ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS MARCH 13, 2001 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg Kirkpatrick; ABSENT: Commissioners Cynthia Yahn and Alvin Nelson. I. Chair Romanowski called the meeting to order at 1800 hrs. II. Chair Romanowski made a motion to approve the minutes of the February 13, 2001 meeting as written. Seconded by Comm. Alexander. Carried unanimously. III. Additions /Deletions to the Agenda: None IV. Persons wishing to speak to Board of Fire Commissioners - None V. Correspondence: - 2% and City Contract Money reports received from Co. #2, 02/23/01 - Comm. Alexander read an e-mail (see copy in Minute Book) from Common Council Liaison Jana Taylor reporting that she has again been appointed by the Mayor as Liaison to the Board of Fire Commissioners, that she is not able to attend tonight's meeting, and conveys her continued interest in assisting the Board whenever possible. VI. Membership Changes - None VII. Miscellaneous Reports: - Chair Romanowski provided a written copy of his report to the Town of Ithaca; he will be checking with them tomorrow to find out what their discussion was regarding training and space needs at the Town Hall. - The audit was reviewed and approved. - Tompkins County Fire Advisory Board - no report. VIII. Department Reports: A. Chief's Report - see full written report in the Minute Book. Highlights are as follows: ITHACA BOARD OF FIRE COMMISSIONERS MARCH 13, 2001 - MINUTES PAGE 2 - Volunteer Company Appropriations and 2% Distribution - Chief Wilbur provided a draft flow chart depicting basic distribution process, but does not include reporting requirements, nor the Veteran Volunteer Firemen's (sic) Relief Fund. The Board discussed adding the reporting requirements to the flow chart as well as putting a copy of the final chart in the "red book" of Board of Fire Commissioners Policies and Procedures in the main office of the Fire Department. - Fire Prevention Bureau - Monthly inspection report. Chair Romanowski made note of the number of Ithaca College Inspections. Chief Wilbur reminded the Board that we charge a fee for inspections there. - Space Needs - Eileen Camp has relocated to Co. 2's old office; the FIU and JFSIU will relocate into Co. 1's space after repairs are made; movement of files and other equipment into Co. 3's former space will occur in the next week or two. After that, other spaces (storage closets, etc.) will be changed to allow us to take advance of the space available. - Bunker recruitment goals have been established. Bunker Recruitment Unit consists of two people - Mike Collins and Russ Geltman. Station 9 appears to be full; Sta. 5 has vacancies and is where recruiting effort will be focused; Sta. 6 needs to recruit from a different target population and will occur after Sta. 5 recruitment is complete. - The IVFU problem solving group meets tomorrow night and will address training and duty hour deficiencies for bunkers. Those deficient will be notified. Chair Romanowski asked if there will be an opportunity for make ups. Chief indicated it is already provided for. - Comm. Alexander asked if the Class II issues will be dealt with. Chief Wilbur said that AC LaBuff is working on a system right now. Chair Romanowski inquired if Class III activities could include categories ie. administrative, fund raising, meetings, officer of company, etc. Chief Wilbur indicated that there may be a need to add a Class IV to the mix. B. Deputy Chief's Report - see full written report in the Minute Book. In DC Dorman's absence, Chief Wilbur highlighted his report: - Personnel Staffing Levels, Response and Training - see reports; ITHACA BOARD OF FIRE COMMISSIONERS MARCH 13, 2001 - MINUTES PAGE 3 - Support - apparatus status: - 933 is now at LTI in Syracuse - they are going over it with a fine tooth comb - when they are finished, we will do a final inspection before it comes back to Ithaca. Also, a written report on all repairs will be reviewed by our consultant for his approval. The vehicle could be back by next week. - DC Dorman, AC Schnurle, FF Irish, and DPW Maintenance Supervisor Don Parker will be going to 4 -Guys plant in Pennsylvania next week to inspect the 3rd chassis. This should be fairly straight forward as it is a clone of the other two. - 1995 HME (old 901) is currently at Saulsbury for warranty work due to spring and wheel failures. Then will return as 906 at Sta. 6; we will then have 2 reserve engines. C. Director of Development - see full written report in the Minute Book. Marcia Lynch provided highlights as follows: Updates on the following projects in process: - Confined Space Project - still collecting survey responses; - Seward Member Item (2000) - funding redirected to design of a joint marine facility; - Seward Member Item (2001) - National Weather Service Transmitter; - CDBG - possible pub ed Fire Safety House; - Tobacco Use Prevention & Cessation Mini Grant; - City Fed. of Women's Clubs - juvenile firesetter intervention - probably won't get; - CPR gift of $2,000 from Heartmates received to purchase mannequins and consumable supplies - Lt. Tracy in charge of purchase; - $750 from the Ithaca Service League will enable FF McGarry to attend the 9th International Conference of Fire Service Women 3/13 -18/01 in Cobb County, GA. Other possible opportunities: - Ithaca Downtown Business Women Annual Community Gifts 2001/2002 - possibility of up to $500; Needs: ITHACA BOARD OF FIRE COMMISSIONERS MARCH 13, 2001 - MINUTES PAGE 4 - FIRE Act preparation - applications may be available soon - need to convene initial sessions of the working groups to be prepared for the application process. IX. Old Business - - Comm. Kirkpatrick received information from Eileen Camp regarding the budget line that might include monies for a 2nd set of gear for volunteers. Chief Wilbur indicated the clothing line (415) does include funds for this purpose. - Comm. Alexander aske (Towers) project. Chair Romanowski indicated he had been asked to make a statement to the County Board of Reps. regarding his opinion of the project (which was subsequently delayed due to time constraints). He reported that some towns are hesitant of the tower siting process. He feels the towns should be contributing to the solution instead of adding problems. - Chief Wilbur reported that the New York State Wireless Network has just announced its intention of entering into a partnership with Motorola and their intention of utilizing 800 MHz. This is good for the local project as now there is no question of 800 vs 700 MHz, etc. and that it solidifies that Motorola is the vendor of choice. However, it will be several years before the State will have the system in place - Tompkins County's project cannot wait - we need to proceed. Chief Wilbur went on to explain that the Canadian broadcasting system uses 700 MHz, and due to a 250 mile radius conflict, it would be years before that could be worked out. X. New Business: ITHACA BOARD OF FIRE COMMISSIONERS MARCH 13, 2001 - MINUTES PAGE 5 - Chair Romanowski made a motion to approve a request of Bunker Mike Collins for reimbursement from the Donation Account of $50 for broken glasses sustained at the ice rescue training. Seconded by Comm. Kirkpatrick. Chair Romanowski indicated the request is within the policy for reimbursement from the Donation Account. Carried unanimously. - With consensus of the Board, Chair Romanowski will again serve a 2 year term as the delegate to the Cayuga Medical Center Board of Directors at the Annual Meeting. - Comm. Alexander asked if any action will be taken regarding lack of active members on the Board. Chair Romanowski indicated he has been leaving messages on the two Board members' answering machines, and they are receiving all notices and information by mail. Chief Wilbur agreed to get in touch with them and if they are no longer interested, will set in motion a chain of events for the Mayor to make appointments. Both are City of Ithaca representatives. Fire Prevention Bureau 1) Monthly Inspection Report See attached chart. 2) Fire Investigation Unit - Monthly Report See attached report from Assistant Chief Wheaton. 3) Juvenile Fire Setter Intervention Unit (JFSIU) - Monthly Report See attached report from Assistant Chief Wheaton. 4) Public Education Program - Monthly Report No report. Cry Fire Chief's Report for March, 2001 13 MAR O1 page 2 5) Fire Limits Study No work has been done on this. Safety 1) Safety Section The safety section of the department has been reorganized and staff assignments changed. An organizational meeting will be held this month and reporting should start thereafter. OPERATIONS DIVISION Response 1) Monthly Call Report See attached report from Deputy Chief Dorman. 2) City Disaster Management Plan No report. 3) County Communications and 911 Program There was no decision made on site for the centralized communications center. Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project Work continues on the wheels. 3) Training Center Usage Report for the month of February 2001 Per Assistant Chief LaBuff: IFD - 32 hours of training time; County - 13 hours of training time; No other activity for February. 4) Space Needs Spaces are being reallocated very slowly as time permits. Eileen Camp has relocated into Company 2's old office, and the FIU and JFSIU will relocated into Company 1's old space after repairs are made. Fire Chief's Report for March, 2001 Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit 1) Volunteer Recruitment Committee 13 MAR 01 page 3 Bunker recruitment goals have been established. Station 9 appears to be full for next year; Station 5 has vacancies, and is where recruiting effort will be focused. Station 6 needs to recruit from a different target population, and recruiting for that station will occur after the program for Station 5 is done. Service/Duty Unit 1) Review of active member training and duty hours for the month of February reveals four Class 1 volunteers deficient in duty hours; eight Class 1 volunteers deficient in training hours; three bunkers deficient in duty hours; and six bunkers deficient in training hours. This will be discussed at the regular meeting of the IVFU Problem Solving Group, and members with deficiencies will be notified. We will be testing and inspecting it some time during the week of 2/19/01. It should be returned to service soon after the inspection. 2. DC Dorman, AC Schnurle, FF Irish and DPW Maintenance Supervisor Parker will be conducting a construction meeting at 4 -Guys 3/14 -15/01 for the third new pumper. 3. The new 27,000 pound rear end in 906 (1995 HME /Saulsbury) is installed. 906 is at Saulsbury Service Center for warranty repairs and other work. TRAINING The year to date training report is attached. No response or further progress on this. Projects in Process: Confined Space Project (Formerly initiated for DoL Safety Grant) Needs assessment surveys mailed 2/9/01, responses being received. Response deadline was Feb.23. Possible Workplace Safety Initiative (Formerly initiated for DoL Safety Grant) Research completed by Chris O'Connor (further details ?) Seward Member Item (FY 2000) Redirecting funding to Joint Marine Facility has been approved. We are awaiting revised paperwork from the state. To avoid need for further review, purpose technically will be modified to "design services for a new training center burn building OR the joint marine facility". Meeting, called by Tom Parsons, on 2/21/01, with Mayor Cohen, Doug McDonald (planning), BHW, to try to narrow down site selection. Seward Member Item (FY 2001) — Application to fund National Weather Service Transmitter Filed 2/13/01. Seeking $64,000. City of Ithaca Community Development Block Grant "Small Cities" Application Application filed 2/20/01 seeking $49,500 to support an intensive public education program using the proposed Fire Safety House (pub. ed. trailer) as a tool to accomplish the program, which would be directed to the Northside neighborhood. From meetings I attended, a City comprehensive program directed to Northside is a likely option and is currently under serious consideration by the IURA. While our project would not stand alone, staff tell me it would be a likely "add on" if City opts for the Northside comprehensive program. Currently developing and filing supplemental information. Support for FD facilities not feasible under the CDBG program. United Way's "Youth in Philanthropy Council" Application filed 2/23/01 seeking $1,200 to fund a fire safety education program for senior citizens (Fire Prevention Bureau). Would support purchase of a video and handouts from NFPA and 60 smoke detectors for giveaway upon request. Tobacco Use Prevention and Cessation Mini - Grants Anticipate the filing of application to support public education program by incorporating anti- smoking content. Also considered filing an application to support establishment of a smoking cessation program for IFD personnel (and perhaps family members) but have concluded insufficient time exists to develop and confirm support for such a program. Up to $2,500 available for each grant awarded. City Federation of Women's Clubs (anonymous organization) No word yet on outcome — presume that applications to fund juvenile firesetter intervention program and fire prevention (public education supplies; smoke detectors for donation,etc.) not granted. Received Cardiopulmonary Resuscitation Gift - $2,000 from Heartmates, Inc. for purchase of mannequins and consumable supplies, as discussed last month Training program assistance $750 from the Ithaca Service League, from grant request filed to provide funding to enable FF Lenore McGarry to attend the 91" International Conference of Fire Service Women 3/13 -18 (sponsored b y Women in the Fire Service) in Cobb County, GA. The award will support the bulk of the cost of attending the training. Other possible opportunities Include the following... (((CARRYOVER FROM LAST MONTH))) Ithaca Downtown Business Women Annual Community Gifts 2001/2002 Must be "for the purpose of contributing to the vitality of downtown Ithaca or the development of local business and professional women ". Applicants must be from the non - profit or government sector. Deadline: 4/16/01. Amounts are relatively small — usually about $500 max. =P FIRE Act preparation No action on this since last month. We need to convene initial sessions of the working groups for each of the priorities we selected last month (Wellness/fitness and Training of Personnel). No significant progress yet concerning application development, etc. — there appears to be a problem with development of on -line filing by the federal contractor who is working with this. As you have no doubt heard, proposed funding for nit year ($300 million) is in jeopardy — cut under the President's proposed budget. Thanks, Jana Fire Commissioners, First, I would like to state how pleased I am to, once again, be the Common Council liaison to this Board. This is my fourth year and I have truly found it to be a great working relationship. I understand from other Council members, that this is not always the case for liaisons to other committees/boards. So, for this opportunity, I am grateful. Next, I would like to send my sincerest apologies for not being able to attend last month's meeting and again, not be able to be there this evening. Unfortunately, all of the wonderful viruses that have been going around have decided to bless my family and my self, on more than one occasion. Please do know, however, that should my assistance be needed, whether I have attended the meeting or not, I am available to discuss situations over the phone, via email, and if necessary I can schedule a time to meet with you on a separate occasion. Certainly, should you have an item you would like me to share with the other members of Council, either email it or place a hard copy in my mailbox at City Hall. This is a wonderful chance to promote Firefighters, the job they do 24/ 7 and the Central New York area. I was wondering if the Ithaca Board of Fire Commissioners would endorse a convention and release the necessary fire apparatus needed in a grand prarade in the year 2003.? The event is held in the last weekend of July. To make the convention a success many man -hours of leg work would be required by all Firefighters and Businesses in our Fire coverage and mutual aid area.
