July 21 2025 Electrical Board of Examiners Minutes

-The Board met discuss implementation of new exam process
-Below is a handout created by Chris Accardo detailing research done on this
topic
Board Came to the Following Consensus
(1) Years of experience required will be 5, and with need to have been or worked under a
licensed electrician in some jurisdiction
(2) The City will move to using the ICC exam process in lieu of a City written exam
(3) Continuing ed., will not be a requirement as this time, but may be rolled out later
(4) Graduated licensure will not be enacted at this time, plan is to roll out after we see how
updated exam works out
(5) Details of implementation to be determined later
Possible Ways to Apply ICC Exam for Ithaca Licensure
Option A: Lowest amount of overhead and admin
Option B: Slightly more admin for recert, and will impact “non-active” license holders
Option C: More overhead, but more robust
Option D: Most overhead, most robust, impacts “non-active” license holders
Why Switch Licensure Process
(1) Less liability, standardized
(2) Less work in writing, management, grading, and security
(3) Fairness: allows applicants a pathway to study
(4) Possibly allows licensure and/or reciprocality in other jurisdictions
(5) Let’s us create a standard for reciprocal licensing (ICC only)
(6) Let’s us doing rolling licensure (could do 3-4 times a year)
(7) Gives us pathway for graduated licensure (Residential, HVAC, Journeyman vs Master,
etc)
***In addition to changing exam process, we should review required number years of
experience and clarify experience requirements for Masters exam
Ithaca: 3.5 Years
Binghamton: 9000 hours apprenticeship for journey man, 2 years as journeyman
Middletown: trade school +5 years or 7 years in field experience
North Tonawanda: 5000 hours
Newburgh: 5 years
Jamestown: 5 years
Auburn: 10 years

146-36(A-B): Payment for exam
146-36E: If we want to limit reciprocality
146-36(C): If we require additional training etc
