MINUTES
DUE TO LACK OF A QUORUM, THERE WAS NO MEETING.
- Chair Romanowski conducted a phone poll regarding the Resolution to
Incorporate that was to be presented by Director of Development, Marcia
Lynch regarding the formation of The Emergency Services Alliance of
Ithaca. Approval was unanimous.
See copy of resolution in the Minute Book.
- Chair Romanowski also conducted a phone regarding the Request for
allocation from Donation Fund from Director of Development, Marcia
Lynch for $75.00 to underwrite the required fee to file incorporation
papers for The Emergency Services Alliance of Ithaca. Approval
was unanimous.

That $75.00 be allocated from the Board of Fire Commissioners Donation Fund to underwrite the
required fee to file incorporation papers for The Emergency Services Alliance of Ithaca with the
Department of State, State of New York.
As we have discussed previously, The Emergency Services Alliance of Ithaca is the parallel non-
profit organization we are forming to facilitate procurement of outside grant funding to support
various community programs aligned with the Ithaca Fire Department's mission to save lives and
protect property. The 501(c)(3) status this organization should eventually achieve will open many
more funding possibilities to us, and will maximize the effectiveness of our development program.
The Board's assistance is appreciated.

been started by roofers using a torch without a permit.

Development Update

Major activity since last month's report:
Filed:
Governor's Traffic Safety Committee
Filed 4/23/02, via the Tompkins County Traffic Safety Board, request for $21,700 to continue our
Child Passenger Safety program for a second year (FY2003). Funding would support another
technician training class, to be held a year from now and ongoing expenses for the permanent
fitting station which will be established shortly at Central Fire Station.
The technician training class funded through a portion of the funding received for FY2002 was
conducted last week, with Debbie Lotito, representative of the Governor's Traffic Safety
Committee, serving as lead instructor. (This class is probably described in more detail elsewhere
in your reports.)
Ithaca Downtown Business Women
Filed 4/17/02, requesting $485 for smoke detectors and educational brochures. (See under
"received" below.)
Received:
Ithaca Downtown Business Women
On 5/2/02, the organization awarded us $250 under the organization's Community Gift program,
which will replenish the department's supply of smoke detectors to give to families in need. This,
in part, will permit us to continue the education program initiated with support from the United
Way Youth and Philanthropy Council last year. This is the second year that we have received
support from Ithaca Downtown Business Women.
Ithaca Rotary Club
On 4/23/02, we were notified that the Ithaca Rotary Club has approved our request for $650 to
establish a countywide resource center for the evaluation and treatment of the juvenile firesetter.
Earlier, we had tried unsuccessfully to fund this project through FEMA two years ago and through
the Community Foundation of Tompkins County last year.
A more extensive request to support this project is also currently pending before the Community
Foundation (resubmitted). I have informed the foundation's executive director, Jeff True, about
Rotary's funding of a portion of the project, but stated we still would appreciate the foundation's
support. Decision from the foundation is expected later this month.
United Way Youth and Philanthropy Council
At a reception held 5/2/02, AC Wheaton and I received the $1,500 awarded by the Council for a
program to educate people on the dangers of carbon monoxide and the importance of detection
in the home, which will be conducted through neighborhood groups and community
organizations,. The grant will fund the purchase of CO detectors to provide, without charge, to
families in need.
On 5/9/02, we also filed a summary report concerning the project funded last year by the Council,
an ongoing senior fire safety education program including smoke detectors given away to needy
households.
Implementation:
Rural Utilities Service — National Weather Service transmitter project
I have drafted bid specifications for the transmitter project which, after review by David Nicosia of
the weather service and engineers at Ithaca College, are now in the hands of Steve Thayer at the
Controller's Office. We hope this project will be able to be put out to bid sometime next month.
AC Van Benschoten and I will meet with I.C. and NWS representatives on May 23 to work out
additional project details.

501(c)(3) status
The Emergency Services Alliance of Ithaca, our proposed parallel not- for - profit organization, has
taken the first step toward incorporation. Based on the Certificate of Incorporation drafted with
the assistance of attorney Ralph Jones, a Resolution to Incorporate was approved at the
organization's initial meeting on 4125/02, during the IFD staff meeting. (You will receive copies of
these documents at the board meeting.) The next step is to file the Certificate of Incorporation
with the Department of State, to make incorporation official. At the board meeting, we will ask for
$75 from the Donation Fund to cover the required filing fee for this document.
Steamer project/preservation
Tornado Hook and Ladder Company 3 has kindly provided a short -term interest -free bridge loan
in the amount of $8,054 to temporarily cover costs incurred related to the steamer restoration
project. Among these is reimbursement to Chief Wilbur for the note covering cost of changing
the doors on the enclosure at the Vet Firemen's building. After contacting at least one internal
source, we expect to approach the NYSEG Foundation, for this or other elements of the steamer
project.
