XI. EXECUTIVE SESSION XII. ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 9, 2001 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg Kirkpatrick; 2 vacancies. I. Chair Romanowski called the meeting to order at 1700 hrs. II. Chair Romanowski made a motion to approve the minutes of the August 14, 2001; the September 11, 2001 meeting was canceled (no minutes). Seconded by Comm. Alexander. Carried unanimously. III. Additions /Deletions to the Agenda: - Chair Romanowski: add a report on the Executive Committee meeting to discuss the Recognition Award - under miscellaneous reports; - A proposed resolution from the Director of Development (to New Business). IV. Persons wishing to speak to Board of Fire Commissioners: None V. Membership Changes: - Chair Romanowski made a motion to approve the change of classification of Monde Mbata from "undeclared" to Co. 3. Seconded by Comm. Kirkpatrick. Carried unanimously. -Chair Romanowski made a following members of Co. 1: Geoffrey Banfield Richard Berg Douglas Doxtater motion to approve the removal of the Rachel Storm Heasley Seconded by Comm. Alexander. Carried unanimously. VII. Miscellaneous Reports: A. Town of Ithaca Report - written report received from Chair Romanowski - see copy in Minute Book; B. Chair Romanowski and Comm. Kirkpatrick reviewed the audit. C. Tompkins County Fire Advisory Board - minutes from the last meeting were available for review. D. An Executive Meeting was called on September 19, 2001 to discuss awards for the upcoming Medal Day to be held on October 13, 2001. The meeting was called to order at 1645 hours and adjourned at 1650 hrs. VIII. Department Reports: September and October A. Chief's Report - see complete written report in the Minute Book. Chair Romanowski asked for questions or concerns. - Will Board get copies of Mayor's budget? Yes, Chief Wilbur will make copies. The IFD budget hearing with the City B &A committee is on October 18th at 7:30 PM - one of many departments that night. B. Deputy Chief/Training - See complete written report in the Minute Book. No questions or concerns were noted. C. Director of Development - see complete written report in the ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 9, 2001 - MINUTES PAGE 3 Minute Book. Update provided by Marcia Lynch. Chair Romanowski listed some of the items: Eagles Club - $2,000 Ithaca Agency - $1,000 Ithaca Vet Volunteer Firemen's Assoc. - $200 No questions or concerns were noted. IX. Old Business X. New Business - Request of Lyman Baker (on behalf of Co. 2) to display a scrapbook regarding the history of Explorer Post 145 in the hallway at Central Fire Station. Chair Romanowski provided some background about the request - Co. 2 has authorized printing of two copies of the loose leaf notebook and other related items - one copy for display at Central, if approved. Chief Wilbur encouraged Co. 2 to prepare the next version of the display case in the hallway at Central. Further discussion reveals that the items would need to be handled by those interested in looking at the materials, so the display case idea probably would not work for this project. Chair Romanowski made a motion to approve the request of Lyman Baker to display a scrapbook of the history of Explorer Post 145 in the hallway at Central Fire Station as requested. Seconded by Comm. Kirkpatrick. Carried unanimously. .- 2% report not received from Co. 3 - release of check? Chair Romanowski reported he has spoken to the Captain and John Powers, who prepares the report, as well as member Rich Keller about this situation who all assured the report would be submitted - he suggests that the check be held for one more month and then decide if the check should be returned to the City. Chair Romanowski indicated he has personally gone out of his way to address this situation, with no success. Chair Romanowski made a motion to hold Co. 3's 2% check for one more month. Seconded by Comm. Alexander. Carried unanimously. ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 9, 2001 - MINUTES PAGE 4 Comm. Alexander asked if the use of the 2% monies is addressed in the City Charter - does it say how monies can be returned - where, etc.? Chief Wilbur reported that this is not in the City Charter. The "usual" distribution, maintenance of relief accounts, and distribution of interest and overage to Veteran Volunteer Firemen's Association and companies is in the Charter. He recalled the Charter does give the Commission authority in terms of maintaining companies - disbanding and forming and all that. He assumes that, although the Charter is silent, the Board has authority to say the monies will not be distributed unless requirements are met and so it goes back into the pot for re- distribution according to the Charter. Chair Romanowski remembered the discussion a year or more ago when companies declined to accept the 2% monies and we had the authorization to turn it back in for surplus on the $90,000 plus in that account; so that went back into the fund and stayed there and as you look at the report for this year there is extra money that came to the companies because ofthe returned monies to that 2% fund. Comm. Alexander asked that given the financial state of the companies, shouldn't the Charter reflect how we handle this type of situation? Chief Wilbur had recommended that the Board relate to companies that they (companies) have some plan for succession for when they can no longer conduct business. Similarly the Board needs to establish a plan and run it by the City Attorney, for what happens when these things begin to occur, as they will. The outcome of that is, of course, that as soon as you open up the whole discussion, it may go places you don't want it to go, but he doesn't think the Board has any choice. Comm. Alexander agrees, and that's why he asks - who authorizes that the money be put back in the pot? Common Council or the State? Chair Romanowski says its at the State level and Common Council doesn't have anything to do with it - and the BFC authorizes that it be returned (governed by City Charter). ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 9, 2001 - MINUTES PAGE 5 Comm. Alexander also asked if any company ever replied to the request for plans if the companies need to disband? No one recalled any comments or replies. Chair Romanowski said the general consensus is that if there are no comments or replies, that everyone agrees - there would have been reaction if there had been concerns. Comm. Alexander would like to have a plan in place. Chair Romanowski indicated the City Charter does say the Board of Fire Commissioners has the ultimate authority on creation and disbanding of fire companies in the City of Ithaca - pretty broad powers that are granted and left open for flexibility on how this would be pursued. He has copies of that section if anybody would like to look at it. Chief Wilbur suggested the Board might want to consider a resolution for a process that outlines what happens to monies if reports are not turned in, so that you don't have to debate this particular situation every time it comes up - there would be a process in place. Comm. Alexander agrees - if there is a policy in place, there would be no question when the Board asks for a report - a positive thing. DC Dorman agreed that the resolution might consider all aspects of a company disbandment - what happens to the financial assets, their physical assets, etc. It probably happened in the past, many years ago when companies disbanded - assets may have been kept by individuals, etc. Chair Romanowski said the letter went out some time in the past asking companies to put their affairs in order because of that - if a company does disband - what happens to their assets. - A resolution regarding Historical Firefighting Artifact Preservation Agreement was offered by Chair Romanowski (see resolution attached to these minutes). Discussion followed and wording changes were made. This is basically an addendum to the previous agreement and a SOP has ITHACA BOARD OF FIRE COMMISSIONERS OCTOBER 9, 2001 - MINUTES PAGE 6 been developed for moving the Steamer, etc. The basis for this Agreement is to incorporate the inclusion of the Town of Ithaca. Seconded by Comm. Kirkpatrick. Carried unanimously. - Chair Romanowski made a motion to approve a resolution regarding Blanket Authorization for the Ithaca Fire Department to Apply for Grant Funding that was proposed by Director of Development Marcia Lynch (see resolution attached to these minutes). Seconded by Comm. Alexander. This resolution will allow timely submission of grant proposals that require this approval. Carried unanimously. - Chief Wilbur reported that all flags that were flying over fire stations on September 11, 2001 have been collected and preserved as they may have historical significance in some future years. He is proposing to purchase flag cases with inscriptions of what they are, where it was located on September 11, 2001 and set aside for posterity's sake. He is asking the Board to contribute to the cost of the flag preservation - approx. $500 total. (FF Robert Covert's idea originally). DC Dorman suggested that the total amount be given by the BFC - that way we don't have to go begging to the Union, companies, etc. FF Covert stated that he felt Board funding would send a nice, positive message regarding the significant event of September 11, 2001 - as a memorial to be viewed in all stations. Comm. Alexander feels it is a very good idea and he is in support; Comm. Kirkpatrick agrees. Chair Romanowski made a motion to fund the cost for necessary preservation and notation of the flags that were flying over individual fire stations on September 11, 2001 in appropriate cases, inscribed, at a cost not to exceed $500.00 from the Donation Fund of the Board of Fire Commissioners. Seconded by Comm. Alexander. Carried unanimously. - Chair Romanowski reported that Earl Kaiser has filed his resignation as President of the Vet Firemen. XI. Executive Session - not needed. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status Financial reports are running one month behind. Attached please find reports for year -to -date as of 31 AUG 01. 3) Development Report See attached report from Director Lynch. 4) Contract negotiations. City -Town contract negotiations are still in process, but virtually nothing has been done since the last report. 5) County Communications and 911 Program Work on all phases of this project continues. A significant potential difficulty has arisen related to the proposed communications center. Ithaca College advises that the area north of the parking lot that was anticipated as space for additional parking is not available. 6) Memorial Day /Medal Day All is ready for the annual Memorial and Medal Day Ceremonies. Additionally, arrangements have been made for the ceremonial relocation of the Steamer from Central Fire Station to the Ithaca Veteran Volunteer Firemen's Facility as well. Invitations have been sent. 7) 2002 Budget The Mayor's Budget for 2002 was presented to Council on 03 OCT 01. A quick review indicates he proposes to maintain current staffing levels at the Fire Department, while reducing the staff development (training) line. A more comprehensive report will be provided at the Board meeting. Fire Prevention Bureau 1) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program: See attached charts from Assistant Chief Wheaton. 2) Fire Limits Study Nothing new to report this month. V Fire Chief's Report for October, 2001 3) Parking Tickets Nothing new to report this month. 05 OCT 01 page 2 Safety 1) Safety Section Wellness and Fitness Program. Work continues on the development of the program. A committee is meeting regularly to develop this initiative. Ithaca College is on board now and we will be finalizing details of that relationship soon. OPERATIONS DIVISION Response 1) Monthly Call Report See attached reports and graphs. 2) City Disaster Management Plan County Plan Much of the work on the County operational plan is done, and work on functional annexes is still in progress Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project As noted last month, FF Irish is researching the boiler status, with the goal of again receiving an operating permit. The Steamer will be moved to 638 Elmira Road on 13 OCT 01. The IVVFA is working on changing the doors to the glass enclosure, and a final agreement is being written. This agreement will be executed between the Board and the IVVFA. 3) Training Center Usage and Activity Report for the month of September 2001 No report. 4) Space Needs Spaces are being reallocated very slowly as time permits. Fire Chief's Report for October, 2001 5) Marine Facility Training 05 OCT 01 page 3 Both the Parks Commission and the Board of Public Works have heard presentations about the proposed marine facility. A meeting with the City Attorney was also held so that legal aspects of this could be considered. A meeting of the agencies that may be involved will be held next week to develop more information on the potential relationships that might be formed so make this work. 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) Volunteer Recruitment Committee See attached report. Of 19 applications this year, 14 are still open, with many applications that apparently have not been contacted as yet. The Volunteer Recruitment Unit (VRU) has not met officially in some time, and a meeting will be scheduled soon to consider next steps here. Service/Duty Unit 1) Membership verification and roster preparation are still in process, with letters going out to members not meeting criteria for active membership. 2) Company Rosters See status report under correspondence item on the agenda. Through this program, FEMA provides technical assistance regarding hazardous materials and emergency preparedness. As proposed, the federal money support the bulk of staff time which will be required to develop and implement CHER -CAP, in line with program goals. Although we first inquired about this program in July and had some preliminary discussions with FEMA, the state emergency management office (SEMO) never followed through, and we heard directly from FEMA at the end of the federal fiscal year, offering us the rest of the money left in the region's CHER -CAP budget if we filed within the next day, which we did. Rural Utilities Service (USDA) — Application to fund National Weather Service Transmitter Based on a proposed resolution prepared and submitted to the Budget and Administration Committee, Common Council at its October meeting authorized the Mayor to sign on behalf of the city a Memorandum of Agreement with the National Weather Service governing operation and maintenance of the NWS transmitter. Required NWS site survey also was conducted on 9/27 at Ithaca College. RUS staff tells me that as soon as it receives notification from NWS that the contract has been signed and the site survey is satisfactory, we will be approved ($75,000 requested). Park Foundation — Volunteer program support Consideration of our application for $41,800 has been delayed, since the foundation's scheduled September meeting was postponed, due to travel - related difficulties for board members in the wake of September 11. It may be considered at the foundation's next meeting, expected to take place at the end of November. U.S. Department of Justice — Anti - Terrorism funding No developments yet on the concept proposal for funding under the Exercise Support program of the federal Department of Justice (Office of Justice Programs), support for a multi- agency drill next year under our emergency management program. Call is out to our contact at OJP, to indicate our ongoing interest in this and any new anti - terrorism programs that become available. Received: Eagles Club From request submitted last May, received 10/1 /01, $2,000 — for juvenile firesetter program support ($1,500) and digital camera for juvenile firesetter program and code enforcement ($500). Ithaca Agency Received 9/11/01, $1,000 — to fund public education materials ($300); digital camera for fire investigation and juvenile firesetter program ($300); and fallen fire fighters memorial at fire fighters monument site ($400). We have asked for permission to redirect support for the camera to the memorial project, since we have been able to acquire sufficient camera equipment from other sources of support, including the Eagles gift just received.. Ithaca Veteran Volunteer Firemen's Association Gift of $200 for public education materials, for Fire Prevention Week and beyond. These materials are also for the Vets' use, upon request. Requested 9/13; received 9/20/01. Implementation: IFD Wellness /Fitness program — FIRE Act funding Federal paperwork to access the nearly $35,000 in grant funding awarded has been filed with FEMA, and money expected to be transferred into the city's account early this month. IFD Wellness Committee is meeting regularly to implement the program. Recent developments include Ithaca College approval to provide evaluation and prescription services through its School of Health Science and Human Performance. We will sign a formal Memorandum of Agreement, similar to what is done for the college's clinical affiliations. Marine Safety Training Center — Seward Member Item Funding City Parks Commission and Board of Public Works have both endorsed our favored site for the facility on Cass Park land; planning committee expected to consider this month. Common Council action would happen in November, at the earliest. LT Parsons, Chief Wilbur and I met with the City Attorney on 9/26, regarding organizational structure for the multi- agency program, and representatives of the agencies will meet here on 10/12. Because of delays in the siting process, we have not yet requested or spent any of the $25,000 for design of the facility. Per Senator Seward's office, extension papers (for extension beyond the original deadline of 9/30/01) are on the way to us. In Progress: Community Foundation of Tompkins County After considerable weighing of alternatives, we expect to seek support for two initiatives in this new foundation's first round of grantmaking. We will ask for support to enable the Juvenile Firesetter program to obtain instructional materials and a supply of smoke detectors and batteries for give -away to JFS client families and others attending our public education programs who need them. We will also seek funding for needed training for the Critical Incident Stress Management program, a request that we see as particularly timely now, in light of the events of September 11. National Fire Protection Association "Risk- Watch" program In cooperation with the Newfield Fire Department, we are preparing an application for support to implement the "Risk- Watch" program here. "Risk - Watch" is a comprehensive education and injury prevention program for grades K through 8. Part of the "FIRE Act" money was dedicated to establishing 100 new "Risk Watch" communities throughout the nation, in cooperation with communities already offering the program. (Newfield instituted the program last spring, in conjunction with the NYS Office of Fire Prevention and Control.) We are jointly applying under a "mentorship grant" program, which would fund program training and start-up materials. Application deadline has been extended from September 11 to next February, but we plan to apply soon, long before the deadline. We expect our application to be approved and that we will seek supplemental program support from other funding sources. 501(c)(3) status We again brought up this matter with City Attorney Norma Schwab in our meeting on the marine facility, in the context of establishing the parallel organization to facilitate grant funding for this and other programs.
