Chair Romanowski called the meeting to order at 1800 hrs. II. Chair Romanowski made a motion to approve the minutes of the December 14, 1999 meeting as written. Seconded by Comm. Alexander. Carried unanimously. III. Additions /Deletions to the Agenda: - Add resolution regarding disposition of 1976 Seagrave Pumper to New Business. IV. Persons wishing to speak to Board of Fire Commissioners: None V. Correspondence: - $50.00 donation received from Ithaca Veteran Volunteers in memory of deceased member James Barry - directed to Steamer Restoration Project; - List of 2000 Common Council committee members; - Central New York Firemen's Association asking for 2000 dues of $10.00 - approved to be paid from Donation Fund. VI. Membership Changes: - Chair Romanowski made a motion to approve the addition of Erik Jernberg (Undeclared company assignment). Seconded by Comm. Alexander. Carried unanimously. VII. Miscellaneous Reports: - Town of Ithaca - Chair Romanowski provided his written report to the Town of Ithaca. He also reported that he introduced new Town of Ithaca Fire Commissioner Greg Kirkpatrick to the Town of Ithaca Board. - Audit - none - Tompkins County Fire Advisory Board - no meeting /minutes for ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 11, 2000 - MINUTES PAGE 2 December. VIII. Department Reports: Chief's Report: (See complete written report in Minute Book) - Chief Wilbur highlighted his report: Life Safety Division - Ithaca College - paying for Fire Protection: No new hews; however through the efforts of Tom Salm, Vice President for Business Affairs, a computer connection to the Ithaca College network was extended to Station 5 and all rooms wired so that resident bunkers (mostly students of I.C.) and the Ithaca Fire Department have access to the Internet. This was done at almost no cost to the Ithaca Fire Department, and is another example of Ithaca College's willingness to make in -kind contributions to support the fire department, and in this case, their students. - City /Town contract negotiations are still in process; IPFFA negotiations will continue on 18 JAN 00; no word has been received regarding the status of the agreement with the volunteer companies. - Station 7 - Comm. Yahn will write bid specs for the sale of the station. - The Chief and Board members discussed at length the problems Company 3 continues to have regarding their finances. They still have not picked up their 2% check which is dated July 16, 1999, due to the fact that they have not submitted the required financial report; a check for $2,000 (City Contract monies) that was issued in 1997 was never cashed; and the City Contract check issued in 1998 was held for five months before being cashed. This is sending a message that should be considered by the Board. Chief Wilbur suggested the funds be redistributed to the other companies. Comm. Alexander will look at the City Charter and rules for disbursement of 2% funds to determine if redistribution of these ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 11, 2000 - MINUTES PAGE 3 monies is possible. Comm. Alexander is concerned that Company 3's actions do not necessarily reflect that of the other companies. - 2% Reporting Forms - The Town of Ithaca is asking for copies of all volunteer company and Ithaca Veteran Volunteer Fireman's Association 2% disbursement reports that are required by the State. A memo has been sent to all with this information. - More than 138 inspections of assembly occupancies have been performed since the program began in August. - The Fire Investigation Report, Juvenile Firesetter Intervention Unit and Public Education Program reports are all attached. - No activity for the Fire Investigation Unit discussions with IPD regarding Incendiary Fires. - Inspections of Places of Assembly and Fire Systems Testing Permits and Fees - implementation details and appropriate policy and SOP's will be developed for administration of these new ordinances. - Chair Romanowski and the Chief reported on their attendance at the Board of Public Works COW meeting to discuss difficulties that traffic calming initiatives have caused the IFD. Mostly is a result of lack of communication and opportunity for feedback. All agreed a more effective means of communicating was necessary to insure all parties are heard. - Safety Committee has not met recently - Assistant Chief Doug Vliet has been off on an extended illness, but is now back. Operations Division - Monthly Call Report - both computer systems that capture fire ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 11, 2000 - MINUTES PAGE 4 reporting have been upgraded. End of year checking to insure all reports are entered is in process. Final reports for 1999 will be issued when all reports are entered. - To keep the momentum up on Disaster /Emergency Planning, there will be a meeting on 20 JAN 00. - West Hill Station analysis is incomplete at this time. - Y2K Preparedness Activities - NONE - IT'S OVER! And with no adverse affects at the City level. - Steamer Project - Chief Wilbur encouraged all to take a look at the progress so far. The frame was painted and, courtesy of the Ithaca Veteran Volunteer Fireman's Assoc, several pieces are to be "re- nickled". Polishing on the boiler has dramatically enhanced the appearance of the steamer. It will be outstanding when finished! - Training Center usage Report for 1999 (See Minute Book). The Center was used a total of 627 hours which does not include activities such as meetings (BFC, IFD Staff meetings) or things like the Employee Recognition Day activities. Volunteer Services Division: See Volunteer Coordinator Marcia Lynch's written report in the Minute Book. IX. Old Business - Station 7 - Common Council approved the sale; Commissioner Yahn is to meet with the City Controller to discuss the sale. X. New Business - Chair Romanowski, upon the recommendation of Deputy Chief Dorman, made the following resolution: ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 11, 2000 - MINUTES PAGE 5 Whereas the DPW maintenance staff has determined that the 1976 Seagrave Pumper (906) is in need of repairs in excess of $3,000.00 and, Whereas, the Fire Department staff has determined that the 1976 Seagrave Pumper (906) is not worth repairing, especially since two new pumpers will be in service in 2000, therefore be it now resolved, That the Board of Fire Commissioners declares the 1976 Seagrave Pumper surplus to be disposed by the usual City process. Seconded by Comm. Nelson. Carried unanimously. - Chair Romanowski restated items that need attention by the Board: - Traffic calming measures - continue to follow - Revision of City Charter as it relates to the management and control of the Ithaca Fire Department (need to take BFC out of it). LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status See attached report from Administrative Assistant Camp. 3) Ithaca College - Paying for Fire Protection No new news about paying for fire protection at this time. However, through the efforts of Tom Salm, Vice President for Business Affairs, a computer connection to the Ithaca College network was extended to Station 5, and all rooms were wired so that resident bunkers (mostly students at Ithaca College) and the Ithaca Fire Department have access to the Internet. This was done at almost no cost to the Ithaca Fire Department, and is another example of Ithaca College's willingness to make in -kind contributions to support the fire department, and in this case, their students. 4) Contract negotiations. City -Town contract negotiations are still in process with no meetings in some time now. The Ithaca Town Board did authorize extension of the contract for an additional six months (30 JUN 00). Contract negotiations with the Ithaca Paid Fire Fighter's Association will continue again on 18 JAN 00. No word has been received by me regarding the status of the agreement with the volunteer companies. 5) Station 7 As noted previously, at the meeting on 08 DEC 99, Common Council approved the resolution presented by the Board. The ball in now in the Board's court in terms of handling the sale. 6) Strategic Planning Committee No committee work has been done on this issue since October. 7) 2000 Operating Budget The detailed chart of accounts for 2000 has not been developed yet. W Fire Chief's Report for January, 2000 11 JAN 00 page 2 8) Volunteer Company Appropriations and 2% Distribution Company 3 still has not picked up their two percent check. As you recall, this is because the required report on 2% monies has not been provided by Company 3. As the check will be stale -dated as of 16 JAN 00, and as this is continuing pattern with Company 3, the check will be returned to the Chamberlain to be voided. My recommendation to the Board is that the money be redistributed to the remaining eligible entities. This again raises the larger issue of the viability of the volunteer companies and whether or not funds allocated are being used in the most effective manner to support the delivery of services to the community. Company three never did cash a check from 1997 for $2,000.00, which resulted in the loss of those funds for other fire department purposes. Similarly, the check issued in 1998 for $1,500.00 was held for five months before being cashed. This is sending a message that should be considered by the Board. 9) 2% Reporting Forms Attached is a copy of a memo to the volunteer companies and the Ithaca Veteran Volunteer Fireman's Association with instructions for filling out the 2% disbursement reports required by the State. These were forwarded to me by Alfred Carvill, the Town of Ithaca Budget Officer. This is going out today. Fire Prevention Bureau 1) Rabinor Decision No news thus far from Senator Seward's or Assemblyman Luster's Offices on the status of the bill submitted last month. This item will not be carried forward for future reports after this month. If there is any action, a report will be made at that time. 2) Monthly Inspection Report A total of 138 assembly occupancies have been inspected since the inspection program began in August. 3) Fire Investigation Unit - Monthly Report See attached report from Assistant Chief Wheaton. 4) Juvenile Fire Setter Intervention Unit (JFSIU) - Monthly Report See attached report from Assistant Chief Wheaton. 5) Public Education Program - Monthly Report See attached report from Lt. Thomas Deis. 6) Fire Investigation Unit - Incendiary Fires No new discussions between IFD and IPD have occurred since the last report. Fire Chief's Report for January, 2000 11 JAN 00 page 3 8) Inspections of Places of Assembly and Fire Systems Testing Permits and Fees Common Council adopted the local ordinance changes at their regular meeting on 05 JAN 00. Implementation details and appropriate policy and SOP's will be developed for the administration of these new ordinances. 10) Fire Department Access Issues Chairman Romanowski and I attended the COW meeting of the Board of Public Works on 05 JAN 00. We discussed with the Board the difficulties that traffic calming initiatives have caused, and the general lack of communication that gives rise to so many of the problems. The BPW assured us that public safety is an important element of any decision they make. We agreed a more effective means of communicating was necessary to insure all parties are heard. Safety 1) OSHA Physicals We are still working on development of a new policy. 2) Safety Committee - No report. OPERATIONS DIVISION Response 1) Monthly Call Report Both computer systems that capture fire reporting have been upgraded. End of year checking to insure all reports are entered is in process. Final reports for 1999 will be issued when all reports are entered. 2) City Disaster Management Plan The next steps to organizing a county -wide effort to develop and exercise an emergency management plan, and fine tuning the City and Town's emergency management plans are in the works. A planning meeting is scheduled for 20 JAN 00. 3) Operational Change Review Data has been compiled on the effect of opening West Hill Station on a 24/7 basis, but the study is still incomplete at this time. 4) Y2K Preparedness Activities Y2K came and went with no adverse affects that we know of at the City level. Staffing was increased to insure response capability in case service demands increased due to New Year's Eve activities, not Y2K.
