HomeMy WebLinkAboutCPB-MN-2025-09-24 City of Ithaca Community Police Board Minutes Regular Meeting 4:00 PM September 24, 2025 Present: Commissioners: Bursic; Rogers; Sayward; Jackson; Sandberg; Onyejuruwa (Virtual, joined for Executive Session @5:00pm); Excused: none Absent: Alderperson Shapiro (emailed before saying he would not be able to attend) Others Present: Chief Kelly City Clerk Karasin Approval of the May 28, 2025 Community Police Board Meeting Minutes- By Commissioner Jackson: Seconded by Commissioner Bursic RESOLVED, That the minutes of the May 28, 2025, Community Police Board meeting be approved as published. Carried 4-0 (Sandberg abstained) Approval of the August 27, 2025 Community Police Board Meeting Minutes- By Commissioner Bursic: Seconded by Commissioner Sayward RESOLVED, That the minutes of the August 27, 2025, Community Police Board meeting be approved as published. Carried 5-0 Public Comment: None Election of Chair Commissioner Rogers expresses “marginal” interest in the position Commissioner Bursic pointed out that the Charter states the CPB elects a chair in January. Commissioner Rogers stated there could be a vote for an interim Chair in the meantime. Commissioner Bursic made a motion to nominate Commissioner Rogers to be the Interim Chair; Commissioner Jackson seconded. Carried unanimously. City Clerk Karasin stated that the Board could add a “Vice Chair” position to the CPB policies and procedures document in January if they so choose. Report from the Police Department:  Chief Kelly reported on members of the IPD being recognized and awarded locally, as well as memorials, promotions, and swearing-in ceremonies.  Anthony Bellamy was recently hired as the new Deputy Chief.  Discussed candidates currently in the Academy and trends with the candidate-to- swearing-in timeline.  Chief stated that “hiring is trending in the right [direction]”  Will invite the new Crime Analyst to the October meeting (10/29) o Interim Chair Rogers referred CPB members to the IPD dashboard on their website and told members that if they have questions for the analyst, send them to him.  Interim Chair Rogers asked Chief Kelly if IPD still receives compliments [via the CPB form], Chief Kelly answered yes, recently at Porchfest and the Hispanic Fest. Interim Chair Rogers asked him to bring them with him to meetings.  CPB members requested the following to be part of Chief Kelly’s monthly updates: o List of active officers o Funded positions o List of officers out on leave -Chief replied that these stats can take a long time to collect, but can be viewed in the following places:  OpenGov  IPD Dashboard  IPD EOY report -Chief said he would send a list of positions. -CPB members looking for funded vs doing policing vs out on leave  Chief reported a retirement coming up on 10/24, and that is it for this year  9 vacancies – putting 9 in Academy; 1 lateral transfer  Chief discussed his budget requests submitted to the City Manager for the 2026 budget Report from Staff – City Clerk Alan Karasin City Clerk Karasin reported that his department has officially become the Department of Information and Community Engagement (DICE).  For now he is still the City Clerk  In 2026, City Clerk will become a unique, FT position  At this time, the Clerk’s office can revisit whether staffing of the CPB would be a more suitable POC for the CPB. However, it likely wouldn't be until May or June of 2026 that this would occur.  Status of complaints: o City Clerk Karasin enters them into OpenGov, and the report is generated and sent to the Chair. o If something is reported directly to the CPB Chair, Clerk Karasin still enters it into OpenGOV afterwards for record-keeping.  Commissioner Bursic asked about who is on the CPB email list – Clerk Karasin will bring the distribution lists to the next meeting.  Commissioner Bursic inquired about the accuracy of CPB members’ terms on the website Clerk Karasin clarified that the document shared with members is the most up- to-date and accurate. Old Business Flock Cameras o CPB members received the MOU. o Commissioner Jackson brought up how the info collected by Ithaca’s Flock cameras can be protected from sharing with entities that do not share the City’s political stances. Chief replied this is “possible, not probable” and discussed risk vs reward.  Chief suggested going through the transparency portal and identifying topics of concern o Commissioner Sandberg asked about the retention of Flock records. o Commissioner Bursic will recirculate the Flock Q&A.
