Chair Romanowski called the meeting to order at 1800 hrs. II. Chair Romanowski made a motion to approve the minutes of the July 10, 2001 meeting as written. Seconded by Comm. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the Agenda: - Add under New Business: Request for reimbursement from Donation Account (Susan Begg). IV. Kirkpatrick. Carried unanimously. VII. Miscellaneous Reports: - Town of Ithaca Report received from Chair Romanowski (see written report in Minute Book); - Chair Romanowski and Comm. Kirkpatrick reviewed the audit; - Tompkins County Fire Advisory Board - June minutes were received VIII. Department Reports: All reports were mailed to Board member prior to the meeting - questions /concerns raised as follows: A. Chief's Report (see complete written report in Minute Book) - Comm. Alexander asked about the status of the 911 Center and Communications projects: Chief Wilbur reported there are things happening - it has finally been acknowledged the need for a paging system - a group is working on it and it may actually occur before the communications project is finished. He explained how this would be accomplished. The Building Committee has met and another group is working with the legal relationships of all involved. A consultant is still working on the 800 MHz RFP development. A very time consulting project! - Chair Romanowski indicated the Town of Ithaca will be discussing the code enforcement changes that relate to the City /Town Fire Contract at their next meeting. - Parking Tickets - Chief is asking the Board for endorsement of the fine structure that he would like to present to the City B &A Committee on August 22, 2001 for fire department related parking violations. He is advocating the fine be the same as for handicapped parking violations - $100.00 - as this relates to a public /life safety issue - to correct poor behavior. Chief Wilbur indicated the City Attorney's office is not in favor of the higher fines due to comparison of other ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 14, 2001 - PAGE 3 communities. Chief Wilbur feels our community is significantly different and unique - the issue is not black and white. - Steamer - Chair Romanowski indicated everyone received a copy of Chief Wllbur's letter and draft agreement sent to Earl Kaiser. Chief indicated DC Dorman is working on an SOP /policy regarding moving and use of steamer, and FF Irish is working on an operating manual. Lots of effort going toward the Steamer. The Boiler Inspector suspended the Certificate the day after he certified it due to the accident in Ohio that killed 4 people. This is temporarily suspended until the cause of the explosion is determined. He had requested that we install a new pressure relief valve, which we did. - Chair Romanowski indicated he has been asked why the Fire Department is involved with the proposed Marine Facility. Chief Wilbur reported that we are always called for water rescue situations (of which there are many) as there is no public entity for lake coverage - police are primarily for law enforcement and during the summer and weekends only, generally. IFD's water capability is extensive and the Chief listed our equipment and training - swift water, calm water, ice rescue - dry & wet suits - we are the only agency with these capabilities. IFD has a 21' Carolina Skiff with a 150 hp Mercury motor, as well as a 12 1/2' inflatable boat with a 15 hp motor. Most of our calls relate to "rescue" type calls, although we have been called to boat fires (MV Manhattan was most notable). We have no firefighting (pump) ability, however fire extinguishers and evacuation procedures have been used. Convenient /speedy access to our water rescue equipment and boats is necessary, as well as a coordinated effort with other police agencies who utilize boats on the lake is why we are involved in the proposed marine facility. B. Deputy Chief's Report (see complete written report in the Minute Book): - DC Dorman added to his report that Jason Fulton has been hired as a Firefighter in advance of FF Chuck Heath, Sr.'s official retirement date of August 25th so he (Jason) could attend the Recruit Training Class at the New York State Academy of Fire Science that begins on August ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 14, 2001 - PAGE 4 8th. - As of this date, all apparatus is in service! C. Director of Development Report (see complete written report in the Minute Book): - Marcia Lynch added to her report that official notice has been received that IFD has been awarded $35,000 from the FIRE grant application for a Wellness /Fitness program! There will be a meeting on Monday with all concerned to start the process. This grant reflects well on the department as this was a very competitive application process and we had a well developed program ready in anticipation of the grant application. Comm. Kirkpatrick offered his congratulations and thanks to Marcia for her efforts. IX. Old Business - - Comm. Alexander inquired if there had been any further developments regarding the proposed Eastwood development that was discussed at the last meeting. Chief Wilbur has seen nothing more on the project and Council members Susan Blumenthal and Pat Vaughan have asked to meet with him in the event IFD is asked to review site plans, etc. - Comm. Alexander reported that as a result of the Safe Schools meetings, the school district will be numbers on the outside of classroom doors and buildings as suggested by the Chief. Each outside door will be numbered and consistent with the blueprints. The schools have a newfound awareness of safety and readiness practices due to attendance at SEMO seminars that were a direct result of urging by Assistant Chief VanBenschoten. Work is also being done to ready schools for use as shelters for disasters /emergencies. X. New Business: - Chair Romanowski made a motion to approve a request of Volunteer Firefighter Susan Begg for reimbursement from the Donation Account of $105.00 to replace and repair eye glasses that were broken while she was on stand -by duty. Seconded by Comm. Kirkpatrick. Carried ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 14, 2001 - PAGE 5 unanimously. - Fire Limit Changes - Chief Wilbur provided a draft of the changes. AC Wheaton was on hand to answer questions. He reported that fire limits were being taken out of zoning boundaries and explained the history. Fire Limits are defined so as to not allow a fire to become a catastrophe. Changes mostly relate to new construction of commercial properties eg. Widewaters and South West Park area - some easements to help economic development. These are in anticipation of the International Code that takes effect in January as the new code does not address fire limits - so we have more control. Comm. Kirkpatrick asked if "old" language will be brought into the new code? Yes. Occupancies will not be redefined. Chair Romanowski asked if this affects private /residential properties - no. Having no other questions, the Board approved the draft that will be submitted to Common Council. - Chair Romanowski made a motion to authorize the submittal of the Park Foundation Grant application - $41,800 (28 sets of protective gear, recruitment materials and a computer for IVFU). Seconded by Comm. Alexander. Carried unanimously. - 2002 Budget Submittal discussion: Board members received their budget packets for review in advance of the meeting - the following is a summary of discussion: - Revenues - have been a problem - hard to track down, not always credited to Fire Department. We have since instituted a very specific paper trail to track; Ithaca Festival contract monies due the Fire Department - payment has not been sought by the City; Town of Ithaca will be requesting that their monies paid to the City for fire service be shown as revenue to the Fire Department budget; after a long struggle, monies from the sale of Station 7 were found and credited to IFD budget. - Chief Wilbur indicated that his memo accompanying the budget ITHACA BOARD OF FIRE COMMISSIONERS AUGUST 14, 2001 - PAGE 6 submittal tells the story - we have been 10 years in the mode of producing a 0% increase, -3% as well as optional budgets. In order to continue this for that amount of time - there is nothing else to shave off - with the exception of loss of personnel. The Mayor and Council will work hard to avoid that situation. - The optional budget submittal is relatively conservative with the addition of 10 firefighters and 1 training officer with associated clothing and training being the only extras. - Chair Romanowski asked for a summary of "rent" revenue. Groups who use the training center pay for its use, as well as Tompkins County pays a portion of the utilities and upkeep as County Fire Department use the center for training and county- wide meetings. - Consideration will be given to shared costs at Station 5 when the 911 Center is added. - Commissioners Alexander and Kirkpatrick added that there is nothing new, not much to do with no increases in spending - but must avoid loss of personnel - Common Council cannot cut anything out without losing personnel - it's a gamble. - Chair Romanowski summarized - 0% budget loses 4 positions - we are short handed already; -3% will close Station 6, loss of 6 positions, along with others items. He indicated this scenario is unacceptable and the Board will not support this. There are too many major complexes on West Hill - Cayuga Medical Center, 2 nursing homes and we are first response to the Franziska Racker Center for Special Children to tolerate the loss of Station 6. Hearing no other discussion, Chair Romanowski made a motion that the Ithaca Board of Fire Commissioners supports the "Optional" 2002 budget as prepared to be recommended to Common Council for approval. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status Financial reports are running one month behind. Attached please find reports for year -to -date as of 30 JUN 01. 3) Development Report See attached report from Director Lynch. 4) Contract negotiations. City -Town contract negotiations are still in process. You may know that another MOU to extend the prior contract through 01 SEP 01 was executed by Supervisor Valentino and Acting Mayor Manos on 03 JUL 01. 5) County Communications and 911 Program Work on all phases of this project continues. There is little new to report over last month. The County has identified the fact that the paging system we utilize day -in and day -out is a significant sub - system of the overall communications system that must be replaced too. Work on defining this part of the project is just starting. Fire Prevention Bureau 1) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program: See attached charts from Assistant Chief Wheaton. 2) Fire Limits Study Enclosed please find materials relating to the proposed change in fire limits. Changes include the actual areas designated as fire limits, and additional rules relating to building in fire limits. 3) Parking Tickets The Fire Department was granted authority to issue parking tickets earlier this year. Since then, the Fire Prevention Bureau has been working with the City Attorney's Office to develop a fine structure for fire department related parking violations. This will be completed and sent to City Hall on Wednesday for inclusion on the 22 AUG 01 Budget and Administration Committee agenda. In general, we are advocating that violations relating to fire lanes, fire hydrants and similar items carry with them a fine of $100.00. "An Equal Opportunity Employer with a commitment to workforce diversification." ��� Fire Chief's Report for August, 2001 Safety 1) Safety Section 10 AUG 01 page 2 No report this month. The committee is working on several projects, but has nothing to report at this time. OPERATIONS DIVISION Response 1) Monthly Call Report See attached reports and graphs. 2) City Disaster Management Plan (Same report as last month): Work continues with the Tompkins County Emergency Management Group (TCEMG), a coalition of representatives of various County and City departments and agencies. The high rise drill scheduled for 24 JUL 01 was held and I believe it was extremely valuable to us in learning where we need to spend effort in refining operations, and planning future operations. A full report from the control group will be issued 22 AUG 01 at Boynton Jr. High School at 1500 hrs. Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project 1) The Steamer passed the boiler inspection and we received a certificate. The next day, the antique steam powered tractor blew up in Ohio killing 4 people, and New York State immediately suspended all certificates for similar antique boilers. 2) On 16 JUL 01, we met with representatives from the Ithaca Veteran Volunteer Firemen's Association, the Board of Fire Commissioners, and Department staff. We discussed the structure of an addendum to the current agreement. This would acknowledge the change in perspective that has occurred since the restoration of the Steamer has been completed, and would describe in more detail when and how access to the Steamer for display and/or restoration purposes would occur (draft included with this report). In addition, a department policy would be created which would stipulate how the Steamer would be moved and used (this is not completed yet). Last, but not least, a manual describing how the Steamer would be operated has been drafted as well. 3) Training Center Usage and Activity Report for the month of July 2001 Per Assistant Chief LaBuff: IFD - 10 hours of training time; County - 5 hours of training time; Out -of- County Fire Departments - 0 hours; Private - 0 hours); Fire Chief's Report for August, 2001 10 AUG O1 page 3 IPD - 6 hours; Outside Agency - 8 hours (NYSOFPC). Total Usage for July = 29 hours. Repairs to the classroom building are nearly complete, with final finish work being all that is left. 4) Space Needs Spaces are being reallocated very slowly as time permits. 5) Marine Facility An ongoing effort to secure a marine rescue facility for use by the Ithaca Fire Department and other agencies with marine related missions has been underway for awhile. Director of Development Lynch will discuss this in her report, but it is envisioned that in addition to the fire department, the Sheriff, State Park Police, and the US Coast Guard Auxiliary may all be players in this project. The Power Squadron has also been involved with the discussions. In addition to the funds we are looking for, this will require the discussions with NYS Parks to facilitate use of park land for this purpose. Lt. Parsons is the lead on this project for IFD. VOLUNTEER SERVICES DIVISION Membership Unit 1) Volunteer Recruitment Committee The final list of bunkers will be prepared upon the conclusion of bunker training, which is in process now (06 -24 AUG 01). Exemptions: 1- Any building that is 100 sq. feet or less and can be moved. This is not a trailer or any building that has wheels. It is only buildings that are not secure i.e. on skids ECT. No building of this type can be install within 25 feet of any other structure or 50 feet of the property line. 2- A wood frame building may be allowed if certain requirements can be met. Included with that is an appendix, which is the text from the IFD web site page about the Steamer. As an aside, we are creating a link to that web site page which will describe who was involved in the restoration of the Steamer, and the Ithaca Veteran Volunteer Firemen's Association will be prominently featured there. With regard to the addendum, I received your e -mail of 7/19/01, and I have thought a lot about it. Although I understand your motivation here, and despite your tactful suggestion for a "...less wieldy make up of the Preservation Committee... ", I am concerned about the message that this will send. The bottom line here is that I don't want to, and can't be part of perpetuating useless and divisive grudges. You are in a difficult position I know, but we must try to build bridges between all of the organizations that make up this department. By virtue of the fact that the path to membership in the IVFFA is through membership in the Ithaca Fire Department, the IVFFA is inextricably linked to us. Let's strengthen that link. Getting back to the immediate issue, Tom Dorman made a suggestion which you will see in the proposed addendum. This idea would have the "Preservation Committee" serve both as the group managing the Steamer and the stewardship of the rest of our collective history as well. Because I am concerned about the preservation of memorabilia (there's lots of it around) and the history of the Ithaca Fire Department in general, Tom's suggestion made sense to me and I used it. Wilbur Fire Chief cc: Board of Fire Commissioners .f "An Equal Opportunin Employer with a commitment to workforce diversification." :r- DRAFT Addendum to Agreement WHEREAS, an agreement was executed between the IVVFA and the Board of Fire Commissioners of the Ithaca Fire Department for the housing and display of the Steamer at the IVFFA's facilities at 638 Elmira Road; and, WHEREAS, the implementation of that agreement has been delayed as the result of the evolving nature and scope of the restoration of the Steamer, which then resulted in a change in perspective on the future of the Steamer, and a work period measured in years rather than months; and, WHEREAS, there has been significant effort and investment by many parties made to restore the Steamer, and the IVFFA has expended a significant amount of money to both create a proper display space and to support the restoration work on the Steamer; and, WHEREAS, the Board of Fire Commissioners recognizes the value of a proper location and enclosure for the preservation and display of such an artifact as the Steamer; and, WHEREAS, it is agreed that the restoration, and both static and occasional moving public display of the 1896 Steamer is a valuable asset for the Ithaca Fire Department and its affiliated organizations, including the Ithaca Veteran Volunteer Firemen's Association (IVVFA); and, WHEREAS, said value is accrued through the demonstration of good stewardship of our shared history, the manifestation of the uniqueness and capacity of the Ithaca Fire Department and its affiliate organizations, and the actual cash value of the Steamer in its well - preserved and operational state; now, therefore it is AGREED, an addendum to the original agreement shall be executed between the parties which will stipulate additional provisions for the management and display of the Steamer, as follows: 1) A Preservation Committee shall be formed which shall be responsible for, among other things, the current and future management of the Steamer, including, but not limited to, planning for preservation and restoration efforts, supervising the application of this agreement in the use and display of the Steamer, advocating for funding for the preservation and display of the Steamer, budgeting for and approving the disbursal of such funds as become available for this purpose, any other purpose which will benefit the affiliated organizations in the stewardship of the Steamer. In addition, the Preservation Committee may assume responsibility for stewardship of the history of the Ithaca Fire Department, and such artifacts and memorabilia as may be entrusted to their care. 3) The Preservation Committee shall be comprised of one representative each from the IVVFA, the IPFFA, the IVFU, and the Fire Chief or his /her designee. Appointees to this committee shall be confirmed by the Board of Fire Commissioners. Term of office shall be three years, with initial members having staggered terms of one, two and three years. 2) Reimbursement to the IVFFA for any unreimbursed expenses incurred as the result of changing of the doors of the enclosure to accommodate the movement of the Steamer into and out of the display area at the IVVFA facility shall be the first priority for the committee. 4) Should an issue arise that defies resolution amongst the members of the committee, the Board of Fire Commissioners shall serve as arbiter of last resort. 5) The Fire Chief shall promulgate and maintain a policy and procedure for the use and transport of the Steamer which shall be adhered to at any time the Steamer is moved for any purpose. Such policy shall be reviewed regularly by the Committee. 6) A donation box or other method may be employed at the IVVFA facility to help offset the actual and realized costs of displaying and preserving the Steamer, with all donations there going to the Steamer Preservation Fund. The Preservation Committee will administer these funds. 7) Another donation box may be placed at the IVFFA facility to support a preservation fund for all other memorabilia at the IVFFA, and the IVVFA building fund (50/50). The IVFFA will administer these funds. 7) Any display of the Steamer will be accompanied by appropriate signage and /or materials to appropriately describe the history of the Steamer and of the effort and investment made to preserve it, and to generate publicity that may provide additional income to support the ongoing costs associated with such display and preservation. 8) The successors of the signatories to this agreement shall be bound by the intent and interests served by this agreement and shall not seek to subvert its intent without agreement of the parties thereto. It is the intent of this agreement to create a positive and productive relationship between and among the individuals and organizations affiliated with the Ithaca Fire Department for the purpose of properly and perpetually maintaining, preserving, and displaying the 1896 Steamer. Signatories BFC, Chair IVVFA, President IPFFA, President IVFU, Chair IFD, Fire Chief 11 4U Appendix to Steamer Agreement Addendum (from the web site) IFD's 1896 LaFrance Steamer Today The Ithaca Fire Department still owns an 1896 LaFrance 3rd size 650 GPM steam fire engine. This was manufactured by the LaFrance Fire Engine Company of Elmira New York. In 1904 LaFrance merged with the American Fire Engine Company to form what is still today American LaFrance Fire Apparatus. The original cost of the steamer was approximately $3,600.00. It was quite an ornate Steamer for the day, with a completely nickel plated boiler shell, and fire pump operating mechanism. This was originally purchased by the City of Ithaca Fire Commission as Rescue Steamer Company #2. It was later transferred to Engine #6, much in the same manner as we transfer apparatus today. It is unknown when the Steamer was removed from active fire service. It was however used by they City Department of Public Works in the 1930's and 1940's to pump out storm sewers. It was then put in storage for a number of years at the DPW garage. It was later given a cosmetic restoration by American LaFrance Fire Engine Company of Elmira New York and taken for display at the 1964 -65 Worlds Fair in New York City. In the 1980's it was featured in the American LaFrance 150th Anniversary calendar. When it returned to Ithaca it was stored in the apparatus room at the Central Fire Station until a glass enclosure was constructed where an entrance portico was originally. It stayed in this enclosure and was once again "painted" by a well meaning group of students in 1997 as a community service project. In 1999 it was removed from the enclosure, and transported to Station #7, where we intended to strip the silver paint from the nickel plating, and give the remainder of the frame and fire pump a new and correct painting. As work progressed, it was decided to completely disassemble the wheels, fire pump, and rear coal box, leaving only the boiler intact. The boiler was completely stripped of the many layers of silver paint, and then hand polished to bring it as close to the original shine as possible. The wheels were taken to Ovid, New York where a Mennonite gentlemen re -set the steel wheels and re- packed the spokes to the rims. They were then transported to Cortland New York where they were completely hand stripped of the paint applied over the years. The frame, coal box, and fire pump were then sand blasted by members of the Ithaca Fire Department. When this was done, it was then decided that the only way to "do the job right" would be to completely disassemble the entire unit. The fire pump, steam cylinders, and all the mechanicals for the operation of the pump were removed. They were sent to a plating shop in Canada where they were all fully stripped of the old plating, polished, and then re plated as they were originally done. The boiler was masked off and the frame, wheels, tow bar, coal box, seat and floor boards were completely repainted in the original American LaFrance dark maroon red color. The fire pump was painted black as this was the last color to be found during the striping process. Additional work was done such as the seat being re upholstered, leather work was replaced and nozzles were restored and polished, the coal box floor was replaced, and some machining and remanufacturing of parts was done. During the time all the work was being done, careful attention was given to documenting with photographs and measurements the original gold leaf striping of the pump, frame and wheels, so that it could be reproduced. What you see here is the end product of the work so far. Still to be completed would be the gold leaf striping and detail work. It is our intent that the steamer someday be fully functional as it was in 1896. Many hours of work by members of the Ithaca Fire Department, and many members of the community have gotten the steamer to this point. Those involved are noted on a sign that accompanies the steamer to any events, so that those who provided time or materials get the recognition they deserve. This Steam Fire Engine is one of only 539 built by the LaFrance Fire Engine Company between 1873 and 1904. It is one of 20 remaining today. It is the 6th oldest, and one of only 7 still owned by the purchasing fire department. Out of 5000 Steam Fire Engines built less than 400 are known to survive. Bulk of the request would cover acquisition of 28 sets of protective gear; funding for recruitment materials and a computer for IVFU also included. Pursuit of this potential opportunity was suggested by Mayor Cohen to IVFU leadership. Next round of foundation review scheduled for September. * ** BOARD ACTION CONFIRMING AUTHORIZATION TO APPLY FOR THIS WILL BE REQUESTED AT THIS MONTH'S MEETING * ** FIRE Act application As you may have heard, although an award is not yet final, it appears very likely that we will receive a FIRE Act grant, based on our proposal to establish a wellness/fitness program, seeking nearly $35,000 in federal support. We have received and returned federal forms for electronic funds transfer, and a FEMA representative called me to get confirmation of budget #s and status of funds for local match. She said that, if this were awarded, we would receive a grant package in about two weeks (about a week from now). Since she did not inquire about the marine firefighting training program, 1 do not expect that to be funded. Assuming the wellness program is funded, as expected, we will have to begin working on it right away, since the implementation targets we stated in the application are relatively tight. Rural Utilities Service (USDA) — Application to fund National Weather Service Transmitter Dave Nicosia of the National Weather Service has confirmed that the RUS has pre- approved our application and wants to get the NWS analysis part of the project going. We still need to submit clarification to the RUS based on some questions the agency had, but are closer to being able to do that, since I.C. VP Tom Salm is now back from vacation and promises a "quick answer" to use of the Ithaca College tower site for the project. Marine Safety Training Center — Seward Member Item Funding LT Parsons and 1 have now met with both Senator Seward and Assemblyman Luster, as well as Congressman Hinchey's representative concerning this project, as we look toward construction and operational funding. All are supportive of the concept and encouraged submission of a specific proposal later on. Luster said he would welcome a proposal for member item funding in the neighborhood of $10,000 later in the year and would investigate future larger long -term fund possibilities through state sources. We also have now received the executed contract for the $25,000 in design funding obtained through Seward's office. Received: No new grants yet received since last month's report (though we're hoping to receive the FIRE Act grant shortly!) In Progress: Anti- Terrorism funding We will file at least one, and perhaps two, applications for funding under opportunities offered through the federal Department of Justice (Office of Justice Programs). For a program supporting training and exercise development, we will seek support for a multi - agency drill next year under our emergency management program. We may also file an application under the agency's "technical support" category. Deadline for submission under both programs is August 31. In 1858 Ithaca's first fire bell, secured from Naylor Vickers and Company, was set in the steeple of the City Hail where it was in use until 1876 when it was rung so violently that it cracked. A new bell was then secured and this one was removed and forgotten. It was later found on the Titus Farm which was located on West Hill. The bell had been inverted and used as a watering trough for cattle. It's location discovered; the Fire Commissioners bought it and then sold it to the Ithaca Veteran Firemen's Association for $15.00. Charles Ives of 204 North Cayuga Street determined the present site; the Green north of the City Hail and secured permission from Mayor Bergholoti for its placement there. Arthur N. Gibb of 1024 Stewart Avenue drew up the plans. Giving his services and the estimate for the memorial amounted to $500 dollars. Mr. Ives raised this amount by popular subscription with each Bank of the City of Ithaca contributing $25 Dollars as a starting amount. The foundation of granite cement was made in Syracuse. Ward Co. was the contractor who supervised the work without pay. Boot Floral Company provided the flowers and plants around the base and about two years ago the Fire Bell was dedicated as a monument to the old Fire Veterans. That Fire bell is now located on the corner of N.Cayuga St. and Cascadiila St. in Thompson Park where Ithaca Fire Department conducts Medal Day each year. The base of the Fire Bell is in need of urgent repair as the cement is cracked along several seams where water Er ice form.
