I. Chair Romanowski called the meeting to order at 1805 hrs. II. Chair Romanowski made a motion to approve the minutes of the August 12, 2003 meeting as written. Seconded by Comm. ( ?). Carried unanimously. II. Additions /Deletions to the Agenda - - Announcement: Reminder that the 2nd Annual Fire Fighter Appreciation Day, sponsored by the Downtown Business Group and the Ithaca Journal, will be held on the Commons on Saturday, September 20, 2003 beginning with a parade from Ithaca High School to the Commons at 10 AM. IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence: - Donations from the Ithaca Vet Volunteer Firemen's Association in memory of members Anthony Leone and Charles Fletcher - $25.00 each, were deposited in the Donation Account. VI. Membership Changes - None VII. Miscellaneous Reports: A. Town of ithaca - Chair Romanowski provided a written copy of his ITHACA BOARD OF FIRE COMMISSIONERS SEPTEMBER 9, 2003 - MINUTES PAGE 2 report to the Town of Ithaca - see Minute Book. B. Audit - Chair Romanowski and Comm. Kirkpatrick reviewed the audit. C. Tompkins County Fire Advisory Board - David Cornelius provided a written report of the August 25, 2003 meeting - see Minute Book. VIII. VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) - Chief Wilbur answered questions and highlighted items as follows: -Chief Wilbur gave a budget update. He also indicated that the City has taken no action on the Town of Ithaca's offer of $60,000 to fund a new hire Fire Fighter position in order to allow a promotion to fill the vacant Assistant Fire Chief's position. - After discussion of the upcoming budget review schedule - with B & A Committee, etc., Board members decided to have a special brainstorming session on Wednesday, September 17th at 5:30 PM at Central Fire Station. - As the vacant Assistant Chief's position is also the Fire Marshall, Chief Wilbur has had to take over these responsibilities, as well as supervision of the 3 Fire Fighters in the Fire Prevention Bureau. This is requiring a huge amount of the Chief's time which is preventing him from attending to many other responsibilities. - Due to increased work load, Chief Wilbur is unable to commit planning time for many things including the Memorial Observance and Medal Day activities; retired AC Ray Wheaton is working on the memorial service, and Lt. Tier is working on the medal day activities. B. Deputy Chief's Report (see complete written report in Minute Book). Deputy Chief Dorman was not at the meeting; Chief Wilbur was available for any questions - there were none. IX. Old Business - City Chamberlain - report on suggested changes to required ITHACA BOARD OF FIRE COMMISSIONERS SEPTEMBER 9, 2003 - MINUTES PAGE 3 signatures for 2% fund checks - she would like to postpone until October meeting. X. New Business - The Board approved a request for use of up to $150.00 from the Donation Fund for expenses related to the Memorial Service and Medal Day Activities. XI. At 1845 hrs. the Board moved into Executive Session to discuss the Annual Board of Fire Commissioner's Recognition Award and possible recipients. XII. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Account Status No report from this month. At two - thirds of the way through the year, we have expended 90% of our overtime budget. Despite cutbacks in overtime usage throughout much of our operation, long term absences and several significant incidents have contributed to the overage we now see. Summer time is traditionally more demanding, as far as overtime expense is concerned, but I dn't anticipate significant reductions as we move into the Fall. 3) Contract negotiations. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association is still an open topic. 4) County Communications and 911 Program Deputy Chief Dorman's committee continues to work on the various transition issues that we know about. 5) Proposed Revenues from EMS and Rescue Services No further action to report. Since no further action is anticipated on this item, I will remove it from the agenda as an open item to report on. If Common Council or the Mayor revisits this, I will bring it back. 6) Retirement — Vacancy Review Committee The City -Town Fire Contract negotiations team met on 22 AUG 03, to initiate discussion on this topic. Although discussions were held on a variety of issues, no action was taken, and further meetings have not been set. 7) 2004 Operating Budget A proposed budget was submitted on 20 AUG 03. The Board has not had an opportunity to consider this as a group. Town of Ithaca Supervisor Cathy Valentino was provided a copy at the same time as the budget was sent to the Mayor's Office. The B &A review of the fire department's portion of the Mayor's proposed 2004 City budget is scheduled for Tuesday, 14 OCT 03, at 1900 hours at City Hall. 8) Memorial Observance and Medal Day Ceremonies Although I am not able to commit any time to planning these events, Ray Wheaton is working on the memorial service, and Dan Tier is working on the medal day event. Other than a moment of silence, we are not planning any activities related to 9 -11 observances. "An Equal Opportunity Employer with a commitment to workforce diversification." %w: Fire Chief's Report for September, 2003 09 SEP 03 Page 2 Fire Prevention Bureau 1) Monthly reports for code enforcement activities are not available this month. 2) Codes Transition The issue of applicability of the new code to existing buildings remains unresolved. Until there is substantial activity on this item, I will remove it from this report after this month. 3) Return of Students Details The Fire Prevention Bureau has been authorized by me to conduct Fire Prevention Code enforcement details city-wide on weekends prior to and during the return to classes by students. These details are staffed on an overtime basis, and are running from 2200 -0100 hours. They have been generally assigned on Thursday, Friday, and Saturday nights. Generally, the details check on occupancy levels and exiting for assembly occupancies, look for overcrowded porches, balconies, or roofs, and monitor for overcrowding in general, obstructed fire lanes, fire hydrants, ingress and egress from buildings, and other access ways. We have received positive feedback about the effectiveness of these details, and will continue them on an as needed basis. Safety Section 1) Wellness and Fitness Program. (No change from last month.) The memorandum of understanding that we are working on with Ithaca College is still in process and will be presented for consideration as soon as possible. 2) Safety Committee As a result of a change in our ability to schedule off -duty work, meetings of the Safety Committee have been postponed until further notice. OPERATIONS DIVISION Response 1) Monthly Call Report Year -to -date (YTD) reports for 2003 are attached. At the current rate of alarms 11.3 per day), this projects to 4,124 for 2003. That now projects to an increase of 13 over the 4,111 alarms responded to in 2002. 2) City Disaster Management Plan 13 SEP 03 will see an emergency management exercise conducted which is designed to test the response capabilities of local public safety and public health agencies. It will start at, and be centered on, the Cornell Campus. 3) County Hazardous Materials Team More equipment has been received for the Haz Mat trailer. Additionally, the training to be delivered by the NYS Office of Fire Prevention and Control is scheduled to start here on 15 OCT 03, and will cover all four duty shifts. The September class report will follow later. July 2003/ 9 inspections /distribution of 2 seats 1 booster/ 1 infant August 2003/10 inspections /distribution of 4 seats linfant/3 convertibles As we attempted to track times spent on inspections, it seems we did not do well and will be trying again in the future. As usual monetary returns on newly issued seats seem to be low and even with the press releases we have had this does not seem to change. It is the intent of the program to become self - sufficient and with out some sure way to gain monetary returns it will fold. We will need to spend some time figuring a way to control this. Onondaga county has some great ideas and they are willing to share them, maybe a meeting in the future would be helpful With the completion of the training class it is now very important to see if we can split the work load evenly, to this if names and phone numbers are taken unless an emergency I will handle splitting the work load, please just inform people that a tech will call them back. This will allow for proper scheduling of location and not to interfere with days off. MUTUAL AID CALLS — From: Lansing (2), Cayuga Heights, Enfield, Danby, West Danby To: SELECTED CALLS — B Shift responded to two very serious MVAs during August. On 8/9/03, they responded to a vehicle in the gorge off from Sandbank Road. There were five patients involved in the accident, some with very serious injuries. Due to the excellent work of IFD and other agencies, all of the patients survived this very serious accident. On 8/20/03, B Shift responded to a bicycle /car hit and run accident. Again, IFD worked with Bangs to provide emergency care and stabilize the patient. This hit and run is still under investigation. On 8/22/03, C Shift quickly extinguished a mobile home fire at 34 Jake St. SUPPORT 36 Vehicle work orders were written and 44 were closed. Station 9's generator project was completed. The electrical contractor incorrectly wired one of the 3 -phase legs which resulted in damage to several items. The contractor is covering the repair /replacement cost for their error. September 4, 2003 Report from the Tompkins County Fire and EMS Advisory Board's meeting of 8/25/2003 As of this date the City of Ithaca has no official members appointed to this Board. However, Lyle Neigh, P.K. Reeves and Dave Cornelius continue to attend meetings. Because of a general lack of interest in this Board the membership has dropped to the point where getting enough people together to even hold an informational meeting has been hard. Might I suggest that the Ithaca Board of Fire Commissioners recommend one of your active Board members as a delegate to attend and participate in the Fire Advisory Board? The focus of those of us that are still attending meetings is to try and give the County Legislature a better understanding of the staffing and equipment capabilities of all the emergency agencies in the county. Please review the attached copy of a questionnaire that will be sent to each emergency agency. The new emergency dispatch center is well under construction with a tentative move in date around the I" of January 2004. Upgrades to the Connecticut Hill tower and a new 100' tower at the new dispatch center on schedule. The year 2004 should see Phase U started which will include the build out of the microwave system, paging and mobile data terminal upgrades. Phase III which will involve the change over to 800 N iz has not been scheduled. As with every department budget items are an issue. At a zero % increase Lee would have to absorb $150,000 in contractual salary and benefit increases. Training scheduled: Advance Firefighter starts in September; Basic Firefighter in October and Emergency Vehicle Operations, some time this fall. A six -month Paramedic course is being planned for the Syracuse Region. It will be held 2 nights a week and every other Saturday. The County Mutual Aid Plan has been presented to the County Legislature. I will be unable to attend your September meeting do to a previous commitment to my Volunteer Fire Company. Mme? /asiticsa>t� 76 015GU55 4 Ithaca Fire Department Juvenile Fire - Setters Unit Yd Quarter Report for the Board of Fire Commissioners Narrative: The third quarter of the calendar year 2003 has been very quiet. No new cases for the third quarter were reported and the single case over the summer was wrapped up early last month. Closing the last case took a little more doing since the parties requesting the consult were the Groton Police Department and Groton School District. Once again, as in the past, a school district had a fire- setting situation with a student and failed to notify the local fire department. They did however go straight to the police and filed charges as well as contacting the probation department for Tompkins County. The Persons In Need of Supervision (PINS) program director Robin Chernow suggested a course of action through out the summer and the JFSF program here at IFD dove tailed very well with her efforts. Several home visits found the 14- year -old student in question had all of my assignments completed ahead of time. The last of which was a ride -along during the evening hours at station #9. The student observed how difficult a job we have in the fire service and learned a great deal about how a larger municipality functions. Ms. Chernow was pleased with his progress and a letter was sent stating the case was officially closed and his disciplinary status should be reviewed. As of this report our latest graduate has not been involved in any incidents in the month of September. I am looking forward to a quiet fourth quarter and would like to start doing more team building with other local professionals that deal with problem children. I am hoping our budget problems allow for this activity in the future. A description of the incidents appears below. 1) Firefighter Reynolds, Firefighter Keller, and Firefighter Crowley investigated a small fire in closet at 800 University Avenue, City of Ithaca. The cause of the fire was determined to be of an incendiary nature. The FIU is working in cooperation with the Ithaca Police Department and Cornell Police to close the case. (Case # 03 -28) 2) Firefighter Crowley and Firefighter Keller investigated a storage building fire at 370 East King Road, Town of Ithaca. The fire resulted a total loss of the structure and was most likely the result of the mishandling of flammable liquids within the structure.
