MINUTES
PRESENT: Commissioners Paul Alexander, Greg Kirkpatrick, and Robert
Romanowski;
ABSENT: Commissioners Cynthia Yahn and Alvin Nelson
ANNOUNCEMENTS:
- Fire Prevention Week Annual Memorial Service will be held at the Firemen's
Monument at the City Cemetery on Saturday, October 14, 2000 at 10:00
AM;
- The 1st Annual Medal Day ceremony will be held after the Memorial Service
- at 11:15 AM at Thompson Park (at intersection of Cayuga and Cascadilla
Sts.);
- A reception with light refreshments will be held after the ceremony at the
Ithaca Veteran Volunteer Firemen's Association on Elmira Rd.
- IFD City of Ithaca Operating Budget hearing will be held on Monday, October
16, 2000 at 7:30 PM in Common Council Chambers at City Hall.
I. Chair Romanowski called the meeting to order at 1805 hrs.
II. Minutes of the September 12, 2000 meeting were not yet available.
III. Additions /Deletions to the Agenda:
- Add: Statement from IVFU regarding change in Volunteer
Coordinator's position (to correspondence);
- Add: Reimbursement request from Donation Account (to New
Business)
IV. Persons wishing to speak to Board of Fire Commissioners - None
V. Correspondence:
- Chair Romanowski read an e-mail he just received from the IVFU
(10/10/00 5:40 PM) regarding their position of the elimination of the
Volunteer Coordinator's position. He will provide copies for the Board
and staff. Basically, they indicated they reject the idea of eliminating
the position and feel it is a threat to the volunteer system. See copy

Chief Wilbur indicated he had asked them for information and had
received nothing.
VI. Membership Changes:
- Chair Romanowski made a motion to approve the following new
members:

- Chair Romanowski made a motion to approve the Reactivation of Rob
Doner to Co. 7 and the transfer of Richard Stangle to Co. 3 (formerly
undeclared). Seconded by Comm. Kirkpatrick. Carried unanimously.
VII. Miscellaneous Reports:
- Chair Romanowski provided a written copy of his report to the Town
of Ithaca (see Minute Book).
- Chair Romanowski made a motion to approve the audit in the amount
of $1,423.07 and $100.00 (T &A). Seconded by Comm. Alexander.
Carried unanimously.
- Tompkins County Fire Advisory Report - no report - August meeting
minutes were available if anyone wanted to review them.
VIII. Department Reports: See written reports in Minute Book.
Chief Wilbur highlighted his report:
- Due to an extended absence of an Assistant Chief, Chief Wilbur has

requested the Civil Service Commission and Human Resources
Committee to provide for temporary appointments of an Assistant
Chief and a Lieutenant. Due to lack of quorums by both committees
this past month, the request was delayed. As the bureaucracy for this
process is so intense, he will continue to move forward, but may not
need to utilize.
- Operating budget graphs for August and September 2000 are
attached.
- City /Town contract talks should start up again now that all labor
contracts are settled. This issue also relates to the Ithaca College
issue. Chair Romanowski offered to call the Town Supervisor to let her
know talks can start again.
- Station 7 is now sold - proceeds from the sale (a portion of) have
already been allocated to our budget. Since there is a lot of
preparation work to be done, the monies will need to be encumbered
for 2001.
- Reports for Fire Prevention Bureau, Public Education and Juvenile
Firesetters are attached.
- Fire Limits Study will be coming soon.
- A comprehensive report 1999 incidents will be available soon.
- 911 and County Communications program - work continues.
$250,000 has been allocated for an Environmental Impact study and
statement; Sheriff's department dispatchers will be moving into the
911 center very soon.
Comm. Alexander reported on a Board of Reps. meeting held on
October 3rd where Barbara Blanchard reported the police dispatchers
will be moving the 911 Center at Central soon. Discussion followed
regarding the small space here at Central, parking concerns, etc.
- Traffic Calming - the Board of Public Works meets tomorrow
afternoon and is considering an alternative to the diverters at Wood
and South Sts. IFD, IPD and Bangs have been asked to provide input to
help them make a decision on design. Chief Wilbur's initial reaction to
the design is not optimistic - he will have other staff members look at
it and provide input. Board members asked him to relay the Board of
Fire Commissioner's unhappiness with the process and solutions
offered so far.

- Chief Wilbur encouraged Board members to look at the Steamer in
the apparatus room. Some of the nickel plated parts have been
attached - looks good - will be beautiful!
- Volunteer Coordinator Job Change - since no report was received
from the IVFU with regard to the discussion at their last meeting, he is
proceeding with the transition. He emphasized the need to do
something different - what we are currently doing is not working. It's a
much larger issue - not anyone in particular's fault. He feels the
politicians have not compensated for the declining numbers of
volunteers over the years.
Deputy Chief Dorman highlighted his report:
- DC Dorman reviewed selected calls. Most notable was the gas leak at
Titus Towers that necessitated evacuating both Towers - required a
great amount of coordination and personnel - yes, the diverters got in
the way.
- DC Dorman, Lt. Schnurle & FF Irish spent 3 days at 4 Guys conducting
the "pre- paint" inspection. A final inspection could happen before the
end of October, with delivery possible early November.
- The City of Ithaca received a total of $4,300 from items from IFD
that were taken to the Municipal Auction (including two pieces of
apparatus).
Volunteer Coordinator Lynch highlighted her report:
- VC Lynch reported the Active Personnel Profile continues to be
produced as in the past - recently instituted policy basing active
status on a quarterly basis may change numbers significantly.
- Due to family and employment situations, two bunkers have left the
West Hill station, however will remain as volunteers.
- The basic training class has been postponed until January due to
numbers falling slightly below the minimum required for a class to be
held; however, Marcia is recommending the PPA Orientation be
conducted this fall, but no date has yet been set.
- Volunteer Company Appropriations (see separate written report) - as
Companies 1, 4 and 7 have fallen short of the required 5 active
members, they will receive a prorated amount. She described how the

calculations were computed. None of the companies have provided
quarterly reports of meetings and attendance. Submission of these
records will be required before the company can receive its check.
IX. Old Business - none
X. New Business
- After consideration, Chair Romanowski made a motion to authorize
reimbursement of $76.52 to C Shift from the Donation Account for
refreshments purchased as a result of the extended incident at Titus
Towers on 09/20/00. Seconded by Comm. Alexander. Carried
unanimously.
XI. Executive Session - not needed.
XII. At 1845 hrs. Chair Romanowski made a motion to adjourn the meeting.
Seconded by Comm. Alexander. Carried unanimously.

Monthly Report of the Fire Chief to the Board of Fire Commissioners, for the month of October, 2000.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See attached report from Deputy Chief Dorman. Also, given the prolonged and continuing absence of an
assistant fire chief due to illness, we are proposing the creation of a temporary assistant chief's position,
and a temporary lieutenant's position. These positions may not be needed, but given the bureaucracy
involved, and the desirability of having the option available if need be, getting them created seemed a useful
effort.
2) Operating Budget Account Status
See attached graphs from Administrative Assistant - Financial Camp.
3) Ithaca College - Paying for Fire Protection
No report.
4) Contract negotiations.
City -Town contract negotiations are still in process. Contract negotiations with the Ithaca Paid Fire
Fighter's Association have concluded with ratification of two new agreements, with pay increases
retroactive to 01 JAN 00. A proposed volunteer company agreement will be distributed for discussion after
receipt of the Mayor's proposed budget for 2001.
5) Station 7
The closing for the sale of Station 7 was conducted on 27 SEP 00. Funds have been transferred into our
A3410.5225 account (not shown on current graphs) already. We will probably advocate for an unspecified
encumbrance of these funds to allow us to expend the unspent balance from 2000 in 2001.
6) Strategic Planning Committee
No report.
7) Volunteer Company Appropriations and 2% Distribution
The flow chart showing the distribution process for 2% funds for use by the Board has not done yet.
8) Building and Fire Department Consolidation
No report.

1) Monthly Inspection Report

2) Fire Investigation Unit - Monthly Report

Safety
1) OSHA Physicals
This continues on hold due to illness of the Safety Committee chair.

We are still waiting for approvals from Ithaca College before we can move further on this project.
OPERATIONS DIVISION
Response
1) Monthly Call Report
Final reports for 1999 will be issued when all reports are entered and necessary corrections made. See
attached report form Deputy Chief Dorman for May 2000.
2) City Disaster Management Plan
Meetings continue and effort is being made on developing the materials needed to construct our plan.

3) Operational Change Review
No new news on this.
4) County Communications and 911 Program
Work continues. It now appears that some or all components of police dispatch services will be
consolidated into the existing 911 Center. This move is being proposed as a means of smoothing the
overall transition into a new center, while improving efficiency of the current system.
5) Traffic Calming
An alternative plan for the traffic diverters at Wood and South Streets has been developed by the City
Engineer's Office. We received them this morning (10 OCT 00) and have been asked to comment on them
in time for the Board of Public Works meeting tomorrow afternoon.

2) Steamer Project
The Steamer is now located at Central Fire Station. Some re- nickled parts have been received and the
Steamer is being reassembled accordingly.

meeting. In the meantime, we will be presenting this concept to both the Civil Service Commission and
the Common Council's Human Resources Committee this month for their consideration.

SELECTED CALLS
On 9/20/00, "C" Shift responded to a natural gas leak at Titus Towers. It was
necessary for both towers to be evacuated. This event required a great amount of
coordination and personnel. Everyone involved worked very hard to resolve this
emergency. Yes, the diverters got in the way (just as they were intended to).
On 9/27/00, "B" Shift responded to an alarm of fire at Terrace Dining, Ithaca College.
The crew did an excellent job uncovering and extinguishing the fire.
SUPPORT
DC Dorman, Lt Schnurle and FF Irish inspected the new pumpers being
constructed at 4Guys. The inspection went well and the delivery date should be
November.
2. The City no longer owns Station 7.
3. Department realized $4299.30 from
TRAINING
items sold at the municipal auction
The year to date training report is attached.
The career shifts are currently taking Preparing for Command being taught by Dave
Spaulding. The course is designed to provide the Fire Fighter with skills to command
the intitial response.

SPECIAL NOTE: VOLUNTEER PERSONNEL REPORT:
Again this month, this report is produced as it has been in the past, using previous criteria based largely
on an annual activity level; however, the department's recently instituted policy basing active status on
quarterly review of activity may change these numbers significantly. We are still awaiting results of
verification of first - quarter review preliminary data, being conducted by the IVFU. Updated information will
be reported no later than next month's report.

The Membership Review Committee met on September 27 and 28, and October 3 and 4 and
recommended three bunker and four volunteer candidates.

Bunker Program
Citing circumstances related to family situation and employment, members William Jones and Samuel
Smith, both of whom have bunked at West Hill Station since August of 1999, have transferred from the
bunker to the volunteer program. Their departure from the bunker program reduces the number of
bunkers at West Hill to two.
Volunteer Basic Training Class
Enrollment for the basic training class that had been scheduled to begin this fall is still slightly below the
minimum the department needs to conduct the class. With enrollment currently at nine and two more
serious inquiries who are unable to train now, but interested in doing so after the first of the year, the
department has decided to delay the class until January. I am recommending that the Physical
Performance Assessment (PPA) Orientation be conducted this fall, but no date for that session has yet
been set.
Volunteer Company Status
Please see the memorandum from me concerning this issue and city appropriations to volunteer
companies for the 1999 -2000 contract year.

Just a quick pointer on the appropriate way to designate an Executive Session on an
agenda for any type of committee, board, council, etc., meeting. Please be aware that a formal
motion is required before a public body can enter into an Executive Session. Because of that
requirement, it is impossible to determine in advance that an Executive Session will be necessary
and will be held. Therefore, instead of an agenda item which states "Executive Session to
discuss ..." or even "possible Executive Session to discuss ...," it is preferable to use the
following terminology:
A motion to enter into Executive Session to discuss ...
(Following the "..." you should set forth the reason for the Executive Session, such as the
employment history of a particular individual (you should not identify the specific individual),
pending or threatened litigation, matters pertaining to collective bargaining negotiations, etc.)
Please share this information with those on your staff who actually draft the agendas, as
they are the ones who actually need this information!
