Chair Romanowski called the meeting to order at 1700 hrs. II. Chair Romanowski made a motion to approve the minutes of the November 13, 2001 meeting as written. Seconded by Comm. Alexander. Carried unanimously. III. Additions /Deletions to the Agenda: Add a short discussion to New Business regarding Lyman Baker's letter regarding 2% funds. IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence - Co. 3 is now up -to -date on all financial reports - reconciled by FF's Keller and Jessell. VI. Membership Changes Chair Romanowski made a motion to approve the change of status for Alan J. Cohen to that of "On Leave ". Seconded by Comm. Kirkpatrick. Carried unanimously. VII. Miscellaneous Reports: A. Chair Romanowski provided a copy of his written report to the Town of Ithaca (see Minute Book). B. Comm. Alexander made a motion to approve the audit dated December 11, 2001 in the amount of $14,589.60. Seconded by Chair Romanowski. Carried unanimously. C. Tompkins County Fire Advisory Board - minutes of previous meetings were available for review. VIII. Department Reports - All Department Reports were provided to Board members prior to the meeting. Questions, answers and highlights are ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 11, 2001 - MINUTES PAGE 2 as follows: A. Chief's Report: (see complete report in Minute Book) - Steamer Agreement - Chief met with staff yesterday to determine status. Need to schedule a meeting with Lyle Neigh. Chair Romanowski noted that he has asked the Town of Ithaca to participate in the finances of the project. - The Volunteer Recruitment Committee has not been particularly active. Rich Stangle is going through the data base and there have been discussions about a recruiting plan. It has been decided that New Member training will occur In the Fall. This way, Spring trainees will not be lost for summer break and we will hopefully keep them interested. The topic of a training schedule is a recurring theme - how, when, etc. and now we will try a Fall class. - Emergency Management Command System, ICS Training sequence - IFD to provide training and coordination since we are the major responders. Comm. Alexander expressed a concern that the Ithaca City School District administration be involved in these trainings also. - Chair Romanowski presented the County Haz Mat Response Team concept to the Town of Ithaca, along with the frequently asked questions and answers that were provided by the Chief. B. Deputy Chief's Report: (see complete report Minute Book) - DC Dorman reported that volunteers and bunkers will be invited to attend the mandatory Sexual Harassment Prevention Workshop - it will be presented on 2 different evenings - attendance will be required to remain active. This is the same training that all City employees were required to attend. C. Director of Development: (see complete report in Minute Book) - DoD Lynch reported that $100,000+ in grant approvals (or actual monies) have been received since last month's report. - An anonymous source has granted $25,000 for volunteer program support - the IVFU will determine how the funds will be allocated. - Comm. Alexander asked the status of the Risk Watch program - Marcia indicated there has been a stall within the school system. ITHACA BOARD OF FIRE COMMISSIONERS DECEMBER 11, 2001 - MINUTES PAGE 3 Comm. Alexander said he would make an inquiry at the school district. IX. Old Business - None X. New Business - - Sigma Pi fraternity at Cornell University held a fund raiser to benefit the Ithaca Fire Department and the Tompkins County Chapter of the American Red Cross. As a result of their "Jazz Night" festivities, they presented a check for $550 that was deposited to the Donation Account. - Chair Romanowski made a motion to authorize $10.00 be paid from the Donation Account for the 2001 CNY Firemen's Association dues. Seconded by Comm. Kirkpatrick. Carried unanimously. - Chair Romanowski read a letter sent by Lyman Baker regarding use of 2% funds. He then read a letter prepared by (then City Attorney) Ralph Nash indicating that it is not unreasonable for the Board to ask for accountability of these funds; he also read the appropriate article from the City Charter - that the Board of Fire Commissioners are trustees of all monies as well as redepositing monies not distributed (as in the case of Co. 3's non - reporting for year 1999). Chair Romanowski will write a note back to Lyman regarding this matter. - Comm. Alexander expressed the need for companies to still address the issue of possible disbandonment. So far, Co. 9 is the only company who responded to the Board's request for a plan to deal with distribution of assets if they were to fold. XI. Executive Session - not needed. XII. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status Financial reports are running one month behind. Reports for year -to -date as of 30 NOV 01 will be handed out at the meeting. 3) Development Report See attached report from Director Lynch. 4) Contract negotiations. City -Town contract negotiations are nearly concluded. Ratification votes are expected at both the Common Council and Town Board meetings this month. 5) County Communications and 911 Program Work on all phases of this project continues. The draft RFP for the 800 MHz communications system has been distributed; interviews are in process for the new position Director of Communications and Emergency management; the paging system RFP is being developed; and the COMCAP Committee is wrestling with the design of the new communications center. Fire Prevention Bureau 1) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program: See attached charts from Assistant Chief Wheaton. 2) Fire Limits Study Nothing new to report this month. 3) Parking Tickets Final review of parking ticket forms is being done at the City Attorney's Office. When complete, tickets will be printed, training done, and the program implemented. An Equal Opportunity Employer with a commitment to workforce diversification." 4LYI Fire Chief's Report for December, 2001 07 DEC O1 page 2 Safety 1) Safety Section Wellness and Fitness Program. Educational sessions have started, with the first being a discussion with representatives from the Ithaca College School of Human Performance and Health Science. Flooring is being installed in the fitness areas at Central Station and Station 9; equipment is starting to arrive now, and we anticipate full delivery by the end of the month. OPERATIONS DIVISION Response 1) Monthly Call Report See attached reports and graphs. 2) City Disaster Management Plan A plan to deliver ICS training to key personnel in City Departments has been developed and is attached. This is seen as key to the implementation of any plan, because any effort will be structured using the incident command system. We are currently testing an Incident Command Radio Interface (ICRI) to determine if it will provide any advantage in terms of the need for communications interoperability at an emergency incident. If it proves useful, we will purchase at least one emergency management communications funds already appropriated. 3) County Hazardous Materials Team The B &A Committee of Common Council reviewed the resolution presented last month. A slightly revised version was sent on to the full Council for approval. As the meeting last week went late, this has not been acted on as yet. The Public Safety Committee of the County Board will be addressing a similar resolution at their next meeting. Each resolution sets the stage for a detailed agreement, which will address financial, legal, and similar matters, to be constructed and submitted for final approvals. Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project No activity has occurred here since last report. The next step is finalizing the agreement between the Board of Fire Commissioners and the Ithaca Veteran Volunteer Firemen's Association for the display and use of the steamer. Fire Chief's Report for December, 2001 07 DEC 01 page 3 3) Training Center Usage and Activity Report for the month of November 2001 IFD 18 hours Tompkins County 8 hours Cayuga County 4 hours NYS OFPC 8 hours Total Hours: 38 Fingerlakes Fabricating has completed work on Burn Building. IFD thoroughly cleaned out storage building, c shift. Leaf removal done by Four Seasons Landscape. Tree branch fell on Storage Building Roof doing damage to 2 trusses and 1 roof panel. Repair will be made in near future. Upcoming Projects: Refurbish Roof Simulator openings, New storage area for ground ladders that are currently exposed to the elements. 4) Space Needs Deputy Chief Dorman has been working with Streets and Facilities to get the concrete work required for the new Green Street entry door completed. 5) Marine Facility Work continues by Lt. Parsons on the marine facility, but there is nothing to report out at this time. FF John Powers is working with Cornell University, the Town of Ithaca, and the Navy ROTC program, to develop an off - season emergency boat launch area at the former East Shore Sailing site off East Shore Drive, across from the Cornell Lake Source Cooling Facility. This will permit more rapid deployment of our boat from the trailer during the off - season when the boat is not in a slip. This is the area that was used to deploy the boat under difficult conditions for a December rescue attempt on the lake near Portland Point last year. Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) Volunteer Recruitment Committee The IVFU Leadership Group has initiated effort to update all potential candidates for volunteer membership. In related business, this group decided that the Ithaca Fire Department would offer new member training once per year, in the Fall. This, coupled with bunker basic training in August, would constitute the two opportunities per year for new members to take the training required to become volunteer fire fighters. This opens up the Spring for advanced training topics to be offered to current volunteers and bunkers, and simplifies the coordination effort required for recruitment and training planning activities. Fire Chief's Report for December, 2001 Service/Duty Unit 07 DEC 01 page 4 1) Membership verification and roster preparation are still in process, with letters going out to members not meeting criteria for active membership. 2) Company Rosters and Reports Company 5 is the only company that has not submitted the roster corrections we have requested. 3) Volunteer Clothing System Orders for members qualifying for various uniform and equipment items have been compiled and sent out. The crew overcame a low pressure water supply problem and extinguished a fire in a storage shed. SUPPORT All aerials (933, 939, 941) were tested and inspected by Aerial Inspections. Minor problems were noted on all aerials. The noted required items are either corrected or in process. 939 is at Tracy Freightliner for repairs noted in the annual inspection. 909 is at 4 -Guys for repair of a leaking booster tank and other minor problems. Gym style flooring has been installed in the physical fitness areas of Central and Station 9. The new fitness equipment acquired through the Federal grant is being installed in all stations and should be completed January 2002. All career members completed the mandatory Sexual Harassment Prevention Training conducted by the City. The Human Resource Department has indicated that this MANDATORY training will be conducted for Volunteers and Bunkers probably beginning in February 2002. I am overseeing preparation of paperwork that must be returned to the agency to receive the money. The city controller also has advised that we will need to establish a capital project for this purpose, to be reviewed by the city Budget and Administration Committee at its December meeting. At the suggestion of Dave Nicosia of the National Weather Service, we also expect to schedule a news conference to announce receipt of the grant for this project, which I expect will take place on or about December 14. This will be a joint news conference held by IFD and NWS and is expected to involve representatives of Congressman Hinchey's Office and Ithaca College, as well as the city and IFD. Volunteer program support: $25,000 Notification received 12/5/01 that a donor which wishes no outside publicity of its gift has provided funding to be used in support of the department's volunteer fire fighter program. In a proposal filed in August, we had sought $41,800 to support acquisition of protective gear, a computer and development of new recruitment materials. It is now up to IVFU leadership to determine how it wishes to allocate the funds, to be received 12/28. While less than we had requested, the outcome was much better than I had feared, considering the economic downturn that has occurred since September 11 '. Filed: The following proposals remain pending with no significant action since last month's report: Community Foundation of Tompkins County Two applications filed 10/15, seeking $1,800 for the Juvenile Firesetter Intervention Program and $2,500 for the Critical Incident Stress Management Program. The JFS proposal would establish a countywide resource center of materials for counseling of the juvenile firesetter (repackaging of a major element of our proposal to FEMA last year). For CISM, the proposal would fund training for three IFD personnel and one from the county CISM team to receive outside training that would support personnel training and policy development related to CISM. (Decision scheduled for early this month.) Federal Emergency Management Agency "CHER -CAP" program This application , which seeks $11,000 to support local expenses related to a Comprehensive HAZMAT Emergency Response- Capability Assessment Program (CHER -CAP), remains under review. Although FEMA staff invited us to apply for this, we're told the regional director is reviewing it, since the normal policy of going through the State Emergency Management Office (SEMO), at their direction, was not followed. Closed: U.S. Department of Justice — Anti - Terrorism funding We have been advised that the agency has changed its policies for FY2002 and can no longer provide direct support to local government for emergency preparedness training and support. Beginning this year, the agency will only fund state programs which will act as a conduit to localities. The agency encouraged us to contact the state emergency management agency (SEMO) to pursue the concept proposal initially filed with DOJ. We have already contacted John Gibb, the SEMO rep identified, concerning this (Disaster Drill 2002). Implementation: IFD Wellness /Fitness program — FIRE Act funding Preparations continue and the department's wellness group continues to meet biweekly to implement various aspects of this program. The first in- service training took place in November and stations are being readied for installation of fitness equipment acquired through the grant. Marine Safety Training Center — Seward Member Item Funding No new developments on this since last month's report. In part, we still need to gain final city approval for this project. Governor's Traffic Safety Committee Child safety seat program/tech training We are still awaiting official paperwork on this from New York State. Funding will support a four - day -long training class here, which will be scheduled for next spring. This grant will enable IFD to establish an IFD car seat safety check service. In Progress: Fire Safety Interactive Learning Center Following Wegmans' decision not to fund this project (pub. ed. safety trailer), we are investigating other potential sources of support. These include the Allstate Foundation which, according to the head of the Fire Prevention Bureau of the Syracuse FD, provided $25,000 for a similar unit last year. We also are continuing to participate as a resource on public safety for those involved in the Northside Planning Initiative. We plan to seek support through the city's Community Development Block Grant program next this year to conduct an intensive fire safety education program in the neighborhood, which we will commit to conduct with or without the learning center unit. FM Global Arson Grant Program Fire Prevention/Fire Investigation is completing a needs assessment, and we expect to file an application before month's end for the corporation's quarterly arson grant program. National Fire Protection Association "Risk- Watch" program No developments on this since last month's report, since we are still awaiting formal approval from the Ithaca City School District. Submission deadline comes in February. The Tompkins County Health Department's health promotion department has also expressed interest in participating in this.program. 501(c)(3) status This is slowly moving ahead. The City Attorney has advised that it probably will not be feasible to establish this status through city government and that we should proceed to establish a separate non - profit.
