THIS POLICY APPLIES TO PLUMBING FIXTURES AND THEIR ASSOCIATED PLUMBING APPURTANCES ONLY. Code of the City of Ithaca Excerpts: Article IV Plumbing Section 146-20 states "All plumbing work in the city... shall come under the provisions of this article." Section 146-5B (8) grants an exemption to the building permit for repairs that use like materials, provided specific conditions are met such as repairs that do not involve the installation, enlargement, alteration, relocation or extension of electrical or plumbing systems. 2025 Existing Building Code of New York State Definitions: ® [A] ALTERATION. Any construction or renovation to an existing structure other than a repair or addition. ® [A] REPAIR. The reconstruction, replacement or renewal of any part of an existing building for the purpose of its maintenance or to correct damage. 2025 Plumbing Code of New York State Definitions: • PLUMBING. The practice, materials and fixtures utilized in the Installation, maintenance, extension and alteration of all piping, fixtures, plumbing appliances and plumbing appurtenances, within or adjacent to any structure, in connection with sanitary drainage or storm drainage facilities; venting systems; and public or private water supply systems. ® PLUMBING APPLIANCE. Water or drain -connected devices Intended to perform a special function. These devices have their operation or control dependent on one or more energized components, such as motors, controls or heating elements. Such devices are manually adjusted or controlled by the owner or operator, or are operated automatically through one or more of the following actions: a time cycle, a temperature range, a pressure range, a measured volume or weight. ® PLUMBING APPURTENANCE. A manufactured device, prefabricated assembly or on-the-job assembly of component parts that is an adjunct to the basic piping system and plumbing fixtures. An appurtenance does not demand additional water supply and does not add any discharge load to a fixture or to the drainage system. • PLUMBING FIXTURE. A receptacle or device that is connected to a water supply system or discharges to a drainage system or both. Such receptacles or devices require a supply of water; or discharge liquid waste or liquid -borne solid waste; or require a supply of water and discharge waste to a drainage system. A PLUMBING SYSTEM. A system that includes the water distribution pipes; plumbing fixtures and traps; water -treating or water -using equipment; soil, waste and vent pipes; and building drains; in addition to their respective connections, devices and appurtenances within a structure or premises; and the water service, building sewer and building storm sewer serving such structure or premises. CITY OF ITHACA BUILDING DIVISION Where violations of the Uniform Code are found to exist; the inspector shall cite these violations in accordance with Building Division policies. Each enforcement step must be documented. The first course of action shall be issuance of a Notice of Violation. The second course of action shall be issuance of an Order to Remedy. The third course of action shall be commencing legal proceedings. Should other fixture fittings be included in the exemption for a permit. Should a HW expansion tank (a plumbing appurtenance) be included in the exemption for a permit.
