MINUTES
PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg
Kiirkpatrick;
ABSENT: Commissioner Jana Taylor
OBSERVER: Ithaca College student
I. Chair Romanowski called the meeting to order at 1800 hrs.
II, Chair Romanowski made a motion to approve the minutes of the -
August 13, 2002 meeting as written. Seconded by Comm. Alexander.
Carried unanimously.
Chair Romanowski made a motion to approve the minutes of the
September 10, 2002 meeting as written. Carried unanimously.
Ills. Additions /Deletions to the Agenda:
- Marcia Lynch asked the Board to consider a resolution authorizing
grant funding - add under New Business.

V . Correspondence:
- Esther Eckert letter and donation of $50.00 (deposited to Donation
Account).
- Chair Romanowski thanked the Board Clerk for distributing copies of
the Firemen's Relief Fund financial report to all parties involved.
VI. Membership Changes:
- Chief Wilbur received a letter of resignation from the volunteer rolls
of the department from Mayor Alan Cohen (Co. 3). Chair Romanowski
made a motion to accept the resignation of Alan Cohen from the Ithaca
Fire Department. Seconded by Comm. Kirkpatrick. Carried
unanimously.
VII. Miscellaneous Reports:
A. Chair Romanowski provided a written copy of his report to the Town

of Ithaca - see Minute Book. He reported a concern of the Town Board
regarding the Mayor's proposal to cut two firefighter's from the City
budget as this will reduce the Town's share of IFD's budget to the City.
The Town of Ithaca is also concerned that I FD's response to the loss of
personnel from budget cuts, as well as firefighter's who are on long
term absences will result in Station 6 (located in the town of ithaca)
being out of service. The Board of Fire commissioners will write a
letter to Common council (with a copy to the Fire Chief) expressing
these and other concerns about the loss of personnel as it relates to
the Town's concerns.
B. Chair Romanowski and Comm. Kirkpatrick reviewed the audit.
C. Minutes of the July meeting of the Tompkins County Fire Advisory
Board were available.
VIII. Department Reports:
A. Chief's Report (see complete written report in Minute Book) - Chief
Wilbur answered questions and highlight items as follows:
- Chief Wilbur will be meeting with the Mayor on Thursday to review the
modifications of the City /Town contract; his (the Chief's) goal is to
get the negotiating team back on track to finalize the contract. The
MOU expires at the end of December.
- Operating Budget - calling for reduction of 3 1/2 positions - Chief is
working to develop impacts and produce a document that will go to the
Board - will detail choices. Since it is no longer possible to absorb
additional reductions, some of the choices may include:
- Closing West Hill Station (Sta. 6 in Town of Ithaca);
- Abandon Fire Prevention Bureau
- Director of Development revenue stream will be lost - no way to
do without position;
- IFD has worst ratio of support staff to operations staff in the
City - hard to get work done (loss of 1/2 time office person)

We need to provide Council with an objective analysis - currently
preparing the presentation to the B &A committee for October 21st.
There will be a review of the presentation on October 17th at 3 PM at
Central for anyone who would like to go over the points of information
to be covered. It would be useful for Board members to be there to
assist in the analysis and to provide an appropriate, complete and
unified message.
- The 6th Annual Memorial Service and the 3rd Annual Medal Day
Ceremony will be held this Saturday„ October 12th beginning at 9 AM
at the City Cemetery.
- Fire Prevention Bureau parking tickets are finally in use to enforce
parking related fire prevention laws.
- False Alarm Ordinance and EMS Fee Proposal - both back on the
drawing board based on Common Council input. Changes will be made
and presented to the BFC prior to submitting back to Council.
- The Wellness /Fitness program is going well - a new component has
been added (core strength analysis) - this program is proving to be a
huge success with mutual benefits for both IFD and IC.
- A pre- disaster mitigation hazard analysis session was conducted Oct.
3, 2002 at the IFD Training Center.
- County Haz Mat Team - lots to do - no monies coming in, lots of
rhetoric concerning monies for fire service - nothing yet from the
State or Federal level - we continue to do our part with no support.
- Weekend response upgrade - Public Safety agencies staffed up at
higher levels for the two past weekends due to an increase of
incendiary fires in the State & Plain Sts. area, as well as college
parties that have totally gotten out of hand. The combined response,
as well as public information, made a significant difference - rapport
with students have improved, the crisis has passed and we continue to

be vigil.
- Steamer Project: Modifications were made to accommodate a winch;
funds were received to cover the Vet's door project; and the last use
of the Steamer for this season will be for Medal Day this Saturday -
then back to the Vets for the season.
- New (volunteer) Member training - a recruitment effort for new
members continues with a deadline approaching - need at least 8 people
for a class - costs a lot of money to do - need commitments!
- Also included with the Chief's Report, are the following reports (see
Minute Book):
- Statement of current status of IFD budget accounts;
- Statistical Summary of IFD responses for the month of Sept.;
- Fire Prevention Bureau activity report for September;
- Training Center report for August & September;
- Volunteer Standby Hours for August & September
B. Deputy Chief's Report (see complete written report in Minute Book).
Deputy Chief Dorman was not in attendance, Chief Wilbur reviewed the
report:
- The only update is that 909 returned from 4 -Guys yesterday.

Book). Marcia Lynch highlighted her report and answered questions as
follows:
- 3 gifts awarded since last report:

- Lockheed Martin Corp. - committed $25,000 for the Nautical
Emergency Response Center;
- Eureka Patrol Co. No. 4 - contributed $10,000 to support
steamer funding (doors project) as well as the Fallen Fire
Fighters Memorial at the City Cemetery;
- Veteran Volunteer Firemen's Association - $200 to purchase
public education materials for Fire Prevention Week.
- She described 3 items in progress:
- Tompkins County Foundation - $20,000 request to support
Nautical Emergency Response Center;
- NYS Emergency Management Office - $12,000 for Pre - Disaster
Mitigation;
- 501(c)(3) Status - $500 needed for IRS filing fee.
- Chair Romanowski reported that the Town of Ithaca has Celebration
Funds available for special items - a possible funding source for some
projects.
IX. Old Business - None
X:. New Business:
- Comm. Kirkpatrick made a motion to approve a request from the Fire
Chief to reimburse a matching donation of $50.00 for recognition of a
30 year employee (FF T.J. Riley). Seconded by Comm. Alexander.
Carried unanimously.
- Chair Romanowski made a motion to approve a resolution entitled:
Authorization for the Ithaca Fire Department to Apply for Grant
Funding (under the New York State Emergency Services Grant Fund) as
proposed by Director of Development Marcia Lynch. Seconded by
Comm. Kirkpatrick. Carried unanimously.
XI. At 1840 hrs. Comm. Kirkpatrick made a motion to adjourn the meeting.

Monthly Report of the Fire Chief to the Board of Fire Commissioners, for the month of October 2002.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See report from Deputy Chief Dorman.
2) Operating Budget Account Status
See report from the Munis accounting system which shows the status of all relevant accounts and
programs.
3) Development Report
See attached report from Director Lynch.
4) Contract negotiations.
City-Town contract negotiations are still in process. The next step with the City-Town Fire Protection
Contract is for me to meet with Mayor Cohen to review the draft agreement with changes made as per
discussions with Supervisor Valentino, and with Controller Thayer. That meeting is currently scheduled
for 10 OCT 02.
Collective bargaining between the City and the Ithaca Paid Fire Fighter's Association is underway as well.
5) County Communications and 911 Program
Bids were received and opened from vendors seeking to sell the County a new communications system.
The bids are apparently still being evaluated now.
6) Proposed Revenues from EMS and Rescue Services
Changes to the proposed rescue fee legislation have not been completed and reviewed by the City Attorney
yet. Once reviewed and changes made, the draft will return to the Board prior to moving to the B &A
Committee.
7) 2003 Operating Budget
As you know by now, the Mayor's proposed 2003 budget calls for the elimination of three positions, two
fire fighters and the director of development, and the reduction of the account clerk -typist position from 40
hours to 20 hours per week (1 FTE to .5 FTE). The proposed budget is being distributed with this report.
8) 2002 Memorial and Medal Day Events
On 12 Oct 02, the annual Ithaca Fire Department Memorial Service and Medal Day Ceremony will be held
at the City Cemetery and Central Fire Station, respectively. The Memorial Service will commence at 0900
hours, with Medal Ceremonies starting at 1015. Invitations have been sent.

1) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public
Education Program will be distributed at the meeting.
2) Codes Transition
Nothing new to report.
3) Parking Tickets
Tickets have been received and training for Fire Prevention Bureau personnel has been delivered. They are
enforcing parking related fire prevention laws, including the use of parking tickets, now.
4) False Alarm Ordinance Proposal
The false alarm proposal that was approved by the Board last month went to the B &A Committee for their
review at their 25 SEP 02 meeting. That committee made recommendations for changes to clarify
language and intent; an additional review by the City Attorney was also requested. The changes requested
will be made, the review completed, and the resulting proposal will come back to the Board before it goes
back to the B &A Committee.
Safety Section
1) Wellness and Fitness Program.
The program is running in good shape. The relationship with Ithaca College continues to grow, with a
new "core strength" analysis now available to those wishing to participate. The results of this analysis will
include a personal exercise prescription designed to improve areas identified as needing same. This is
another project that was initiated by Ithaca College and which will be of significant, and mutual benefit to
their academic curriculum and fire department personnel and readiness.
2) Safety Committee
The Safety Committee continues to work on a variety of topics including indoor air quality and in- street
safety for personnel. The October meeting was held on 03 OCT 02, at 1400 hours, at Central Fire Station.
Response OPERATIONS DIVISION
1) Monthly Call Report
Final reports for 2001 have not been completed as yet. Year -to -date (YTD) reports for 2002 are attached.
2) City Disaster Management Plan
The working draft of a complete revision of the City's plan is complete and will be reviewed by
appropriate city departments and agencies. A pre- disaster mitigation hazard analysis session was conducted
Thursday, 03 OCT 02, at the IFD Training Center. This session included representatives of a wide array of
agencies and political districts, and was designed to identify hazard probability for planning and mitigation
purposes. This is being accomplished under a grant from FEMA.

(No change from last month.) We are still awaiting the distribution of the equipment inventory to be
received from the State. Effort continues on the regional response program with the cities of Auburn,
Cortland, Geneva, and Ithaca. Revisions to a draft agreement are still being developed.
4) Weekend Response Upgrade
As the result of the incendiary fires we have been experiencing in the State and Plain Street area, and the
heavier than normal and extensive partying in East and South Hill neighborhoods, Collegetown, and
among fraternity houses, public safety agencies staffed at higher levels on the weekends of 20 -21 and 27 -28
SEP 02. This was intended to address the increased risks to partiers, residents, and public safety
personnel, created as a result of the unusual circumstances noted.
The Ithaca Fire Department called in two fire fighters and an assistant chief from 2100 -0200 hours on each
of the Friday and Saturday nights. The fire fighters placed the second downtown engine in service so that
we would have increased response capability on the flats, and would be able to keep the other engines in
their respective response districts. The assistant chief served as the fire department liaison to the
emergency operation center (EOC), which was also set up and prepared for use in coordination of
operations of field units of the various agencies deployed.
The EOC was not utilized to any great extent on either weekend. The second engine was very useful in
managing the many simultaneous alarms which occurred during the time it was in service. As it appears
our situation has improved, we will not increase staff unless circumstances dictate that we should do so.

2) Steamer Project
With all parts in, and a reworking of the winch, the Steamer will be moved to the enclosure at the Veteran
Volunteer Firemen's facility on the weekend of 12 OCT 02. It's last public appearance for the season will
be for the Department Medal Day ceremony on 12 OCT 02.
3) Training Center Usage and Activity Report for the month of August and September 2002 will be
distributed at the meeting.
4) Space Needs
See report from Deputy Chief Dorman.
5) Marine Facility
Site development work continues along with coordination with the Department of Planning and
Development regarding parkland issues. See Director Lynch's report for additional information.
6) Roof and Generator Replacement Projects — Station 9

There have been a number of incendiary fires that occurred during the month of September
in the State and Plain Streets area. These fires are being investigated by the Ithaca Fire
and Police Departments.

Due to time pressures, a somewhat abbreviated report this month....

No new proposals filed since last month's report (out of the office for nearly two weeks during the month
of September).
Awarded:
Lockheed Martin Corporation
$25,000 commitment for the Nautical Emergency Response Center received on 10/1/02. The gift
will be paid over the next five years in $5,000 increments. This was a very pleasant surprise
since, as I have indicated in past reports, this amount is way above the corporation's normal level
of gift, and it is especially significant since the firm's director of communications told me the
corporation had lost a couple of large contracts recently, which has severely limited her budget.
Eureka Patrol Company No. 4
Company 4 has given $10,000 to support steamer funding (doors project) as well as the Fallen
Fire Fighters Memorial at the City Cemetery (gift split between two payments — the first received
10/2/02). The company's gift will enable us to pay back the loan provided by Company 3 for the
installation of the new doors to the steamer enclosure built by the Vet Firemen. As we were for
Company 3's loan, we are very grateful to Company 4 for its support. With this gift, we are also
ready to move on to the next phase of fundraising for the Steamer Project.
Veteran Volunteer Firemen's Association
Received 8/26/02, $200 from the IVFFA to fund purchase of public education materials to be
used during Fire Prevention Week and beyond. We are also grateful to the Vets for their gift for
this purpose again this year.

Tompkins County Foundation
Foundation will consider our proposal for $20,000 in support for the Nautical Emergency
Response Center at its meeting on 10/23/02 and notifications will follow within two weeks after
the meeting. Foundation Director of Development Scott Russell called in mid - September to
inquire about project timing.
NYS Emergency Management Office — Pre - Disaster Mitigation
Much activity concerning implementation of this project, funded by a FEMA/SEMO grant of
$12,000. Activities have included assembling a local committee to produce and execute the plan,
developing the program budget, bringing in two Cornell students to assist, and asking SEMO's
planning division to conduct a "HAZNY" assessment session on 10/3/02, to produce a tool to
assist in assessing and prioritizing area risks and vulnerabilities.
501(c)(3) status
For The Emergency Services Alliance of Ithaca, NYS Charities Registration application is completed,
IRS Employee Identification Number (EIN) has been obtained, and IRS Form 1023, seeking
exemption, is almost completed. We still need to formally adopt bylaws and figure out where the
$500 IRS filing fee is going to come from before we can file these.

RESOLUTION:
Authorization For The Ithaca Fire Department To Apply For Grant Funding
Whereas, the Ithaca Fire Department is preparing an application for financial assistance under the New
York State Emergency Services Grant Fund, and
Whereas, as part of this process, the department must certify that its governing body has authorized
application for such funding; now therefore, be it
RESOLVED, that the Board of Fire Commissioners hereby provides its authorization for the Ithaca Fire
Department to seek supplemental funding under this grant program.
