MINUTES
MARCH 13, 2012
Present: Commissioners Gilligan, Hoard and Ellsworth
I. Chair Gilligan called the meeting to order at 1605 hrs.
II. Approval of Minutes:
A motion to approve the February minutes was made by Comm. Hoard.
Seconded by Comm. Ellsworth. Approved unanimously.
III. Additions/Deletions to the Agenda:
Presentation of Service Recognition Award — presented to Lyman Baker.
IV. Persons wishing to speak to the Board:
None
V. Correspondence:
Bank statement from Tompkins Trust Company Donation Fund had a beginning
balance of $636.38 and an ending balance of $2,126.38. $1,500 in donation
deposits was made last month.
VI. Membership Changes:
None
VII. Miscellaneous Reports:
Town — None
City — None
Audit — Will be complete after meeting
VIII. Department Reports:
A. Fire Chief Report (see complete written report in the Minute Book). Chief
Tom Parsons offered highlights from his report and answered questions as
follows:

Staffing:
The three new recruits are at the NYS Fire Academy. They are there for their 11
weeks of recruit training. They will be returning for department specific training
after they graduate on May 17, 1012.
It appears that the ladder truck may need to be replaced before purchasing a new
heavy rescue vehicle. The ladder trucks are used far more frequently than the
heavy rescue vehicles, and it is more likely that replacing the ladder truck before
the heavy rescue vehicle would be the most financially prudent decision
considering the ages and use of the apparatus in question. Final decision will be
made once the apparatus committee completes its research.
The 2012 Revenue Summary is included in the packets.
B. Fire Police Report — Dave Cornelius offered highlights from his report and
answered questions as follows:
The Fire Police Unit held a meeting on February 21, 2012. New equipment was
passed out, logged and labeled. The new equipment included 5 piece traffic cone
packs, batteries and Stop /Slow metal traffic signs.
The next training is scheduled for Tuesday, March 20, 2012. The topic is OSHA
Required Blood Born Pathogens.
Andrew Adams is all ready to complete his Fire Police training.
IX. Old Business:
Role of BOFC
Budget Advocate
Use of Volunteers
Comm. Hoard suggested that the BOFC write a letter to the editor regarding fire
services to the Town of Ithaca and the use of volunteers. Chief Parsons feels that
there are expectations to manage.

X. New Business:
A Resolution to sell surplus personal protective equipment was presented. A
motion to approve the Resolution was made by Comm. Hoard. Seconded by
Comm. Ellsworth. Voted unanimously.
The next Board of Fire Commissioners meeting will be changed from April 1 0th at
6:00 pm to April 17th at 4:OOpm.
XI. Executive Session:
None
At this time George McGonigal stood and introduced himself. He is considering
applying for position on the BOFC and attended tonight's meeting to observe.
Hearing no further business, the meeting adjourned at 1652 hrs.
