OLD BUSINESS X. NEW BUSINESS: - Discussion and consideration of bid award recommendation for sale of Station 7 XI. EXECUTIVE SESSION XII. ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS JULY 11, 2000 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander, Greg Kirkpatrick and Cynthia Yahn; Common Council Liaison Jana Taylor; ABSENT: Commissioner Alvin Nelson. I. Chairperson Romanowski called the meeting to order at 1802 hrs. He noted the order of the agenda will be altered to accommodate those persons wishing to speak to the Board of Fire Commissioners regarding the sale of Station #7; then the Board will discuss and consider the bid award recommendation. He then reported that 4 bids had been received - sent to the City Attorney's office for review of legal sufficiency, and subsequent memo received back from Patricia Dunn stating that 2 of the 4 bids were legally insufficient. Chair Romanowski read the memo that stated the reasons. Chair Romanowski also announced that the Board would hear comments from the public, and advised there would be no debate or further discussion with the audience during their deliberations of a possible bid award recommendation. IV. Persons wishing to speak to Board of Fire Commissioners regarding the Sale of Station #7. The following persons spoke: - Common Council person Ed Hershey - 215 Willow Ave. Complimented the Board regarding their work thus far in putting together the bid spec packet and consideration of maintaining the historical aspect of the building and neighborhood. He urged the Board to accept the Romanoff /Adams bid in the interest of putting the property back on the tax rolls, and proposed use as a single family residence. - Sara Adams - 112 W. Marshall St. - spoke to clarify her proposed use as a single family residence and use of the open space as an artists's studio - not unlike many people do in their private home. ITHACA BOARD OF FIRE COMMISSIONERS JULY 11, 2000 - MINUTES PAGE 2 - Ralph Jones - 607 Warren PI. - spoke of his bid proposal to utilize the building as part museum for Civil War artifacts (on the second floor) and the first floor being utilized for Fire Department artifacts. The first floor would also be used for neighborhood meetings and celebrations - thus maintaining the historical use of the building. The group would be spending time and money for improvements to the building. He continued by reading a prepared statement that mentioned a petition of 100 neighbors who favor their proposed use as described above. He also indicated that he takes issue with the City Attorney's opinion that the bid is invalid in that the group would purchase the property for the stated value of $84,000 within 24 months (with a lease arrangement in the meantime). - Danny Wheeler - 501 Willow Ave. - Spoke about how Ithaca is about to lose another landmark - last fire house in the City with history. He said he personally, was willing to give $20,000 worth of artifacts to be a part of the Civil War museum - he feels it's that important. He also spoke of Ithaca residents who have been part of the fire service that wanted a place to display their items of historical value. Hearing no other persons wishing to speak on the subject, the Board deliberated on the sale of Station 7. Highlights of the discussion are as follows: - Chair Romanowski inquired of the Fire Chief about the receipt of the bid that was not sealed (Ralph Jones' bid) - Chief Wilbur reported that the secretary received the bid, date stamped the 5 copies that were provided, and placed them in a sealed envelope. - Comm. Yahn asked for more time to review the bid proposals - other Commissioners felt there had been enough time and that deliberations should continue. - The Fred Rolf proposal for $26,000 is basically the same as the Sons of Union Veterans of the Civil War, except it offers an outright purchase price. Comm. Alexander said that given basically the two proposals are the same, the Rolf proposal carries more weight because of the monies offered; Board members respect the proposed use of the building; however, parking and ITHACA BOARD OF FIRE COMMISSIONERS JULY 11, 2000 - MINUTES PAGE 3 neighborhood concerns weren't addressed; - The May proposal fell flat - legally insufficient; - The Romanoff /Adams proposal was most appealing to all Board members due the "single family" nature as proposed use and proposal to keep exterior of building in its historical manner. - Com. Kirkpatrick was impressed with the work and forethought that went into the Romanoff /Adams proposal and is confident they have the ability to carry out the preservation aspects as stated in their proposal. - Com. Alexander feels the same as Com. Kirkpatrick and feels use as a single family home is most desirable. The price offered is also closer to what was anticipated. - Com. Yahn asked if the City Controller has been approached about the possibility of not attaining the asking price and how to make up the difference that Common Council had agreed the Fire Department could use for space needs considerations. No, this has not been addressed. Chief Wilbur indicated the Common Council resolution may have said something like not to exceed $80,000 be returned to IFD" - probably non - binding. - Chair Romanowski asked if there had been sufficient discussion to accept any bid, or reject all? - Com. Yahn asked if the Board could entertain counter proposals. No, the bid spec package cannot be modified (according to Deputy Chief Dorman). At 1845 hrs. Com. Yahn made a motion to move into Executive Session to have a brief discussion regarding the sale of Fire Station #7. Seconded by Chair Romanowski. Carried unanimously. The Board resumed open session at 1900 hrs. At this time, a member of the audience, Ralph Jones, asked if he could read a brief statement (which he did). The statement pertained to the legality of any Board member having a personal or financial interest in the decision to sell the property. Chair Romanowski assured members of the audience that there was no conflict of interest with any of the Ithaca Board of Fire Commissioners as it relates to his concern. At this time, Com. Kirkpatrick made a motion to accept the bid in the amount ITHACA BOARD OF FIRE COMMISSIONERS JULY 11, 2000 - MINUTES PAGE 4 of $68,000 for the purchase of Station #7 as submitted by Victoria Romanoff and Sarah Adams. Seconded by Com. Yahn. Board members reiterated the reasons for the sale of the Fire Station - no longer viable for use as a fire station, funds obtained from the sale will be used to address critical space needs at Central Fire Station; the desirability of the bid to address historical concerns and use as a single family residence; and the price offered is the highest. The motion carried unanimously. Chair Romanowski then outlined the process after this point. The sale of the station, as recommended by the Ithaca Board of Fire Commissioners, will be passed along to the Budget & Administration Committee of Common Council who, in turn, recommends to the whole Common Council. Once these approvals are obtained, the property must close on the sale within 60 days. II. Approval of Minutes - Com. Alexander made a motion to approve the minutes of the June 13, 2000 meeting with one correction: His reply regarding Fire Police Training should have said: Com. Alexander had asked for written ideas for Fire Police Training last year that he would give to Lt. Tier; however, he didn't receive any ideas. Seconded by Com. Kirkpatrick. Carried unanimously. III. Membership Changes: - Chair Romanowski made a motion to approve the following membership changes: - Add: Anne Marie Sheridan - Unaffiliated Bunker - Reactivation - Hiroshi Kuwae - Co. 9 Seconded by Com. Kirkpatrick. Carried unanimously. The Board also noted the death of Co. 1 member Glenn Trembly. VII. Miscellaneous Reports: - Chair Romanowski provided a written copy of his report (given by Com. Kirkpatrick) to the Town of Ithaca (see copy in Minute Book) - Chair Romanowski made a motion to approve the audit in the amount of $ 7,569.39. Seconded by Com. Kirkpatrick. Some questions about the Capital budget expenses were clarified. - Deputy Chief Dorman reported the only item discussed at the Tompkins County Fire Advisory Board meeting was the proposed 800 MHz program. County Administrator Bill Benjamin, who has been assigned to coordinate all aspects of the project, and Sheriff Peter Meskill were on hand to answer questions. The group stressed the desperate need for fire and EMS services - system needs upgrading. VIII. Department Reports: (see written reports in the Minute Book) Chief Wilbur highlighted his report: - No budget update as printouts have not been received from City Hall. He suggested that starting next month, the budget reports will be a month behind due to the timing of reports received from City Hall. He also reported the City just hired someone to update the Munis program, which may result in more timely reports. - Contract negotiations with the Town of Ithaca and the Firefighter's ITHACA BOARD OF FIRE COMMISSIONERS JULY 11, 2000 - MINUTES PAGE 6 union are still in process; a draft agreement with volunteer companies will be prepared and a meeting will be scheduled. - Strategic Planning Committee continues to meet to deal with the continuing problems of inadequate staffing of the fire department. - 2001 Operating Budget - has been revised to an additional $120,000 needed to offset contractual increases. As a result, each of the 0% and -2% scenarios must be accompanied by drastic cuts, which will include the possibility of layoffs. - Chief Wilbur is requesting the creation of an IFD "Medal Day" to coincide with the annual memorial service held during Fire Prevention Week. This would be an opportunity to more publicly recognize fire department personnel - career and volunteer - for accomplishments throughout the year. (More discussion on this matter was referred to New Business). - IFD's web site is being updated with new information - graphics and general appearance. It is a great source of information into department operations. - City Chamberlain Debbie Parsons has requested the Board provide her with a directive for this year's distribution of 2% foreign fire insurance monies - as it relates to eligibility of companies according to Board rules. Also, the Town of Ithaca needs to calculate their distribution to the City, and they are moving their offices next week, so the check may be delayed somewhat. Com. Alexander continued a discussion regarding the Board's responsibilities with regard to 2% funds - reports from companies and Vet Volunteers as well as distribution. Chief Wilbur indicated the Board's responsibilities are for distribution as described in the City Charter. If the State had a problem with reporting, they would need to deal directly with the company or the Vets they (the State) had a problem with. According to the City Controller, the only risk to the ITHACA BOARD OF FIRE COMMISSIONERS JULY 11, 2000 - MINUTES PAGE 7 Board is if 2% funds were distributed to a company who failed to make a report to the State. - Through the collaboration of personnel in the Ithaca College School of Human Performance, and of Lt. Thomas Deis, a wellness program is being developed for IFD personnel. And, once again, fitness equipment for all fire stations has been requested through the Capital Budget Process which would coincide nicely with their very structured program. - Chief Wilbur provided a draft of an Ithaca Fire Department Traffic Calming statement - one general statement, and one specifically regarding the traffic diverters at South, Wood and Fair Streets. This draft will also be discussed at the staff meeting on Thursday. It is his intent to distribute a final version as the Fire Department position on the issue. Board members, Chief Wilbur, and Common Council liaison Jana Taylor had a lengthy discussion about the issues. It is apparently clear that two different and seemingly unrelated efforts are being put forth by the Board of Public Works and the Planning Department. The Fire Department has been involved, to some extent, in both. Communications have been difficult and sporadic. Some suggestions were made to add to the position paper - Com. Yahn would like it to say that the Fire Department needs to be involved in the decisions from the beginning; and Chair Romanowski made a suggestion of specific alternatives to the traffic diverters at Wood, South and Fair Sts. which include making opposite one way streets and use of 4 way stop signs. Other concerns discussed were: - It's not clear who has final authority on these items - Board of Public Works or Common Council; - Fire Department access standards can't be imposed on the Board of Public Works or public projects; however, private property owners must comply; - 4 way stops like on Mitchell St. seems to be an effective way to slow ITHACA BOARD OF FIRE COMMISSIONERS JULY 11, 2000 - MINUTES PAGE 8 traffic down; - Fearful of precedents being set for future requests; - Don't divert traffic until other methods being tried first; - Issues seem more political than practical; - Not fiscally sound decisions being made; - Police apparently not able to enforce speed limits. Chief Wilbur will include the suggestions in the statement. Board members will receive copies of the final version when it is ready. Deputy Chief Dorman highlighted his report: - Capital Project Review Committee - met today to provide more information and answer questions. The Committee next makes recommendations to the Mayor who then recommends to Common Council. - The new apparatus chassis will be delivered to the body builder, 4- Guys next week - who will have 100 working days to complete their work. - Training hours have been averaging on the rate of 1,000 hrs. /month - quite significant. Volunteer Coordinator Marcia Lynch highlighted her report: - No change in numbers of active personnel since last month; - There has been a flurry of application activity - 3 more in the last couple of days. It's hectic to get them through the process in order to meet the training which beings in a few weeks. - The last PPA before training will be given on July 27th. IX. Old Business - Chair Romanowski made a motion to authorize $251.34 be paid to Johnson's Board Yard for the Rescue Boat "fit out" that was approved last year. Seconded by Com. Alexander. Carried unanimously. ITHACA BOARD OF FIRE COMMISSIONERS JULY 11, 2000 - MINUTES PAGE 9 X. New Business - The Board and Fire Chief continued discussion about the possibility of establishing a "Medal Day" (fashioned after the New York City Fire Department program) to recognize all recipients of awards throughout the year - a good opportunity to all come together and publicize their achievements. Chief Wilbur feels this may be a more effective way than the piece -meal method currently used. The Board agreed and felt this was a good idea. The plan would be to have a ceremony at a local park following the memorial service at the City Cemetery, then possibly a reception to follow. Chief Wilbur also indicated that some sort of civilian award could also be included. Com. Alexander offered to help with this function in any way he can. - Matters of reorganization (election of Chair and Vice Chair) will take place at the regular meeting in August. XI. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status City Hall reports have not been received as yet so no report is available. Starting in August, we will provide reports on a one month delay to compensate for this. 3) Ithaca College - Paying for Fire Protection No new news about paying for fire protection at this time. 4) Contract negotiations. City -Town contract negotiations are still in process. Contract negotiations with the Ithaca Paid Fire Fighter's Association are still in progress. A meeting was held with representatives of the various volunteer companies on 08 JUN 00. As soon as a draft agreement is prepared, we will schedule the next meeting. Given the budget constraints for 2001, it appears there will be little or no money for this line for 2001. 5) Station 7 Selection by the Fire Commission of the successful bidder is the next step. 6) Strategic Planning Committee The Committee continues to meet to develop strategies to deal with the continuing problems with inadequate staffing of the fire department. 7) 2000 Operating Budget The 2000 operating budget is still being compiled at this time. Previous estimates of approximately the need to $90,000 due to anticipated contractual increases have been revised to over $120,000. As a result, each of the 0% and -2% scenarios must be accompanied by drastic cuts, which will include the possibility of layoffs. 8) Volunteer Company Appropriations and 2% Distribution "An Equal Opportunity Employer with a commitment to workforce diversification." IL** Fire Chief's Report for July, 2000 11 JUL 00 page 2 The flow chart showing the distribution process for 2% funds for use by the Board has not done yet. 9) Public Information The fire department's web site (www.ifd.baka.com) is undergoing an update with new information, graphics, or general appearance. The site has received over 24,000 "hits" and is the source of many inquiries into department operations. 10) Recognition Opportunities Using the term and concept used in New York City, the idea of creating an Ithaca Fire Department "Medal Day" has been discussed. As discussed, this would be held on the same day as the annual fire department memorial service in the City Cemetery, which is the Saturday ending Fire Prevention Week. In our case, it would make sense to hold the memorial service at 1000 hours as we have developed the custom, then move to another site to hold the award ceremonies, possibly starting at 1130 hours, with a reception to follow. The concept includes presenting all significant fire department awards on the same day, thus making consistent the timing of these events; and providing a greater opportunity to focus on the significance of the achievements of IFD personnel. If done in 2000, the date would be 14 OCT 00. If the Board agrees, I will submit this idea to the various organizations that make up the department for their consideration as well. 11) 2000 Two Percent Distribution City Chamberlain Deborah Parsons inquired today as to whether or not there were any special instructions regarding distribution of two percent foreign fire insurance premiums. This is especially as it relates to eligibility of companies according to Board rules. She is requesting the Board provide her with a directive for this year's distribution. 12) Building and Fire Department Consolidation Mayor Cohen has officially requested that Acting Building Commissioner Radke and I conduct a study to evaluate the feasibility of consolidating the Building and Fire Departments. As this may well be an issue for the 2001 budget, time is short. A preliminary meeting has been set for 21 JUL 00 to discuss this concept and determine next steps. Fire Prevention Bureau 1) Monthly Inspection Report No report. 2) Fire Investigation Unit - Monthly Report See attached report from Assistant Chief Wheaton. 3) Juvenile Fire Setter Intervention Unit (JFSIU) - Monthly Report See attached report from Assistant Chief Wheaton. Fire Chief's Report for July, 2000 4) Public Education Program - Monthly Report See attached report from Lt. Thomas Deis. 5) Inspections of Places of Assembly and Fire Systems Testing Permits and Fees Billing for fire systems will be in place soon. 6) Fire Limits Study No work has been done on this. Safety 1) OSHA Physicals We are still working on development of a new policy. 2) Safety Committee The Committee met on 09 JUN 00 at Central Fire Station. Current projects include: Ongoing review of the new FAST SOP ReHab Sector, creation of Medical/Physical Exams, cost control 3) Wellness Program 11 JUL 00 page 3 Through the collaboration of personnel in the Ithaca College School of Human Performance, and of Lt. Thomas Deis, a wellness program is being developed. This program would evaluate IFD personnel who wish to participate and then, using student interns, track their progress towards meeting fitness and wellness goals over the course of a year. The Ithaca College people are investigating grants to help fund the program for us. Letters have gone out requesting President Williams approval for the program and we have high hopes this will bear fruit for us. OPERATIONS DIVISION Response 1) Monthly Call Report Final reports for 1999 will be issued when all reports are entered and necessary corrections made. See attached report form Deputy Chief Dorman for May 2000. 2) City Disaster Management Plan Effort continues here with many initiatives underway. A resolution has gone to the County Board to redefine the Tompkins County Emergency Management Group. 3) Operational Change Review Fire Chief's Report for July, 2000 No new news on this. 4) County Communications and 911 Program 11 JUL 00 page 4 This project seems to have bogged down to some degree. A position statement regarding the 800 MHz communications system appears on the fire department's web site. 5) Traffic Calming Please see the attached draft of a fire department position on traffic calming in general, and on the diverters at South, Wood, and Fair Streets, in particular. This draft will also be discussed at the staff meeting on 13 JUL 00. It is my intent to distribute the final version as the fire department's position on the issue. Traffic calming initiatives slow down the response of an emergency vehicle to, or through, a neighborhood. Whether or not this is significant in the overall scheme of things is the question. Fire and emergency medical services professionals frequently talk about response time as a life or death issue. Is it really? Please consider that when a building is on fire, a room can "flashover" in as quickly as five minutes from the time of ignition. Fire fighters attempt to intervene before that happens because at the point of flashover, anyone still in the compartment where the flashover occurred is now dead. The ability of the fire department to save the building, and at the same time do so with a reasonable degree of safety for fire fighters, is instantly and irrevocably compromised. The seconds and minutes prior to flashover are critical to the outcome. Similarly, a life threatening medical emergency, whether a severe trauma as in a motor vehicle crash, or a heart attack or similar event, often provides the victim and the rescuers attempting to get to the victim only five or six minutes to intervene before irreversible brain damage occurs. Obviously, the seconds and minutes prior to brain death are critical to the outcome. The City of Ithaca is a difficult city to drive in. Narrow twisting streets, steep inclines, inaccessible buildings, and yes, large traffic volumes, all contribute to this condition. Add to these difficulties the need to navigate a heavy vehicle through difficult conditions, and precious seconds get eaten up dealing with impediments in the route of travel. Now, consider that the number of in- service (staffed) fire engines (the delivery platform for most IFD services) has been steadily reduced over the years in the city from six to two. The result? A real and regular potential for a delayed response as an engine from a town station rushes downtown (or vice versa) to cover a call while the sole downtown engine is already committed to its' own emergency. - RAI M, Ithaca Fire Department Traffic Calming Position Statement 11 Jul 00 page 2 On the other hand, we realize that the congestion of ever increasing volumes of traffic in our City's neighborhoods has reached the breaking point. To some degree, this factor alone has increased the demand for fire department services as motor vehicle wrecks, and car - pedestrian crashes increase in frequency. We are not traffic engineers, but the problem seems obvious. The infrastructure cannot support the load, and simply obstructing traffic in one neighborhood to force it somewhere else is not the complete solution. At the same time, new infrastructure is not happening, and existing infrastructure is wearing rapidly with nowhere near the reinvestment required being made to maintain it. Traffic calming done in band -aid fashion puts us all at risk. Traffic calming done as part of a larger plan to develop new infrastructure while maintaining existing infrastructure, identify key neighborhoods, and blend the concerns that exist throughout the community into appropriate solutions is the only way to proceed. None of us will get all we want, and some things have to take priority. Ithaca Fire Department 11 Jul 00 Traffic Calming Position Statement page 3 Traffic Diverters at South. Wood. and Fair Streets Resource constraints prevent us from mounting the exhaustive analysis required to develop totally objective findings regarding the impact of traffic diverters. However, during the trial period, we have the field information gathered as the result of working around the barriers to use in evaluating their impact. That said, the traffic diverters at South, Wood, and Fair Streets create three significant problems for the Ithaca Fire Department. The first is that the closest fire hydrant to the block of South Street between Fair and Meadow is on the southeast corner of the intersection at South and Fair. Between that hydrant and the route of travel for fire trucks attempting to establish a water supply for any fire in that block is a traffic diverter. This condition will create a significant delay (measured in mere minutes) as understaffed crews must stop and by hand drag a five inch hose line from the truck, go across the diverter, and hook to the hydrant. Once this is done, they must cross back over the diverter and continue to lay the hoseline from the truck to the scene of the fire. This will consume precious minutes to accomplish. The second problem is the access for an aerial ladder truck to Titus Towers. Prior to the diverters, the aerial truck crew was able to stop short of Titus Towers II, at the intersection of Wood and Fair Streets, and wait for information from engine crews and /or the incident commander on the location of the incident within the building. Given that information, they could then determine whether to access via the driveway off Wood Street, or the driveway off from S. Plain Street. Having that choice is important because once committed into the parking lot, it is extremely difficult to change direction. That choice still exists, but to use that option will consume precious minutes as the large and unwieldy ladder truck either enters directly from S. Plain Street, or proceeds back to Clinton Street or Elmira Road to make the journey to allow them to access the other driveway by coming onto Wood Street from Meadow. The route through the parking lot is narrow and convoluted. It is entirely possible for the aerial to try that route and not be able to move all the way through it. 0 Ithaca Fire Department Traffic Calming Position Statement 11 Jul 00 page 4 If ventilation or rescue is needed, both the crew and the equipment required to get above the second floor level will not be there until well into the incident (again measured in mere minutes). As a result of attempts to do so, we have learned that using West Clinton Street as the primary route to Titus Towers II is difficult because of the geometry and congestion at the Clinton and Meadow Street intersection. The third problem is the loss of an alternative route into the area, whether it be to Titus Towers, or to a residence in the neighborhood. Having alternatives available creates the ability to avoid an obstructions (traffic, construction, etc.), or approach a problem from a more advantageous direction. We believe there are differing solutions to these problems. Here are a few possibilities that we see. The first is to simply remove the diverters. A part of another is to install another hydrant on the West side of the South Street diverter, preferably at the Meadow Street end of South Street. An alternative to this would be to either move the diverters to the Meadow Street end of Wood and South Streets so that the neighborhood is not cut in two. A problem with this is that it forces Bangs Ambulance to use a more circuitous route to reach the neighborhood or Titus Towers. Another less desirable approach is to make the diverters "mountable" by fire apparatus in an emergency. Bearing in mind that irate drivers are still circumventing the diverters by driving over the adjacent lawns, this "mountable" option may not be a strong contender. An unfortunate side effect of moving the diverters to the Meadow Street end is that the City ends up violating the Fire Department's own access standard which has been enforced on private developers. This standard requires that any dead end streets in excess of 300 feet in depth be provided with a turnaround at the dead end so that fire apparatus (and other large vehicles) will not have to back out to leave the street. Given the configuration of the Cleveland Avenue barrier and the lack of a turnaround, that is what happened there. In addition, it removes one access route into the neighborhood. "I'�11 I r maR Ithaca Fire Department Traffic Calming Position Statement 11 Jul 00 page 5 Given the high risk nature of the Titus Towers complex, and the effect of isolation of a portion of the neighborhood from the rest, the Ithaca Fire Department's position on the diverters is that they should be removed and less intrusive measures and new infrastructure to help distribute the tremendous traffic load be developed in their stead. The case remains open pending the receipt of toxicology reports from IPD. This fire was contained to a single bedroom on the second floor and was originally attributed to a damaged extension cord. Subsequent events revealed an arson motive but the results of a second scene examination were inconclusive. This case remains open. FIU# 00 -07 Address: 113 Dryden Rd. Date: 03/25/00 Investigator: Crowley The FIU was asked to document a minor kitchen fire a Chinese restaurant as part of a larger code enforcement operation. This case is closed. FIU# 00 -08 Address: 308 E. Seneca St. Date: 04/18/00 Investigator: Crowley This was another minor kitchen fire in a Chinese restaurant. The cause was a grease flair up on the wok stove. This case is closed. FIU# 00 -09 Address: 215 College Ave. Date: 04/19/00 Investigator: Crowley/Tracy The cause of this fire will probably remain undetermined. Although the fire was confined to a single bedroom in the apartment house, and a point of origin was located; the FIU was unable to prove a definitive fire cause. The case will remain open. FIU# 00 -10 Address: 301 Maple Ave. Date: 05/11/00 Investigator: Crowley Pg.3 This fire occurred in a bedroom in a garden apartment. There is evidence that suggests that this fire was intentionally set. However, our lab samples were inconclusive and there has been no follow up work done with the State Police. This case remains open. FIU# 00 -11 Address: 114 Cascadilla Ave. Date: 05/16/00 Investigator: Tracy This was a fire confined to the kitchen of single family residence. It was caused by the ignition of excess gas during an attempt to light a stove. This case is closed. FIU# 00 -12 Address: 410 Eddy St. Date: 05/15/00 Investigator: Wheaton This was a trash fire in the alley outside Little Joes Restaurant. It was determined to be accidental. No other information is available at this time. FIU# 00 -13 Address: Wing Hall, Cornell University Date: Investigator: Crowley This is an ongoing investigation of an overheat condition in a refrigeration space outside a laboratory. The investigation is incomplete at this time. FIU# 00 -14 Address: 302 W. Green St. Date: 05/29/00 Investigator: Wheaton AC Wheaton documented a stove fire in the Sports Club. The cause was lack of maintenance. FIU# 00 -15 Address: 121 Cascadilla St. Date: 06/10/00 Investigator: Crowley This was a fire in a detached garage. It was caused by the improper storage of cotton rags soaked with varnish. This case is currently being documented. In all of these cases, there is existing documentation as to the fire's cause and origin. It is kept in the FIU /JFSIU office and is available upon request. For a multitude of reasons, clear -cut and definitive answers can not always be presented, but you can be confident that documentation of all our investigations exists. Pg. 4 Our new File Maker investigation reporting system should be completed in the next day or so. This should streamline the process of documenting and presenting the unit's findings. Wilbur, Fire Chief Re: Two - Percent Foreign Fire Insurance Distribution Date: 27 JUL 00 At the 11 JUL 00 meeting of the Board of Fire Commissioners, I asked them to review the current two - percent distribution situation so that they could provide you guidance per your request. This is what I gleaned from that discussion. 1) The eligibility requirement for receipt of payment by a volunteer company established by the Board is the submittal of annual reports as required by the NYS Comptroller. As of that meeting, they had received reports from all companies and the Ithaca Veteran Volunteer Firemen's (sic) Association. 2) Distribution is by the stipulation in the City Charter, which is essentially the 50150 split of annual proceeds between the Ithaca Veteran Volunteers and the Volunteer Companies. 3) Any of the company share funds not used in a previous year would be lumped into the current year company share of funds and distributed to the companies as part of the total amount available for this year. Inother words, the company share available this year may be more than the 50% share from this year's receipts. Please let me know if you have further questions or concerns.
