely the result of the mishandling of flammable liquids within the structure. (Case# 03 -29) 3) Firefighter Keller investigated a lightning strike on storage shed at 249 Pennsylvania Avenue, City of Ithaca. MUTUAL AID CALLS — From: Lansing (3), To: Trumansburg (2) SELECTED CALLS — On 9/14/03, C Shift quickly extinguished a fire in an out building at 370 E. King Road. SUPPORT 38 Vehicle work orders were written and 30 were closed. Station 9's generator project was completed. The electrical contractor incorrectly wired one of the 3 -phase legs which resulted in damage to several items. The contractor is covering the repair /replacement cost for their error. Otherwise, the test and final installation of the generator went well. TRAINING — All shifts have two days of NYS training on the Haz Mat Trailer equipment scheduled for October /November. September 2003/ 5 inspections / distribution of 1 seat, this was during normal inspection appointments. On Sept. 6 the class check point netted 34 Inspections with a distribution of 18 new seats. On Sept 20 a checkpoint was held at the Fleet bank drive thru on E Seneca St for the Fire fighter appreciation day and 19 seats were inspected with a distribution of 9 seats. During the period of Sept 17 -20, Firefighters Marshall and Orenstein attended a Child Passenger Safety Conference in Bridgewater NJ most of the expense of this was picked up by the state and AAA. Sept. 2003 11 people, with 3 from IFD, attended the CPS class held and sponsored by IFD. All vouchers for the class and seat purchase have been sent to the state and the reimbursement should be coming soon. October 6, 2003 Report from the Tompkins County Fire and EMS Advisory Board's meeting of 09/29/2003 As of this date the City of Ithaca has no official members appointed to this Board. However, Lyle Neigh, P.K. Reeves and Dave Cornelius continue to attend meetings. As of this meeting date the questionnaire /survey, , I provided you last month, has been sent out, with the endorsement of the County Chiefs Association, to all emergency responding agencies. We expect all responses back by our next meeting. The new emergency dispatch center is still on target to be completed by the end of October, with a move in date around the 151 of January 2004. Upgrades to the Connecticut Hill tower and a new 100' tower at the new dispatch center on schedule. The County Board's ComCat Committee is trying to decide whether it is cheaper in the long run to complete the whole new communications project or put a band aid on the current system to get us though a couple of more years. The County signed a contract with Motorola for the new equipment for the new building, a temporary link in the microwave to Conn Hill tower., and a new 911 phone switch & training. Lee is planning to maintain IFD Central Station as a backup until new frequencies go into use and make the old consoles obsolete. At this point of the budget process all over target request are still in Lee's budget. Training scheduled: Advance Firefighter started in September; the instructor is Dave Spaulding, Basic Firefighter also started in September and the instructor is Tom Dasher and Emergency Vehicle Operations, some time this fall. A six -month Paramedic course is being planned for the Syracuse Region. It will be held 2 nights a week and every other Saturday. Groton will be holding a Basic EMS refresher. MONTHLY FIRE INVESTIGATION UNIT ACTIVITY REPORT October 2003 The Ithaca Fire Investigation Unit responded to two incidents in the month of October. A description of the incidents appears below. 1) On October 3, LT Tracy investigated a minor kitchen fire at 151 Dryden RD, City of Ithaca. The cause of the fire was attributed to a stove that was left unattended. (CO# 03- 31) 2) On October5, FF Keller investigated another kitchen fire at 113 Pine tree RD, town of Ithaca.
