ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS MARCH 11, 2003 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg Kirkpatrick; Common Council Liaison Paulette Manos. ABSENT: Commissioner Jana Taylor. Chair Romanowski called the meeting to order at 1811 hrs. II. Chair Romanowski made a motion to approve the January 14, 2003 minutes as written. Seconded by Comm. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the Agenda: - Request for use of Central Fire Station - discussion - add to New Business. IV. Persons wishing to speak to Board of Fire Commissioners: - Lyman Baker addressed the Board regarding his concern that three volunteer firefighters who lost their lives at the Chi Psi Chapter house fire on December 7, 1906 have not been recognized by the NYS Firefighter's Memorial in Albany, NY nor at the national Fallen Firefighter's memorial in Emmitsburg, MD. Chief Wilbur reported that he had requested both organizations to include these members, but would check again. Subsequently, Lyman discovered correspondence that does include the 3 names for the New York State, and he will follow up with the national memorial. V. Correspondence: - 2% reports for 2002 were received by the following volunteer companies: Co. 1, Co. 4, Co. 5, Co. 6 and Co. 9 (Co. 2 report was received 2/28/03 after the agenda was already prepared). - A request from Cayuga Medical Center for a new 2 -year appointed representative to the CMC Corporation. This item will be discussed under New Business. ITHACA BOARD OF FIRE COMMISSIONERS MARCH 11, 2003 - MINUTES PAGE 2 - A thank you note to the Board was received from Marcia Lynch. - A letter was received from Immaculate Conception Church regarding their fire code inspection - matter referred to chief Wilbur. VI. Membership Changes - none VII. Miscellaneous Reports: A. Town of Ithaca - Comm. Kirkpatrick reported to the Town Board at their meeting in February and will provide a copy of his written report; Chair Romanowski attended the March meeting (last night). He reported that the Fire Protection agreement between the City and Town of Ithaca was unanimously approved after more than 3 years of work on it. A letter of clarification regarding one point will be sent to the City Attorney. B. The audit was approved. C. Tompkins County Fire Advisory Board - no report. VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) - Chief Wilbur answered questions and highlighted items as follows: - He is also happy that the City /Town contract was approved -will not have to do again for 5 years! - Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association continues. - The new County Communications center construction should be completed sometime this Fall so the space at Central will be freed up. - Lt. Deis is on active National Guard duty for one year; FF Albert Foote, Jr. has been appointed a temporary Lieutenant effective 03/09/03 for a period not to exceed one year. - In addition to the Fire Prevention Bureau report, AC Wheaton was interviewed by the media after the Rhode Island nightclub fire - he gave ITHACA BOARD OF FIRE COMMISSIONERS MARCH 11, 2003 - MINUTES PAGE 3 an excellent report about our capability to keep up with inspections, particularly after hours. He also encouraged the public to call and /or report violations that they become aware of. This situation, combined with the recent Chicago nightclub stampede and resultant deaths, has intensified and magnified our demand of the Fire Prevention Bureau. IFD is complying with mandatory inspections of once per year; however the fact remains that, particularly in fraternity houses, there is overcrowding and lack of evacuation during fire alarms that is a continuous problem and tragedies could happen here - we don't have the resources to do all that can be done. - The Wellness /Fitness - Ithaca College continues to expand their commitment; they have one person who is devoting a full time project to the program; there is tremendous progress and lots of participation! - Safety Committee - has had to cut way back on activities that require representatives from each shift to attend - due directly to budget - not paying overtime for people to come to meetings off duty. The same situation is true for many aspects of IFD activities - cut frequency of meetings - Haz Mat, staff meetings, etc/ - Pre - Disaster Mitigation Program - deadlines have been met, received positive comments. If the Feds declare a disaster - lots of funding kicks in for IFD. - The County Hazardous Materials Response Team (IFD) - we may finally be getting the promised equipment. Governor Pataki has been ordered to release equipment that has been earmarked for a long time - breathing apparatus, suits, etc., even a trailer to haul it in - should be coming soon. This will be the first trickle down assistance that has resulted from 9/11/01. - Cayuga Heights Automatic Mutual Aid Agreement has been signed. (See copy in the Minute Book). We expect reciprocal agreement as well - when that happens the Board will be asked for formal approval. We ITHACA BOARD OF FIRE COMMISSIONERS MARCH 11, 2003 - MINUTES PAGE 4 already have some automatic mutual aid agreements with Trumansburg (for Wilkins Rd. /Special Children's Center area) and the airport - which we were activated just today! - Space Needs - funds are still available from the sale of Station 7 as well as a code compliance capital project - City is ready to move ahead. Tom West from the engineer's office and architect Tony Egner met with Chief & Deputy Chief - to look at their initial design development ideas for Central station. Staff will react to their ideas about handicapped access, front enclosure, ideas for use of dispatch space when they leave, higher level of security when the EOC is activated, etc. B. Deputy Chief's Report (see complete written report in Minute Book). In Deputy Chief Dorman's absence, Chief Wilbur was available to review the report and answer questions as needed. - Comm. Alexander noted that the personnel section of DC Dorman's report needs to be updated to reflect the loss of Marcia Lynch (Director of Development), and that we now have a permanent 1/2 time Account Clerk /Typist. - The Board asked if the absence of Lt. Deis, while being replaced with a temporary Lieutenant who has been promoted from the rank of Firefighter, would drive overtime costs. Chief Wilbur reported that since that particular shift is full, overtime would probably only kick in during vacation or kelly time season - but that it is possible if there are other factors - multiple illnesses, etc. IX. Old Business - none X. New Business: - After a short discussion, Comm. Kirkpatrick made a motion to nominate Chair Romanowski as the representative to the Cayuga Medical Center of Ithaca Board for a period of 2 years. Seconded by ITHACA BOARD OF FIRE COMMISSIONERS MARCH 11, 2003 - MINUTES PAGE 5 Comm. Alexander. As no other Board member was interested in the appointment, the motion carried unanimously. - After discussion of a request from the Ithaca City School District for use of Central Station as a polling place in May, 2003 as it relates to the challenges IFD faces with the loss of this space for training, public education activities, and various meetings, etc. (as the front room is the only space in Central that can be used for those purposes), Chair Romanowski made a motion to notify the School District as well as the Tompkins County Board of Elections that due to space considerations as well as probable renovations, that Central Fire Station would not be available as a polling place after the end of 2003. Seconded by Comm. Comm. Kirkpatrick. Comm. Kirkpatrick likes IFD being used as a polling place - visible to the public, historical, etc., but he is aware of the problems and agrees we need to step back. Comm. Alexander would like to suggest viable alternatives, to make it least inconvenient for the voter. Chief Wilbur will send a letter expressing all the sentiments. The motion carried unanimously. - After discussion, Chair Romanowski made a motion to approve the "Bunker and Volunteer Clothing and Protective Equipment Program Funds Transfer" Resolution (see copy in Minute Book). This resolution authorizes transfer $1,000 from T &A Bunker Facilities Account (due to forfeited deposits and fees) to A3140 -2770 Unclassified Revenue and appropriate to expense account A3410-5415-12450 for Clothing and Protective Equipment for bunker and volunteer fire fighters. Seconded by Comm. Alexander. Carried unanimously. - It was brought to the Board's attention that the Ithaca Paid Firefighter's Association has funded the cost of the horses to pull the Steamer in the Syracuse, St. Patrick's Day Parade this Saturday, Discussion following regarding methods to raise funds for this particular activity. Several suggestions were made from Board members as well as Common Council Liaison Manos. She believes direct contact with local merchants is the best method for success. Businesses she suggested include the Ithaca Downtown Merchants, ITHACA BOARD OF FIRE COMMISSIONERS MARCH 11, 2003 - MINUTES PAGE 6 Elmira Road Merchant's Association (Mr. Cutting), Downtown Business Women's Association (who are interested in becoming more involved in the community), T.C. Chamber of Commerce, Tompkins Trust Co., Alternatives FCU, Wegman's, Top's, Restaurant & Tavern Owners, etc. Chair Romanowski suggested letters to all volunteer companies and Vet Volunteers. X. Note: There was no report from the Fire Chief for February 2003. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Account Status See monthly report from Administrative Assistant — Financial Camp. 3) Contract negotiations. The City Common Council approved the proposed city -town fire protection contract at their 05 FEB 03 meeting. The Town Board has reviewed the proposal, and will conduct a public hearing and vote at their regular meeting on 10 MAR 03. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association continues. 4) County Communications and 911 Program Construction bids have been awarded and it is anticipated a new communications center will be completed at the Ithaca - Tompkins Regional Airport by sometime this Fall. 5) Proposed Revenues from EMS and Rescue Services No further action as yet. 6) Military Leave FF Albert Foote Jr. has been appointed to the position of Temporary Lieutenant on the `A' Shift, effective 09 MAR 03, and for a period not to exceed one year. Fire Prevention Bureau 1) See attached monthly reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program submitted by Assistant Chief Wheaton. 2) Codes Transition Nothing new to report. 3) Inspections of assembly occupancies. As the result of the disastrous fire in the nightclub in West Warwick, RI, and the stampede deaths at the nightclub in Chicago, the New York State Department of State has issued an advisory reminding code enforcement officials of their responsibilities under the code. The Ithaca Fire Department has complied with State mandates requiring inspections of places of assembly at least annually, but we do not have the "An Equal Opportunity Employer with a commitment to workforce diversification." W Fire Chief's Report for March, 2003 10 MAR 03 Page 2 resources to conduct after -hours inspections or other enforcement activities to insure compliance with maximum occupancy limits, or other code requirements highlighted as a result of these tragedies. Safety Section 1) Wellness and Fitness Program. The program continues in good shape. The memorandum of understanding that we had hoped to execute with Ithaca College from the beginning is now in process and will be presented for consideration soon. 2) Safety Committee The Safety Committee has a variety of topics on its agenda to work on. They are waiting for authorization to schedule additional meetings for 2003. Budget constraints have forced us to reduce the activities of cross -shift committees such as this one. OPERATIONS DIVISION Response 1) Monthly Call Report Year -to -date (YTD) reports for 2003 are attached. We concluded 2002 with a total of 4,109 emergency incidents recorded. This number is subject to change as final adjustments and corrections are made. 2) City Disaster Management Plan Work continues on Pre - Disaster Mitigation planning. The reporting deadlines were met and we should meet the grant conditions. 3) County Hazardous Materials Team We are still awaiting the distribution of the equipment inventory to be received from the State. 4) Automatic Mutual Aid Agreement An informal automatic mutual aid agreement (copy attached) has been executed with the Cayuga Heights Fire Department. This agreement authorizes the dispatcher to automatically activate the Cayuga Heights Fire Department for a response to cover, or respond to the scene, when the Ithaca Fire Department transmits a second alarm, or a special alarm, which depletes Ithaca Fire Department resources to the extent that sufficient apparatus and personnel are not readily available for any subsequent alarm. This action is what occurs now under the authority granted the fire chief, and it happens as soon as the duty chief, on -call chief, or cover officer makes the request. This request is routinely and automatically made by one of the aforementioned officers on any of the alarms noted. This agreement will insure that coverage for other alarms will occur quickly, and will simplify the process. One of the reasons for this is the continuing difficulties we experience with the communications system, and the risk that an order to request mutual aid coverage may not be received. We anticipate entering into informal automatic mutual aid agreements with other area fire departments. We also anticipate formalizing these agreements to the extent that Board action at a future date will be required to approve them. Support 1) See report from Deputy Chief Dorman. A verbal report of that meeting will be provided at the 11 MAR 03 Commission meeting. 4) Marine Facility The Ithaca Fire Department is still attempting to develop an interim arrangement for the Coast Guard Auxiliary so that they can plan operations should they need to leave their current facility. We have had difficulty coordinating a response from City Hall. 5) Roof and Generator Replacement Projects — Station 9 See Deputy Chief Dorman's report Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) New (volunteer) Member Training At this point it is still very unclear as to when we may be able to run a new member training class. Service /Duty Unit 1) Volunteer Standby Hours / January - Feburay 2003 No report this month. 2) Bunker Facility Account The Ithaca Fire Department maintains a trust and agency account known as the Bunker Facilities Account. This account is used to hold deposits and fees paid by bunkers at the beginning of their term of service with the department. Some deposits or fees are refundable, depending on length of service and condition of the physical facilities at the end of such service. Over the years, an amount in excess of that required to meet current obligations has accrued in this account. Attached is a resolution that would authorize transferring Fire Chief's Report for March, 2003 10 MAR 03 Page 4 funds from the trust and agency account to the A3410.5435 account for use in support of the bunker and volunteer program. O O O c0 O O 'IT c(0 CO M CO O O O O O O O O O M O O Average Response Time by Unit LO r O It CO O N In CO O M O O O It c0 O O c0 M CO O O O O O O O O O O O O O Ithaca Fire Department Bunker and Volunteer Clothing and Protective Equipment Program Funds Transfer Resolution WHEREAS, the City Chamberlain's Office maintains several Trust and Agency accounts on behalf of the Ithaca Fire Department; and, WHEREAS, one of the Trust and Agency accounts is maintained as a bunker facilities account for use in holding administrative fee and room deposit fees paid by student bunkers according to department policies; and, WHEREAS, due to forfeited deposits and fees over the years, the account contains more funds than that necessary to reimburse any legitimate requests for refunds from current or former student bunkers; and, WHEREAS, there is a current need to fund the Clothing and Protective Equipment program fund for bunker and volunteer fire fighters; now therefore, be it RESOLVED, the Board of Fire Commissioners hereby authorizes the transfer of funds from the Bunker Fund Trust and Agency account to City expense accounts, as follows: Transfer from "Bunker Facilities" Trust and Agency account $1,000.00 to A3410 -2770 Unclassified Revenue, and appropriate the following funds to expense accounts from the Unclassified Revenue account. Ir71 ()/!1'1 Automatic Mutual Aid Agreement Between The Cayuga Heights Fire Department And The Ithaca Fire Department This agreement is a non - legal, non - binding agreement. It is an informal agreement between the Chief Fire Officer of each department to have in place a policy and procedure for the automatic notification and dispatch of apparatus and personnel to reported structure fires within the Ithaca Fire Department's response district. This agreement would call for the automatic notification from the County 911 Center to dispatch one (1) Engine and one (1) :serial from the Cayuga Heights Fire Department to standby in the Ithaca Central Fire Station or respond directly to the scene of a reported structure fire, which ever the Ithaca Incident Commander directs. This notification would be made automatically by the County 911 Center on the initial dispatch of the Ithaca Fire Department to a reported structure fire in their response district. It is understood by both departments that due to unforeseen circumstances that there may be a time when the Cayuga Heights Fire Department may not be able to deliver a response, which is acceptable by the Ithaca Fire Department. This agreement shall incorporate the respective responsibilities, liabilities, immunities and all other provisions contained within Section 209 of the New York State General :Municipal Law as defined therein for "outside service by local fire departments ". This informal agreement may be terminated by either Chief Fire Officer at any time by informing the other Officer and the Tompkins County Office of Emergency Response. All uses of Fire Department facilities have to be approved by the Ithaca Board of Fire Commissioners and since they postponed their meeting in February, they just met again on Tuesday evening. They approved the request for School District voting for Tuesday, May 20, 2003 from Noon until 9 PM. However, due to the limited space and increased demand for fire department training and activities we have at Central Fire Station, and the probability of some renovations that may begin in the near future, they are asking that the School District - as well as the County Board of Elections - seek alternate space after this year. Since we will be notifying the Tompkins County Board of Elections that Central Fire Station will not be available after 2003, they will also be looking for alternate space as well and possibly your needs could be included in their search. Periodically over the last few years, we understand that there has been discussion about the possibility of a new fire station being built somewhere in this area. Once again we have been told that, with the critical development in the Southwest Park area, that there is the likelihood of a new station being located somewhere in this vicinity in years to come. As you are well aware, several years ago Cataract Hose Company No. 7 lost its home of over a century in Fall Creek when Station 7 was decommissioned and removed from service. Since that time we have been without a permanent home and have held our monthly company meetings either at the Ithaca Veteran Fireman's Association Building on the Elmira Road or at the Valley House Restaurant. It is our hope, should discussions continue and result in a new southwest area fire station at some point in the future, that Cataract Hose Company No. 7 would be considered as the Company to locate in this new facility, either alone or in conjunction with another company that is currently `homeless'.
