ADJOURN ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 10, 2001 MINUTES PRESENT: Commissioners Robert Romanowski, Paul Alexander and Greg Kirkpatrick; ABSENT: Commissioners Cynthia Yahn and Alvin Nelson. I. Chair Romanowski called the meeting to order at 1805 hrs. II. Chair Romanowski made a motion to approve the minutes of the December 12, 2000 meeting as written. Seconded by Com. Kirkpatrick. Carried unanimously. III. Additions /Deletions to the agenda: - Com. Kirkpatrick - add to Old Business: temporary displacement of Companies 1, 2 & 3 from Central Fire Station; - Chair Romanowski - add to New Business: request for payment of dues to CNY Firemen's Association; - Chair Romanowski - add to New Business: request from Co. 1 for funds; - Chair Romanowski - add to Old Business: correspondence from Co. 1 regarding displacement from Central Fire Station. IV. Persons wishing to speak to Board of Fire Commissioners: None V. Correspondence: None VI. Membership Changes - None VII. Miscellaneous Reports: A. Chair Romanowski provided a written copy of his report to the Town of Ithaca - see copy in the Minute Book; B. Audit - will not be available until January 23, 2001; C. Tompkins County Fire Advisory Board - Minutes of the November meeting were available; no meeting in December. VIII. Department Reports: A. CHIEF'S REPORT: (see complete written report in the Minute Book). ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 10, 2001 - MINUTES PAGE 2 Highlights are as follows: - Chief met with Cathy Valentino today and Town of Ithaca contract negotiations meetings will begin again. A series of meetings will be scheduled. - Changes to some staff assignments for administrative responsibilities are being made now - complete report will be made at next month's meeting. - The monthly Fire Prevention Bureau Report, as well as a new Monthly Inspection Report are attached. Also attached are reports for Public Education and Training Center usage. Financial reports (charts) are not available as printouts from City Hall are not yet available for end of the year transactions. - The safety section of the department is being reorganized and staff assignments are being changed. Once process is complete, reporting in this area will continue. - County Communications and 911 Program - as of January 11, 2001, all County 911 dispatching will be done from the 911 Center in Central Fire Station. Discussion continues on the appropriate site for a new 911 center (Station 5 continues to be considered, as well as other sites). The NYSTEC consultants report on recommendations for communications system are due on January 23, 2001 - should be significant news to report at next month's meeting. - Traffic Calming - Chief Wilbur respectfully requests the Board to amend the minutes of the December 12, 2000 meeting which reported on this item and contained a phrase that was inappropriate and unfortunate. He asked to remove the parenthetical remark "for what it's worth ". Chair Romanowski made a motion to amend the minutes of the December 12, 2000 meeting - remove the parenthetical remark "for what it's worth" and reissue amended minutes. Seconded by Com. Alexander. Carried unanimously. ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 10, 2001 - MINUTES PAGE 3 - AC VanBenschoten and a team are planning a full scale high rise drill for sometime later this year. It's a major commitment for the department and will involve many other agencies as well. - Steamer Project - a leathersmith has been approached to make the leather fittings that have long been missing from various locations on the steamer. Final work on the wheels and other cosmetic items are needed to get it to a point where it can be moved. - Space Needs - the Town of Ithaca (Al Carvill) called and offered temporary record storage space. They would be able to accommodate a fair amount of space (but not furniture) free of charge for a specified period. We will inventory our need and get back to them. We have closets full of records that could go there which would free up some space at Central for storage of volunteer company storage. Architect Tony Egner is assisting to determine longer term solutions - one possibility is building a 2nd floor out over the State St. parking lot. - Chief Wilbur provided a draft document detailing how volunteer recruitment would be structured and function. As the December meeting with he IVFU Problem Solving Group was canceled, this has not been discussed as yet - the group meets again tomorrow and will consider the information. A similar document for bunker recruitment will be developed as well. It was noted that all the work detailed in the document had previously been done by Marcia. Lots of work to get one applicant through the process! B. DEPUTY CHIEF /TRAINING REPORT: (see complete written report in the Minute Book). Highlights are as follows: - No change in personnel staffing levels; Incident (call) summary - one incident of note: IFD contributed personnel and equipment on a mutual aid call to Lansing to search for a person in Cayuga Lake. This was a very intensive effort under poor weather conditions. ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 10, 2001 - MINUTES PAGE 4 - Support - Two new pumpers were delivered and put into service almost immediately and are performing well; all pumpers have been renumbered to reflect current assignments; 933 is still at LTI for repairs - repair work has been approved by the engineer we hired to oversee the project and hopefully the truck will be back before the end of January; inspection of the 3rd new pumper chassis is scheduled for February 6 -8, 2001 at Spartan Motors in Lansing, MI. - DC Dorman also asked if the Board would be willing to pass a resolution declaring the 1982 GMC Saulsbury pumper as surplus. The matter will be dealt with under New Business. C. DIRECTOR OF DEVELOPMENT REPORT: Marcia Lynch gave the following verbal report: - She gave a presentation at the December staff meeting regarding the process and development of grant applications; - Department needs and priorities will be discussed at this week's staff meeting; - The data base is still under development; - A group is working on a response to the annual NYSDOL grant - however, there is not enough time to submit the application by the deadline. 2 areas of interest are confined space and workplace safety; will decide if other grant opportunities will be available to fund these programs or if the application will be submitted the next time around; surveys are being developed; - Member item funding from Senator Seward's office - funds were approved for the design of a new burn building at the training center; however, since this is now not needed, will refocus and submit alternate proposals for use of the funds. Ideas put forth so far are: design of a joint marine facility; and State required assessment test for career personnel. - Marcia indicated she will provide a written report beginning in February. IX. Old Business: - Chair Romanowski read a letter received from Co. #1 that was ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 10, 2001 - MINUTES PAGE 5 addressed to all companies indicating the Board of Fire Commissioners ordered the Fire Chief to have companies vacate their rooms at Central Fire Station. Chair Romanowski asked the Board to send a letter correcting the misinformation - it was not the Board's directive, rather a proposal from the Chief that the Board endorsed. He also asked the Fire Chief to write a similar letter correcting the misinformation. Chair Romanowski further indicated that the Chief is doing what he needs to do for the good of the department - it is the Board's responsibility to assist and react - to make sure the department can run efficiently. Chair Romanowski disagrees that the company rooms at Central were underutilized - they were used for full time retention of company history and records; used by some members as a room for TV viewing, equipment storage and communication supplies (stationary, etc.) He also noted that the desk in Co. 2 will be given to Eileen Camp to use. He also feels that the proposed temporary move for the companies should have been accompanied with an offer of financial assistance by the City. All of this has produced extremely negative company discussions and the Vet Firemen have indicated they do not have the room nor the inclination to assist companies that are being displaced. After further discussions of the temporary nature of this arrangement, and the need for financial assistance to accommodate the move out of Central, Chair Romanowski made the following motion: Citing Ithaca Charter - Article VI Fire Dept. section 6.4- Powers & Duties of the Board of Fire commissioners, and Section 5 of the Rules & Regulations: 1. The Board of Fire Commissioners recognizes the request of Chief Wilbur as an emergency administrative decision with the following conditions: - That this decision concerns the temporary displacement of companies 1, 2 & 3 from Central Fire Station and this be put into the ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 10, 2001 - MINUTES PAGE 6 record; - That there is a guaranteed right for these companies to return to Central station quarters when the necessary space modifications or rebuild has been accomplished - on record; - That monetary and /or in -kind assistance be made available to the affected companies for their temporary relocation and that a resolution be forwarded to City government (Common Council -B &A Committee). The motion was seconded by Com. Alexander. Discussion as follows: - Com. Alexander noted that he understood the situation is a collaborative effort between the Chief and Board of Fire Commissioners and he understands the need - no one is forcing anyone; - Chair Romanowski asked if the February 1st date could be extended a couple of weeks to give people more time for the move. - Chief Wilbur appreciates the "shared recognition" of the need and proposal. This move, as well as moving of record storage and office reorganization, will gain the Fire Department some "wiggle" room until such a time as permanent, long term space needs can be realized. - Chair Romanowski indicated the responsibility needs to be put on people who set priorities for public safety funding (B &A Committee of Common Council). After discussion, the motion carried unanimously. Chair Romanowski indicated that he has told everyone that this is very important for the smooth operation of the Fire Department and that as long as there are active volunteers serving the Ithaca community, the situation is temporary. He also indicated that Co. 2 has already arranged to share space with Co. #6. Also, the Town of Ithaca has offered storage space and companies should be notified of this. Chair Romanowski praised Volunteer and past Board member Lyman Baker for sharing his thoughts on the importance of preserving the history and artifacts of the Ithaca Fire Department. Chief Wilbur indicated that the Fire Department can offer equipment ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 10, 2001 - MINUTES PAGE 7 and personnel to assist with moving. He has looked at the space offered by the Town of Ithaca and assures everyone it is safe and secure. He also reminded the Board that a long time ago he indicated a committee would be established with all groups affected, including the volunteer companies, to assist with the space needs study for long term resolutions. - Com. Alexander moved the following resolution be submitted to the B & A Committee of Common Council: Whereas, volunteer companies 1, 2 and 3 of the Ithaca Fire Department have been requested by the Chief to temporarily vacate their offices at the Central fire station due to space needs of administration and other personnel. Resolved, the Board of Fire Commissioners are requesting the City of Ithaca to pay for any costs incurred due to the displacement of the before said company's artifacts (which represent a part of the history of the Ithaca Fire Department) and personal property or to make arrangements for the safe, secure storage of these items. Seconded by Chair Romanowski. Carried unanimously. X. New Business: - Chair Romanowski made a motion to authorize payment of $87.16 to MasterCraft for a plaque that recognized Lyle Neigh for 50 years of active service to the Ithaca Fire Department. Seconded by Com. Alexander. After discussion, the motion carried unanimously. - Chair Romanowski made a motion to authorize payment of $92.13 to Specialty Trophies for the "perpetual community service award" plaque (to be reimbursed by the Rotary Club). Seconded by Com. Kirkpatrick. Carried unanimously. - Chair Romanowski made a motion to authorize payment of $10.00 for CNY Firemen's Association dues for 2001. Seconded by Com. Kirkpatrick. Carried unanimously. (Chair Romanowski will send back the raffle tickets with an appropriate note). ITHACA BOARD OF FIRE COMMISSIONERS JANUARY 10, 2001 - MINUTES PAGE 8 - A request for payment of $1,000 to Co. #1 to defray costs for permits, deeds, etc. for a storage shed at the Ithaca Vet Volunteer's property was denied. Chair Romanowski will write them a letter and let them know of the Board's resolution to Common Council regarding financing the temporary relocation, that any requests for these types of funds should go directly to the City, and provide them with the information about temporary storage at the Town of Ithaca, as well as equipment and personnel that can be provided by the Ithaca Fire Department. - Chair Romanowski made a motion to declare the 1982 GMC Saulsbury pumper as surplus property and authorize DC Dorman to make whatever arrangements are necessary to dispose of the vehicle. Seconded by Com. Alexander. Carried unanimously. - Com. Alexander expressed kudos and appreciation to Co. #6 for their assistance to the Sheriff's department during a Child Safety Seat Inspection program held recently at Station 6. The event was a great success. Chair Romanowski will write a letter to that effect (as well as to Co. #5 for the same assistance on another date at Station 5). XI. Executive Session - not needed XII. City -Town contract negotiations are still in process. A memorandum of understanding extending the previous contract to 30 JUN 01 was executed by the Town, City, and Board. 6) Strategic Planning Committee No report. 7) Volunteer Company Appropriations and 2% Distribution The flow chart showing the distribution process for 2% funds for use by the Board has not been done yet. 8) Administrative Assignments Changes to some staff assignments for administrative responsibilities are being made now. Thomas Deis. 5) Fire Limits Study No work has been done on this. 09 JAN 01 page 2 Safety 1) Safety Section The safety section of the department is being reorganized and staff assignments being changed. Once this process is complete, reporting in this area will resume. OPERATIONS DIVISION Response 1) Monthly Call Report Final reports for 1999 are attached. See attached report form Deputy Chief Dorman for November 2000. 2) City Disaster Management Plan No report. 3) Operational Change Review No action on this. Fire Chief's Report for January, 2001 4) County Communications and 911 Program 09 JAN O1 page 3 As of 11 JAN O1, all County 911 dispatching will be done from the 911 Center in Central Fire Station. Discussion continues on the appropriate site for a new 911 Center, and the NYSTEC consultants report on recommendations for a communications system are due on or about 23 JAN O1. There should be significant news to report regarding all of this at next month's meeting. 5) Traffic Calming The minutes of the 12 DEC 00 Commission meeting which reported on this item contained a phrase which was inappropriate and unfortunate. It is my recommendation that the Board act to amend the minutes to remove the parenthetical remark "for what it's worth ". 6) High Rise Drill Staff assignments have been made which will result in the department conducting a full scale high rise fire operations drill later this year. This will be a major commitment for the department and will involve many other agencies as well. The planning team is being led by AC VanBenschoten, Support 1) See attached report from Deputy Chief Dorman. 2) Steamer Project The Steamer is still located at Central Fire Station. Currently, it has been fully reassembled, with only the final work on the wheels and other cosmetic items needed to get it to the point where it can be moved. A leathersmith has been approached to make the leather fittings that have long been missing from various locations on the Steamer. 3) Training Center Usage Report for December 00 See attached report from Assistant Chief LaBuff. 4) Space Needs The Town of Ithaca has offered short term storage space, both for volunteer companies, and for administrative records. Short term is in the range of five to six months. Items to be stored must be in standard archive or file type boxes. Longer term storage could be arranged for a nominal fee. Planning for additional space changes at Central has not progressed as yet. Once company offices are vacated, changes will be made to utilize the new space, which will then allow us to work on converting other spaces as we get room to work in. A concept that has been explored very briefly is to construct a second floor space over the State Street parking lot, thus preserving the parking space, but providing for long term space needs for the Fire Department, and possibly other departments as well. VOLUNTEER SERVICES DIVISION Membership Unit 1) Volunteer Recruitment Committee 09 JAN O1 page 4 Attached please find a document detailing how volunteer recruitment unit would be structured and function. As the December meeting with the NFU Problem Solving Group was canceled, this has not been discussed with the NFU as yet. A similar document for bunker recruitment, with responsibilities for bunker recruitment activities and prospective bunker application processing will be developed as well. Wilbur Fire Chief ITHACA FIRE DEPARTMENT POLICY STATEMENT Issue DT Draft 1.1 Classification Code 740 Recruitment 740. 1001.01 Effective DT Subject Volunteer Recruitment Unit Review DT Review by Whom Rescinds None See table of contents I Chief, IVFU OBJECTIVE: Establish a structure for a committee of volunteer fire fighters to serve as points of contact for persons interested in becoming volunteer fire fighters for the City of Ithaca Fire Department. Describe the duties and responsibilities of the volunteer recruitment unit so that anyone can quickly see how it works and what the responsibilities are. POLICY: I. Authority, and Name A. The authority to act is delegated from the Fire Chief, as provided for by section IV of the Rules and Regulations of the Ithaca Fire Department. B. The name of the organization shall be the Ithaca Fire Department Volunteer Recruitment Unit (VRU). II. Membership A. Members must be active volunteer members of the Ithaca Fire Department who have completed new member training. B. Members will be selected and appointed by the Fire Chief directly, or from a list to be provided by the Ithaca Volunteer F ire Fighter's Unit (IVFU), or from individuals expressing interest in serving. C. Potential members shall be given consideration based upon: 1. Personal character and reputation. 2. Availability. 3. Attitude. 4. Ability to handle confidential information with appropriate discretion. III. Volunteer Membership Unit Personnel A. All members except appointed unit leaders shall have equal status. B. Alj VRU membersshall: 1. Obtain an orientation regarding duties and expectations. 2. Receive all applications for membership and process them according to established procedures. 3. Advise the Fire Chief and /or the IVFU on matters related to recruitment and selection of prospective volunteer fire fighters. 4. Recruit other active members to serve on the VRU so that a rotational period Ithaca Fire Department Classification Code: 740.1001.01 Page: 1 of duty by active members may be established. 5. Provide a monthly report of recruitment activity to the Fire Chief and the IVFU, in a form as set forth by the Fire Chief. IV. VRU Member Responsibilities A. VRU members may be the first formal contact a prospective member has with the Ithaca Fire Department. To insure this event is as positive as possible, and shows the Department in the best possible light, VRU members must present themselves professionally at all times. To that end, VRU members will: 1. Make follow -up contacts as soon as possible after referral or application is received; 2. Not conduct interviews or other contacts with prospective members while under the influence of alcohol or any other substance; 3. Seek advice or guidance immediately if any situation arises where the appropriate action. to take is not immediately apparent; 4. Provide a high level of customer service, both to the external customer (prospective members) and the internal customer (other IFD members). B. Application Processing and Background Checks 1. VRU members will process applications, including organizing and /or conducting background checks on prospective members. This process will generate confidential information that must be guarded and provided only to those with authority and need to know. All information shall be treated as confidential and shall be shared only as necessary to move the application DiRLAFT through the membership process. 2. Upon receipt of an application, the VRU member assigned shall create a new member file jacket which will be managed by the VRU member until such time as the application is accepted or rejected. At that time, the file jacket shall be filed in the membership file at Central Fire Station. C. Membership Review Committee (MRC) 1. The membership review committee functions to review applications, conduct interviews, and make determinations as to whether or not prospective applicants will be accepted as members. (See policy # XXX.XXXX.01) VRU members will notify the membership review committee whenever they have an applicant ready for the interview process. A meeting will be scheduled and the applicant and the VRU member processing the applicant's paperwork will meet with the MRC to conduct the review and interview. V. City Responsibilities A. When performing official functions, all members of the VRU shall be deemed to be "on duty" and shall enjoy all applicable protections as are accorded to City officials and employees, while performing their assigned duties. VRU members will be paid for mileage incurred in the fulfillment of their duties at the prevailing rate per mile set by the City. D. This was a very intensive effort under poor weather conditions. SUPPORT 1. The two new 4 -Guys pumpers are in service and performing well. There are a very few minor problems which need to be corrected 2. All pumpers have been renumbered etc. to reflect current assignments. 3. 933 is still at LTI for repairs. The torque box mounting has been repaired by LTI. The rear axle, differential, etc. are being inspected by an authorized service center. 4. The chassis inspection for the 2001 4 -Guys pumper is scheduled for Feb. 6 -8, 2001 at Spartan Motors. TRAINING The year to date training report is attached. Submitted by: J. At the last-meeting at the Vet Firemen's Association held on Dec 19`h- The membership talked about all three companies buying (one) storage shed. Three doors on the side with individual compartments so that the three companies have some type of security. The companies would go to the Town of Ithaca and get the necessary papers and permits or have a surveyed if necessary where the shed will be put. Each company will pay one third of the cost. The Board of Fire Commissioners have ordered the Chief to tell us to be out of this will be the end of the volunteer system as we know it. I will be asking the Board of Fire Commissioners to donate from their fund one Thousand dollars ($1,000.) to help defray the cost of securing a new location. The Board of Fire Commissioners did not initiate the temporary displacement decision and did not order the Chief to tell these companies to vacate their rooms. Our directive to Chief Wilbur was to have him inform the affected companies of his decision for temporary use of their rooms and the reasons for wanting to do so. Acting under the authority given to the Board by the City Charter,we have used that authority to insure that the Volunteer Companies will not be "phased out "and that this action will not "be the end of the volunteer system as we know it "! The following actions have taken place at our last Board meeting on Jan.9,2001. The Ithaca Board of Fire Commissioners recognized the request of Chief Wilbur,on displacement,as an emergency, administrative decision and added the following conditions for implementation. 1.)That this decision is recognized as a temporary displacement from Central Station by Companies 1,2 &3. 2.)That there is a guaranteed right for these companies to return to Central Station quarters when the necessary space modifications are completed. 3.)That monetary and /or in kind assistance be made available to the affected companies,for their temporary relocation,by the City.A Resolution to this effect,will be sent to the Mayor and Common Council to start this process. Further „the Town of Ithaca has offered secure storage facilities,at no expense for the initial 5-6 mos. and a minimal charge for any time needed beyond and Chief Wilbur has offered the use of Dept. vehicles and station personnel. I urge all to read both the minutes of our last meeting and the Chiefs report to us for any additional information and details that I might have omitted in this letter.
