ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS FEBRUARY 13, 2001 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg Kirkpatrick; ABSENT: Commissioners Cynthia Yahn and Alvin Nelson. I. Chair Romanowski called the meeting to order at 1805 hrs. II. Chair Romanowski made a motion to approve the amended minutes of the December 9, 2000 meeting and the minutes of January 10, 2001 meeting as written. Seconded by Comm. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the Agenda: None IV. Persons wishing to speak to Board of Fire Commissioners - - Chair Romanowski thanked the Chief and members of IFD who assisted with moving the belongs of Co. #2. Chief Wilbur indicated that they were members of the "B" Shift. V. Correspondence: - City Contract money and 2% reports were received from Companies 1 and 6 (received 1/22/01). VI. Membership changes: - Chair Romanowski made a motion to accept the resignation of Chris Hamilton from Co. #2. Seconded by Comm. Alexander. Chris has been hired as a career Fire Fighter by the Ithaca Fire Department. The motion carried unanimously. Chair Romanowski indicated that Chris will remain as a social member of Co. #2. VII. Miscellaneous Reports: - Chair Romanowski submitted his written report to the Town of Ithaca (see copy in the Minute Book). - The audit was reviewed and approved. ITHACA BOARD OF FIRE COMMISSIONERS FEBRUARY 13, 2001 - MIONUTES PAGE 2 - Tompkins County Fire Advisory Board - Minutes of the January 29, 2001 meeting were received. Deputy Chief Tom Dorman reported that the meetings continue to be occupied with the 911 Center Consolidation Project and associated dispatchers and 800 MHz Communications Project. Chair Romanowski reported that County Rep. Tim Joseph reported to the Town of Ithaca that the group is leaning toward the State -wide Communication's Plan. - Chair Romanowski provided a copy of the IVFU minutes of their monthly meeting held on January 16, 2001. VIII. Department Reports: A. Chief's Report (see complete written report in the Minute Book). Highlights of the report are as follows: - The first meeting in some time for City -Town contract negotiations will be held this Friday, February 16, 2001 at the Town Hall. - Chief Wilbur distributed an updated organizational chart spreadsheet that includes Lt. Sharp's assigned areas. - A monthly inspection report for the Codes Division is included with Ithaca College inspections separated out as they include a fee. The Chief noted that at Ithaca College 978 violations were found for 30 inspections of 1,850 rooms. This is a significant work load for the Codes Division. - The decision on the site for the new communications facility has been delayed twice. The next scheduled meeting is February 27th and hopefully a decision will be made then - station 5 is still be considered as a possible site. A public presentation of the NYSTEC consulting group will be held at the Human Services building on February 23rd. The communications change needs to be made now - cannot wait for the State -wide communications project. - Sheriff's dispatchers are now operating out of the 911 center at Central - lots of people - very little space; hopefully the operation will survive until the new center is built. All dispatchers are being cross - trained: fire /ems /police, etc. - Hi -rise Drill - several Ithaca area people are attending the Exercise Development Course at the National Emergency Training Center in ITHACA BOARD OF FIRE COMMISSIONERS FEBRUARY 13, 2001 - MIONUTES PAGE 3 Emmitsburg. This course will assist greatly in the development of the high rise drill we are planning for this year. A new high rise SOP has been drafted and is being circulated for review. Financial Reports: monthly printout from City Hall was not available; Fire Prevention Bureau - see attached report from AC Wheaton; Volunteer Services Division: - Volunteer company offices at Central have been wired for office functions and progress to move into the spaces is being made. Co. #1's room will require cosmetic repairs prior to reuse. - The new Volunteer Recruitment Unit met 2 weeks ago and went through the process and organizational statement. A summary sheet will be developed and distributed. Rich Keller has developed a web based contact form - from the information collected e-mail will be sent to members of the unit and they pledge to contact inquiries with 24 hrs. of receipt. The Bunker Recruitment Unit - Mike Collins and Russ Geltman participated and the annual CU Housing Fair and Cornell Traditions Program. Bunkers have a clause in their contract to assist with recruitment. - AC LaBuff is monitoring bunker duty and training hours. We have some who aren't fulfilling their contract requirements. Active bunkers want them to be held accountable. - Jack Gould will be assisting Deputy Chief Dorman and Lt. Tier to retrieve gear and equipment from inactive or never - active volunteers. Chief Wilbur noted that we have a great many people providing good service and the active volunteers want /need to be recognized. - Chair Romanowski asked about Class III Volunteers. Chief Wilbur indicated that more than likely, an agreement will be drawn up with each individual as their service is usually quite unique. Also, the IVFU will re rewriting job descriptions for each class of volunteers. B. Deputy Chief /Training report (see full written report in the Minute Book). Highlights are as follows: - Deputy Chief Dorman reported personnel staffing levels; ITHACA BOARD OF FIRE COMMISSIONERS FEBRUARY 13, 2001 - MIONUTES PAGE 4 - Incident (Call) Summary for the month of January 2001; - Apparatus updates: - new trucks are operating well - minor problems; - the apparatus group went to inspect the chassis for the 3rd truck - will be delivered to 4 -Guys and should not be very long before we get it; - 939 repaired - should be back by next week; - DPW is installing new rear end on old 901 (906) - working with Saulsbury; - Training Hours Report - new member training hours are not included in this report. - Another Child Safety Seat inspection program sponsored by the Sheriff's department will be conducted at Station 6. C. Director of Development (see full written report in the Minute Book). Highlights are as follows: - Marcia Lynch reported she will eventually provide a computerized report of activity. - Met with the City Attorney regarding the possibility of establishing a 501(c)(3) status as a non - profit organization. This status would enable us to qualify for more funding /grant opportunities. More research needs to be done. - OSHA Grant - confined space project - surveys for needs assessment to public employers and emergency responders have been mailed and responses already being returned; - Seward funding (2000) - redirect to design of marine facility; - Seward funding (2001) - to fund National Weather Service Transmitter; - Community Develop. Block Grant - target area or greater downtown areas - best to focus on fire prevention and public education; - Fire Act preparation - can't file yet - maybe in the Spring; can file 2 applications. Chief Wilbur has named working groups to assess needs and develop proposals. - Heartmates, Inc. - $2,000 donation was received today to purchase CPR mannequins and consumable supplies! Alexander inquired about changing the public service announcements that have been running on the radio and Channel 7 for years now - needs to reflect current situation. Chief Wilbur reported this item is on the "list ". - Comm. Kirkpatrick inquired about a budget line item that had been proposed to provide the volunteers with a second set of gear. Chief Wilbur will have to check to see if that had been approved. X. New Business: None XI. Executive Session - Not needed XII. At 1845 hrs. Chair Romanowski made a motion to adjourn the meeting. LIFE SAFETY DIVISION Administration 1) Career Personnel Report See attached report from Deputy Chief Dorman. 2) Operating Budget Account Status No report this month: Monthly budget printouts from City Hall not available. 3) Development Report See attached report from Director Lynch. 4) Ithaca College - Paying for Fire Protection No report. 5) Contract negotiations. City -Town contract negotiations are still in process. The first meeting in some time has been scheduled for 16 FEB 01. 6) Strategic Planning Committee No report. 7) Volunteer Company Appropriations and 2% Distribution The flow chart showing the distribution process for 2% funds for use by the Board has not been done yet. 8) Administrative Assignments Attached please find a spreadsheet style organizational chart showing current administrative assignments. Fire Prevention Bureau 1) Monthly Inspection Report See attached chart. 2) Fire Investigation Unit - Monthly Report See attached report from Assistant Chief Wheaton. "An Equal Opportunity Employer with a commitment to workforce diversification." 1W Fire Chief's Report for February, 2001 3) Juvenile Fire Setter Intervention Unit (JFSIU) - Monthly Report See attached report from Assistant Chief Wheaton. 4) Public Education Program - Monthly Report See attached report from Lt. Thomas Deis. 5) Fire Limits Study No work has been done on this. Safety 1) Safety Section 13 FEB 01 page 2 The safety section of the department has been reorganized and staff assignments changed. Once this process is complete, reporting in this area will resume. OPERATIONS DIVISION Response 1) Monthly Call Report Final reports for 1999 are attached. See attached report form Deputy Chief Dorman for November 2000. 2) City Disaster Management Plan No report. 3) Operational Change Review As of 01 FEB 01, station toning sequences were changed to utilize individual station tones for all calls of less than a first alarm assignment (one or two engines only). The "all station" tone is still used for first alarm and greater dispatches. 4) County Communications and 911 Program Public presentations by the NYSTEC Consulting Group of their preliminary recommendations will be held on 23 FEB 01 at the Human Services Building. The decision on the site for the new communications facility has been delayed twice now. The next scheduled date is at the COMCAP meeting on 27 FEB 01. This project continues to take huge amounts of time and resources. This level of intensity will continue at least until key decisions are made by the County Board. 5) Traffic Calming Delineators were placed in the barriers at Wood and Fair, and at South and Fair. They do not impede fire apparatus. Fire Chief's Report for February, 2001 6) High Rise Drill Support 13 FEB 01 page 3 A contingent of Ithaca area people are attending the Exercise Development Course at the National Emergency Training Center in Emmitsburg. This course will assist greatly in the development of the high rise drill we are planning for summer of this year. In the meantime, an new high rise SOP has been drafted and is being circulated for review. 1) See attached report from Deputy Chief Dorman. 2) Steamer Project The Steamer is still located at Central Fire Station. Currently, it has been fully reassembled, with only the final work on the wheels and other cosmetic items needed to get it to the point where it can be moved. A leathersmith has been approached to make the leather fittings that have long been missing from various locations on the Steamer. 3) Training Center Usage Report for January 01 No report. 4) Space Needs Upstairs offices previously used by Companies 1, 2 and 3 are being wired for office function, and plans are in progress to move into the spaces as soon as they are ready. Company 1's room will require some cosmetic repairs prior to reuse. Training 1) See monthly training report from Deputy Chief Dorman. VOLUNTEER SERVICES DIVISION Membership Unit I ) Volunteer Recruitment Committee The Volunteer Recruitment Unit is functioning. Rich Keller has created a web based intake form so that referrals can be easily made. Our goal is for no more than a 24 hour turnaround from initial contact to follow up by the VRU. Two student bunkers have volunteered to work as the Bunker Recruitment Unit. Their responsibilities are more focused on actual recruitment activities, that is, attempting to recruit more bunkers. The Ithaca Fire Department was represented at the annual housing fair at Cornell University on 31 JAN 01. Additional activities are forthcoming. Fire Chief's Report for February, 2001 Service /Duty Unit 13 FEB 01 page 4 1) Assistant Chief Lee LaBuff has assumed responsibility for monitoring service and training records for volunteer fire fighters. As he evaluates the current roster, Jack Gould will be working with Dan Tier and Tom Dorman to retrieve issued equipment no longer being used. The chassis inspection at Spartan Motors went very well. We do not have an exact date for delivery of the chassis to 4 -Guys. 3. DPW is working on installing a new 27,000 pound rear end in 906 (1995 HME /Saulsbury). After DPW completes their work, 906 will be going to Saulsbury Service Center for warranty repairs and other work. TRAINING The year to date training report is attached. Submitted by: J. Hope this is operational to enable production of a generated report next month. Grant Notification Group Established in response to Willis' suggestion at last month's staff meeting. If you want to be included, let me know, including e-mail address 501(c)(3) Status Preliminary meeting with City Attorney on Jan. 19 — We discussed our goals /vision /outlook on this and what we see as potential benefits. We agreed to do much of the initial "legwork" on this, trying to find other municipalities and emergency service organization which have done this and forwarding materials related to City's establishment of such an organization for Ithaca Centennial (1987). (City Chamberlain Debbie Parsons has promised to locate and forward this — hope to receive it by the end of this week.) Projects in Process: Confined Space Project (Formerly initiated for DoL Safety Grant) Surveys re: needs assessment with cover letter (signed by Willis) to public employers and emergency responders mailed at end of last week, with response deadline of Feb.23 by return mail or through IFD web site. Possible Workplace Safety Initiative (Formerly initiated for DoL Safety Grant) Research underway by Chris O'Connor Seward Member Item (FY 2000) Per Lynn Brooks of Sen. Seward's office, no response yet to our request for modification of purpose of training center burn building design item. Favored alternative we suggest is similar use for proposed Joint Marine Training Facility; another alternative suggested: purchase of CPAT equipment. Meeting of Marine Facility Group Jan. 23 - called by Tom Parsons — discussed results/refinement of needs assessment; likely funding developments per above, etc. Seward Member Item (FY 2001) — Application to fund National Weather Service Transmitter GVB initiative. Seeking $64,000 in assistance. Submitted via mail and fax today. City Federation of Women's Clubs (anonymous organization) Per Pat Vaughan — notification that unnamed organization that is disbanding looking for small grant opportunities to benefit women and children. Filed two informal applications to fund juvenile firesetter intervention program and fire prevention (public education supplies; smoke detectors for donation,etc.) No word yet on outcome of this. Attendance: Alexander, Canton, Collins, Cornelius, Doebler, Evanitsky, Fisher, Gilligan, Goldberg, Gould, Jupiter, Keller, Stangle, Strizack, Taylor, Wehrspann. Announcements: Ken Jupiter has returned from his sabbatical. IFD Staff Meeting: • Sheriff dispatch is now at Central Station; All 911 calls are now routed to Central. • Doug Vliet has resigned as of February 26, 2001. He is currently serving on desk duty, while Mike Schnerl is the Temporary Assistant Chief on D -Shift and John Cook is serving as the Temporary Lieutenant. • The department is now interviewing for new firefighters, with hopes for the hiring to be completed by February 19, 2001 so the new members may attend the Fire Academy in March. • Budget allocation discussion: A detailed report will be published this week. • New communication center: A decision will be made by January 23, 2001 as to the new site (choices are the CFR building, Station 5, or another South Hill site. • Administrative responsibility information was distributed at the meeting. • Volunteers are asked to bring their gear when they come in for training so they may respond to calls. • Bunkers- there is a mandatory meeting at 15:00 hours on January 27, 2001 at Central Station. Concerns were expressed that bunkers were not fulfilling their duties. Board of Fire Commissioners Meeting: • Discussion of removal of companies 1, 2, &3 from Central. Clarification was given on dates and information. • The Town of Ithaca will allow temporary storage for files at the old Town Hall site for a period of 6 months. • The BFC sent two resolutions to Common Council stating the displacement of the above companies must be temporary, and they must be guaranteed the right to return. Additionally, the companies must be provided with funding for relocation. • Chief Wilbur offered IFD trucks (Suburbans) for moving purposes. • The BFC recognized Company 6 for their participation in the Child Safety Seat Inspections. • There will be a hi -rise drill slated for sometime this year. Volunteer Companies: No reports. Ithaca Volunteer Firefighters Unit Ithaca Fire Department, Ithaca, NY January 16, 2001 Page 2 of 2 Old Business: • Recruitment: IVFU recruits and retains through the following ways: • Monthly meetings • Southern Tier Chief's Association (STCA) • IFD staff meetings • Participation in the Problem - Solving group • Frank and Ken extended an invitation to other IVFU members to become involved in the monthly meetings of IFD, STCA, and PSG. The STCA is especially important to the IVFU for training purposes. See Frank or Ken for sign -up opportunities. • A list of IVFU members interested in participating further in the recruitment/retention process was generated. • Job descriptions: These will be submitted to the Chief by the end of next week. Uniforms and equipment: The retrieval of unused gear and equipment will be brought up at the nest PSG meeting (tomorrow evening). Next IVFU Meetina: • The next IVFU meeting will be at Central Station on Tuesday, February 20, 2001 at 19:00 hours.
