Reports from Plumbing Inspector
•The group had a large discussion about how the Plumbing Inspector (PI) should operate in the City
of Ithaca. The City believes that the PI should report to the Building and Code Office under Rob
Fel-Dewalt who reports to the Planning Director Lisa Nicholas. Scott had a conversation with both
on Friday which differentiated the org chart by stating that code issues go through Rob and Health
Department issues (like back flow prevention) go through W&S. This is all contrary to 146-24 in
the City Code which states that the PI reports to the Superintendent of Public Works.
•Water heater program. The only person who can write a plumbing permit for a water heater is
the PI. Joe has consistently brought up the issue that the water heater inspection/code program
lies within the Code Office and not with Joe. He is worried that the heaters aren't being inspected
properly and are allowed to go through with code issues. He would like to train the Code Officers
to avoid any safety issues.
•Will start grading tests this week. Had 4 approved with 3 that showed up.
•Rewrite backflow to make it more of a manual.
•Work on FOG program for approval.
•Joe wrote 2 violations. 1 for Emerson Plant and the other was for Benderson Development for
failed backflow. Benderson responded that they will be fixing this coming week.
•Next meeting January 26.
