Green St., Ithaca, NY 14850 Members: Karl Graham, Vice-Chair; Shaianne Osterreich; Siobhan Hull Excused: Donna Fleming; Robert G. Cantelmo (Mayor), Chair Vacancies: 0 Common Council Liaison: (not present) IURA Staff: Nels Bohn; Charles Pyott [virtual] City Staff: None. Guests: None. I. Call to Order Graham called the meeting to order at 9:06 A.M. II. Agenda Additions/Deletions None. III. Public Comments None. IV. Review of Meeting Minutes: April 25, 2025 Graham moved, seconded by Osterreich, to approve the meeting minutes with no modifications. Carried Unanimously: 3-0 V. Neighborhood Investment Committee (NIC) A. Annual Appointment of Committee Chairperson Graham explained that the Committee elected him as Vice-Chair and nominated Osterreich as Chair of the Committee. Approved: 7/25/25 IURA Minutes May 23, 2025 Page 2 of 4 Graham moved, seconded by Hull: 2025 Appointment of IURA Neighborhood Investment Committee Chairperson WHEREAS, IURA By-laws provide that the committee membership shall elect its own committee Vice- Chairperson and nominate a candidate for committee Chairperson for consideration by the Agency, and WHEREAS, per the By-laws, an Agency member shall fill either the committee Chairperson or committee Vice-Chairperson position, and WHEREAS, officers of each committee serve a one-year term, but continue to hold office until their successor is selected or appointed, and WHEREAS, the current Committee Chairperson and Vice-Chairperson are Karl Graham and Shaianne Osterreich, and WHEREAS, the committee elected Karl Graham as Vice-Chairperson and nominated Shaianne Osterreich as Chairperson of the NI Committee, now, therefore be it RESOLVED, that Shaianne Osterreich be appointed as Chairperson of the IURA Neighborhood Investment Committee. Carried Unanimously: 3-0 B. Committee Chairperson Report Graham reported that committee member Brian Toy was moving out of state and expressed gratitude for his service. VI. Economic Development Committee (EDC) A. Annual Appointment of Committee Chairperson Hull explained that the committee appointed Leslie Ackerman as Vice-Chair and nominated Hull to be the committee Chair. Graham moved, seconded by Osterreich: 2025 Appointment of IURA Economic Development Committee Chairperson WHEREAS, the IURA By-laws provide that the committee membership shall elect its own committee Vice- Chairperson and nominate to the IURA Board a member to serve as Chairperson of the Committee, and WHEREAS, IURA By-laws further require at least one officer must be an IURA member, and WHEREAS, officers of each committee serve a one-year term, but continue to hold office until their successor is selected or appointed, and IURA Minutes May 23, 2025 Page 3 of 4 WHEREAS, the current committee officers are: Chairperson: Robert Cantelmo Vice-Chairperson: Leslie Ackerman, and WHEREAS, at their May 13, 2025, meeting the Chair called for nominations for Vice-Chair and Chair of the IURA Economic Development Committee, and WHEREAS, the Economic Development Committee elected Leslie Ackerman as Vice-Chairperson and nominated Siobhan Hull as Chairperson; now, therefore be it RESOLVED, that the IURA hereby appoints Siobhan Hull as Chairperson of the IURA Economic Development Committee. Carried Unanimously: 3-0 B. Committee Chairperson Report Hull reported that, at the meeting on May 13, 2025, Danielle Szabo, Director of Workforce Innovation, presented on the IAED Workforce Initiative Programs to inform the committee about the training pathway programs available in the county. VII. New/Other/Old Business A. Consider Rescheduling IURA Meetings to the 4th Thursday of Each Month at 9:00 AM (beginning August 28th, 2025) Bohn explained that he received no objections to changing the meeting day to the 4th Thursday of each month and would follow up to confirm. The Board members agreed that, tentatively, meetings would be held on the 4th Thursday of each month, starting August 28, 2025. B. Review of IURA Grant Summary: April 2025 Bohn reviewed the Grants Summary, explaining that the left-hand “On Schedule” column calls out any projects (with a ) that are not progressing on schedule and may need attention. All loan payments are current. All lease payments are current except for Southside Community Center-RIBS, which owes one month’s rent for a lease that has expired. C. REPORTS: IURA Chair, Mayor, Common Council Liaison, & Staff Mayor’s Report None. IURA Chairperson None. Common Council Liaison Report None. IURA Minutes May 23, 2025 Page 4 of 4 Staff Report Bohn reported notice was received of the 2025 HUD allocation of HOME Investment Partnerships Program (HOME) and Community Development Block Grant (CDBG) Program funds, which exceeded the anticipated amounts.
