ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS APRIL 9, 2002 MINUTES PRESENT: Commissioners Robert Romanowski, Greg Kirkpatrick, and Jana Taylor; Common Council Liaison Paulette Manos. EXCUSED: Commissioner Paul Alexander. I. Chair Romanowski called the meeting to order at 1800 hrs. and welcomed Jana Taylor as the newly appointment City of Ithaca representative. II. The minutes of the March 12, 2002 meeting were reviewed and unanimously approved. III. Additions /Deletions to the agenda: - Add under New Business: possible clothing purchase for Board of Fire Commissioners. IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence: - 2% report for 2001 received from Co. 5 on 03/15/02. - All volunteer company 2% reports have now been received. - Chair Romanowski read a letter from Lyman Baker asking the Board to become more actively involved in the reactivation of an Explorer Post. Chair Romanowski stated that the Board works for the whole department - not just the volunteers, and that an Explorer Post should be a function of the volunteer companies as part of their recruitment efforts. The lack of members is also attributed to lack of leadership. - Lyman Baker also wrote about his frustration in receiving uniform items that were ordered a long time ago. Chair Romanowski said that Lyman should go directly to the clothing officer, Lt. Tier as well as through the IVFU. VI. Membership Changes: - Chair Romanowski made a motion to approve the following ITHACA BOARD OF FIRE COMMISSIONERS APRIL 9, 2002 - MINUTES PAGE 2 additions: Robert Jefferies - Bunker Haichon Wang - Undeclared Volunteer Seconded by Comm. Kirkpatrick. Carried unanimously. - Chair Romanowski made a motion to approve the following Removals /Withdrawals from the roster (see attached list). Seconded by Comm. Kirkpatrick. Carried unanimously. VII. Miscellaneous Reports: - Chair Romanowski provided a written copy of his report to the Town of Ithaca - see Minute Book; - Chair Romanowski and Comm. Kirkpatrick reviewed the audit; - Tompkins County Fire Advisory Board Meeting - no report, no minutes. VIII. Department Reports: A. Chief's Report (see complete written report in the Minute Book). Chief Wilbur is out of town; Deputy Chief Dorman was available for comments and questions: - 4 people recently recruited for the volunteer /bunker program; - Safety Report - the evaluations performed by the Ithaca College staff were excellent - very professional people and program; all evaluations should be completed by the end of the week. - Comm. Kirkpatrick reported he saw the IFD Steamer in the Syracuse St. Patrick's Day Parade - excellent representation! B. Deputy Chief's Report (see complete written report in Minute Book). Deputy Chief Dorman highlighted his report as follows: - Lt. Deis is back on full duty after being off for 6 months of military leave; - Lt. Sharp completed the State mandated First Line Supervisor's School in New York City - graduated at the head of the class and was the only female in attendance! Chair Romanowski said this reflects well on the Ithaca Fire Department - hiring good people, and good training. ITHACA BOARD OF FIRE COMMISSIONERS APRIL 9, 2002 - MINUTES PAGE 3 - DC Dorman reported for the first time (in a long time) we are at full strength, personnel -wise. - Sexual Harassment Prevention Training (mandatory) is scheduled for volunteers and bunkers on April 4th and 16th. Leslie Moskowitz of the City of Ithaca Human Resource Department is an excellent presenter. - All personnel are receiving two training sessions given by the State in the subject of Weapons of Mass Destruction. C. Director of Development (see complete written report in the Minute Book). Marcia Lynch highlighted her report as follows: - The 2002 Fire Act Grant application was submitted electronically on April 2, 2002. $135,000 is being requested for a variety of items related to high /mid rise firefighting equipment and supplies, as well as SCBA spare bottles, fit tester and personal escape ropes; - United Way Youth and Philanthropy Program - $1,500 award received to support community -based educational programs as well as CO detector give away program for needy households; - NFPA "Risk Watch" Mentorship Program approved; - FEMA "Cher -Cap" program - verbal approval through Sean Waters of FEMA - $11,000 for emergency management. - 501(c)(3) status - Drafts for the Certificate of Incorporation and Resolution to Incorporate are prepared; need to prepare bylaws. - Steamer Project /Preservation - information provided regarding funding sources for the door change -out on enclosure at the Vet Firemen's Bldg. - Marcia encouraged everyone to look at the grant submittals in the notebook in the main office at Central Fire Station. IX. Old Business - Chair Romanowski, Comm. Alexander and Comm. Taylor presented a letter to the Tompkins County Board of Representatives at their recent meeting urging a speedy resolution of the long standing project of upgrading the County communications system and construction of the new County communications center. Their presentation was met with a cool reception. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status from the Controller's Office until this Spring. No other reports have 2001 EOY reports will not be received been provided this month. 3) Development Report See attached report from Director Lynch. 4) Contract negotiations. City -Town contract negotiations are still in process. Most recently, the City Common Council ratified the s, at their 03 APR 02 meeting. The Town Board will agreement for the third time, but with minor change consider the agreement as modified at their 08 APR 02 meeting. 5) County Communications and 911 Program As has been reported in the local media, the location for the new communications center has been changed from being adjacent to Station 5 at South Hill, to near the Crash - Fire - Rescue Building at the Ithaca - Tompkins Regional Airport. 6) Recruitment Activities The residency requirement to sit for the civil service examination for fire fighter was removed by the Civil Service Commission at my request. Recruitment efforts for both career and bunker fire fighters are currently underway. An orientation for prospective career fire fighters will be held Saturday, 06 APR 02, from 1300 to 1430 hours at Central Fire Station. 7) Capital Projects Capital project requests for the 2003 budget year are due at the Planning and Development Office by 30 APR 02. Given the dire fiscal situation of the City, our initial thoughts are to simply resubmit our project list from last year. The city facilities study is still not available to us, so we have no idea of how our building needs will be considered or addressed. Fire Prevention Bureau 1) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program: See attached charts from Assistant Chief Wheaton. AM V Fire Chief's Report for April, 2002 2) Fire Limits Study Nothing new to report this month. 3) Parking Tickets We are still waiting for proofs of the tickets to be returned from the printer verified, the tickets will be printed. Safety 1) Safety Section 05 APR 02 Page 2 As soon as the proofs are Wellness and Fitness Program. Educational sessions are continuing. Fitness evaluations are in progress at Ithaca College for all employees and active members who signed up. This very comprehensive program is being administered professionally and is receiving rave reviews. O Safety Committee The Safety Committee continues to work on air quality testing for the fire stations and other projects. Minutes of the 27 MAR 02 meeting are attached. OPERATIONS DIVISION Response 1) Monthly Call Report cess. Year -to -date (YTD) reports for 2002 are included here. Final reports for 2001 are still in pro 2) City Disaster Management Plan Both the ICS -100 and ICS -200 courses were delivered in March. The evening of 04 APR 02, a Public Officials' Conference was held at the Holiday Inn. Sponsored by the New York State Emergency Management Office, this was aimed at elected officials. The purpose was to inform them of their roles and responsibilities with regard to disaster and emergency The drills for 2002 are now both scheduled for the Fall. Scheduling constraints and workload dictated the first drill be pushed back. 7) County Hazardous Materials Team Each shift has received, or will receive, a two-day to the department The cache of equ'pment that will be rOeceived instructor presents this course at n charge as part of the County Team inventory is discussed in detail in this course. Fire Chief's Report for April, 2002 Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project No report. 3) Training Center Usage and Activity Report for the month of February 2002 IFD 58 HOURS TOMPKINS COUNTY FD USAGE 10 HOURS NO OTHER USAGE. Though I was not at the last staff meeting, it is my understanding that you were looking for some accountability of what we are doing. Built chains for the trucks Cleaned out recycling shed Lubed and inspected euipment Cleaned kitchen stove and cupboards Emptied new silt catchers in apparattus room drains — 5's & 6's and flushed out Drains. Dusted and vacuumed bunkrooms Cleaned the inside of the overhead doors at Central, lubricated hinges and rollers, And replaced bad rollers. Spot cleaned doors, walls, and all visible smudge spots in public areas of Central. Picked up the areas outside the stations and flushed the parking lots. Installed new rubber floor in the exercise room. Sanitized the equipment in the exercise rooms using sponges soaked with simple Green. Cleaned the rubber floor mats also. Changed oil in all small engines. Removed, raised, extended, and lubricated all ground ladders. Attempted to foam clean all upholstered ready room chairs at Central. Clean ladders — 933 & 939 Wash hallway walls in the stations Wash bunkroom walls at the stations Here are some additional things we have tried to do in the summer and Fall seasons. Fill cracks and seal blacktop at 5's and 6's. — a losing or lost battle. Strip and wax all tile floors at all stations and training center classroom. Painting and restriping where needed. Thoroughly clean and sanitize rooms of students that are vacant Clean smoke tower at training center Some things such as oil changes, floor waxing, crack sealing, etc we are doing on an Annual basis. Others such as equipment inspection and lubrication , we try to do quarterly. The rest is scheduled as the need for doing is recognized or suggested. Ruth Aslanis will be staffing the process as she did last year. CAPITAL PROJECT REQUESTS MUST BE SUBMITTED TO THE DEPARTMENT OF PLANNING AND DEVELOPMENT BY April 30, 2002. There are two ways to submit capital project request forms. Last year all were submitted electronically using method 1. For those of you who are new to this process, Ruth is available to help (274 - 6556). Refer to her instructions that are attached. The preferred method is for you to use your web browser to enter your project. You can do this on the City's web page by opening your browser, going to: http: / /wtivw.ci.ithaea.ny.us /planning /capitalprojects/ and selecting "New Capital Project Online Form (restricted) ". You will need a user name and password, which are as follows: username is "cityuser ", password is "gorges ". This page is password - protected to limit its use to City staff so please treat the password and user name accordingly. If you have any problem using this method, contact Ruth and she will assist you. The full list of submittals will also be available for review or updating at the same web site location. Information on the capital project process is also available at that address. Attachments to your request can be sent to Ruth Aslanis at Planning & Development directly and should be easy to reproduce in black and white. The second alternative is to fill in the Microsoft Word 6.0/95 file, which has been provided, and email it to Ruth. The file is located on the City Hall server at [q: /central /cap _proj /regform.doc]. Make a copy for your use. If you are unable to make a copy of that file, please call Ruth (274 - 6556), and she will email one to you. Attachments to your request should be sent to Ruth directly. If you would like to re- submit a request you must contact Ruth before doing so. Please do not change the vear 2002 request on line without first contacting Ruth. As you know, we are trying to create a useful five -year Capital Improvement Program. In order for the program to be useful in planning the City's future capital improvements, we will need to have "An Equal Opportunity Employer with a commitment to workforce diversification." t.1 HELPFUL HINTS Entering your capital project for 2003 online Get your data together before starting - you may print capital project number 1033 titled BLANK PROJECT FORM as a guide from the site below. To submit your project: Go to this internet address: http:// wwNv. cityofithaca .org /pIanning/capitalprojects. Select New Capital Project Online Form (restricted). Enter the username "cityuser" and password "gorges ". Select new application. To reduce the chance that your work will be lost after you have composed it all online, I suggest you start a request, submit it (which saves the project) and then go back and edit the project to enter additional data. This is how: select new application, then fill in your name, select from the submitting agency list, enter your project title, and estimated time of completion; then scroll to the bottom of the form and click SUBMIT. These are the minimum required fields; if you leave one blank, you will get an error message and have to go back and add something in that blank field. You can edit and submit as many times as needed between now and April 30th by selecting your form from the list then click on edit. When using the back and reload button on your browser after submitting to re- select your form, you must reload or refresh your form in order to see the latest changes. Carefully read the table column titles for question eight - estimated project cost and funding. Many people have had to go back and change their numbers. Also re- submit the form several times if the summary totals on the table in question 8 are not correct. (Reload each time). To enter dollar figures: enter numerical digits only -- no commas dollar signs or blank spaces. Putting in commas, dollar signs or blank spaces will cause an error message. Please enter 2003 as the first phase year for all projects for which you are requesting funding in 2003. If you have had previous phases funded, include that in the dollar amounts of question number 8 under "capital budget funded" or "other funded ". Your first phase year should be 2003 unless you are submitting a five year for - planning- purposes -only project. RE- SUBMITTING LAST YEAR'S PROJECTS You MUST notify Ruth first You must let Ruth know if you want to re- submit a project that was entered last year. You may only use an existing project if it was not funded last year. Otherwise you must enter a new project. Once you have talked with Ruth, you may go to the web site and edit the project as needed. Please do not assume that attachments are automatically carried over from last year until arrangements have been made for that to happen. Remember to carefully review the project and change dates, dollar amounts, and all other appropriate fields to reflect changes in the timing, funding and scope of the project. Our application was filed electronically on 4/1/02, seeking $135,504, under the broad program category of "Fire Operations and Firefighter Safety', to fund firefighting equipment and supplies for fires in high -rise and mid -rise buildings. Elements include high rise packs with 2.5" hose and open bore nozzles: communications (portable radios and mobile repeater); an additional thermal imaging camera; soft stretchers for evacuation of victims and hand carts for transport of equipment at high rise incidents. We also are asking for15 additional SCBA with spare bottles (to outfit all seats on apparatus); an SCBA fit tester, and personal escape ropes for all interior personnel. (We eliminated oxygen delivery equipment on the advice of representatives of the USFA grants office, staffing the grant help - line.) A copy of the application can be found in the Grants Notebook in the front office, if you'd like to review it. I am confident we have filed a first -rate application. Thanks especially to AC's Van Benschoten and Schnurle as well as all other staff who submitted specifications and prices for all the items included. Now we just have to wait and see what happens. If we don't get the grant, the most likely reason will be that we aren't perceived as "needy" enough, although we worked hard to represent the financial pressures under which we work. Received: United Way Youth and Philanthropy Program On 3/26/02, we received notification of approval by the Youth Philanthropy Council, granting us $1,500 to support a community -based educational program on the dangers and danger signs of carbon monoxide program, to be delivered through neighborhood associations and other community agencies. (We had asked for $3,440.) The grant will fund a supply of CO detectors to give away to needy households and an NFPA fire safety video. In view of the smaller amount rewarded than had been requested, we probably will be unable to purchase the 100 detectors proposed, but will be negotiating with potential vendors to obtain these at a reduced price, if at all possible. This is the second year in a row that we have been funded by this organization. NFPA "Risk Watch" Mentorship Program Through John Sprandel of the Newfield VFD, we finally received written confirmation of our approval. We still need to determine whether we wish to send both FFs McGarry and Gessini to this training at next month's NFPA conference in Minneapolis. Since the grant only supports the cost of one person, we would appear to need to generate outside funding for a second person if this is to happen. FEMA "CHER -CAP" program Through Sean Waters, of FEMA Region 2, at the time he visited last month, we have learned that our request for $11,000, filed at the very end of FY2001 last September, has been approved. (No paperwork yet.) He indicated that he is working to get us another $11,000 from the state for this purpose and that he is very impressed with Ithaca's progress so far in emergency management. He says our designation as a "CHER -CAP" community (conducting a comprehensive hazard assessment program) should serve to open up other streams of funding, and that he is eager to work closely with us on this. Closed: City Community Development Block Grant program Once again this year, we were not included in projects recommended for funding. We had requested $10,470 to fund an intensive family -based educational program in the Northside neighborhood. In light of our repeated failure to be included by the IURA over the years in spite of quality proposals, Chief Wilbur and I have agreed that, in light of apparent agency priorities, it does not appear worthwhile to continue to pursue this potential source of support. 1 have received since e-mail from Tim Logue of the city planning department, indicating that, while the Northside Steering Committee did not include our project on its priority list for funding, there is some interest within the neighborhood to see this happen, and he gave some suggestions related to program development. I responded that, without outside funding support, we unfortunately do not possess the resources to conduct the program we proposed. In Progress: Among items in progress... 501(c)(3) status Now that FIRE Act grant application has been submitted, we are moving ahead on this. Based on advice provided by Ralph Jones, I have prepared drafts for the Certificate of Incorporation and Resolution to Incorporate. We still need to prepare bylaws, once we decide on the structure we want for this group. Steamer project/preservation We are investigating one potential internal source to reimburse Chief Wilbur for a note he obtained to pay the contractor for changing the doors on the enclosure at the Vet Firemen's building, as well as other sources to fund this and later stages of this project. One source we expect to approach is NYSEG and its NYSEG Foundation, based on preliminary contact with staff at the local office. - Submitted by Marcia Lynch, Director of Development — 4/5/02 2 IFD Health & Safety Committee Meeting 3/27/02 The meeting was called to order at 0935. Members in attendance were Chris O'Connor (chair), Steve Wehrspann (until 1100), Mark Spadolini, Lee LaBuff, Joe Bargher, Rob Covert, Shawn Flynn, Tom Basher, Tom Raponi, Greg Stevenson, Al Foote (1002) Steve Wehrspann spoke about air quality testing. The meter will be available next week. Glenn Wanck asked that we retest the upstairs at Central, now that there is air circulating as it should have been when the last test was conducted. Steve also discussed the results of the swab tests that were taken at Central, and noted that results were not available yet. Steve discussed test results that were available (air quality testing at Central) with the committee. Steve discussed swab testing around air handling ducts, and discussed the fungi that was found. Glenn Wanck and Dick Srnka met with a representative of Johnson Controls regarding the upstairs air circulation. They found "jumpers" on some of the units upstairs, and one of those had become disconnected, causing the units to stop working. The air circulators were restarted, and are now working. Glenn discussed how the units are supposed to work when functioning properly. The downstairs air circulator had apparently been shut off for unknown reasons. The air circulation systems were discussed, and Chris O'Connor asked Glenn if he could document what he has learned for future use. The possibility of a videotaped "tour" to document this was discussed. Glenn discussed air duct cleaning. 3 firms have provided estimates, and 1 more will be here tomorrow. There is a significant difference in the estimates. Figures include Central and 9's, but do not include sanitizing ductwork after cleaning. Ithaca Air Duct Cleaners $2150. Halco Heating & Cooling $4800. C. Mark Enterprises $5050 Indoor Air Quality scheduled to provide estimate 3/27/02 Chris O'Connor motioned that, unless the Syracuse firm provides an estimate that is lower than the Ithaca Air Duct Cleaners, that we recommend to the Labor/Management Committee that the work be done by Ithaca Air Duct Cleaners, within the constraints of any applicable prevailing wage policy in place within the City of Ithaca, and that the funds used come from the $5,000. annual contractual money, and that the work be done as soon as possible. The committee voted unanimously to approve this motion. Steve Wehrspann and Chris O'Connor suggested that we contact Ithaca Air Duct Cleaners to see if they will service (now and then regularly in the future) the individual room conditioning units, including cleaning and sanitizing drip pans, cleaning air intakes and discharges, etc. Joe Bargher spoke about traffic safety vests. Joe stated that Lt. Tier feels that our current turnout gear meets the requirements of reflective material. Chris O'Connor spoke about the different standards, ANSI, NFPA, etc. Joe stated that there are different classes of standards... class 1, 2 & 3. The committee discussed when and where we would use traffic safety vests. Hydrant testing, EMS incidents, etc. are examples of where we would use these items. Joe Bargher and Tom Raponi will continue to research this issue. Tom Raponi spoke about seat belts and response safety. He was looking for information on seat belts that might be more user friendly. Tom looked at 911 Seats, Bostrom and others for options for seat belts, but found no options, only standard, traditional seat belts. Discussion about the seat belts in our apparatus that are badly damaged. Chris O'Connor stated that he would send a letter to the Chief regarding this concern. Chris also discussed a letter that he wrote to Chief Wilbur regarding our foam production processes. The committee asked Chris to send the Chief another letter asking for his directive on how to produce foam currently. Chris discussed the Pompey fire that killed 2 firefighters recently. What lessons can we learn from them. Our response to mutual aid requests was discussed. Chris O'Connor asked the committee to think about things that occurred at this incident, and how they are similar to situations we face here. We'll discuss it more at the next committee meeting. Lee LaBuff spoke about making time for the committee to view an American Heat tape at the next meeting. Wheel chocks were discussed briefly. The folding wheel chocks are still a hazard. General discussion followed. The next meeting will be in 3 -4 weeks. The meeting was adjourned at 1122.
