NEW BUSINESS:
Suggestions for projects for Economic Stimulus Project:
Traffic Engineer Logue explained there is funding under the Federal Transportation
Program that can be directed towards pavement work, bridge work, signal work, and
sidewalks to name a few.
He further explained that projects need to fall within two categories: projects where the
money has to be spent this year and projects that could be ready to start construction
within 90 -180 days. Some projects on the list include:
-Phase III of Cayuga Waterfront Trail
- Traffic signal improvements at the intersection of College Avenue & Dryden Road.
-Begin paperwork for projects to be done in 2011.
New York State has provided funding ($750,000.00) for ADA projects. Some of those
projects include:
- Columbia Street Pedestrian Bridge over Fall Creek
-Old Elmira Road — Bike lane and sidewalks
- Traffic Signals for the Crossings at Route13 and Dey Street
Disability Advisory Council Encourages the City to include ADA aspects for
projects submitted for the Economic Stimulus Package.

RESOLVED that the Disability Advisory Council encourages the City to consider
accessibility and livability, incorporating it into any (stimulus) project, and that those
aspects be one of the criteria considered when selecting projects and that ADA
compliance be part of any project considered.

South Cayuga Bridge — repairs
E. State St /Giles /Cornell — sidewalk push button walk way
Sidewalk — Hector St
University Ave - sidewalk
Aurora St. Bridge
E. State - sidewalk
Spencer Road — sidewalk
South Hill — sidewalk along Coddington Road
Rt. 366 & the five -way intersection
Black Diamond Trail
Retaining Wall — behind History Center
Creek Wall along Six Mile Creek — Cayuga St to Meadow St
Bridge- Cecil A. Malone
Inter connect traffic lights
Giles St. — sidewalk
Oak Ave — sidewalk
Retaining wall - Cliff Street
Suggested Allocation of any funding:
1/3 traffic light
1/3 sidewalks
1/3 ramps (10 intersections to 15 corners)
Dwight Mengel with Tompkins County DSS Chief Transportation Planner stated that if
funding is awarded ADA work could be done at various busy bus stops throughout the
City. He did note that the new Green Street Shelter may include a shop that would
serve food and beverages. He further noted that TCAT would also use any stimulus
funding to purchase two large buses, and 4 -5 Gadabout buses to replace older ones.
Discussion followed on the floor regarding how TCAT could provide buses and bus
stops with better accessibility for those with disabilities.
City Historic Planner Chatterton explained that a meeting regarding handicap parking
took place with Judge Rossiter, City Chamberlain Parson, and City Clerk Holcomb
regarding fines for violators parking in a handicap parking spaces without a permit.
Fire Fighter Jackson has been ticketing those vehicles parked illegally in handicap
parking spaces but he needs to meet with Police Chief Vallely to see how IPD enforces
so both departments can enforce handicap parking violations.
Agenda topic for March 4, 2009 DAC meeting should focus on goals for 2009 for the
DAC.
