ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 14, 2003 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander, Greg Kirkpatrick and Jana Taylor. I. Chair Romanowski called the meeting to order at 1802 hrs. II. Chair Romanowski made a motion to approve the December 10, 2002 minutes as written. Seconded by Comm. Alexander. Carried unanimously. III. Additions /Deletions to the Agenda: None IV. Persons wishing to speak to Board of Fire Commissioners : - Firefighter Tom Basher asked permission to take the Steamer once again to the St. Patrick's Day parade in Syracuse on March 15, 2003. He spoke of the very successful participation in last year's parade and the pride and camaraderie of the fire department personnel who marched along with the Steamer, and would like to keep up the tradition. The problem is securing funding for the horses to pull the Steamer and asked the Board for financial assistance to fund the horses for this year's parade. It costs about $400 for the horses. - Chair Romanowski recounted that the funding for last year's event was a collaboration of funding from the Board, the Ithaca Veteran Volunteers, and the Town of Ithaca. He suggested that Tom contact the Vets first and asked that Deputy Chief Dorman contact the Town of Ithaca; the BFC Donation Fund is dwindling and it would be difficult to justify that amount of money. Chair Romanowski also suggested that FF Basher explore a stable funding source, or pool of funds that could be used in the future. He also requested that the Ithaca Vet Volunteers and the IFD Volunteer Companies be solicited for funds or ideas for funding sources, as well as inviting them to participate in the parade. V. Correspondence: - Donation of $25.00 from Ithaca Vet Volunteers in memory of Larry Cobb (directed to 1896 Steamer restoration efforts); - Letter from David Ayers - Co. #2, indicating that he was relinquishing ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 14, 2003 - MINUTES PAGE 2 the position of Captain of the company to act as Secretary due to the passing of Bob Anderson; Pete Strizack will serve as Captain. - The Board acknowledge the death of Deputy Chief Dorman's father and passed along their condolences. VI. Membership Changes - None VII. Miscellaneous Reports: A. Chair Romanowski provided a written copy of his report to the Town of Ithaca - see Minute Book. B. Audit - None C. Tompkins County Fire Advisory Board VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) - Chief Wilbur answered questions and highlighted items as follows: - The latest draft version (as well as a tentative final version) of the City /Town Fire contract was sent to Board members for their consideration. If approved, Chief Wilbur will present the contract to the B &A Committee for their consideration and approval, then to be sent to Common Council at the February meeting. Both City and Town attorneys' input was included and Chief Wilbur is hopeful for a positive vote. The Board will bring this up for a vote under Old Business. - County Communications and 911 Program: It became evident during the recent bad weather conditions and communications (paging) failures in the County dispatch center, that the Ithaca Fire Department cannot rely on the current County system if they experience equipment failures. Previously, we had purchased emergency backup equipment for the dispatchers to use and placed in the 911 Center, but when it was needed, they didn't know how to use it. Therefore, IFD will retrieve its' equipment and set it up somewhere in Central Fire Station to ensure our paging capabilities in these instances. The Board discussed the fact that the Current County system is not reliable as a primary system not to mention a redundant system and ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 14, 2003 - MINUTES PAGE 3 there is no backup for the new dispatch center either. Chief Wilbur reported the backbone microwave is in deep trouble and could have a catastrophic failure at any time. The Board also suggested that Tony Egner incorporate space for a dispatching function for IFD into the design he is working on for space changes at IFD. - Chief Wilbur and Board members discussed personnel changes that will happen as a result of the 2003 budget cuts. Marcia Lynch, Director of Development, will be leaving at the end of the month. Fortunately she has been hired as the Executive Director of the Student Faculty at the New York State Academy of Fire Science, as well as other private enterprise opportunities. She would like to retain her relationship with IFD and is willing to assist in the transition. Chair Romanowski suggested the City strike a contract with the Town of Ithaca to retain her for continued grant work. Comm. Taylor said the Mayor told of other City departments that could do IFD's grant work - who would that be? Chief Wilbur doesn't know - there had been a previous attempt with the Planning Department; however our efforts were rebuffed. It was suggested a formal piece be done regarding this loss and how the void is to be filled and send it to the Mayor for a reply. - An offer for the 1/2 time Account Clerk /Typist position has been made to another City employee who will be laid off; she has not accepted the offer as yet and we have not worked through the very complicated process; Eva Snyder continues to work through Manpower until the City employee begins work or she accepts other work. - Lt. Tom Deis has been called for active duty effective 01/25/03 and orders are for one year. In addition. FF Don Reynolds is on 72 hour recall notice. We will be seeking permission to create a temporary Lt.'s position to cover Lt. Deis in his absence. A request will also be made to extend the MOU that allows the City to make up the difference in his pay while he is away. ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 14, 2003 - MINUTES PAGE 4 - The Wellness and Fitness Program continues in good shape and a MOU with Ithaca College is in process; the FEMA grant requirements have been completed and we can now structure the program as we desire. - The Fire Prevention Bureau is reporting that end of year tallies indicate that revenue predictions are on target; - The Fire Prevention Bureau also reports that the suspected arsonist has moved out of town so we are hopeful that the string of recent fires will come to an end. - Chief Wilbur will request the B &A Committee to increase the size of the Capital Project for the Marine Facility by $25,000 to accept a donation of $5,000 /yr. for 5 years from Lockheed - Martin. He also reported that an attempt is being made to re- locate the Coast Guard on a temporary basis - when they lose their current space and before the new facility is completed; however, they need to be patient, set aside personalities and focus on the mission. Everyone is working hard and there are no guarantees. - It is uncertain when IFD will be have a new member training class for volunteers - not enough applicants to even try to arrange a class at this point. - On a very positive note, Cornell Student, Station 9 Bunker, Brian Finucane, has been awarded a Rhoade's Scholarship! B. Deputy Chief's Report (see complete written report in Minute Book). In Deputy Chief Dorman's absence, Chief Wilbur was available to review the report and answer questions as needed. - Station 9 roof replacement project is done; Station 9's generator project is awaiting a start date; - IFD staffed up some anticipating the storm on January 3rd & 4th; provided mutual aid to Cayuga Heights - we were called first and it paid off for them. Director of Development -This will be Marcia Lynch's last report to the Board since her layoff takes effect at the end of this month. (See complete written report in the Minute Book). - Official notification was received that IFD was not awarded a Fire Act grant for this year. - Discussion followed regarding Marcia's contribution to the Ithaca Fire Department, as well as the City of Ithaca. She has been successful in obtaining approximately $500,000 in grant monies since the creation of her position approximately 2 years ago! - Comm. Alexander recommended the Board write a report and tribute about Marcia's work and present it at a Common Council meeting; - Chair Romanowski indicated Town of Ithaca Supervisor Cathy Valentino has been interested in hearing of Marcia's success and it might be of value to discuss a joint contract for services with Marcia, the Town and the City; - Comm. Taylor would like to see an op ed piece in the IJ that is a tribute to all the work Marcia has done - as Volunteer Coordinator and Director of Development and indicate what a tremendous loss it is for the City of Ithaca - a truly unfortunate victim of a poorly constructed layoff system; a copy could be distributed to all Common Council members. - Board members discussed an appropriate departing gift for Marcia; and Chief Wilbur indicated a few people were planning low -key affairs, as well. IX. Old Business - Board members discussed renewing the effort to make monthly reports at Common Council meetings. Chair Romanowski indicated that his reports to the Town of Ithaca are based on the previous BFC meeting and that this report is a specific agenda item for Town Board meetings. Comm. Alexander thinks that specific issues should also be taken to the Common Council. Comm.'s Alexander and Taylor are the City representatives and should be the members to report. Chair ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 14, 2003 - MINUTES PAGE 6 Romanowski has talked with the Mayor on several occasions regarding the City rep. vacancy on the Board of Fire commissioners with no results. - City /Town Contract -Chief Wilbur gave a synopsis of where the contract stands at this point. It's been a very cumbersome process that has gone on for more than 3 years now. There have been several times that it was thought agreement was met, only to discover that changes were desired by various bodies. Meetings with all involved were difficult to schedule and were few and far between. Chief Wilbur also described the most significant changes since the last time: financial reports and payments being made went from quarterly to a month -to -month basis; changes in the way overhead is calculated - which actually reverted back to the original language; as well as other changes. The approval of the agreement is long overdue, and Chief Wilbur recommends the Board approve the agreement as written as it is good for both the Town and the City of Ithaca. Chair Romanowski echoed the Chief's frustration with the process, as well as recommending the agreement's approval. Chair Romanowski made a motion to approve the version of the City /Town Fire Protection Contract as presented and recommended by Chief Wilbur and Chair Romanowski; and that the contract be submitted to the respective bodies (City and Town Councils) for adoption. Seconded by Comm. Alexander. Carried unanimously. X. New Business: As Chief Wilbur and Chair Romanowski will both be out town for the regular meeting in February, and that if there was pressing business, Vice Chair Alexander could call a special meeting or have a phone poll, Chair Romanowski recommended the February 11, 2003 meeting be canceled. Seconded by Comm. Alexander. Carried unanimously. XI. Hearing no other business, the meeting adjourned at 1935 hrs. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Account Status See report from the Munis accounting system which shows the status of all relevant accounts and programs for 2002. This is not a year -end closeout report. 3) Development Report See attached report from Director Lynch. 4) Contract negotiations. Attached is a copy of a revised City-Town contract, showing revisions made, along with supporting material, that each team is submitting for review and approval. Board action to approve or disprove this proposal will be needed at the 14 JAN 03 meeting. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association continues as well. 5) County Communications and 911 Program Work continues on design, development, and approvals for the new communications center at the airport. Similarly, work continues on evaluation of the bids received for the new 800 MHz communications system. A disruption in the County Communications System as a result of the 03 -4 JAN 03 storm has caused us to reconsider our situation with regard to communications. Currently we are making plans to locate the redundant paging base, a new UHF base, and other relevant items in a location at Central Fire Station other than in the dispatch center. This is to help us insure a level of redundancy in our communications that we can't achieve now. 6) Proposed Revenues from EMS and Rescue Services No further action as yet. 7) 2003 Operating Budget An offer for the 0.5 FTE account clerk- typist position has been made. Until this offer is accepted and another individual starts in the half -time position, or until she accepts other work, Eva Snyder continues working in a part-time capacity from 0800 -1200 each day. 8) Military Leave Lt. Thomas Deis has been called for active duty, effective 25 JAN 03, and lasting one year. In addition, FF Donald Reynolds is on 72 -hour recall notice. V Fire Chief's Report for January, 2003 Fire Prevention Bureau 09 JAN 03 Page 2 1) See attached monthly reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program submitted by Assistant Chief Wheaton. 2) Codes Transition Nothing new to report. Safety Section 1) Wellness and Fitness Program. The program continues in good shape. The memorandum of understanding that we had hoped to execute with Ithaca College from the beginning is now in process and will be presented for consideration soon. 2) Safety Committee The Safety Committee continues to work on a variety of topics including mutual aid response, as it relates to compliance with OSHA requirements. OPERATIONS DIVISION Response 1) Monthly Call Report Year -to -date (YTD) reports for 2003 are attached. We concluded 2002 with a total of 4,109 emergency incidents recorded. This number is subject to change as final adjustments and corrections are made. 2) City Disaster Management Plan Work continues on Pre - Disaster Mitigation planning. The reporting deadlines were met and we should meet the grant conditions. 3) County Hazardous Materials Team We are still awaiting the distribution of the equipment inventory to be received from the State. This is a modified version of the proposal which had been submitted, first, to the Ithaca Urban Renewal Agency under the Community Development Block Grant program, then to Wegmans last year, with a smaller price tag, enabled through acquisition of a used model. In speaking with the manufacturer, I have learned that such a pre- owned unit would be available for approximately half the cost of a new model, and about a third of the cost of the model we cited in our initial proposal. We are optimistic about receiving some level of support for this project. Awarded: No new awards received. FM Global Arson Grant Program On Friday, 1/24/03 (1400 hr.) at Central, FM Global Regional Manager Howard Marshall will ceremonially present us the grant award, in the amount of $2,500, for a new computer and video - based training program for the Fire Investigation Unit. The firm is handling the media relations for this; however, we will review the news release before it's finalized and distributed. In Progress: Among items in progress... Nautical Emergency Response Center We have received the first $5,000 installment of the grant from Lockheed Martin (will be a total of $25,000 over five years). Because of the Lockheed Martin award, the size of the city capital project for the NERC must be formally expanded. Proposal to expand to $50,000 going to the B &A Committee this month and to Council in February. On 11/25, we met with planning staff and the Assistant City Attorney regarding alienation of parkland for this project, and work on that is moving forward. We are also preparing a proposal for our new state senator, Randy Kuhl, concerning this project and will be requesting a meeting with him to inform him about the project and to seek his support. We will also meet with Assemblywoman -Elect Barbara Lifton to bring her up to date on the project. Barbara was instrumental in setting up our initial meeting with Assemblyman Marty Luster last year. Dates for these meetings not yet firm; however, am trying for sometime before the end of January. NYS Emergency Management Office — Pre - Disaster Mitigation Our hazard vulnerability assessment was submitted to SEMO on 11/15/02, as scheduled, and our draft report on 12/31/02. AC Van Benschoten indicates that SEMO staff remarked to him that ours was the most comprehensive of those received. NYS Office of Fire Prevention and Control Word is expected any day, concerning this request for $48,750 through the New York State Emergency Services Grant Fund, for self- contained breathing apparatus. I have been in touch daily with OFPC staff this week, since we want to know whether we can begin acquiring some of these improved PASS alarms, or whether that would prevent our being reimbursed from any grant we receive. OFPC blames delays in the Governor's Office — also says officials were waiting for all FEMA Fire Act awards to be issued before making decisions on these.
