ADJOURN ► .0- Ithaca Board of Fire Commissioners Fire Central 310 West Green St. - ;3 ember 7,2001 Dear IFD Board members, Pursuant to the provisions of Chapter 461 of the Laws of 1860, the Board of Fire Commissioners has presented Annual Reports to the Honorable Common Council of the City of Ithaca. Annual reports are very important summation of the Ithaca Fire Department activies during one year, equipment purchased, company members on the roll, deceased, retired career union employees and certain events that took place. These condensed Reports are useful if looking up history of the Department and Special events in a certain year. I have read thru Annual Reports 141 years old which are stored in the Ithaca Fire Department safe, at Dewitt Historical Society of Tompkins County, at Cornell Library Archives section. Wearing of white gloves are required before touching these historical documents. Somehow the Annual Reports have not been done on a It .w. yearly basis since the 1980's. This could be a job for a class 3 volunteer firemen or a firemen that is unable to enter a burning building or to raise a ladder anymore. Information could be gathered from the monthly Board minutes and condensed into a five or six page Annual Report. Thus Ithaca Fire Department's history will be preserved for some one else in a 100 years. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status Financial reports are running one month behind. Attached please find reports for year -to -date as of 31 JUL 01. 3) Development Report See attached report from Director Lynch. 4) Contract negotiations. City -Town contract negotiations are still in process, but virtually nothing has been done since the last report. Yet another MOU to extend the prior contract through 31 DEC 01 was executed by Supervisor Valentino, Mayor Cohen, and Board Chair Romanowski on 27 AUG 01. 5) County Communications and 911 Program Work on all phases of this project continues. The paging system project is moving along quickly. The County Board is considering to what extent, if any, the County will participate in funding new pagers for fire and EMS departments. It is not my expectation that the County will fund new pagers, but that they would facilitate bulk purchase of replacements, including trade -in of current units, and make some sort of financing available to those departments in need of same. 2) Memorial Day/Medal Day The annual memorial and medal ceremonies are being planned for 13 OCT 01 this year. A time change is anticipated with the Memorial Service starting at 0900 hours at the City Cemetery Fire Department Monument site. The Medal Day ceremony will start at 1015 hours at Central Fire Station, with a post ceremony brunch scheduled immediately thereafter. Fire Prevention Bureau 1) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program: See attached charts from Assistant Chief Wheaton. 2) Fire Limits Study Common Council approved amendments to the City Fire Prevention Code which makes fire limit designations current with all zoning changes made to date. In the meantime, the fire limits study and the development of a new ordinance to designate fire limits independent of zoning districts is in progress. V Fire Chief's Report for September, 2001 07 SEP 01 page 2 City Planning Department has the draft boundary designations and is plotting them on the City GIS map for our review and comment. 3) Parking Tickets The parking ticket initiative that went to Common Council was tabled to await additional information. Both the City Attorney's Office, and our Fire Prevention Bureau are working to develop that information. Our target is to bring it back to the B &A Committee of Common Council at their September meeting. Safety 1) Safety Section Wellness and Fitness Program. We are working diligently to implement the program as defined in the grant request. Our time line has us starting much of the program on or about the 1" of November this year. See Director of Development Lynch's report on the status of the Wellness & Fitness Grant. OPERATIONS DIVISION Response 1) Monthly Call Report See attached reports and graphs. 2) City Disaster Management Plan County Plan Much of the work on the County operational plan is done, and work on functional annexes is beginning. The functional annexes will compile much of the detail information needed to support the various disciplines with roles in the County's disaster management program. City High Rise Disaster Drill Attached is a copy of the PowerPoint presentation materials that were used at the meeting on 22 AUG )1 at Boynton Junior High School. Attainable recommendations were made to facilitate positive outcomes from the drill. Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project 1) News as of 06 SEP 01 is that, and primarily as a result of the antique boiler explosion this summer in Ohio, New York State will not consider certifying an antique boiler unless an ASME stamp or evidence of prior certifications is presented. FF Irish is doing research on this to determine what our options may be. 2) Policies and manuals relating to the use, transport, and operation of the Steamer are well developed at this point. They will be able to be finalized shortly. Fire Chief's Report for September, 2001 07 SEP 01 page 3 3) The Steamer was accompanied by a contingent of career and bunker fire fighters as it was pulled by a team of horses in the State Fair Parade at the State Fair Grounds in Syracuse, on 29 AUG 01. They returned to Ithaca with a trophy for farthest distance traveled, and a fourth place trophy for appearance. 4) We have not had the opportunity for any further substantive discussions with the IVVFA regarding final details on housing the Steamer at their facility. 3) Training Center Usage and Activity Report for the month of August 2001 Per Assistant Chief LaBuff: IFD - 193 hours of training time; County - 14 hours of training time; Out -of- County Fire Departments - 0 hours; Private - 0 hours); IPD - 3 hours; Outside Agency - 8 hours (NYSOFPC). Total Usage for August = 218 hours. Maintenance ongoing, Class A Storage Area cleaned. Water extinguisher fill station established in mechanical room of classroom to include new air compressor purchase. New adult training manikin purchased and delivered. 4) Space Needs Spaces are being reallocated very slowly as time permits. 5) Marine Facility Lack of quorums at both the City Parks Commission and Board of Public Works meetings have resulted in no progress to report on this item since last meeting. Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) Volunteer Recruitment Committee New Bunkers for 2001 -2002: Seven new bunkers completed training and were awarded certificates on 24 AUG 01. The total number of bunkers signed with us for this school year is 21. Unfortunately, the TCAT driver was killed. The shift did an excellent job treating patients and working to stabilize a chaotic scene. On 8/28/01, "C" Shift responded to the site of the new Eckert Store being built on Meadow St. A large crane setting steel had tipped over. The crew provided patient treatment and worked with other agencies to stabilize the scene. On 8/29/01, "B" Shift made an excellent stop of a structure fire at 108 Parkside Gardens. SUPPORT The Capital Project Committee's Ranking of proposals is done. Considering past funding amounts for Capital Projects, all IFD projects are probably below the cut off. We have received word that the request has been granted, but have not yet physically received the check. Rural Utilities Service (USDA) — Application to fund National Weather Service Transmitter Additional information filed with the RUS last week. Ithaca College has offered use of its tower and transmitter facilities as an in -kind contribution, which enabled us to file the clarification requested. NWS site survey is pending and the Memorandum of Agreement with NWS that would be required has been reviewed by the City Attorney. Common Council must authorize the Mayor to sign it; proposed resolution to be reviewed by B &A committee this month. RUS staff indicates that September 30 deadline for the program has been extended and that significant funding remains at this point. Anti - Terrorism funding We have filed a concept proposal for funding under the Exercise Support program of the federal Department of Justice (Office of Justice Programs), support for a multi- agency drill next year under our emergency management program. (The concept proposal is needed before we can get pre - approved /invited to file the formal application.) We have been told that the August 31 deadline does not apply to this program.. Park Foundation — Volunteer program support Foundation director Joanne Florino confirms our application(seeking $41,800) received and will be reviewed later this month. Marine Safety Training Center — Seward Member Item Funding No new developments on this. We are hoping to meet with planning staff early this month, seeking to get this project moving. Received: FIRE Act grant — Wellness/Fitness Received, as expected shortly after preparation of last month's report. This week, we filed the federal paperwork needed to acquire more than $30,000 in fitness equipment (bulk of the grant funding), as well as city purchase order which will transmit funding to the vendor. We also have withdrawn the proposed capital project for wellness/fitness, for this year. We also learned that our other FIRE Act proposal, for Basic Marine Firefighting Training, was not funded. Unfortunate, but not surprising, since we always viewed that proposal as a "reach ", especially considering the very basic training needs which appeared to be the highest grant priority. In Progress: Community Foundation of Tompkins County So far, we are evaluating two alternate programs to seek funding from this new philanthropic organization, whose first submission deadline is October 15. The foundation will consider proposals in October and March of each year.
