Regular Meeting 4:30 PM November 19, 2025

Approval of the October 29, 2025 Community Police Board Meeting Minutes-
By Commissioner Bursic: Seconded by Commissioner Sayward RESOLVED, That the minutes of
the October 29, 2025, Community Police Board meeting be approved as published.
Carried 5-0

Report from the Police Department:
Chief Kelly gave updates on candidates in Syracuse Police Academy and recruits in
training
12/10 is the next swearing-in ceremony
Chief would like to bring in folks from the Violence Interrupter Program to talk to CPB
about their work
Chief discussed meeting with tenants’ union about the Seneca Street bus stop “police
sweeps” that had occurred recently.
IPD met with OAR, 2nd Wind, & CARS about overdoses and protocols/best practices for
getting people into treatment.
Sgt Necheporek brought in a handout with the five most commonly questioned police
policies and protocols.
o Chief described the process of creating a policy – start with the Lexipol template
and personalize it to meet the needs of IPD
o Lexipol is helpful with notifying clients when laws or legal definitions change so
that policies can be updated accordingly
o DC Bellamy will be responsible for internal controls, so policy review will be
under his domain
o Discussion of the word “reasonable” as it pertains to investigations
“Reality-Based Trainings” – CPB expressed interest in attending one so they can
experience the type of training IPD receives and have more examples of how the word
“reasonable” is interpreted across various scenarios
There was a lengthy discussion on “Use of Force” training

Christmas holidays) in Council Chambers
