"An Equal Opportunity Employer with an Affirmative Action Program" +i� Recycled Paper ITHACA BOARD OF FIRE COMMISSIONERS APRIL 11, 2000 MINUTES PRESENT: Commissioners Paul Alexander, Alvin Nelson and Greg Kirkpatrick; EXCUSED: Commissioners Robert Romanowski and Cynthia Yahn. I. Vice Chair Alexander called the meeting to order at 1808 hrs. II. Comm. Alexander made a motion to approve the minutes of the 03/14/00 and 03/23/00 meetings as written. Seconded by Comm. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the Agenda: - Add: Chris Hamilton request for training monies to "Old Business ". IV. Persons wishing to speak to Board of Fire Commissioners: - Lyman Baker reported he spoke to the Vet Volunteers - their report of 2% funds will be forthcoming. V. Correspondence: - A request for a donation from "Safe Night 2000" will not be considered due to the fact that IFD provides on -duty and off -duty personnel as well as other support of the program. - A request to purchase raffle tickets for the CNYFFA's will be returned - cannot use funds for such things. - Chief Wilbur sent copies of 2% reports for Companies 1, 2, 4, 5 6, 7 & 9 to the Town of Ithaca Supervisor, as requested indicating that reports for Co. 3 nor the Ithaca Vet Volunteer Firemen's Assocation had been received to date. - Chief Wilbur reported he was recently invited to testify to the Governor's Task Force on Dormitory /Campus Safety (in response to the recent tragedy at Seton Hall. The Chief was asked to participate in this hearing due to the fact we have two major colleges in our jurisdiction - and the political boundaries of private vs public facilities, etc. His advocacy was for funds for sprinklers. - Comm. Kirkpatrick reported on 4 or 5 bills currently in Washington for $100m - very specific to fire service enhancement projects - is ITHACA BOARD OF FIRE COMMISSIONERS APRIL 11, 2000 PAGE 2 Chief aware? Yes, Chief Wilbur reported that the bills are co- sponsored by Senator Hinchey, and supported by Senator Schumer, not by Senator Moynihan - the Chief is currently writing letters of support to these people. There is also a live call in talk show tomorrow at 8:45 AM on C -span addressing these bills. VI. Membership Changes - none VII. Miscellaneous Reports: - Chair Romanowski had dropped off his written report to Town of Ithaca - see report in Minute Book. - Comm. Alexander made a motion to approve the audit. Seconded by Comm. Kirkpatrick. Carried unanimously. - Tompkins County Fire Advisory Board - no minutes have been received. After reading AC VanBenschoten's request to become a member of the TC Fire Advisory Board (see copy in the Minute Book); Comm. Alexander made a motion to recommend Guy VanBenschoten as an alternate, to replace John Ward who has resigned, to the Tompkins County Fire Advisory Board. Seconded by Comm. Nelson. Carried unanimously. The recommendation and resume will be forwarded to Mayor Cohen. VIII. Department Reports: Chief Wilbur reviewed his report, and Deputy Chief Dorman's Report (he is at EMT class) - see written reports in the Minute Book.; there is no report from Volunteer Coord. Lynch - she has been ill. Highlights were as follows: Life Safety Division - Budget reports are now coming from City Hall - we will have a better chart of current status next month; - City /Town and Firefighter contract negotiations are still in process; Volunteer companies 2, 5 & 6 have designated their representatives to the agreement discussions. The Board will be involved with the Volunteer company agreement discussions. - Station 7 - Comm. Yahn has info. that needs to go back to City Attorney. ITHACA BOARD OF FIRE COMMISSIONERS APRIL 11, 2000 PAGE 3 - Mayor Cohen apparently has been engaged in informal discussions in regard to Strategic Planning. - Chief Wilbur will be preparing a flow chart with regard to distribution of 2% funds . - IPD is apparently not interested in discussions regarding incendiary fires - no further reports will be made. - Permits & Fees for Inspections of Places of Assembly and Fire Systems Testing are being implemented with appropriate policies and SOP's being developed. - Fire Limits Study - meetings continue and more work is required before a report is ready for the Board. - OSHA Physicals policy and Safety Committee - no report as Assistant Chief Vliet is in the hospital. Operations Division - Monthly report for March 2000 is attached; final report for 1999 will be issues when all reports are entered. - City Disaster Management Plan - next meeting scheduled for April 19, 2000; a simulator board is being built by P.K. Reeves. - Operational Change Review - data bering compiled on effect of opening West Hill Station - also a district boundary change is being considered at the same time - to balance out response levels and resources. - No decision has been made on siting a facility for the County Communications center - Station 5 continues to be a consideration; the Board of Fire Commissioners will be involved. The Chief discussed a process that would have the County enter into an agreement with the Town of Ithaca; Town would construct, County would lease - all belongs to the Town - County would provide funds to build. Relationship of Board to Building? In documents - some set of stipulations relative to Board of Fire Commissioners, City of Ithaca, Ithaca Fire Department, etc. BFC would assume responsibility through Town of Ithaca relationship - probably Town would want IFD involvement. Chief will keep Board apprised. If this does come to pass, we may be able to address some of our space & other needs during the development of the project. ITHACA BOARD OF FIRE COMMISSIONERS APRIL 11, 2000 PAGE 4 - Chief Wilbur also reported his frustrations with a very convoluted, political process related to the 800 MHz communications program being proposed. - Steamer Project - FF Irish has located some other equipment; parts still out to be nickel plated. - SCBA Replacement has been deployed - bugs to work out - service - after -sale is critical part of project. - 2001 Capital Projects requests are due May 1st; no projects approved in 2000 (except City Emerg. Mgt. Computer); the whole process has been warped - eg. vehicle replacement keeps getting pushed back. IX. Old Business: - Volunteer Chris Hamilton's request for funds for training. Comm. Nelson made a motion to authorize up to $350 from the donation account to subsidize Volunteer Hamilton's request to attend a training program. (The amount represents approx. 1/2 of the total cost - the other 1/2 will be paid from IFD's operating budget - training expense account). Seconded by Comm. Kirkpatrick. Carried unanimously. After discussion, Comm. Alexander made a motion that use of the donation fund account needs to be reassessed; this fund should not be subsidizing the Fire Department's operating budget, that the City should be funding training programs and that criteria for requests, as well as procedures and policies regarding use of this fund be reviewed and reestablished. Seconded by Comm. Nelson. Carried unanimously. Further discussion regarding the City's obligation to fund training - Chief feels funding should be included in the budget process - need to make clear that City must fund training. Comm. Alexander will apprise our Common Council Liaison of this concern. Deputy Chief Dorman, who is also the training officer, has had to deny several training requests due to lack of funding - these are not easy decisions to make. This issue will be discussed at labor management meetings. X. New Business: ITHACA BOARD OF FIRE COMMISSIONERS APRIL 11, 2000 PAGE 5 - Chief Wilbur discussed the cemetery plot and monument cleaning -up program that was renewed during the 1998 anniversary - there is interest (and probably monies available) to erect a new stone for those firefighters killed in the line of duty. He would like a committee to be formed to design and take care of getting the stone set in time for the October memorial service. Comm. Alexander suggests the Vets be included. Chief will write a letter to those he thinks might be interested in assisting with this project. The Board agreed to move forward with the Chief's suggestion. XI. Executive Session: At 1900 hrs. the Board moved into Executive Session to discuss possible recipients of the 1999 Board of Fire Commissioner's Recognition award. XII. Co. #6 Acting Captain Al Hile Cataract Hose Co. #7 Captain Karen Fisher Neriton Fire Co. #9 At the regular meeting of the Ithaca Board of Fire Commissioners held on Tuesday, March 14, 2000, the topic of the Volunteer Company Agreements with the City of Ithaca was discussed. As you know, the Agreement expires June 30, 2000; therefore, the Board of Fire Commissioners is directing all Ithaca Volunteer Companies to appoint a representative at their April meetings for the purpose of coming together to negotiate the terms of the Agreement renewal. Your representative does not necessarily need to be a member of your respective company, it could be a person who represents several companies TO: Ithaca Volunteer Fire Companies May 15, 2000 Page 2 - for example, a member of the IVFU could be asked to represent your company in these talks, or whoever you feel will best promote the interests of your company. Please also choose someone who has a working knowledge of the current agreement - many people spent much time and effort into formulation of this agreement and we don't want to start from scratch. At the conclusion of your April meeting, please contact the Ithaca Fire Chief's office to report who will be representing your company. Once this is done, a meeting will be scheduled in early May to begin the discussions. At the March 14, 2000 Board of Fire Commissioners meeting, Chief Wilbur reported his current interests with regard to the Agreement are as follows: - A simpler agreement; - Insuring that we are dealing with viable entities (companies); - Insuring that available monies go to volunteers providing service. Your company must be represented at these meetings; and please note that City Contract monies will not be distributed to companies who do not participate in the agreement discussions or who do not meet the criteria of the finalized agreement. The volunteer firefighter in this community is a valuable asset and your individual companies are their support group. Ithaca volunteer fire companies have a proud tradition of serving the community, please help the Board of Fire Commissioners to keep this tradition and service alive. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status Attached is a budget report dated 3/31/00 showing the 2000 operating budget as adopted by line and program. Note: this includes a $2,350 transfer from 477 to 210 to purchase a new backup tape drive for the fire department Macintosh computer network. 3) Ithaca College - Paying for Fire Protection No new news about paying for fire protection at this time. 4) Contract negotiations. City -Town contract negotiations are still in process, with the next session scheduled for 19 APR 00. Contract negotiations with the Ithaca Paid Fire Fighter's Association are still in progress. Companies 2 and 5 have named representatives for the discussions to be held for a successor agreement between the City and the Volunteer Companies. As yet, no date has been set to commence these discussions. 5) Station 7 The draft sale specification has been reviewed by the City Attorney and is in the hands of Commissioner Yahn for final preparation. According to Patricia Dunn, City Attorney, upon completion, the draft sale spec is to go back to the City Attorney for final review and approval. I have given up trying to predict when the sale process might continue. 6) Strategic Planning Committee No committee work has been done on this issue since October. However, we are told that the Mayor has been engaged in informal discussions in this area. 7) 2000 Operating Budget The detailed chart of accounts for 2000 has been developed by Eileen Camp, and is being reviewed and adjusted by Deputy Chief Dorman and me. Fire Chief's Report for April, 2000 11 APR 00 page 2 8) Volunteer Company Appropriations and 2% Distribution As of the last meeting, I was to develop a flow chart showing the distribution process for 2% funds for use by the Board. This is not done yet. 9) 2% Reports To date, state two percent reports have been received by all except: Company 3 and the Ithaca Veteran Volunteer Firemen's Association. Fire Prevention Bureau 1) Monthly Inspection Report No report. A new report format is being developed which will include both inspections conducted and complaints received. 2) Fire Investigation Unit - Monthly Report See attached report from Assistant Chief Wheaton. 3) Juvenile Fire Setter Intervention Unit (JFSIU) - Monthly Report See attached report from Assistant Chief Wheaton. 4) Public Education Program - Monthly Report See attached report from Lt. Thomas Deis. 5) Fire Investigation Unit - Incendiary Fires No new discussions between IFD and IPD have occurred since the last report. With no movement for some time now, this item will be removed from my report. 6) Inspections of Places of Assembly and Fire Systems Testing Permits and Fees Implementation details and appropriate policy and SOP's are still being developed for the administration of the new place of assembly and fire system ordinances. 7) Fire Limits Study The city code was amended to reflect the changes made in the zoning ordinance so that previously designated fire limits would be retained. A meeting was held with the Building Department to discuss the fire limit information and to develop a methodology to conduct the study on fire limits. More work is required before a report is ready for the Board. Fire Chief's Report for April, 2000 Safety 1) OSHA Physicals We are still working on development of a new policy. 2) Safety Committee No report. Response 1) Monthly Call Report OPERATIONS DIVISION 11 APR 00 page 3 Final reports for 1999 will be issued when all reports are entered. See attached report form Deputy Chief Dorman for February 2000. 2) City Disaster Management Plan Planning is underway. The next meeting is scheduled for 19 APR 00 at 1300 hours. A resolution has been prepared for the County Board on the establishment of a county -wide working group for emergency management planning. A meeting of interested persons to hear the progress of the steering committee will be held on 26 APR 00, at 1600 hours at City Hall. Some of the emergency management computer equipment and related peripherals have arrived, and the PSCIM simulator board is under construction by P.K. Reeves at Station 7. 3) Operational Change Review Data has been compiled on the effect of opening West Hill Station on a 24/7 basis, but there has been no time to do the study, so it is still incomplete at this time. A change in district boundaries is also being considered at this time. This change would push the easterly line of the West Hill District to Albany Street. 4) County Communications and 911 Program The County's 800 MHz communications and 911 centralization program continues to get hours and hours of my time. No decision has been made on siting a facility as yet. Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project The steamer is still at Station 7 where it awaits return of the parts sent out to be nickel plated.. Fire Chief's Report for April, 2000 3) SCBA Replacement Project 11 APR 00 page 4 The new SCBA have been deployed. As with most anything new these days, there are several bugs to be worked out, which Lt. Tier is following up on a regular basis. 5) Training Center Usage Report for MAR 00 No report. 6) 2001 Capital Projects Attached is a rough draft of the capital project submittal for 2001 and beyond. It is due on 01 MAY 00, and is expected to be a five -year projection. You may recall that no capital projects were funded for the fire department for this year. This will be discussed at the staff meeting to be held on 13 APR 00 and a final version will be developed as a result of that discussion. [),- � 1 ITHACA FIRE DEPARTMENT BOARD OF FIRE COMMISSIONERS REPORT April 2000 SELECTED CALLS On 3/13/00, C Shift responded to a major water main break on the Cornell Campus. Thousands of gallons of water were evacuated from three buildings. On 3/22/00, D Shift did an excellent job extinguishing a room and contents fire at 206 Floral Ave. SUPPORT 1. The new SCBA is in service. 2. The chassis for the 2 new pumpers will be competed on April 18th. On April 241H Lt. Schnurle, FF Irish, DC Dorman and Don Parker (DPW Maintenance Supervisor) will inspect the chassis at Spartan Motors. We anticipate the pumpers to be completed by August. TRAINING An Emergency Response to Terrorism - Basic Concepts course (16 hrs) was delivered to each career shift. The year to date training report is attached. Submitted by: J.
