Reports from Plumbing Inspector
Had 2 unlicensed contractors since last meeting. Joe sent out 2 violation letters.•
Need to send out an RFP for the backflow program to get quotes. Legal insisted. •
Grease traps, Joe had a call from IFD. A few businesses are storing grease in their basements. Joe
received an email list from all of the restaurants in the area. Had 2 grease issues with the Sewer
Department that had to suck out grease. Letter will go out to start a FOG program.

Fines and re-inspection fees. Legal department still coming up with a structure. $500/day penalty
is the current practice. Nothing we can do for unlicensed contractors yet but can issue stop work
orders.

Published the Master Plumber's Test. Joe passed out some recent applications to the board. The
board made a few comments including needing references. Tomorrow is the last application
acceptance period for the October test. The group agreed that it would be good to update the
test. Next year's will include testing from the new code.

The group talked about what is needed on the test, how they've individually tested, how they did
on their own exams, and what they'd like to see. They stressed how important isometrics is in the
exam. Allow to use code book during exam or not? Most modern examples allow open book.

Tommy -
Came up with his own Journeyman's test. Took a bunch of code class questions (65 questions) but
was looking for something that shows competency. Test has a book section, a small isometric
component, but very basic. The test leans toward the fact that they are working for a Master
Plumber. Sent Joe his draft. Tommy has the answer key built as well but Joe wanted to know
whether he was leaning toward multiple choice. Tommy is choosing open answer.

A conversation was had about testing gas shutoff testing as required by NYSEG. The group
thought that there should be written procedure and an inspection fee. Joe will need to get
together with Legal and come up with a liability clause in the paperwork. As a result, it would
probably be a good idea for Tom to add some gas questions on his test.
