Monthly Report of the Fire Chief to the Board of Fire Commissioners, for the month of February 2002.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See attached report from Deputy Chief Dorman.
2) Operating Budget Account Status
2001 EOY reports will not be received from the Controller's Office until this Spring. 2002 budget
allocations per line and program are provided for this month. No other reports provided this month.
3) Development Report
See attached report from Director Lynch.
4) Contract negotiations.
City -Town contract negotiations are still in process. It is anticipated that a ratification vote by the Town
will occur at the regular Town Board meeting on 11 MAR 02. The City should re- ratify at the 06 MAR 02
meeting of Common Council.
5) County Communications and 911 Program
Although there is no new news since last report, work on all phases of this project continues.
6) Career Retirements and Hiring
The hiring process to fill the current and anticipated vacancies caused by retirements is still in process.
Extra time required to complete background and reference checks is delaying the process.
7) Recruitment Activities
The task force discussed last month has not yet been organized. Some related work is happening behind the
scenes.
Fire Prevention Bureau
I) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public
Education Program: See attached charts from Assistant Chief Wheaton.
2) Fire Limits Study
Nothing new to report this month.
3) Parking Tickets
No change from last month.

Safety
1) Safety Section
Wellness and Fitness Program.
Educational sessions are continuing. We received word last week that Ithaca College had finalized their
commitment to the program, and so a memorandum of agreement should be ready soon. Ithaca College
advises their commitment may not be funded past this year. Unknown actual costs at this time are a factor
here.
1) Safety Committee
The Safety Committee continues to work on air quality testing for the fire stations and other projects.
OPERATIONS DIVISION
Response
1) Monthly Call Report
Final reports for 2001 are in process. Year -to -date (YTD) reports for 2002 are included here.
2) City Disaster Management Plan
Work continues on the County plan, and ICS — 100, Incident Command Training for City personnel is
being organized now.
2) County Hazardous Materials Team
A meeting was held with the Director of Emergency Response and Ithaca Fire Department personnel to
outline the components of the implementation agreement needed to define the relationship between the City
and the County for the County Haz Mat Team. A regional approach to supplies management and
participation in state and federal support programs are in process. It appears that an immediate benefit of
this designation may be the receipt of as much as $150,000 in equipment from the State.
3) Traffic Calming Initiatives
No new news.

2) Steamer Project
The next step is to meet to work on finalizing the agreement between the Board of Fire Commissioners and
the Ithaca Veteran Volunteer Firemen's Association for the display and use of the steamer. A draft of an
agreement with changes discussed in the last meeting of the parties has been developed and distributed.

3) Training Center Usage and Activity Report for the month of December 2001
IFD 36 hours
Tompkins County 6 hours
Cayuga County 4 hours
No other uses in December.
Total Hours: 46
Hubbel Construction will be repairing wind damage to the storage building at a cost of $340.00.
In addition, they will be installing a rain gutter on the east side of the classroom building, not
related to the storm repair. AC LaBuff will be replacing a child training manikin and acquiring a
"fold -a- tank" for rural water supply /drafting training.
4) Space Needs
AC Wheaton and DC Dorman continue to work on developing cost estimates for work related to
handicapped access and improving security for Central Fire Station.
5) Marine Facility
Work continues by Lt. Parsons on the marine facility, but there is nothing to report out at this time. FF
John Powers continues to work with Cornell University, the Town of Ithaca, and the Navy ROTC
program, to develop an off - season emergency boat launch area at the former East Shore Sailing site off East
Shore Drive, across from the Cornell Lake Source Cooling Facility. Currently, the Town has given their
approval for access across Town parkland to get to the site.

VOLUNTEER SERVICES DIVISION
Membership Unit
1) Volunteer Recruitment Committee
The Membership Review Committee (MRC) will be meeting 25, 26, and 27 FEB 02, to interview four
volunteer and four bunker applicants.
Service/Duty Unit
1) Monthly Service Hours Report:
See attached report from AC LaBuff. Individuals not meeting the service requirements will be contacted
and/or put into the queue for removal, as appropriate.
2) Company Rosters and Reports
Company 5 submitted roster information in the form of meeting attendance lists last month.
Administrative Secretary Wilbur has given them again the roster we are trying to correct, but we have not
received the corrections we have been requesting since last June.

MUTUAL AID CALLS — From: Enfield, Lansing (2), Newfield, Trumansburg, Varna,
Cayuga Heights

SELECTED CALLS —
On 1/20/02, B Shift responded to search for a person in the Flood Control Channel.
The body was recovered several days later.
At the same time as the Flood Channel search, B Shift responded to a barn fire at
1440 Mecklenburg Road. Despite gallant efforts, including mutual aid tankers from 5
departments, the barn was a total loss.
On 1/29/02, D Shift responded to a structure fire at 527 W. Clinton St. The crew did an
excellent job extinguishing a fire in the wall and floor area under a wood burning
chimney.
SUPPORT
LTI serviced 933 and 939. They corrected several problems.
We continue to work with the Cities of Auburn, Geneva and Cortland on a regional
hazardous materials program.
