ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS JULY 10, 2001 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg Kirkpatrick; 2 Vacancies I. Chair Romanowski called the meeting to order at 1800 hrs. II. Chair Romanowski made a motion to approve the June 12, 2001 minutes as written. Seconded by Comm. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the Agenda: None IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence: - List of officers from Co. 7 received 6/7/01; - No response from Co. 1 from May 7, 2001 memo requesting list of officer's names; and 2% reports have not been received from Co.'s 3 & 7. Chair Romanowski spoke to Captain Begg of Co. 3 who indicated she had been very busy, but the list would be delivered to Chief Wilbur by the end of this week, and that John Powers would be providing the 2% report. - Updated membership list from Co. 6 received 7/2/01; - No response from Companies 1, 3, 4, 5 & 7 from memo from Chief requesting updated membership lists. Captain Skip Paal of Co. 4 called on 7/9/01 to say that the company does not meet again until September and they would review the roll at that time; - $10.00 cash donation received from Bergfield & Assoc. in appreciation of assistance with research project - deposited in the donation account. VI. Membership Changes: - Chair Romanowski made a motion to approve the addition of Jared Gabel as an early entry, unaffiliated bunker - he is a member of the Warsaw Volunteer Fire Department, as recommended by the Membership Review Committee. Seconded by Comm. Alexander. Seconded by Comm. Kirkpatrick. Seconded by Comm. Alexander. Carried unanimously. VII. Miscellaneous Reports: A. Chair Romanowski provided a written copy of his report to the Town of Ithaca - see copy in the Minute Book. B. Chair Romanowski and Comm. Kirkpatrick reviewed the audit. C. Tompkins County Fire Advisory Board - No minutes, no report. VIII. Department Reports: All reports mailed to Board members prior to meeting - questions /concerns raised as follows: A. Chief's Report (see complete written report in the Minute Book) 1. Training Center Use Report 5. Monthly Inspection Report 6. Health & Safety Committee - New report added this month. Chair Romanowski asked the Chief to clarify his suggestion regarding volunteer company rosters. Chief Wilbur indicated that it is increasingly difficult to communicate with Volunteer Companies and he's fearful they will end up in a position where they don't have enough members to conduct business; and it appears we are fast approaching the time when the Board will have to scrutinize their viability. We need to acknowledge the situation and grapple with the reality that there are very few active members in the volunteer company ranks. He is suggesting that the Board ask each of the companies to develop a plan of succession to be used should the company become unable to conduct business according to its bylaws and /or papers of incorporation. Chair Romanowski replied that the Board would write a letter to this effect to the Companies and that the Board would review sections in the City Charter relating to volunteer companies. B. Deputy Chief /Training (see complete written report in the Minute Book). DC Dorman highlighted his report as follows: - "B" Shift did an excellent job containing a fire in a UPS system at Statler Hall, CU on 06/26/01 - an unusual situation. - The Training Center wall is finished - other minor details to be completed; - A number of minor /major problems with the 3 new engines are being worked out with 4 -Guys and dealer - all working diligently; all other vehicles are in service! C. Director of Development (see complete written report in the Minute Book). Marcia Lynch highlighted her report as follows: - Wegman's application was filed July 2nd; - Rural Utilities Service (National Weather Service Transmitter) application is experiencing problems due to lack of a workable site. ITHACA BOARD OF FIRE COMMISSIONERS JULY 10, 2001 - MINUTES PAGE 4 - Marine Safety Training Center - IFD group is meeting with Senator Seward, Assemblyman Luster and Congressman Hinchey to discuss the project; - A "Grants Notebook" has been compiled is on the shelf in the office at Central for anyone to take a look at grant application information. IX. Old Business: - Deputy Chief Dorman reported that he has attempted to relay information to the Vets via AC Wheaton regarding insurance coverage for the Steamer. The City of Ithaca insures the Steamer for $100,000 and there is no reason for the Vets to also carry insurance - the only additional insurance they might like to have is liability insurance in case someone trips on it, etc. while on display at their at their facility. X. New Business: - Chair Romanowski and Chief Wilbur both received copies of a letter written by a resident regarding concerns with the Eastwood Ave. building project (actual project will be located in the Town of Ithaca). The concern was the fact that Eastwood Ave. is currently a dead end street and they believe the plan is to open the street to allow access to the project. Chief Wilbur indicated the project is located in the Town of Ithaca and we are not in the loop for plan review; however, Chief Wilbur has looked at the area, talked with the resident, and explained we will apply the same rules (for emergency vehicle access) as anywhere else. Chair Romanowski feels there should be major access for emergency vehicles to reach this area. The Chief will make sure the Board receives copies of any further correspondence regarding this issue. - Chair Romanowski will send a letter of congratulations Mike Schnurle who was recently promoted to the rank of Assistant Fire Chief. - Chief Wilbur reported that Firefighter Chuck Heath will retire on August 25th after 36 years of service!!! Alexander thanked everyone who was involved in planning the 4th of July Fireworks picnic at station 5, with a special thanks to Gottie Gessini who orchestrated the events from behind the scene! XI. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status Reports from City Hall were not received in time to make the mail. This report will be handed out at the meeting. 3) Development Report See attached report from Director Lynch. 4) Contract negotiations. City -Town contract negotiations are still in process. Nothing to report at this time. 5) Strategic Planning Committee No report. This item will be removed from the monthly report until such time as there is activity in this area again. 7) County Communications and 911 Program Work on all phases of this project continues. As such, it still consumes huge amounts of time. Currently, the following activities are in process. Egner and Associates are developing schematic drawings for the communications center. NYSTEC is developing working specifications which will become the basis for a request for proposals to be used to solicit potential vendors for the communications system. There are a variety of efforts underway which are intended to help resolve various difficulties being encountered in the maintenance and operation of the current system. A note of interest. On Monday, 09 JUL 01, and again on 16 JUL 01, each of four different potential vendors will have the opportunity to make a public presentation regarding their technology and its capabilities. Starting at 1000 hours in the Borg Warner Room at the Tompkins County Public Library, each vendor will have approximately two hours for their presentation. Fire Prevention Bureau 1) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public Education Program: See attached charts from Assistant Chief Wheaton. "An Equal Opportunity Employer with a commitment to workforce diversification." ��� Fire Chief's Report for July, 2001 2) Fire Limits Study Safety 06 JUL 01 page 2 Special Duties Fire Fighter Bill Baker is currently rewriting the manner in which fire limits are defined. Rather than piggy backing on zoning districts as is done now, FF Baker is defining fire limits by using street centerlines or property lines. Once done, this will need to go to Common Council for adoption. The reason for this is that, as it is now, a change in zoning can inadvertently eliminate a fire limit area. If that were to happen, vital building code restrictions for construction in fire limits would be lost. FF Baker's work will help us avoid this as a potential problem. 1) Safety Section See attached report from Lt. O'Connor. OPERATIONS DIVISION Response 1) Monthly Call Report See attached reports and graphs. 2) City Disaster Management Plan (Same report as last month): Work continues with the Tompkins County Emergency Management Group (TCEMG), a coalition of representatives of various County and City departments and agencies. The high rise drill scheduled for 24 JUL 01 is being used as a major emergency management exercise which will involve many city and county agencies. Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project The Steamer has been fired and it pumped water! While still needing an official boiler inspection, it has been proven to run. The very good news from this is that the value of the Steamer just jumped dramatically, the need to raise money and go through a long -term restorative effort to repair the boiler has gone away, and we will all be able to see our 1986 Steamer operate! Although I am still waiting for discussions with the Ithaca Veteran Volunteer Firemen's Association to commence, I remain optimistic about our being able to agree on how best to display the Steamer. Fire Chief's Report for July, 2001 3) Training Center Usage and Activity Report for the month of June 2001 Per Assistant Chief LaBuff: IFD - 24 hours of training time; County - 18 hours of training time; Out -of- County Fire Departments - 8 hours; Private - 6 hours (Borg - Warner); IPD - 0 hours; Outside Agency - 0 hours. Total Usage for June = 48 hours. 06 JUL 01 page 3 Repairs to the classroom building are ongoing and Fingerlakes Fabricating is doing repair work on the burn building. 4) Space Needs Spaces are being reallocated very slowly as time permits. Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) Volunteer Recruitment Committee Attached is a tentative list of bunkers for 2001 -2002. This is subject to adjustment as final reviews are being conducted. There are 22 bunkers on the list. Service/Duty Unit 1) The IVFU and the Fire Chief's Office are continuing the review of the membership status of all active volunteers and bunkers. Follow up letters will be sent to those members whose activity has not changed, and who did not contact AC LaBuff to indicate continuing interest in membership. Letters were sent to all members to verify membership status and activity levels. AC LaBuff will continue to work with the IVFU on this process. Fire Chief's Report for July, 2001 2) Company Rosters 06 JUL 01 page 4 As you may recall, all companies were sent current rosters, as carried in the department data base, with a request to verify the information and return to us no later than 30 JUN 01. To date, we have received responses from three companies (2, 6, and 9; also, Co 4 advised they cannot provide information until September). Given the difficulties encountered when we attempt to communicate with many of the companies, it appears we are fast approaching the time when the Board will have to scrutinize the viability of some of our volunteer companies. In that same vein, it may be advisable for the Board to suggest that each of the companies develop a plan of succession to be used should the company become unable to conduct business according to its bylaws and/or papers of incorporation. Assistance, as requested, would allow IFD to acquire the unit (pub. ed. trailer) as well as personnel costs associated with the first year of operation (40 sessions, 2 personnel per session). Filing was delayed from what had been originally expected, since we added additional program elements and detail to the application. We still need to write the letter requesting approximately $15,000 from county emergency service sources to also put toward the unit. Rural Utilities Service (USDA) — Application to fund National Weather Service Transmitter From information obtained at a meeting July 7 with Dave Nicosia of the National Weather Service and Deputy Coordinator Lee Shurtleff, it appears that our application, now under review, will have to be modified or perhaps scrapped altogether for lack of a workable site. Coordinator Jack Miller indicates the favored tower at Ithaca College, as well as towers at the county's other sites, cannot accommodate an 8 -bay antenna, as referenced in the specifications. Shutleff indicates that exact locations for new towers in the 800 mhz. system cannot yet be specified. Selection of a future site would require us to show that environmental review had been successfully completed. We are seeking to determine whether a smaller antenna than that specified and are considering a power reduction from 1,000 to 300 watts as a possible alternative. Marine Safety Training Center — Seward Member Item Funding We will soon contact Senator Seward, Assemblyman Luster and Congressman Hinchey discuss this project and prospects for future funding — to build the facility, etc. We have not yet received confirming paperwork, vouchers, etc. that we will need to access the design funding obtained through Seward's Office. FIRE Act application No word yet on our application. According to the USFA web site, the peer review panels have now completed their work and the highest rated applications have been forwarded to staff for final review. Received: No new grants received since last month's report. General: I am researching several other possibilities at present, but none are sufficiently developed to include in this report. I also will soon begin scheduling meetings with individuals responsible for areas of need identified as priorities for outside funding, to obtain further detail and assess what is specifically needed. Grants Notebook Should be compiled and ready for your review by the July board meeting. - Submitted by Marcia Lynch, Director of Development — 7/5/01 MONTHLY REPORT ACTIVITIES OF IFD HEALTH & SAFETY COMMITTEE The IFD Health & Safety committee has been reorganized and has begun the process of identifying, prioritizing, and most importantly, looking for solutions to the many health and safety issues which the Department has grappled with for years. The committee now consists of twenty firefighters and fire officers, with representatives from each of the shifts, the WFU, and the Union making up the bulk of the membership. Additionally, those firefighters and fire officers with staff responsibilities directly tied to health and safety serve as well. Chief Wilbur has agreed to serve on the committee, and will attend meetings as often as his busy schedule will permit. Providing for such broad representation represents a significant investment on the Department's part, and speaks well of a commitment to the safety and well -being of its members. There have been two meetings of the committee since it was reorganized, with good representation both times. The first meeting, held on 05 JUN 01, lasted two hours. It was designed primarily as an organizational meeting, but some substantial safety issues were discussed as well. Members of the committee volunteered to conduct research regarding many of the issues raised and report back. For a complete record of the meeting, please see the attached minutes and agenda. The second meeting, which was on 16 JUN 01, took three hours to work our way through the agenda. The main topic of discussion centered on the best way for the committee to work with the Fire Chief and the Union to provide for air quality testing in the fire stations as provided for in the collective bargaining agreement between the City and the Union. As before, members of the committee offered to work on various components of the process. Please see the attached agenda and minutes for the meeting. A third meeting will be held within the next two weeks. The primary focus will be on air quality testing as well as identifying solutions to other previously identified issues.
