TIOGA ST.) - BID OPENING JUNE 22, 2000 PRESENT: Commissioners Robert Romanowski, Paul Alexander, Cynthia Yahn and Greg Kirkpatrick; ABSENT: Commissioner Alvin Nelson. Chair Romanowski called the meeting to order at 1700 hrs. II. Chair Romanowski described the bid opening process: - bids will be opened and offers read aloud; - copies of bid packets will be sent to the City Attorney's office for review; - bids will be reviewed by Ithaca Board of Fire Commissioners at the regular meeting to be held on July 11, 2000 and forward their recommendation to the Budget and Administration Committee of Common Council; - The Budget and Administration Committee will review the recommendation at their meeting on July 26, 2000 and make their recommendation to the full Common Council; - Common Council will consider the recommendation at their meeting on August 2, 2000. Common Council has the final authority to award the bid. II. Four (4) bids were received and opened - they are as follows: - Montgomery May - $27,557 - Frederick J. Rolfe - $26,000 - An unusual bid proposal was received by the Sons of Union Veterans of the Civil War - a proposal for a lease arrangement for two years with the possibility of purchase for $80,000 at that point in time. (Will need review and determination by City's legal department). The bid was not submitted in a sealed envelope. The Administrative Secretary sealed the bid in an envelope with a note saying same. Tioga Street (Formerly Fire Station #7) Bid Proposal Information Packet The City of Ithaca Board of Fire Commissioners is accepting bid proposals for the purchase of former Fire Station #7 located at 1012 N. Tioga Street, Ithaca, NY. Bid proposals should include, in addition to an offering price, a description of the proposed reuse of the building and a description of the project sponsor's capability to implement the proposed reuse plan. Bid proposals will be accepted until June 22, 2000 at 5:00 P.M. Bids should be mailed or dropped off to the Ithaca Fire Department, 310 W. Green St., Ithaca, NY 14850. The Ithaca Board of Fire Commissioners reserves the right to reject any and all of the submitted bids, for any or no reason. Tioga Street Ithaca, NY 14850 Bid Proposal Submission Requirements In its bid to purchase the parcel, the bidder should give primary consideration to how the bid meets the criteria listed below: 1. The bid must clearly state the proposed purchase price offered for the property in its current condition. 2. All proposed bids shall contain a narrative description of the bidder's plans for interior and exterior modifications to the building, and the proposed use of the building. 3. Preference shall be given to bids which contain plans to preserve the historic exterior of the building, and proposed uses that are in keeping with the character of the surrounding neighborhood. 4. A statement that the bidder recognizes that the property may be designated as a historic building under the City of Ithaca's Landmarks Preservation Ordinance, which will require review by the Ithaca Landmarks Preservation Commission of all plans to modify the exterior the building. 5. All proposed bids must contain a detailed description of the sponsor's capability to implement the proposed reuse plan. 6. Following the Board of Fire Commissioner's evaluation of all bid proposals, their recommended selection will be forwarded to the Common Council for final approval. 7. The purchaser shall post a non - refundable ten percent (10 %) of the purchase price within five days after acceptance of the proposal, following approval by Common Council. 8. Submission of five (5) copies of bids to the Board of Fire Commissioners must be received by mail or by hand no later than 5 P.M. June 22, 2000, at which time, they will be opened and read aloud. All responses must be submitted in a sealed envelope clearly labeled "Bid for Purchase of 1012 N. Tioga Street." 9. Bids should be mailed or delivered to the Ithaca Fire Department at 310 West Green Street, Ithaca, NY 14850. Delivery must occur during normal business hours (8:00 am — 5:00 pm, M -F only). Faxed bids WILL NOT be accepted. 10. If two or more bidders submit identical bids as to price, the decision of the Board of Fire Commissioners to award a contract to one of such identical bidders shall•be final. 11. The Ithaca Board of Fire Commissioners reserves the right to reject any and/or all bids. Bidder Information Packet 1012 N. Tioga Street Ithaca, NY 14850 Purchase and Sale Requirements — Terms and Conditions The Purchase and Sale contract will contain provisions requiring that modifications to the property after the purchase conform with the bid proposal. All plans for modification of the exterior, and any proposed changes in such plans, shall be subject to review and approval by the Neighborhood Preservation Planner of the City of Ithaca. 2. The property shall be conveyed in "as is" condition. 3. The property shall be conveyed by bargain and sale deed; the City shall provide an abstract of title showing good and marketable title, subject to easements of record. 4. The closing shall take place within sixty days after acceptance of the bid by the City of Ithaca Common Council. 5. The balance of the purchase price shall be paid in cash or certified check. 6.
