MINUTES
PRESENT: Commissioners Paul Alexander, Greg Kirkpatrick, and Robert
Romanowski;
ABSENT: Commissioners Cynthia Yahn and Alvin Nelson
I. Chair Romanowski called the meeting to order at 1810 hrs.
II. Chair Romanowski made a motion to approve the minutes of the
regular meeting held on August 8, 2000 as written. Seconded by
Comm. Kirkpatrick. Carried unanimously.
Chair Romanowski made a motion to approve the minutes of the special
budget review meeting held on August 22, 2000 as written. Seconded
by Comm. Alexander. Carried unanimously.
III. Additions /Deletions to the Agenda:
- Comm. Alexander will give a report on his attendance at an IVFU
meeting (under Miscellaneous Reports).
IV. Persons wishing to speak to Board of Fire Commissioners - None
V. Correspondence:
- Letter to Linda McLean from Chief Wilbur in appreciation of her
donation of $60.00 (to Donation Fund);
- Donation of $35 from Ithaca Vet Volunteer Firemen's Association in
memory of member William Dobell.

- Chair Romanowski made a motion to approve the addition of:

- The Board noted the death of Co. #4 member William Dobell.
VII. Miscellaneous Reports:
- Chair Romanowski made a motion to approve the audit. Seconded by
Comm. Kirkpatrick. Carried unanimously.
- Chair Romanowski provided a written copy of his report to the Town
of Ithaca (see copy in Minute Book).
- Tompkins County Fire Advisory Board - no report.
- IVFU - Comm. Alexander reported on his attendance at their meeting
on August 28, 2000. They talked about the 2001 budget submittal.
They noted changes and added responsibilities for IVFU. They were
very concerned and would like to meet with the Chief. They also
discussed the relationship of Class III volunteers and discussed ways to
incorporate them into activities and responsibilities. Vol. Steve
Goldberg participated in the College /Community Expo on the Commons;
5 members assisted with the annual Pud's Run (Fire Police). Comm.
Alexander suggested that the IVFU report regularly at Board meetings
and BFC members should make an effort to attend and report at IVFU
meetings - both groups need to be more visible.
VIII. Department Reports: (see written reports in the Minute Book)
Chief Wilbur highlighted his report:
- CSEA ratified and approved their contract with the City of Ithaca;
IPFFA and Chief Officer's Unit will be meeting to vote on their contract
on September 27, 2000; Town of Ithaca Contract talks have not moved
at all - the Town has addressed the issue of their tax rate calculation
and was resolved in a positive manner; a draft proposal of the
Volunteer Company agreement will be done when the Chief comes back
from vacation.
- Sale of Station 7 - tentative closing on September 19th has been

delayed (lawyers); proceeds from the sale will be used as outlined in
the Chief's written report; funds for building safety improvements
from a separate capital project (City -wide) will be used to accomplish
other work, including, but not limited to, creating accessible entry for
the Green Street entrance.
- Strategic Planning - developing data to justify budget - news of a
public campaign was not well received by Common Council - will refocus
campaign to be delivered to political bodies. Chair Romanowski
indicated the Town of Ithaca would like to attend budget hearings -
need to notify them of the date and time. After budget season, the
group will focus attention to larger issues.
- As a result of a meeting with the Chief, Acting Building Commissioner
Phyllis Radke, and Mayor Cohen, the Mayor has decided to refer this
proposal to a committee of Common Council for further study.
- Safety Committee - AC Vliet has been off work for a variety of
reasons - no report.
- Wellness Program - waiting for IC approval from President Williams.
- Monthly call report - a very comprehensive package will be available
soon.
- City Disaster Management Plan - still good efforts being made - most
productive work in this area in a very long time.
- County Communication and 911 Program - work continues - finally
breaking through some difficulties. State Police Major Foley was
instrumental in moving things ahead. County has monies in 2001
budget for new center; 800 MHz monies are in place for 2002. Chair
Romanowski indicated he received info. that the State is on board with
800 MHz and that Tompkins County could become the State model.
Chief Wilbur spoke of the history of 800 MHz and how Jack Miller
headed us in the right direction from the very beginning.

- Chief Wilbur also indicated that the Mayor has directed him to back
off on his time commitment for this project; Chief is concerned that
he, Jack Miller and Lee Shurtleff are the only fire service reps. looking
out for our interests and IFD is the biggest County customer. Due to
overtime costs, he cannot assign others.
- Traffic diverters - Mayor Cohen will be advocating mountable -type
barriers for Wood & South Sts. (after discussion with IFD, IPD and
Bangs). Chief Wilbur's position is that if IFD can get through, he has no
objections. Comm. Kirkpatrick asked about snow removal in the winter
- will DPW be pushing snow and ice up against the barriers? Chief
Wilbur will talk to DPW about that issue.
The Planning Department continues to investigate and plan traffic
calming initiatives in many other parts of the City as well.
- Steamer Project - wheels are back on - will bring to Central -
hopefully done by October. It is hoped that a "ceremonial" trip to the
Vets via horses can be done in conjunction with the Memorial
Service /Medal Day planned for October 14, 2000.
- The Training Center had 200 hrs. of use during the month of August.
Maintenance and repairs are being planned prior to winter.
Deputy Chief Dorman highlighted his report:
- 113 Glen Place fire on 08/26/00 - problems with parked cars - very
difficult situation. Has support of City Attorney to assist with
rectifying the problems there.
- 2 new engines should be received sometime during the month of
October. Building of the chassis and the body for the 3rd engine has
begun.
- Station 7 is cleaned out and ready to go.
- Lots of surplus, loose equipment, as well as an aerial scope and

pumper were taken to the Municipal Auction in Lansing. Both vehicles
sold for $3,600 each. No, IFD does not get credit for the revenues
generated by these sales.
Volunteer Coordinator Marcia Lynch highlighted her report:
- Marcia indicated that the format of the Volunteer Personnel Report
has changed - please see special note on page 2.
- When Marcia's job changes to that of Development Director (if
approved), she will continue to prepare these reports during the
transition phase only. Then someone else will need to keep records and
do the reports.
- Marcia and the Board discussed Class II & III standard changes that
are being considered by IVFU.
- Volunteer company status - Marcia discussed Co.'s 1, 4 & 7 that
continue to be deficient of required active members - will only receive
a pro -rated amount of City contract allocation. None of the companies
have complied with the requirement of providing meeting dates and
attendance records. These will need to be provided before checks are
issued.
IX. Old Business
- The Chief and the Board continued a discussion regarding the budget
campaign. As he's been directed to provide information only to the
Mayor and Council, he feels IFD has their attention to our concerns.
Chief Wilbur spoke about revenues - when compared with other similar
communities - IFD generates far and above the others. Council and
Mayor need to understand that IFD is not like other cities (when they
are trying to compare). Comm. Alexander indicated the Board is
supportive of Chief Wilbur and they have a responsibility to assist with
providing information. Chief Wilbur said it is important to keep an
ongoing dialog with Common Council and encourage them to engage in
public discussions. He will be presenting them with information in
installments regarding budget, hazard assessment, risk analysis, what

services we provide, who we provide services to, and how all relates to
staffing and revenues.
- Some information regarding trends: false alarms are declining, EMS
is taking a big sweep upwards, fires are slightly down, hazardous
situations are slightly on the increase.
- Chief Wilbur met with the IVFU regarding budget issues and the
change in the Volunteer Coordinator's position to that of Development
Director (grant writer). They (IVFU) are reluctant to take on
responsibilities for recruitment and retention; discussed ways the
active volunteers can do recruiting; and how companies and the Vets
are the vehicle for retention of volunteers. This is a change, all new -
will require effort, time and nurturing.
- Chair Romanowski feels that volunteers entering the department that
are unaffiliated with a particular company is a problem - no particular
loyalty - suggests that more effort be made for them to join a
company.
- Chief Wilbur suggested the IVFU form a labor /management type of
approach - similar to the firefighter's union - a good way to be
effective, a good forum to discuss issues like uniforms, gear,
relationship to career staff, Etc.
- Comm. Kirkpatrick asked to have a report prepared that lists what's
been done so far with grant writing - submissions, types of grants,
possible future grants, etc. Marcia will provide a report.
- Chair Romanowski inquired what the City would do with money
received from a grant. Chief said it would be like any other revenue;
however, grants would have a directed purpose. Board members
expressed concern that the Fire Department budget would be cut in
the amounts received from the grants. Chief Wilbur explained that it
is not the intention of grant monies received to support the budget -
the monies are for a specific purpose and could /would include
administrative costs that would support Marcia's salary.

X. New Business:
- Chief Wilbur asked the Board to match the monies provided by the
City for annual employee recognition. He explained the history of the
request and feels it is appropriate to do so. After discussion, Chair
Romanowski made a motion to authorize $75.00 from the Donation
Account for employee recognition. Seconded by Comm. Kirkpatrick.
Carried unanimously.
- Comm. Alexander believes it is very important that a Board member
attend and reports at Common Council meetings. Comm. Yahn had
been doing that, but will she continue? Chair Romanowski will check
with her and Comm. Alexander offered to do it if she doesn't.
XI. Executive Session - not needed.
XII. At 1915 hrs. Chair Romanowski made a motion to adjourn the meeting.
Seconded by Comm. Alexander. Carried unanimously.

Monthly Report of the Fire Chief to the Board of Fire Commissioners, for the month of September, 2000.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See attached report from Deputy Chief Dorman.
2) Operating Budget Account Status
No report.
3) Ithaca College - Paying for Fire Protection
No report.
4) Contract negotiations.
City -Town contract negotiations are still in process. Contract negotiations with the Ithaca Paid Fire
Fighter's Association are still in progress. Now that the budget has been submitted, a draft of a proposed
volunteer company agreement will be distributed after I return from vacation.
5) Station 7
Sale of the building to Victoria Romanoff and Sarah Adams was approved at the Common Council meeting
of 02 AUG 00. Although a tentative closing date has been set for 19 SEP 00, the City Attorney's Office
advises this may be pushed back.
At the Common Council meeting of 06 SEP 00, proceeds from the sale were allocated to the Fire
Department as follows:
$ 5,192 48 lockers for Central Fire Station
21,000 front enclosure conversion to usable space
15,000 scba facepiece acquisition
4,260 corridor separation at Central Fire Station
2,500 awning(s) over entry door(s) at Central Fire Station
6.000 portable radio acquisition
$53,952 Total
The $14,048 balance goes to the City's unrestricted contingency.
Funds for building safety improvements from a separate capital project (citywide) will be used to
accomplish other work, including, but not limited to, creating accessible entry for the Green Street entrance.

6) Strategic Planning Committee
Development of information to support the budget request has been the primary activity for this committee.
Once the budget effort is concluded, we will return to more "strategic" planning.
7) Volunteer Company Appropriations and 2% Distribution
The flow chart showing the distribution process for 2% funds for use by the Board has not done yet.
8) Building and Fire Department Consolidation
As the result of a meeting between myself, Acting Building Commissioner Phyllis Radke, and Mayor
Cohen, the Mayor has decided to refer this proposal to a committee of Common Council for further study.

2) City Disaster Management Plan
Meetings continue and effort is being made on developing the materials needed to construct our plan.
Hazard analysis was discussed in detail at yesterday's meeting.
3) Operational Change Review
No new news on this.
4) County Communications and 911 Program
Work continues. It now appears that we are on track to have significant steps taken during 2001. In the
meantime, monies are included in the County's 2001 budget proposal for construction of a new facility for
consolidating 911 services.
5) Traffic Calming
The traffic diverters will be discussed at a meeting of the Board of Public Works will be held tomorrow.
Mayor Cohen has proposed diverters that will not obstruct the passage of fire apparatus and we have been
asked to attend the BPW meeting to comment on same.

2) Steamer Project
Although it will be moved to Central Fire Station on 18 SEP 00, the steamer is currently still at Station 7
where it awaits return of the parts sent out to be nickel plated. Other work continues at a slow pace while
we wait for the parts to return.
3) Training Center Usage Report for August 00
Per Assistant Chief Labuff, the training center was utilized as follows:
Ithaca Fire Department use: 199 hours
County use: 6 hours
September and October will see re- staining and painting of the burn building, maintenance to the
ventilation simulator, and various other repairs as needed.

A meeting was held with the leadership of the NFU and department administration to discuss the proposal
to change the Volunteer Coordinator's position to Director of Development. The major demand on the
IVFu would be to absorb duties related to recruitment and retention. This is seen as a significant burden and
the IVFU leadership is looking at this very cautiously. Other operational considerations related to
recruitment and retention were also discussed as well. The IVFU will discuss this at their next meeting.

SELECTED CALLS
On 8/26/00, "C" Shift made an excellent stop at 113 Glenn Place. Only 909 was able
to use the fire lane to access the front of the building.
SUPPORT
The construction of the 2 new pumpers is on schedule. A prepaint inspection is
scheduled for 9/25/00.
2. The chassis for the third pumper is on order with Spartan Motors.
3. The only remaining large item at Station 7 is the steamer. It is scheduled to be
removed on 9/18/00. The Station is relatively clean. All loose Department and
other items have been removed to either the Lansing Municipal Auction,
storage or trash.
4. Many items from the Department were taken to the Municipal Auction including
the 1976 Seagrave pumper and the Baker Aerialscope. At this time, we do not
know the amount of money from the sale.

TRAINING
The year to date training report is attached.
The Bunker graduation was held on 8/18/00. 6 Bunkers and 2 Volunteers successfully
completed the program. Since completing the program, one volunteer has started
bunking.

Resolution Approving the Purchase of a New Fire Engine /Pumper Vehicle by the
City of Ithaca Fire Department
Resolution No. 128
BE IT RESOLVED, that the Town Board hereby approves the purchase of a third
new fire engine /pumper vehicle at a cost not in excess of $385,000.00, by the City of
Ithaca Fire Department; and be it further
RESOLVED, that the Town Board agrees that the purchase of the said fire
engine /pumper vehicle be paid for by the use of serial bonds, the amortization of which
shall be added to the Fire Department Budget, a proportion of which shall be paid by the
Town in accordance with the existing fire contract between the City of Ithaca and the
Town of Ithaca.
