Dan Hoffman, Attorney   Wade called the meeting to order at 12:35PM. Approval of October 2009 minutes – Moved by Pat Leary, seconded by Mary Tomlan. Passed with corrections and additions. Approval of September 9, 2009 Special Budget meeting minutes – Moved by MaryAnn Sumner, seconded by Pat Leary. Motion passed. Financial Report – Steve Thayer Steve distributed the current activity reports. Septage receiving revenues are making up for a slow start and expenses are within budget. Operators Report Summary – Dan Ramer Finger Lakes Diving has inspected as much of the outfall pipe as they can access. Staff has met with Johnson Controls to review the preliminary plans for the energy reduction project. The Performance Contract is expected to be developed for final approval by January 2010. Staff is investigating the purchase of a weather station to better understand the flows of the lake and the effects of I/I on plant performance. Expected cost for instrumentation is $7,500 and $8,300 for software. These funds are available in the 2009 budget with a line item for Watershed. NYWEA is sponsoring a seminar in Campbell, NY on hydro-fracture drilling of the Marcellus Shale. Staff will attend. DEC will not attend. Our SPDES permit is due to be renewed on December 1, 2009. Dan Ramer will add his name to the approved signatory form. The Actiflo, BACI evaluation, and the nearly completed Headworks Loading study will be added to the new permit. Trucked Waste issues – Kim Whetzel is the Owner/Operator of Gaggle Company, our largest septage hauler. Mr. Whetzel has taken issue with our newly implemented policy of requiring telephone number for each source of waste brought into the plant. We have explained that we are accountable to EPA and DEC as to where we receive waste from and we have had instances when our haulers have been less than honest. Mr. Whetzel presented the history of his company and is concerned that we may collect information and sell it to other sources for profit. We have assured him that this is not the case and that we will make every effort to keep the information secure. Engineering Report Summary – Scott Gibson The septage receiving upgrade project is expected to go out to bid in the January/February 2010 time frame. Headworks loading study is in the final stage. The Cornell Vet school is continuing with their baseline monitoring sampling and the results will be forwarded to MRB Consultants when they are available. Crane-Hogan litigation will be discussed at the December meeting with Susan Brock attending for an Executive Session. Executive Session was entered into for discussion of NYSEG litigation. On a motion, the meeting was adjourned. The next meeting is scheduled for December 9, 2009 at 12:30PM.
