ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS MAY 6, 2003 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg Kirkpatrick; Common Council Liaison Paulette Manos. ABSENT: Commissioner Jana Taylor. Chair Romanowski called the meeting to order at 1800 hrs. II. Chair Romanowski made a motion to approve the April 8, 2003 minutes as written. Seconded by Comm. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the Agenda: - Chair Romanowski requested an item be added to Old Business: Steamer Funds - update. IV. Persons wishing to speak to Board of Fire Commissioners: None V. Correspondence: - A donation of $50.00 was received from Mrs. Grace Cutter - deposited to Donation Fund Account and Chief Wilbur wrote a thank you letter. VI. Membership Change: - Chair Romanowski made a motion to removed Christopher Croft - Unaffiliated Bunker as he has moved out of the area. Seconded by Comm. Alexander. Carried unanimously. VII. Miscellaneous Reports: A. Town of Ithaca (does not meet until next week) B. Audit (not until next week) C. Tompkins County Fire Advisory Board - Deputy Chief Dorman reported there will most likely be no minutes from the last meeting as he believes the tape recorder malfunctioned. D. Cauga Medical Center Annual meeting was held on April 24, 2003 - Chair Romanowski attended the meeting and provided information. E. Chair Romanowski reported that the cost of refreshments for Assistant Chief Ray Wheaton's retirement party amounted to $113.97 ITHACA BOARD OF FIRE COMMISSIONERS MAY 6, 2003 - MINUTES PAGE 2 (from the Donation Account) VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) - Chief Wilbur answered questions and highlighted items as follows: - Chief Wilbur thanked everyone for coming to the retirement celebration for Ray Wheaton - it was an important time and he was happy the Board and Common Council members showed their support for Ray and to acknowledge his 35 years of service to the City of Ithaca. - The Chief has filed the request to fill the vacancy created by Ray's retirement and has been put on hold until after the May 22nd budget status and 5 year projection meeting that the Mayor has scheduled. The Chief is extremely concerned about how the work will get done if the request is denied - he has the ability to make an appeal if that happens. This is a particularly difficult time for the Fire Prevention Bureau - busy construction season as well as the transition to the new code as it applies to existing buildings, which is a huge issue. Chief Wilbur reported the State code classes indicate the new code is to be enforced retroactively - IFD and IBD are working to get the basis for decisions, applied to what buildings - there are too many questions and not enough answers from the State - similar situation as the notorious Rabinor decision - could result in claims against the City - other liabilities if someone gets hurt or dies due to non - compliance. The Chief just rescinded a compliance date of June 1st for fraternities and sororities until we get clarification. This issue in itself is creating a huge workload which falls on the Chief's desk. Chair Romanowski indicated that the City contract with the Town of Ithaca stipulates how the staff is aligned and this would go against the contract if not approved. ITHACA BOARD OF FIRE COMMISSIONERS MAY 6, 2003 - MINUTES PAGE 3 The IPFFA has already gone on record that they are distressed over the delay in replacing this position and that they are frustrated with the process. The 3 fire fighters in the Fire Prevention Bureau are currently working without a direct supervisor and are not in positions to make decisions. Deputy Chief Dorman agrees with the Chief's decision to keep the process as diplomatic as possible - need to go through the correct channels and procedures - which is time consuming. Comm. Alexander asked what the procedure is if the position does get approved. There would be a special Civil Service exam for Assistant Fire Chief - then a list - schedule interviews and make decisions. Chief Wilbur also explained the trickle -down effect of promoting a Lieutenant to Assistant Chief, a Fire Fighter to Lieutenant, then a vacancy for a Fire Fighter. This all is subject to the same process: Vacancy Review Committee, test, list, Affirmative Action Committee (if necessary) etc., etc. - a very busy and long process. If the Vacancy Review Committee denies the request, the Chief can appeal to the Human Resources Committee. - Along with this, Chief Wilbur reported that there is a distinct possibility of 3 retirements after the first of the year - he is very concerned about our ability to fill vacancies as they occur. Chair Romanowski also added the continued need for a municipal training officer. The Chief pointed out that IFD's ability to fulfill our basic mission is in great jeopardy. Deputy Chief Dorman added that unfunded state and federal mandates - like basic training and equipment for things like Weapons of Mass Destruction is really taking its toll. Chair Romanowski asked that the BFC and the Town Supervisor be copied on all correspondence relating to the personnel issues. - Due to State budget deliberations, Senator Kuhl had to reschedule his ITHACA BOARD OF FIRE COMMISSIONERS MAY 6, 2003 - MINUTES PAGE 4 meeting with us regarding funding opportunities for the Nautical Emergency Response Center (NERC) to May 16th. B. Deputy Chief's Report (see complete written report in Minute Book). Deputy Chief Dorman answered questions and highlighted items as follows: - Deputy Chief Dorman reported the fire at 112 Sage Place on 4/18/03 could have been a significant fire but the sprinkler system played a vital role in minimizing the size of the fire. - There has been no date set yet for the County Dispatch center to move out of Central Fire Station. Their new building is currently under construction at the airport. There has been no radio system stipulated as yet and their backup system or abilities have not yet been determined. IX. Old Business: - Chair Romanowski presented a draft of a letter that will be sent to local businesses soliciting funds for the Steamer - for maintenance and to pay for a team of horses to pull it in parades. He asked the Board to edit or make corrections and let him know. He will finalize the letter and work on a list of people to send it to. Chief Wilbur reported there is a need for a concrete pad at the Vet's facility to facilitate getting the Steamer in and out of the enclosure. The SOP for taking the Steamer in and out of the Vets is still in negotiations - it's been difficult to find the time to work on it, as well the changing of leaders at the Vets. However, he feels everyone is doing the right thing by the Steamer - refurbish, display, parade, etc. X. New Business: None XI. At 1850 hrs., the meeting adjourned. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. Note: Effective 04 MAY 03, Assistant Fire Chief Raymond B. Wheaton Jr. retired from service with the Ithaca Fire Department. 2) Operating Budget Account Status No report this month. 3) Contract negotiations. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association continues. 4) County Communications and 911 Program No new information for this report regarding the contingency planning, or regarding the use of Central Fire Station as the County's secondary PSAP location. Last week, the Mayor, Police Chief and County Administrator met to discuss the relocation of dispatch services for IPD to the new county communications center. 5) Proposed Revenues from EMS and Rescue Services No further action to report. 6) Retirement — Vacancy Review Committee As reported last month, Assistant Chief Raymond B. Wheaton has retired, effective 04 MAY 03. The status of our request to the City's vacancy review committee is that the request is on hold until after a 22 MAY 03 presentation on the city budget, with projections for the next five years. Fire Prevention Bureau 1) See attached monthly reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program submitted by Assistant Chief Wheaton. 2) Codes Transition The issue of applicability of the new code remains unresolved. The Ithaca Building Department and the Fire Department continue to work with the City Attorney and the Department of State in an attempt to resolve the issue of applicability to existing buildings. 3) Inspections of assembly occupancies. The meeting that was to be held between Mayor Cohen, Commissioner Radke, and myself did not occur. "An Equal Opportunity Employer with a commitment to workforce diversification." WF* Fire Chief's Report for May, 2003 Safety Section 1) Wellness and Fitness Program. 06 May 03 Page 2 No change from last month: The memorandum of understanding that we are working on with Ithaca College is still in process and will be presented for consideration as soon as possible. 2) Safety Committee The Safety Committee is working on a variety of topics. OPERATIONS DIVISION Response 1) Monthly Call Report Year -to -date (YTD) reports for 2003 are attached. 2) City Disaster Management Plan Work continues on Pre - Disaster Mitigation planning. There has not been time to review the draft of the city's emergency management plan. 3) County Hazardous Materials Team It is still not known when the balance of the WMD equipment cache, and the trailer to carry it, will arrive. A meeting was held to work on the details between the Ithaca Fire Department and Tompkins County regarding the hazardous materials team. In very general terms, IFD would cover demand or readiness costs, while the County would cover the costs of response. Support 1) See report from Deputy Chief Dorman. 2) Training Center: a) Usage and Activity Report for the month of March 2003, as per Assistant Chief Lee LaBuff: Ithaca Fire Dept: 21 Hours Tompkins County: 20 Hours Cayuga County: 8 Hours Ithaca Police Dept: 8 Hours Activities: No repairs needed. Spring Cleanup done. Mowing has started. Pavillion area cleaned and raked. 3) Space Needs As noted in the report on the County Communications System, evaluating and determining space needs now includes the consideration of how best to use the current dispatch center space. Work continues on this project. 4) Marine Facility There is no change in the status of the project to develop an interim arrangement for the Coast Guard Auxiliary so that they can plan operations should they need to leave their current facility. In the meantime, Fire Chief's Report for May, 2003 06 May 03 Page 3 we have a meeting, now on May 16`h, with Senator Kuhl to bring him up to date on the project and to solicit his support. 5) Roof and Generator Replacement Projects — Station 9 See Deputy Chief Dorman's report Training 1) See monthly training report from Deputy Chief Dorman. 2) Training Program One of the primary findings regarding our training program indicates the critical need for a municipal training officer. As readiness through constant training is one of our key functions, the lack of a dedicated training officer imposes obstacles that make administering and delivering a comprehensive training program even more difficult. VOLUNTEER SERVICES DIVISION Membership Unit 1) New (volunteer) Member Training At this point it is still very unclear as to when we may be able to run a new member training class. The IVFU is working on some recruitment initiatives, not the least of which is an attempt to raise sufficient funds to insure we can deliver a training class when the time comes. Service/Duty Unit 1) Volunteer Standby Hours for April 2003 Report not available yet. 2) Bunker Program Renewal contracts are being prepared and executed now. Respectfully submitted, Brian H.
