JANUARY 8, 2002
MINUTES
PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg
Kirkpatrick; 2 Vacancies; new Common Council Liaison Paulette Manos.
I. Chairperson Romanowski called the meeting to order at 1800 hrs.
He welcomed City Alderperson Paulette Manos who will be the Common
Council liaison to the Ithaca Board of Fire Commissioners for the year
2002.
II. Comm. Alexander made a motion to approve the minutes of the
December 11, 2001 meeting as written. Seconded by Comm.
Kirkpatrick. Carried unanimously.
III. Additions /deletions to the agenda:
- Add to New Business - correspondence from Jana Taylor
IV. Persons wishing to speak to Board of Fire Commissioners - None
V. Correspondence:
- Receipt received from CNYFA for dues paid;
- A Memorandum of Understanding to extend the City /Town Fire
Contract has been executed - the Town has asked for further
modifications.
VI. Membership Changes:
- The Membership Review Committee will be conducting interviews later
this month for volunteer and bunker applicants.
VII. Miscellaneous Reports:
- Chair Romanowski's written report to the Town of Ithaca is in the
Minute Book;
- Audit - no audit this month;
- Tompkins County Fire Advisory Board - there was no meeting in
December; the October minutes were available;

members prior to the meeting. Questions, answers and highlights are
as follows:
A. Chief's Report: (see complete written report in the Minute Book)
- Chair Romanowski asked about the Minority Recruitment Task Force -
what is different about this than what we've been doing. Chief Wilbur
explained that IFD generally participates in unique recruiting efforts
when the Civil Service exam is approaching (we think in June) in an
effort to diversify our work force. It makes sense to combine it with
our volunteer /bunker recruiting efforts - a general message to all
career and volunteer applicants - so as not to compete - make an
overall program.
- Chair Romanowski asked the Chief if IFD has any authority regarding
the current traffic calming initiatives. Chief Wilbur reported it's
difficult to keep abreast of all decisions that get made, and certainly
impossible to attend all meetings relative to the issue. DPW Supt. Bill
Gray keeps us informed as best he can; however, many times initial
efforts go away and then pop up quickly and we are asked to react -
makes us look like we aren't team players.
Chair Romanowski asked Ms. Manos to be mindful of emergency
services' needs when it comes to decisions made about traffic calming.
B. Deputy Chief /Training Report: (see complete written report in
Minute Book)
- Deputy Chief Dorman reported that we have one Lieutenant on
Military Leave for an undetermined amount of time - April 2002 will be
the earliest return. A temporary Lieutenant has been appointed (since
his departure in October) for a 6 month period. His absence will have
more impact during the vacation season.
- FF Driscoll (who was finally granted a disability retirement) has been
replaced by Greg Stilwell; interviews will be conducted this next Monday
to replace FF VanGorder who retired January 2nd.

- DC Dorman was asked about a training center roof repair - he
reported AC LaBuff indicated a limb fell and damaged a panel - the roof
was not penetrated.
C. Director of Development Report: (see complete written report in
Minute Book)
- DD Marcia Lynch reported an update on the USDA Weather
Transmitter grant - contract documents were mailed December 17,
2001 and hadn't been received yet - she subsequently found out that
all documents to the USDA are being sent to Ohio to be irradiated prior
to their delivery! Therefore she faxed the information yesterday.
- Comm. Alexander offered to assist in obtaining the needed
commitment from the Ithaca City School District to implement NFPA's
"Risk Watch" program. The deadline is February 1st.
- In reviewing the Year -End Wrap Up that Marcia provided, Chair
Romanowski congratulated Marcia for her efforts in her new position
of Director of Development - a very productive year!
IX. Old Business
- Comm. Alexander inquired as to the status of Bunker Mike Collins'
program expense request that was reported to the Board a month ago
or so. Chief Wilbur indicated what has been done to date (this is use of
2001 funds).
X. New Business
- Chair Romanowski reported that former Council person Jana Taylor
has applied to the Mayor's office to be a member of the Ithaca Board
of Fire Commissioners as a City of Ithaca representative. Although,
due to a prior commitment, she will be unable to attend meetings until
sometime this Spring. Her appointment will be presented at the
February Common Council meeting. Chair Romanowski suggested that
we keep her apprised of business and do telephone votes if needed.
Everyone concurred.

- Due to the absence of Chair Romanowski and Chief Wilbur, as well as a
City employee holiday on February 12, 2002 , Chair Romanowski made a
motion that unless there was any pressing business to conduct, the
February 12, 2002 Board meeting is cancelled. Seconded by Comm.
Kirkpatrick. Carried unanimously.

LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See attached report from Deputy Chief Dorman.
2) Operating Budget Account Status
2001 EOY reports will not be received from the Controller's Office until this Spring. 2002 budget
allocations per line and program are being developed now. No other reports provided this month.
3) Development Report
See attached report from Director Lynch.
4) Contract negotiations.
City -Town contract negotiations are nearly concluded. A ratification vote occurred at the Common Council
meeting of 12 DEC 01, but the Town has indicated they want to discuss additional items prior to
concluding negotiations. A meeting date has not been set as yet.
5) County Communications and 911 Program
Although there is no new news since last report, work on all phases of this project continues.
6) Career Retirements and Hiring
FF John (JJ) VanGorder retired effective 02 JAN 02. FF Charles W. Mosher has indicated he will retire
effective 27 FEB 02. FF Greg Stilwell started with the department as a career fire fighter on 07 JAN 02; he
fills the vacancy created by the retirement of FF T. Edward Driscoll. The hiring process to fill the
vacancies created by the retirements of FF's VanGorder and Mosher is in process.
7) Recruitment Activities
A Minority Recruitment Task Force will be convened this month to develop and implement recruiting
strategies for our career and volunteer programs. Preliminary discussions have been held with the Human
Resources Department and with Valerie Reine, Nontraditional Program Services Coordinator at TC3,
regarding possible avenues to explore.
Fire Prevention Bureau
1) Monthly and End of Year (EOY) Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit
(JFSIU), and Public Education Program: See attached charts from Assistant Chief Wheaton.
2) Fire Limits Study
Nothing new to report this month.

Educational sessions are continuing. Lt. Sharp is working with Betsy Keller at Ithaca College on the MOA
to be developed, which will structure the relationship between the two organizations. See also DC
Dorman's report.
2) Safety Committee
The Safety Committee continues to work on air quality testing for the fire stations. The labor agreement
calls for an expenditure of up to $5,000 per year in each of 2001 and 2002 for this purpose. Other than
time spent by the committee, no monies were spent in 2001 on actual testing. This was because the
committee conducted a survey and research to determine needs and methodologies to use for the testing.
OPERATIONS DIVISION
Response
1) Monthly Call Report
Final reports for 2001 are in process. The reports included here are draft reports only.
2) City Disaster Management Plan
The Incident Command Radio Interface (ICRI) we tested last month doesn't appear to me our needs. We
will continue to look for more cost - effective alternatives.
3) County Hazardous Materials Team
Both the Common Council and the County Board passed resolutions designating the Ithaca Fire Department
Hazardous Materials Unit as the County's Hazardous Materials Team. Next steps include meeting with the
Fire, Disaster, and EMS Coordinator's Office to define the issues to be addressed in an operational
agreement.
4) Traffic Calming Initiatives
The Common Council has provided funding for additional traffic calming measures at various locations
within the City. As details become available we will report back as appropriate.

The next step is to meet to work on finalizing the agreement between the Board of Fire Commissioners and
the Ithaca Veteran Volunteer Firemen's Association for the display and use of the steamer. A draft of an
agreement with changes discussed in the last meeting of the parties has been developed and distributed.
3) Training Center Usage and Activity Report for the month of December 2001
IFD 15 hours
No other uses in December.

Special note: Limb fell from tree above storage building damaging two roof panels and breaking
two trusses. Repair is not urgent, so the repair will be made in the Spring.
4) Space Needs
AC Wheaton and DC Dorman continue to work on developing cost estimates for work related to
handicapped access and improving security for Central Fire Station.
5) Marine Facility
Work continues by Lt. Parsons on the marine facility, but there is nothing to report out at this time. FF
John Powers continues to work with Cornell University, the Town of Ithaca, and the Navy ROTC
program, to develop an off - season emergency boat launch area at the former East Shore Sailing site off East
Shore Drive, across from the Cornell Lake Source Cooling Facility. Currently, the license agreement
between Cornell University and the Ithaca Fire Department is nearing final draft and will be submitted for
approval.

VOLUNTEER SERVICES DIVISION
Membership Unit
1) Volunteer Recruitment Committee
The IVFU Leadership Group has initiated effort to update all potential candidates for volunteer membership.
In related business, this group decided that the Ithaca Fire Department would offer new member training
once per year, in the Fall. This, coupled with bunker basic training in August, would constitute the two
opportunities per year for new members to take the training required to become volunteer fire fighters. This
opens up the Spring for advanced training topics to be offered to current volunteers and bunkers, and
simplifies the coordination effort required for recruitment and training planning activities.

SELECTED CALLS —
On 12/21/01, C Shift responded to a structure fire at Rowland Hall, Ithaca College.
The shift did an excellent job locating and extinguishing a fire in the attic.
SUPPORT
The new fitness equipment has been installed at Central, Station 6 and Station 9. We
are going to combine a bunkroom and storage room at Station 5 prior to installation of
the equipment. This will occur shortly after the Bunkers return from break.

Development Update
January 2002
The holidays temporarily slowed activity on a number of our projects. A common theme emerging is
waiting for various government agencies to respond with needed information or official paperwork.
We still have not received written verification from the Governor's Traffic Safety Office concerning our
child safety seat program funding (despite a series of calls); do not yet have word of disposition of our
FEMA "CH ER-CAP" application (although FEMA officials at the end of September had urged us to apply);
and are still awaiting information needed from the National Weather Service to collaborate on a news
release for the NWS transmitter project (material which probably won't be in hand until mid- month). We
also do not yet have a firm commitment from the Ithaca City School District, so that we can file our
application for assistance to implement NFPA's "Risk Watch" program.
Much of my time over the past month has been spent researching various sources and planning for the
year ahead. There have, however, been the following significant developments:
Rural Utilities Service (USDA) — NWS transmitter: $75,000
On December 17, we filed contract documents with the RUS. The city controller has
recommended establishment of a city capital project for this, which had been scheduled for
consideration by the Budget and Administration Committee at its December meeting, but which
because of lack of a quorum for that meeting has been delayed until this month.
Volunteer program support: $25,000
As promised, the payment was made on December 28 and received December 31. As
requested, I am sending an acknowledgement containing information the donor has requested.
Community Foundation of Tompkins County
We received word that the foundation declined to support either of our requests (seeking $1,800
for the Juvenile Firesetter Intervention Program and $2,500 for the Critical Incident Stress
Management Program). In his letter, Executive Director Jeff True indicated this first round of
grants was extremely competitive, with 47 requests received and only 13 granted. We were
invited to reapply for the next round (March deadline). We must decide whether we want to
submit either or both of these or try for something else. We also have been invited to attend a
workshop the foundation will hold in February. Perhaps this will offer insight on what projects
would be most appealing.
Seward member Item funding: $64,000 (initially targeted for NWS transmitter)
We will seek to redirect this proposal to support for the joint Hazardous Materials effort, involving
Ithaca and Cortland (cooperative program). In an initial conversation, Lynn Brooks of Senator
Seward's office was not overly encouraging, in light of restrictions on this year's very limited
funding, but promised that the senator would consider it.
501(c)(3) status
A draft mission statement for the new non - profit organization has been completed. We need to
finalize it, then decide how best to proceed to form the organization, which would support the
Ithaca Fire Department's mission and benefit community safety.

During this initial program year, we filed 24 separate requests, seeking more than $375,000. From these
