MINUTES
PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg
Kirkpatrick;
ABSENT: Commissioners Cynthia Yahn and Alvin Nelson.
I. Chair Romanowski called the meeting to order at 1800 hrs.
II. Chair Romanowski made a motion to approve the minutes of the March
13, 2001 meeting as written. Seconded by Comm. Kirkpatrick.
Carried unanimously.
III. Additions /Deletions to the Agenda: None
IV. Persons wishing to speak to Board of Fire Commissions:
- Lyman Baker addressed the Board with a concern raised by the Ithaca
Veteran Volunteer Firemen's Association about the amount of time it
is taking to complete the Steamer restoration. This will be discussed
under the Chief's report and new business.
V. Correspondence:
- Letter from Lyman Baker regarding Central NY Firemen's Assoc.
annual convention - item referred to New Business;
- E -mail to the Chair from Volunteer Steve Goldberg relating a concern
from the March IVFU meeting about inappropriate and ill fitting gear
and facepieces as they relate to NFPA and OSHA standards - item
referred to New Business;
- Letter from the Chief to Commissioners Yahn and Nelson regarding
their interest in continuing on the Board of Fire Commissioners -
referred to Old Business;
- Chair Romanowski received a gift from Mr. and Mrs. Al Nazer - a Fire
Department member certificate dated 1929. At the Board's request,
the certificate was given to Lyman Baker, on behalf of the Ithaca
Veteran Volunteer Firemen's Association - they will write a letter of
thanks.

VI. Membership Changes -
- The Board received a list of 21 contacts that have been made since
the inception of the Volunteer and Bunker Recruitment Units (in
January); the Membership Review Committee has interviewed and
tentatively approved 4 bunker candidates; most of the other contacts
are in process somewhere in the system. Bunker recruitment is the
focus right now - working in order by station with Sta. 9 first, then
5's, then 6's.
VII. Miscellaneous Reports:
- Chair Romanowski provided a written copy of his report to the Town
of Ithaca (see report in Minute Book);
- The audit was reviewed and approved;
- Tompkins County Fire Advisory Board - no report.
VIII. Department Reports: Chair Romanowski thanked Chief Wilbur for
sending the reports in advance of the meeting. Chief Wilbur indicated
he would be attempting to do this every month in order to give the
Board a chance to read the information in advance and ask questions.

Chair Romanowski called for questions or comments regarding the
Chief's report and the Deputy Chief's Reports:
- Regarding the BFC Donation Account and the Rescue Squad Donation
Account - Chief Wilbur indicated there are outstanding reimbursements
to the Donation Account which could bring the balance up above the
"no- charge" limit.
- Chair Romanowski asked the Chief what he would like from the Board
regarding the matter of requesting a Municipal Training Officer. Chief
Wilbur indicated at this time, he is looking for endorsement of the
concept. There will be further discussion under New Business.
- A report of year -to -date incidents was provided - 935 so far - list
includes types of incidents.
- Volunteer and Bunker contacts year to date - 21.
- Service /Duty Unit - work continues regarding activity and attendance
levels of volunteers and bunkers.

- Sta. 5 has been selected by the County Board of Representatives as
the preferred site for the centralized communications center. Two
committees are being organized to manage the process of
construction - a Board of Reps. committee consisting of various
agencies; the second is the Building Committee. No meetings have
been scheduled as yet, so there is little to report.
- Chief received an inquiry from a firm who is doing a study on traffic
measures in Ithaca - Ithaca Circulation Plan - copies were provided to
the Board.
Marcia Lynch offered comments on her Director of Development report
(see complete written report in the Minute Book).
- Lots of work to do - working with staff and officers for needs
assessment to match needs to grant requirements;
- United Way Youth Grant - $1,200 granted to fund a fire safety
education program for senior citizens (Fire Prevention Bureau).
- FIRE Act preparation - preparing two proposals - due to be mailed by
April 25, 2001.
IX. Old Business
- Chief Wilbur wrote letters to Commissioners Yahn and Nelson inquiring
as to their interest in continuing on the Board. So far, no response.
X. New Business
- E -mail to Chair Romanowski from Vol. Steve Goldberg relating
concerns from the IFVU regarding state of equipment and gear. Chair
Romanowski provided a copy to the Chief and to the Board. Chief
indicated this concern not has been brought to or discussed with the
IVFU Problem Solving Group - that group meets next week and he will
address the concerns there.
- Memo from Lyman Baker inquiring about the possibility of holding the
2003 Annual Central NY Firemen's Association Convention here in
Ithaca. Chief Wilbur replied that given the scope of ongoing and
upcoming projects, he does not feel that IFD administration could
devote the time needed to prepare for such a convention. He is

concerned that if there is not enough "horsepower" to the a good job,
he is not comfortable in taking it on. Certainly, IFD apparatus could be
made available to participate in a parade, if desired.
- Municipal Training Officer - The Chief and Board discussed the
history of loss of both a Deputy Chief and Municipal Training Officer
during the early `90's. The lack of these positions has created a
chronic and debilitating situation with regard to areas of training,
safety, and the recruitment as well as selection of career, volunteer,
and bunker personnel. Chief Wilbur is concerned that we are under
lots of scrutiny because we don't represent our community's diversity
- the City has a strong commitment to diversity and we currently don't
have the resources to work toward that goal. The most accurate
description of the position would be staff development officer.
Funding for this position would need to be new money, but is still
anticipated that the salary line for the director of development will
eventually be available to help support this new position due to planned
allocation of shares of grants monies received to support the director
of development position. The position would be at the Assistant Fire
Chief level and experience with the previous "civilian" status indicates
the position would be most effective with someone who is in the fire
service.
Chief Wilbur reminded the Board that the most recent request,
through the 2001 budget submittal, was rejected. If the Board
approves this concept, again, he will define the description and
materials, present them to the Board for final approval, and submit
them to the Human Resources Committee for their consideration.
After discussion, Chair Romanowski made a motion to endorse the
proposal to again pursue a position of Municipal Training Officer.
Seconded by Comm. Kirkpatrick. Carried unanimously.
- In response to Lyman Baker's concern about the steamer project,
Chief Wilbur reported that all the work that has been done is being

done as time permits, shift work, etc. and that all restorative work is
complete except the wheels and wooden parts need to be painted. Lt.
Dan Tier is arranging for Cook's to do the painting; FF Irish is going to a
very popular and "ultimate" flea market to attempt to find some
specialty pieces /parts; and Gary Teeter of the Vets is working on
documentation.

Hi - just a reminder that you need to write a letter to Cynthia and Alvin about
their participation on the Board of Fire Commissioners. FYI - in the last 16
meetings (from 01/01/00) - Cynthia has attended 6 meetings and Alvin has
attended 4 meetings.

Monthly Report of the Fire Chief to the Board of Fire Commissioners, for the month of April, 2001.
LIFE SAFETY DIVISION
Administration
1) Career Personnel Report
See attached report from Deputy Chief Dorman.
2) a) Operating Budget Account Status
See attached charts and graphs from Administrative Assistant - Financial Camp. Note: as indicated
by asterisks on the program expenditure graphs, we are attempting to adjust program budget
allocations, within what was appropriated, to better account for where we had requested funds, or to
reflect where we think activity will occur. In addition, there are contract adjustments (e.g. 415
account) that still need to be made for this year's budget.
b) Donation Accounts
The donation account is currently in an interest bearing checking account at TCTC. To avoid
service charges, the account balance must exceed $1,000. It is currently below that amount, and
monthly service charges of $5.00, plus $0.20 per check, are being applied. The rescue squad
donation fund is in a separate money market savings account, which earns interest, but which
requires a bank check to withdraw funds. Currently the service charges on the donation fund exceed
the interest earned in the rescue squad account.
It may be appropriate to close the rescue squad fund account and deposit those monies into the
donation fund account, using accounting procedures to track directed donation balances within the
donation fund as a whole. The Board may wish to consider how best to deal with this under new
business.

City -Town contract negotiations are still in process. Nothing to report at this time.

In an effort to address the chronic and debilitating situation that the longtime lack of a municipal training
officer has created, I would like to submit a proposal to the Human Resources Committee of Common
Council to approve the creation and hiring of a new position. This position would be responsible for a
variety of tasks including, but not limited to, the areas of training, safety, and the recruitment and selection
of career, volunteer, and bunker personnel. The former title of municipal training officer does not
adequately reflect the full scope of duties that would likely be included in the job description. It would be
more accurate to describe the position as a staff development officer.
Funding for this position would need to be new money, but it is still anticipated that the salary line for the
director of development will eventually be available to help support this new position. This is due to the
planned allocation of shares of grants monies received to support the director of development position.
I will be asking the Board to endorse this proposal.
Fire Prevention Bureau
1) Monthly Reports for Fire Investigation Unit, Juvenile Fire Setter Intervention Unit (JFSIU), and Public
Education Program: See attached charts from Assistant Chief Wheaton.
2) Fire Limits Study
No work has been done on this.
Safety
1) Safety Section
An organizational meeting was held and reporting should start in the May report. See attached
organizational chart for current assignments. Lt. O'Connor is in the process of reorganizing the
department safety committee now.
OPERATIONS DIVISION
Response
1) Monthly Call Report
See attached report from Deputy Chief Dorman, which is based on the Dispatch Center CAD records.
According to IFD records, there were 935 incidents year to date. This is an average of 9.74 incidents per
day. Average response time is 4.12 minutes, with the average duration per incident of 20.94 minutes. The
busiest company is engine one, followed by engine nine.

The County Board of Representatives voted on 03 APR 01 to select Station 5 as the preferred site for the
new centralized communications center. Two committees are being organized to manage the process of
constructing a new center. One is a board of representative committee with representation from the Board,
the Town of Ithaca, the City of Ithaca, Ithaca College, the fire department, and the Fire, Disaster, and EMS
Coordinator's Office. The second is the 911 Operations Committee building committee, comprised of
representatives from the Fire Coordinator's Office, the dispatch group, the Ithaca Fire Department, and the
911 Operations Committee. These committees have not met as yet, so there is little to report on their
work yet. Attached is a document that was presented as the basis for the memorandum of understanding
between the various agencies and political entities involved in the process.

2) Steamer Project
The only work remaining is final paint on wheels and other wooden components, and reassembly.
3) Training Center Usage Report for the month of March 2001
Per Assistant Chief LaBuff:
IFD - 43 hours of training time;
County - 16 hours of training time;
Private - 8 hours.
No other activity for March.
4) Space Needs
Spaces are being reallocated very slowly as time permits. We are still waiting for the repair and refinish of
the former Company # 1 room. After that is done, other work will follow.

VOLUNTEER SERVICES DIVISION
Membership Unit
1) Volunteer Recruitment Committee
Bunker recruitment goals have been established. Effort continues on recruitment of bunkers for 2001 -2002,
with the Membership Review Committee meeting regularly to screen potential candidates. The bulk of
bunker recruitment work should be complete by mid - April.
There are currently 21 applications for volunteer or bunker membership being considered.

1) Continued review of activity levels of volunteers and bunkers reveals regular duty attendance and/or activity
in the last quarter 2000, and JAN -FEB 01, by eight volunteers, occasional activity by 10 other volunteers,
and 33 volunteer members who can be classified as seldom or never participating. This excludes the new
members in training. It is clear that some members can be immediately dropped from the rolls, others
should be reclassified to Class 4 (veteran) status, and some may wish to request some sort of leave to
address their current situation. The IVFU will be engaged in working through this.

leased to the City of Ithaca. Note that Ithaca College also has an agreement with the Town of Ithaca that any
nprovements to the property shall be reviewed by the College and that the City of Ithaca has the right under their lease t

'hese principles of agreement were reviewed by the City of Ithaca, Town of Ithaca, County of Tompkins and the Ithaca
'ity Fire Department on March30, 2001.
The Town of Ithaca, City of Ithaca, City of Ithaca Fire Department, County of Tompkins and Ithaca College desire to
enter into an agreement that will enhance the mutual gains to be derived from constructing a 911 Center at South Hill
Fire Station # 5.
The County shall pay all capital costs for improvements necessary to construct the facility to be used as the Tompkin,
County 911 Center.
The City of Ithaca, Town of Ithaca and Tompkins County shall enter into an agreement to share the operation and
maintenance costs for the combined improvements.
The Town of Ithaca will make the necessary land available for the construction of the 911 center at no cost to the
county.
The Town of Ithaca and Tompkins County shall enter into an agreement to define residual ownership in the event tha
the mutual use agreement terminates prior to the useful life of the improvements.
In the event that the 911 center is used as an emergency command center for an emergency, the entire complex shall
be made available in accordance with the written agreement.

SELECTED CALLS
On 3/30/01, C Shift quickly extinguished a kitchen fire at 36 Abbott Lane.
On 3/30/01, C Shift had a small fire at 509 W. Clinton St. This is the second fire in this
unoccupied building.
SUPPORT
1. 933 is back in service.

Work on this is still in process.
501(c)(3) Status
Still under review by the City Attorney. Pending our own 501(c)(3) status, it is possible that we
might be able to use another such organization, such as the county Human Services Coalition,
through which to apply for grants which require the formal non - profit designation. I will be
investigating this possibility further.
Projects in Process:
FIRE Act preparation
We will file an application seeking support for marine firefighting training (under the "Training"
category and to establish a "Wellness /Fitness" program. Working groups for both areas have met
and are compiling information. The filing window for these grants closes on 5/2/01 and we intend
to mail the application no later than 4/25. The evaluation criteria that USFA indicates it will use
and the fact that combination departments will be considered together with all- volunteer
departments appear to make the grant process challenging for us — they're really looking for the
"basics ", especially in the training area.
Funding for next year at the $100 million level (instead of the $300 million initially specified) is
back in the President's proposed budget, after having been eliminated initially.
Confined Space Project (Formerly initiated for DoL Safety Grant)
Nearly a 50% response so far to the Needs Assessment Survey. We have mailed reminders to
those who have not yet responded. LT Tracy is compiling survey responses in graphical format.
Possible Workplace Safety Initiative (Formerly initiated for DoL Safety Grant)
LT O'Connor's research shows most IFD injuries related to back and extremities and, contrary to
national trends, most occur during non - emergency activity, not on the fire ground. Since Chris
assesses the costs involved as minimal, we concluded would be best to proceed with
development of a lesson plan and delivery of training in- house, instead of waiting for DoL funding
or funding from another source to implement. Will touch base on this by fall, if no progress before
then.
Seward Member Item (FY 2000)
Still awaiting official paperwork from New York State re: modification of purpose
Seward Member Item (FY 2001) — Application to fund National Weather Service Transmitter
Filed 2/13/01. Seeking $64,000.
On 4/5/01, discovered possible federal funding opportunity for this project: $5 million just became
available for installation of NWS transmitters to extend /improve services to rural areas
(communities with populations of less than 50,000). Our project appears to fit guidelines and
Seward application can easily be repackaged and submitted for this purpose.
City of Ithaca Community Development Block Grant "Small Cities" Application /
Fire Safety Interactive Learning Center
Unfortunately, our project (Northside neighborhood pub. ed. program using fire safety trailer as a
tool was not included in projects for this year's application, although IURA staff still supportive of
the concept and quality of application and gave suggestions for future.
As follow -up, they suggested IFD become involved in the Neighborhood Planning Process, in
initial development stages through the City Planning Department. Chief Wilbur and I met with
planners Leslie Chatterton and Tim Logue on 3/29 to discuss this. Northside expected to be the
initial pilot target area for this project.
We have obtained information from Rochester City FD staff on how it went about obtaining
funding from Wegmans /Chase Pitkin for its unit. I am developing a proposal for Wegmans (to be
submitted through local store manager), following up initial contact by FF Hassan. We are also
beginning to investigate other potential sources.
Ithaca Downtown Business Women Annual Community Gifts 2001/2002
Preparing application for total or partial funding to support purchase of a digital camera for the
Fire Prevention Bureau to use in code enforcement (building redevelopment and
maintenance /GIS data base documentation, etc.) and in public education for school groups and
elderly. Grant must be "for the purpose of contributing to the vitality of downtown Ithaca or the
development of local business and professional women ". Deadline: 4/16/01. Since amounts are
relatively small — usually about $500 max. — may only be able to support part of the estimated
$1,100 expense, but another local service club is in line to fill the gap, if needed.
Received:
United Way's "Youth in Philanthropy Council"
Notification of approval received 3/26/01. Formal award to take place 5/6/01.
Will provide $1,200 to fund a fire safety education program for senior citizens (Fire Prevention
Bureau). Will support purchase of a video and handouts from NFPA and 60 smoke detectors for
giveaway upon request. (Administrative support (approx. 10 %) included in grant.)
Cardiopulmonary Resuscitation Gift (((CARRYOVER FROM LAST MONTH)))
$2,000 from Heartmates, Inc. for purchase of mannequins and consumable supplies, which have
been ordered.
Training program assistance (((CARRYOVER FROM LAST MONTH)))
$750 from the Ithaca Service League, which supported partial cost for FF Lenore McGarry's
attendance at the 9h International Conference of Fire Service Women 3/13 -18 (sponsored b y
Women in the Fire Service) in Cobb County, GA. Lenore reports the conference was very
worthwhile.
Closed:
Tobacco Use Prevention and Cessation Mini - Grants
Application initially filed 3/12/01 for $2,500 to support ambitious IFD public education outreach
program to reach Grades 1 through 5 in all Ithaca City schools by incorporating anti- smoking

content in some of the lessons. Application was withdrawn approximately ten days later following
internal philosophical concerns by the individual who has been the primary developer of the
program. Appears that funding of the proposal would have been likely, based on comments from
TCHD staff at the time of withdrawal.
City Federation of Women's Clubs (anonymous organization)
Never received word yet on outcome — applications to fund juvenile firesetter intervention
program and fire prevention (public education supplies; smoke detectors for donation,etc.)
apparently not granted.

The Town of Ithaca, City of Ithaca, City of Ithaca Fire Department, County of Tompkins and Ithaca College desire to
enter into an agreement that will enhance the mutual gains to be derived from constructing a 911 Center at South Hill
�'re Station # 5.
The County shall pay all capital costs for improvements necessary to construct the facility to be used as the Tompkin:
County 911 Center.
The City of Ithaca, Town of Ithaca and Tompkins County shall enter into an agreement to share the operation and
maintenance costs for the combined improvements.
The Town of Ithaca will make the necessary land available for the construction of the 911 center at no cost to the
county.
The Town of Ithaca and Tompkins County shall enter into an agreement to define residual ownership in the event tha
the mutual use agreement terminates prior to the useful life of the improvements.
In the event that the 911 center is used as an emergency command center for an emergency, the entire complex shall
be made available in accordance with the written agreement.

I talked with Dan Tier. We have no idea on the duct tape issue. Dan assures me no gear
would have been issued which would have had duct tape on it for any reason. Maybe it was
torn in use and the individual didn't know what to do to get it repaired?
Mis- matching gear may be an issue, but is due to lack of adequate quantities of proper
gear. That will be remedied this year with purchases of new gear.
Ill - fitting face piece: Must be changed if this is so. Whoever has it needs to speak up
and let Dan Tier, Tom Dorman, or me know so that we can fix it.

So far as I know, we do an inspection each year. Because it normally happens as part of
an in- service training, it's possible that someone may have missed that particular
session.
Using IVFU as a conduit to forward concerns is fine. As you know, we have the IVFU
Problem Solving Group whose function is to make sure Tom and I are aware of issues that
aren't being resolved, or that need special attention. This would be one of those.

All equipment for all fire fighters must and does meet NFPA at the time of purchase. I'm
not sure waht the issue is here.
We are reorganizing the Safety Committee now and IVFU will have a seat.

Central New York Firemen's Association are seeking a host City to conduct a
convention in the year 2003. This is a wonderful chance to promote Firefighters, the job
they do 24/ 7 and the Central New York area.
I was wondering if the Ithaca Board of Fire Commissioners would endorse a convention
and release the necessary fire apparatus needed in a grand prarade in the year 2003.? The

To make the convention a success many man -hours of leg work would be required by
all Firefighters and Businesses in our Fire coverage and mutual aid area. With the Boards
approval this Convention could be the best ever in Central New York.
