Tompkins County Fire Advisory Board - no report VIII. Department Reports: A. Chief's Report (see complete written report in Minute Book) - Chief Wilbur answered questions and highlighted items as follows: - City /Town Contract negotiations are still in process; as a result of a meeting last Monday (12/2/02), the Committee hammered out details and hopefully a final draft will be presented soon for approval. - The 2003 Final City Budget has not yet been received from the Controller's Office. - The False Alarm Ordinance was adopted as amended by Common Council as their meeting on 04 DEC 02. - Ithaca Fire Department representatives will be meeting with Ithaca College representatives next Monday to work out details of the MOU for the Well program. It is hopeful that there will be a long term agreement. It has been determined that, so far, Ithaca College has provided in -kind services to the Ithaca Fire Department for this program that amounts to about $65,000. - A final report on 2001 call information is provided - you will note a change in report format; predominant volume of calls are within the City of Ithaca. - A public hearing will be held tonight at Central Fire Station to receive public comment regarding the Emergency Management Pre - Disaster Mitigation Planning project. - IFD continues to wait for distribution of the equipment inventory to be received from the State for our County Haz mat Team., Effort continues on the regional response program with the cities of Auburn, Cortland and Geneva. ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 10, 2002 - MINUTES PAGE 3 - Space Needs - Chief Wilbur met with Tom West and Tony Egner to discuss work to be done at Central Fire Station - specifically reconfigure the front entrance for handicap accessibility, convert the "steamer" space into useable space, as well as energy improvements. Discussion followed regarding the dispatch space and when that may become available. The County communications center is due to begin construction this Spring with a (highly unlikely) completion date at the end of December 2003, as well as previous discussion of future expansion over the back parking lot. B. Deputy Chief's Report (see complete written report in Minute Book). In Deputy Chief Dorman's absence, Chief Wilbur was available to review the report and answer questions as needed. - Station 9 roof replacement project will be finished as of tomorrow; bids for Station 9's generator have been opened and a bid should be awarded son. - The Chief was asked how the relationship with the City Engineer's office is working out - with their overseeing of capital projects? Chief said pretty good, with some minor difficulties. It's hard to adapt to working at buildings that operate 24/7 and have people living there, parking restrictions, etc. It may become more difficult for the Engineer's office to do this work for us in that they are losing 3 or 4 positions in the 2003 budget. C. Director of Development (see complete written report in Minute Book). Marcia Lynch highlighted items and answered questions as follows: - A modified version of a proposal originally to the IURA was sent to the Ithaca Rotary Club for $19,100 to support a Fire Safety Interactive Learning Center on 11/22/02; - Marcia described the Pre - Disaster Mitigation grant proposal ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 10, 2002 - MINUTES PAGE 4 submitted to the NYS Emergency Mgt. Office - a second public hearing is scheduled this evening to receive public input. IX. Old Business - None X. Carried unanimously. - Chair romanowski made a motion to authorize $10.00 for Central New York Firemen's Association dues for 2003. Seconded by Comm. Kirkpatrick. Carried unanimously. XI. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See report from Deputy Chief Dorman. 2) Operating Budget Account Status See report from the Munis accounting system which shows the status of all relevant accounts and programs. Per standard practice, the City Controller received authorization from Common Council to cover "red" accounts. 3) Development Report See attached report from Director Lynch. 4) Contract negotiations. City-Town contract negotiations are still in process. As the result of recent negotiations, another draft agreement will be submitted to the Town Board and Common Council for consideration, and hopefully, approval. There is agreement to extend the current MOU if necessary while the contract is reconsidered. Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association continues as well. 5) County Communications and 911 Program Work continues on design, development, and approvals for the new communications center at the airport. Similarly, work continues on evaluation of the bids received for the new 800 MHz communications system. In the meantime, we are working hard to try and insure that the services received from the county communications system, including systems, equipment, and dispatch services, meets our needs. I am increasingly concerned that the ability of the county to meet the dispatch and communications needs of the Ithaca Fire Department may be seriously impaired. We are studying this issue and will provide a report under separate cover with our findings and recommendations. 6) Proposed Revenues from EMS and Rescue Services Due to intense budget discussions, changes to the proposed rescue fee legislation have not been completed and reviewed by the City Attorney yet. Once reviewed and changes made, the draft will return to the Board prior to moving to the B &A Committee. (Same report as last month) 7) 2003 Operating Budget The 2003 Final Budget, as adopted, has not yet been received from the City Controller's Office. Until this is received, we cannot provide additional information regarding the impact of this budget on the Fire Department in 2003. In the meantime, I am working to determine the hiring parameters for the 0.5 FTE account clerk -typist position to start on or after 01 JAN 03. In addition, Marcia Lynch, Director of Development, and Eva Snyder, our temporary account clerk, have been officially notified of the impact of the 2003 budget as adopted on their positions. ILO Fire Chief's Report for December, 2002 Fire Prevention Bureau 06 DEC 02 Page 2 1) See attached monthly reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program submitted by Assistant Chief Wheaton. 2) Codes Transition Nothing new to report. 3) Parking Tickets Each shift commander has been advised to organize training in the use of the new parking tickets directly with CSO Gary Bordoni. When completed, all members of the Fire Prevention Bureau, and all staff officers will be authorized to issue parking tickets as necessary. 4) False Alarm Ordinance Proposal The false alarm proposal was adopted as amended by Common Council at their meeting on 04 DEC 02. This ordinance amendment will take effect upon publication and filing with the Secretary of State. In the meantime, the Fire Prevention Bureau will be preparing and delving a publicity campaign, comprised of media releases, direct mail, and personal contacts, to insure that contractors and others affected are aware of this new requirement. Safety Section 1) Wellness and Fitness Program. The program continues in good shape. 2) Safety Committee The Safety Committee continues to work on a variety of topics including mutual aid response, as it relates to compliance with OSHA requirements. OPERATIONS DIVISION Response 1) Monthly Call Report A data package of final reports for 2001 is included. Year -to -date (YTD) reports for 2002 are attached as well. 2) City Disaster Management Plan Work continues on Pre - Disaster Mitigation planning. Attached please find a brief report from AC VanBenschoten outlining our current activity with regard to the PDM planning effort. 3) County Hazardous Materials Team We are still awaiting the distribution of the equipment inventory to be received from the State. Effort continues on the regional response program with the cities of Auburn, Cortland, Geneva, and Ithaca. Revisions to a draft agreement are still being developed. As a result of a meeting 04 DEC 02, revisions to our hazardous materials mutual aid SOP will be made. Support Fire Chief's Report for December, 2002 1) See report from Deputy Chief Dorman. 06 DEC 02 Page 3 2) Training Center Usage and Activity Report for the month of October, and per Assistant Chief Lee LaBuff: Usage: IFD 31 County 19 Total 50 Maintenance: No major repairs. Leaf removal occurred by Four Seasons Landscape, an annual event. 3) Space Needs Tom West, Tony Egner and I met on Wednesday, 04 DEC 02, to discuss work to be done at Central Fire Station. A code compliance project that Tom West administers will fund the new entry ramp and other changes related to making the Green Street entry handicap accessible. Other accessibility and energy efficiency improvements are also being considered. Additionally, Egner and Associates will develop schematic design to enhance building security, enclose the front "steamer" space, and convert space to more efficient use. The design work is being done under a contract administered by Tom West; the construction work will be funded in part by the Station 7 monies we had obtained for this previously. 4) Marine Facility Current effort revolves around alienation of parkland for the site being considered for this facility. 5) Roof and Generator Replacement Projects — Station 9 See Deputy Chief Dorman's report Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) New (volunteer) Member Training At this point it is very unclear as to when we may be able to run a new member training class. Without a coordinator to manage this, the membership process is very difficult to sustain. I am making a commitment to run a training class whenever we get twelve people, and/or at least eight solid candidates, in the queue to train. This is a modified version of the proposal which had been submitted, first, to the Ithaca Urban Renewal Agency under the Community Development Block Grant program, then to Wegmans last year, with a smaller price tag, enabled through acquisition of a used model. In speaking with the manufacturer, I have learned that such a pre- owned unit would be available for approximately half the cost of a new model, and about a third of the cost of the model we cited in our initial proposal. We are optimistic about receiving some level of support for this project. Awarded: No new awards received since last month. In Progress: Among items in progress... Nautical Emergency Response Center On 11/25, we met with planning staff and the Assistant City Attorney regarding alienation of parkland for this project, and work on that is moving forward. We are also preparing a proposal for our new state senator, Randy Kuhl, concerning this project and will be requesting a meeting with him to inform him about the project and to seek his support. We will also meet with Assemblywoman -Elect Barbara Lifton to bring her up to date on the project. Barbara was instrumental in setting up our initial meeting with Assemblyman Marty Luster last year. NYS Emergency Management Office — Pre - Disaster Mitigation Our hazard vulnerability assessment was submitted to SEMO on 11/15/02, as scheduled. AC Van Benschoten indicates that SEMO staff remarked to him that ours was the most comprehensive of those received. Activities since then include a second public hearing that will take place on 12/10/02 here (1930 hr), to allow an additional opportunity for public input before submission of our draft report by 12/31/02. NYS Office of Fire Prevention and Control We are still awaiting word on this request for $48,750 through the New York State Emergency Services Grant Fund, for self- contained breathing apparatus. We understand that the review process had been delayed by the election, but was gearing up Closed: Tompkins County Foundation On 11/15/02, we received notification that our request in the amount of $20,000 for the Nautical Emergency Response Center was not granted. In subsequent discussions, Scott Russell, director of development for the foundation, confirmed to me that our proposal was strong — ranked within the first quarter of 27 requests received. He reported that the foundation was able to give out only $19,000 this round, much of that to fulfill an earlier commitment to match funds raised by another organization. He encouraged us to reapply in the next round (deadline: 4/15/03) and indicated that no changes in the application would be necessary. - Submitted by Marcia Lynch, Director of Development — 12/6/02 Emergency Management Pre - Disaster Mitigation Planning Grant, PDMG Report City of Ithaca, through IFD, applied for and received a $16,000 grant, 75% state, 25 %local for development of a PDMG plan. It is due by 12/31/2002. FEMA funds are being administered by NY State Emergency Management Office, SEMO. mit -i -gate\ 1: to cause to become less harsh or hostile; 2: to make less severe or painful. 4 Steps in the Process Organize Resources Assess Risks Develop a mitigation plan Implement the plan & monitor progress We have organized a wide based committee of stakeholders, city agencies, community & neighborhood groups, private sector & voluntary groups. We have performed a community risk assessment. We have submitted our draft plan, phase 1 to NY SEMO by the deadline, November 15, 2002. Changes in the Stafford Act (Presidentially declared disasters) require a FEMA approved Mitigation Plan in place in order to be eligible for Mitigation funding after a Presidentially declared disaster event in any state. 15% of the Federal costs of Response & Recovery costs are earmarked for the state for Mitigation. Any jurisdiction in the state may apply for Mitigation Project funding, IF they have an approved plan in place. The jurisdiction does not have to be in one of the counties declared a disaster area, just in the state. Most mitigation activities may be a Capital Project already on the drawing board, such as water tank on north end of Gravity System, sewer line from South Hill to WWTP, security fencing, lighting, & back up power systems for critical government facilities, or public education initiatives which are good programs, but may not be able to be funded. With a PDMG plan in place, the local costs goes from 100% to 25% for approved projects.
