Alexander made a motion to approve the minutes of the September 9, 2000 meeting as written. Seconded by Comm. Kirkpatrick. Comm. Kirkpatrick made a motion to approve the minutes of the October 10, 2000 meeting as written. Seconded by Comm. Alexander. Carried unanimously. III. VII. Miscellaneous Reports: ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 14, 2000 - MINUTES PAGE 2 - Chair Romanowski provided a written copy of his report to the Town of Ithaca - see copy in the Minute Book. - Chair Romanowski made a motion to approve the audit. Seconded by Comm. Kirkpatrick. Carried unanimously. - Tompkins County Fire Advisory Board - no report. VIII. Department Reports: Chief Wilbur highlighted his report (see complete report in the Minute Book): - Due to extended leaves, temporary promotions of an Assistant Fire Chief (Lt. C. Thomas Parsons) and a Lieutenant (FF John Cook) have been made effective 11/12/00. - See budget graphs provided by Adm. Assistant Eileen Camp; - City /Town negotiations - still in process; - City checks for Volunteer companies - some confusion as to amount allocated for 2000 - Chair Romanowski's recollection is different than budget and Chief Wilbur provided a history of the budget negotiations; however the maximum amount - $12,000 (for those companies eligible) will be distributed. Chief Wilbur reminded the Board that there are no funds available in the 2001 budget for volunteer company appropriations. - IBD /IFD consolidation - Mayor Cohen is referring the matter to a committee of Common Council; - Fire Prevention Bureau - no fires report in October! - Safety - Lt. O'Connor is assuming the role as Chair of the Safety Committee; - A comprehensive report of all 1999 incidents was distributed. - City Disaster Management meetings continue; - NYSTEC consulting firm has been contracted by the County to perform a feasibility study as well as the EIS for the County Communications and 911 program; - Police and fire dispatching consolidation will take place here at Central at the beginning of the year - adds to our space problems; - Traffic Calming - modified traffic barrier design has been constructed at Wood and Fair, and South and Fair streets. These designs permit fire apparatus to drive through them. Chair ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 14, 2000 - MINUTES PAGE 3 Romanowski asked if IFD was satisfied with the design. Chief said generally, yes, as long as we have unimpeded access to the areas there it is OK. Comm. Kirkpatrick asked about the issue of snow removal - our biggest risk is if built -up snow encroaches on the intersection. - Steamer Project - most of the remaining re- nickled parts should arrive back next week. Once the steamer is finished, we would like to do a photo shoot of the Steamer, along with the 2 new engines. - Chief Wilbur explained the job /title change for Marcia Lynch - changing from Volunteer Coordinator to Director of Development. She will still have some of the "volunteer" tasks related to "development" - other tasks will be assigned to IVFU, bunkers and other IFD staff. - IVFU will have a "labor /management" type of meeting tomorrow night similar to career labor /management meetings that deal directly with contract issues, how to build useful relationships, etc. He feels this style of meeting will be more effective. - DC Dorman, Lt. Schnurle and FF Irish went to Ephrata, PA to do another round of inspections on the new apparatus. They are due back on Friday; delivery is expected the first part of December. - Chief Wilbur next reported on the problems with 933 - it is out of service, not driveable. He described the problems - bolts ripped through frame - rear axle is askew - rear axle could detach! It will leave central on a flatbed to haul somewhere for repair. It is all under warranty - but terribly frustrating and irritating. Comm. Yahn asked if they could /would provide a temporary replacement. Chief wasn't certain; Chair Romanowski asked if it is appropriate for the Board to officially comment. Chief said he would see what happens and then let them know. He also said the City attorney's office will be involved. - Space needs at Central were next discussed. Chief Wilbur described the absolute chaos we are being forced to work in with no space. In particular our Administrative Assistant for Financial Matters (Eileen) cannot begin to concentrate on facts and figures - very complex contract and budget number crunching in the high- traffic front office. We need to take positive steps to ask companies for use of their rooms on the second floor of Central. Chief Wilbur also talked about ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 14, 2000 - MINUTES PAGE 4 monies that are available to address some needs at Central; however, it will take a fair amount of time - can't wait. Chair Romanowski indicated he understands the problem; however there are equipment and records in the volunteer company rooms that need to be taken care of. He suggested that a personal letter from the Fire Chief explaining the situation and indicating a time line - they need to have time to make other arrangements. He also asked if this was a temporary measure. A lengthy discussion followed regarding the possibility of the volunteer companies combining with the Vets in some fashion. It was noted the Vets are also experiencing space problems. Chief Wilbur suggested the Vets could take on the role of "department caretakers" - storing /displaying memorabilia - being good stewards of our history. Need to sit with companies and figure out details - maybe rent secure storage until better details can be worked out. Chair Romanowski hesitates to endorse the concept before companies have been notified. Chief indicated there are different perceptions on how the volunteer company rooms get used - is it possible to consolidate 2 companies into one room? Chair Romanowski indicated that Co. 2 has determined they do not want to share space with the IVFU. Vets member Lyman Baker reported the Vets have a lot of space available for expansion, but not the funds. Chair Romanowski wants to minimize a perception of negativity. Comm. Alexander echoed Chair Romanowski's concerns and added that companies should discuss the situation with the Vets prior to any move. He also feels the department has very valid reasons for use of the space; however, need a plan. To conclude the discussion, Chair Romanowski summarized the discussion: Chief Wilbur needs a starting point; companies need to approach the Vets to find out if they can enter into a cooperative agreement; he recognizes the need for more administrative space - ITHACA BOARD OF FIRE COMMISSIONERS NOVEMBER 14, 2000 - MINUTES PAGE 5 necessary at this time; companies need to start making alternate arrangements. Chair Romanowski is concerned that the transition is smooth and painless and that this is in no way reflective of the volunteer system and IFD is overwhelmed with the need for space. This discussion at the Board level will start the process - need a timetable. Chief Wilbur will write a letter to companies and the Vets explaining the need; the process will continue to evolve, continuous need for space demands. - See Deputy Chief Dorman's written report (copy in the Minute Book); - Volunteer Coordinator - No report. - Marcia Lynch, now Director of Development, reported on preliminary research of what types of funds are available; a key element is an internal needs assessment that can be supported by outside funding. She is continuing the transition between Volunteer Coordinator and the new position. Chair Romanowski reported that the IVFU is not willing to be part of recruitment efforts; Comm. Alexander attended the last IVFU meeting and they indicated they would help as much as they can since Marcia will no longer be involved with "hands on" recruitment - she will work on development of resources and financial. Marcia reported that, to date, no companies have provided the required information in order to receive the City contract checks. IX. Old Business - The Memorial Service /Medal Day ceremonies were excellent; also Lyman Baker and David Ayers painted the fire bell at Thompson Park where the Medal Day ceremony was held, with paint and materials donated by ? ? ? ? ?? ?(David Ayers was to give me that info.). LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. Due to continuing extended leaves, and effective 12 NOV 00, Lt. C. Thomas Parsons has been temporarily promoted to the rank of assistant fire chief; FF John Cook has been temporarily promoted to the rank of fire lieutenant. 2) Operating Budget Account Status See attached graphs from Administrative Assistant - Financial Camp. 3) Ithaca College - Paying for Fire Protection No report. 4) Contract negotiations. City -Town contract negotiations are still in process. At this point, and given there is no money budgeted for the companies for 2001, I am proposing to meet with company representatives to consider what is next. See also the report on space needs below. 5) Strategic Planning Committee No report. 6) Volunteer Company Appropriations and 2% Distribution The flow chart showing the distribution process for 2% funds for use by the Board has not done yet. 7) Building and Fire Department Consolidation No report. Until this is referred to the appropriate committee of Common Council (Mayor's intention), I will pull this item from the monthly report. Fire Prevention Bureau 1) Monthly Inspection Report No report. 2) Fire Investigation Unit - Monthly Report See attached report from Assistant Chief Wheaton. Z* Fire Chief's Report for November, 2000 3) Juvenile Fire Setter Intervention Unit (JFSIU) - Monthly Report See attached report from Assistant Chief Wheaton. 4) Public Education Program - Monthly Report See attached report from Lt. Thomas Deis. 5) Fire Limits Study No work has been done on this. Safety 1) OSHA Physicals This continues on hold due to illness of the Safety Committee chair. 2) Safety Committee Lt. Chris O'Connor has been temporarily assigned to chair this committee. 3) Wellness Program 14 OCT 00 page 2 We are still waiting for approvals from Ithaca College before we can move further on this project. OPERATIONS DIVISION Response 1) Monthly Call Report Final reports for 1999 are attached. See attached report form Deputy Chief Dorman for November 2000. 2) City Disaster Management Plan Meetings continue and effort is being made on developing the materials needed to construct our plan. The next meeting is 28 NOV 00, at 1500 hours, at Central Fire Station. 3) Operational Change Review No action on this. 4) County Communications and 911 Program The County has contracted with the consulting firm NYSTEC to perform a feasibility type study, as well as the development of the environmental impact statement. Effort continues to consolidate fire and police dispatch in the existing space. We have been told that a significant quantity of the remaining re- nickled parts will be received next week. In related business, a $1,000 donation, directed to the restoration of the steamer, was received form Alpha Delta Phi Fraternity. This will be placed in the Trust and Agency account for the project. 3) Training Center Usage Report for September 00 No report. 4) Space Needs See attached report regarding space problems at Central Fire Station. Wilbur Fire Chief CITY OF ITHACA 310 West Green Street Ithaca, New York 14850 -5497 OFFICE OF THE FIRE CHIEF Telephone: 607/272 -1234 Fax: 607/272 -2793 Central Fire Station Space Needs Proposal Space for day -to -day activities at Central Fire Station is at a premium. Administrative personnel especially must get work done in spite of the shortage of space, and in spite of the environment. Boxes and equipment piled in stairwells, a lack of filing and storage space, and the absence of a work environment where concentration and focus on a single task are possible, all combine to create real stress, especially among the administrative staff who bear the brunt of the problems the work environment cause. Despite attempts for three years running to obtain funds to either do design - development work, or to initiate a much needed capital project to address the situation at Central, we have made little progress. The money received from the sale of Station 7 will take time to utilize, so immediate solutions are not forthcoming from there either. Space studies we have done reveal that we suffer a chronic shortage of functional and program space. As one example, where office workers should have anywhere from 100 to 200 square feet, our three primary administrative staffers share quasi - cubicles of approximately 50 square feet in area. In the face of the space crunch, and the stress this creates for the people who must work in this environment, the use of three offices by Companies 1, 2, and 3, is frequently questioned. The perception is that there is little, if any, legitimate use made of the space by the companies to whom they are assigned. To obtain the space needed on a short term basis, I am recommending that the three company rooms on the second floor of Central be converted for use as administrative offices. I am further recommending the companies displaced as a result of this move enter into discussions with the Ithaca Veteran Volunteer Firemen's (sic) Association for inclusion in their facility on Elmira Road. The sharing of space there may serve as a catalyst for discussions on the need for expansion there. At the outset, the three offices would be reused as follows: one for administrative assistant - financial, one for an office support center (storage, copier, printer, etc.) for second floor offices, and one to be shared by the IVFU and the Board of Fire Commissioners. If we are to cope with the demands being placed on us, this change needs to occur as soon as possible. I urge the Board of Fire Commissioners' endorsement of this proposal.
