ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS APRIL 8, 2003 MINUTES PRESENT: Commissioners Robert Romanowski, Greg Kirkpatrick, and Jana Taylor; Common Council Liaison Paulette Manos. ABSENT: Commissioner Paul Alexander. I. Chair Romanowski called the meeting to order at 1810 hrs. II. Chair Romanowski made a motion to approve the March 11, 2003 minutes as written. Seconded by Comm. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the Agenda: Chair Romanowski requested that the regular BFC meeting in May be moved a week ahead - From the 2nd Tuesday, May 13 to the 1 st Tuesday, May 6th, to enable those wishing to attend Co. 1's 175 year celebration on May 13th that will be held at a restaurant in Auburn, NY. Hearing no objections, the next regular Ithaca Board of Fire Commissioner's meeting will be held on MAY 6, 2003 at 6:00 PM at Central Fire Station. IV. Persons wishing to speak to Board of Fire Commissioners: - Alderperson Paulette Manos reported that currently there is no plan for City board and commission members to receive City ID cards - possibly in the future; she also reported that board and commission appointments (including an appointment to the BFC) that were entertained at the last Common Council meeting were postponed due some confusion of the process. V. Correspondence: - Co. 2, Co. 3 and Co. 7 have submitted their 2% reports - all company reports are now in. - Chair Romanowski read a letter he received from Co. 7 indicating that with the development of the Southwest park area, a new fire station should be built, and that Co. 7 should have a home there. ITHACA BOARD OF FIRE COMMISSIONERS APRIL 8, 2003 - MINUTES PAGE 2 - Chair Romanowski presented Chief Wilbur with a 9/11 commemorative flag that was presented to him by Michael Bellone, Fire Responder, Inc. at the Co. 3 banquet. The flag contains all the names of the firefighters who lost their lives on 9/11/01. Chief Wilbur accepted the flag and will write a thank you letter on behalf of the department. - Herkimer FD raffle tickets - will be returned VI. Membership Changes - none VII. Miscellaneous Reports: A. Chair Romanowski provided a written copy of his report to the Town of Ithaca - see copy in the Minute Book; B. Chair Romanowski and Comm. Kirkpatrick reviewed the audit. C. Tompkins County Fire Advisory Report - Minutes of the February meeting were available for review. VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) - Chief Wilbur answered questions and highlighted items as follows: - The City /Town Fire Protection Contract has finally been approved and ratified by both parties - contract covers a 4 year period 04/01/03 - 12/31/07. - Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association continues. - County Communications Project and 911 program - construction on the new center at the airport will begin soon. Communications failures is being studied and how it would impact IFD. IFD has been asked to consider maintaining a backup capability within Central Fire Station to serve as the secondary PSAP site for the county system. Currently ITHACA BOARD OF FIRE COMMISSIONERS APRIL 8, 2003 - MINUTES PAGE 3 we have equipment to conduct our own paging in the event of a failure. - Assistant Fire Chief Ray Wheaton will retire on May 4th after 35 yrs of service. We are planning an "open house" type party at Central Fire Station on his last day of work -May 2nd. Chief Wilbur is concerned that IFD will not be allowed to replace him which would have a huge impact on operation of the Fire Prevention Bureau - several issues are anticipated. - Codes Transition - Chief Wilbur reported the applicability of the new state code to existing buildings is turning out to be a very complex issue. The State codes division is not responding well - need good guidance and interpretations in a more timely manner. Comm. Kirkpatrick asked if most of the concerns have to do with the fire section of the code, as opposed to the "building" part - Chief says yes. One of the issues relates to inspecting places of assembly after hours - can we put people out at night? Comes down to a financial issue - need to go to Common Council for added cost - after hours inspections or fire watches. - The MOU with Ithaca College for the wellness /fitness program is still in process. In the meantime, IC has donated two used treadmills to IFD. - Pre - Disaster Mitigation plan - deadlines were met as well as grant conditions. Also the City's emergency management plan has been delivered and assuming all is well, will be duplicated and distributed to all department heads and the Mayor for additional review. - Finally we have received a portion of WMD equipment that was promised by the State more than 15 months ago. More is to come, including a trailer to carry it, but we don't know when it will arrive. - Chief Wilbur attended a seminar while at the FDIC regarding live fire training and controlling liability. Our agreements and procedures for use of our training center need to be reviewed again by the City attorney . Initial advice indicates we should be providing an on -site ITHACA BOARD OF FIRE COMMISSIONERS APRIL 8, 2003 - MINUTES PAGE 4 liaison /safety officer for all live burn evolutions to comply with NFPA 1403 and to limit the City and IFD's liability exposure, but who pays for it? - Space needs continue to be worked on - there is limited amount of money available; also how to best use the space when dispatch moves - we may want to consider the space for county backup communications, as reported earlier, which would require lots of equipment. - Senator Kuhl will come to a meeting at IFD in May to discuss possible funding sources for the proposed Nautical Emergency Marine Center. - IFD staff is conducting an in -depth review of the department's overall training programs to develop recommendations, etc. - New Member and Bunker training will occur when we have a large enough group of people to schedule a class - likely will not have a 3 week training program in August as in the past. Chair Romanowski asked about the future of the bunker program. Chief Wilbur reported IFD's ability to recruit and administer the program has been lost - too much work to spread out - too hard to balance all that it takes to put the program together. B. Deputy Chief's Report (see complete written report in Minute Book) Deputy Chief Dorman answered questions and highlighted items as follows: - Lt. Thomas Deis will be on Military Leave for at least one year. - No start date (from City Engineer's Office) has been set or Station 9's generator project. - Replace Assistant Chief Wheaton? We don't know yet, probably not. We will go through the process but are not optimistic - will be very problematic if we don't get the approval. Old Business - Chair Romanowski reported that he has talked with City Chamberlain Debbie Parsons about setting up a separate T &A account for deposit of Steamer parade funds that might be collected. Alderperson Manos will help develop a list of possible sources to solicit funds. Chair Romanowski will ask Fire Fighter Tom Basher to assist, if he is willing. X. New Business - None XI. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Account Status See monthly report from Administrative Assistant — Financial Camp. 3) Contract negotiations. The City -Town fire protection contract has been approved and ratified by both the Common Council and the Town Board. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association continues. 4) County Communications and 911 Program A study is currently underway to consider various failure scenarios related to the day -to -day operations of the County Communications System, and how such failures would impact the Ithaca Fire Department. Additionally, Director of the Office of Emergency Response (DOER) Shurtleff has asked whether or not the Ithaca Fire Department would be interested in maintaining a capability within Central Fire Station to serve as the secondary PSAP site for the county system. Decisions in all of these areas will impact several areas of planning and future operations as we look ahead to a very different environment as the County Communications Center moves out of Central Fire Station. 5) Proposed Revenues from EMS and Rescue Services No further action as yet. 6) Retirement Assistant Chief Raymond B. Wheaton has announced his retirement, effective 04 MAY 03. As with the retirement of any of our people, this retirement will impact us significantly. Several issues are anticipated, not the least of which is whether or not we will be able to fill the vacancy that will be created. Assistant Chief Wheaton will have served nearly 35 years. Fire Prevention Bureau 1) See attached monthly reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program submitted by Assistant Chief Wheaton. 2) Codes Transition The applicability of the new state code to existing buildings is turning out to be a complex issue. While the wording of the new code would indicate that many sections are applicable to existing buildings, and that "grandfathering" of existing buildings is not a given, the enabling legislation that created the previous "An Equal Opportunity Employer with a commitment to workforce diversification." ��� Fire Chief's Report for April, 2003 07 APR 03 Page 2 New York State Uniform Fire Prevention and Building Code is problematic. This legislation was relied on when the court ruled on the Rabinor case where it was determined the City's more restrictive fire detection ordinance could not be applied to existing buildings which were in compliance at the time of original construction or modification. Information from the Codes Division of the Department of State is conflicting. Field instructors are indicating the new code should be interpreted literally, and where retroactive application is indicated or inferred, that is the way the code should be enforced. However, inquiries from the City Building Department relating to the issues raised by Rabinor and referred to the Codes Division have not been answered as yet. In the meantime, Fire Prevention Bureau personnel are enforcing the new code as they have been trained to by Department of State instructors. 3) Inspections of assembly occupancies. In an effort to define what choices we may have regarding the after (normal) business hours inspections of places of assembly, Building Commissioner Radke and I will be meeting with Mayor Cohen to discuss the financial implications of assigning personnel to do that work. Safety Section 1) Wellness and Fitness Program. The memorandum of understanding that we are working on with Ithaca College is still in process and will be presented for consideration as soon as possible. In the meantime, Ithaca College has donated two used treadmills to the fire department. They are no longer serviceable for research purposes, but are expected to meet our needs for some period of time. 2) Safety Committee The Safety Committee is working on a variety of topics. They are waiting for authorization to schedule additional meetings for 2003. OPERATIONS DIVISION Response 1) Monthly Call Report Year -to -date (YTD) reports for 2003 are attached. 2) City Disaster Management Plan Work continues on Pre - Disaster Mitigation planning. The reporting deadlines were met and we should meet the grant conditions. In the meantime, the most recent draft of the city's emergency management plan has been delivered and I am reviewing that now. Assuming all is well with it, it will be duplicated and distributed to all department heads and the Mayor for additional review. 3) County Hazardous Materials Team A portion of the WMD equipment cache arrived the week of 17 MAR 03. It is not known when the balance of the cache, and the trailer to carry it, will arrive. We are reviewing the County hazardous materials annex to the comprehensive emergency management plan, as well as the contractual requirements for maintaining and using the WMD equipment cache. Fire Chief's Report for April, 2003 07 APR 03 Page 3 2) Training Center: a) Usage and Activity Report for the month of March 2003, as per Assistant Chief Lee LaBuff: Ithaca Fire Dept: 44 Hours Tompkins County: 3 Hours Cayuga County: 5 Hours No special repair items. Next month we will investigate the purchase of 1 or two training manikins. b) As the result of a seminar I attended at the Fire Department Instructor's Conference (FDIC) in Indianapolis last week, it is clear that we must review all of our agreements and procedures for use of the Training Center by others, especially as it relates to live fire training. Initial advice indicates we should be providing an on -site liaison /safety officer for all live burn evolutions so as to insure compliance with NFPA 1403 and to limit the City and Fire Department's liability exposure. 3) Space Needs As noted in the report on the County Communications System, evaluating and determining space needs now includes the consideration of how best to use the current dispatch center space. Work continues on this project. 4) Marine Facility There is no change in the status of the project to develop an interim arrangement for the Coast Guard Auxiliary so that they can plan operations should they need to leave their current facility. In the meantime, we have a meeting set in May with Senator Kuhl to bring him up to date on the project and to solicit his support. 5) Roof and Generator Replacement Projects — Station 9 See Deputy Chief Dorman's report Training 1) See monthly training report from Deputy Chief Dorman. 2) Training Program A staff work session was held 27 MAR 03 to consider the department's training program. This resulted in a variety of findings that will be provided under separate cover. A series of task teams will be convened to develop the recommendations into proposals for implementation. VOLUNTEER SERVICES DIVISION Membership Unit 1) New (volunteer) Member Training At this point it is still very unclear as to when we may be able to run a new member training class. Members of the IVFU have plans to implement various recruiting strategies. If sufficient numbers of bunkers are not recruited, there will be no bunker basic training class in August. In lieu of that, a new member training program will be run, starting whenever sufficient numbers of bunkers and/or volunteers are available for training. In the meantime, we can only execute bunking contracts for new potential bunkers with the contingency that training be completed prior to any guarantee of housing being offered. ctf ully s bmitted, Brian H. Between Wednesday, January 1, 2003 and Monday, April 7, 2003 there were 1,111 incidents. Currently there are an average of 11.45 incidents per day. Average response time for the department is 4.42 minutes.
