This meeting was held in Common Council Chambers, Third Floor, City Hall, and also conducted
remotely using videoconferencing technology, as authorized by Part WW of Chapter 56 of the
Laws of 2022 of New York State and Local Law 2022-05.
All resolutions and public comments are attached at the end of this document.

There being no members of the public appearing in order to speak, nor any additional written

5.Site Plan Review
A.116 N Meadow Street Apartments – 116 N Meadow Street by Whitham Planning
and Design. Consideration of Project Changes. The Planning Board granted final
approval of this project on February 27, 2024, and approved site plan review changes
to reduce the footprint and raise the building height on September 3, 2024. The
applicants are now seeking approval for changes to the approved site plan. The

changes include lengthening ramps and stairs on West Seneca, North Meadow and at
the main building entrance at located near the intersection, addition of six bike racks,
and changes to the planting plan. This project was determined to be a Type 1 Action
under the City of Ithaca Environmental Quality Review Ordinance §176-4 B.(1)(k) (l)
and (n) and the State Environmental Quality Review Act (“SEQRA”) §617.4 b. (11) for
which the Planning Board, acting as Lead Agency, issued a Negative Declaration of
Environmental Significance on January 23, 2024.
Applicants Attending: Jacob von Mechow, Graham Feltham, Robert Cain
The applicants presented updates to project including an addition of bike rack, removal of
proposed structure, an updated render of entrance ramp and stairs, and a revised planting
plan.
Board members discussed proposed changes and weighed in on window color. Comments were
made about the lack of architectural integration and pedestrian friendly design.
Adopted Declaration of Approval of Project Changes
Motion by Godden, seconded by Rollman with conditions.
B. 201 Oak Avenue Apartments – 201 Oak Avenue by Modern Living Rentals. Final Site
Plan Approval. The applicant proposes demolishing the 6000 SF existing three-story
house and constructing a new 43,725 SF multifamily building containing 46 units over
five floors with 91 total bedrooms. The new building will have 4 floors above grade
plane, a habitable basement and porches or stoops on both street-facing facades.
Project site improvements include dark-sky compliant building-mounted lighting, new
landscaping, and green space in the northeastern portion of the parcel. The project is
in the CR-4 Zoning District and requires no variances. The project is also subject to
Collegetown Design Guidelines. This is a Type 1 Action under the City of Ithaca
Environmental Quality Review Ordinance §176-4 B.(1)(h) [2], and (k), and the State
Environmental Quality Review Act (“SEQRA”) §617.4 b. (11) and is subject to
environmental review.
Applicants Attending: Charlie O’Connor, Michael Barnoski, Craig Modisher
The applicants presented design updates to building entrances with changes to the hand and
guard rails, as well as steps.
Board members requested staging and logistics of stair and curbing to be approved by
engineering and fire departments, as well as, and specific species selection for site plantings.

C. 215 College Avenue Redevelopment – 215 College Avenue by Nick Robertson.
Potential CEQR Determination. The applicant proposes to demolish an existing 2-
story house located at 215 College Ave, and construct a single 7-story, residential
building, approximately 64,236 GSF. The applicant proposes 91 residential units with
a unit mix ranging from studio to 3-bedroom apartments for a total of 158 beds, 3,168
SF of amenity space, and a 1,797 SF rooftop terrace. The project includes a public plaza
along College Avenue and landscaping. The project has a through lot, has frontage on
both College Avenue and Linden Avenue and experiences a significant grade change,
sloping west, towards College Avenue. The project is located within both the MU-1
and CR-4 zoning districts and will require area variances. The project is also subject to
Collegetown Design Guidelines. This has been determined to be a Type 1 Action under
the City of Ithaca Environmental Quality Review Ordinance §176-4 B(1)(h)[4], & (k),
and the State Environmental Quality Review Act (“SEQRA”) §617.4b(11) and is subject
to environmental review.
Applicants Attending: Nick Robertson, Charlie O’Connor, Anni Pi, Jack Boarman
The applicants presented final design adjustments based on feedback and provided final
material samples.
Board members commented on project changes and had no further questions.
Adopted Negative Declaration of Environmental Significance

D. INHS West State Street Apartments – 205-217 W. State Street by Stephen Woods,
Fisher Associates. Potential Preliminary and Final Site Plan Approval. The
applicants propose demolishing the existing one-story office building and
constructing a 5-story building, approximately 65,500 SF, containing affordable
senior housing and a daycare. The proposed building provides services for the senior
housing on the eastern side and common spaces for the daycare on the western side
of the ground level, while the four stories above will be approximately 56 one-
bedroom senior housing units. The existing site, approximately .435 acres, is a
relatively flat city block with asphalt parking lots on both the western and eastern
sides, a professional building on the western portion and street trees and sidewalks
along S. Geneva, W. State and S. Albany Streets. The applicants propose a one-way
parking lot for 12 cars along the southern edge of the site, a 445 SF covered
playground, site lighting and container planting along the northern side of the
proposed building. The applicants will consolidate the parcels at 205 & 209-217
West State for the project. The project is in the CBD-60 Zoning District and as
proposed requires no variances. This is a Type 1 Action under the City of Ithaca
Environmental Quality Review Ordinance §176-4 B.(1)(h)[4], (k)and the State
Environmental Quality Review Act (“SEQRA”) §617.4 b. (11) and is subject to
environmental review.

Applicants Attending: Steve Woods, Bear Smith
The applicants presented updates based on feedback of project plan including providing
requested details on railings, a planting key, and product information.
Board members had technical questions about street barriers, materials, and screening
requirements for mechanical equipment on roof. Petrina requested material sample of the
tinted stair glass.
Adopted Declaration of Preliminary and Final Site Plan Approval

E. Grinspoon Hillel at Cornell – 722 University Avenue by Ari Weiss. CEQR Review-
Transportation /Construction/Noise, Odor & Light. The applicant proposes to
construct a 3-story, approx. 23,190 SF building with a 5,665 SF footprint on an
existing vacant .47-acre (~20,274 SF) parcel. The 3-story center has four floors with
one floor below grade comprised of spaces for educational, cultural, Jewish, and
inter-faith religious programs, worship or instruction, student lounge areas,
pastoral/wellness spaces, a space for religious use, classrooms, staff offices, a café,
and a community kitchen for food programs. Site improvements include an entrance
plaza, outdoor space for the café and lounge, and seasonal plantings. The project is
in the U-1 Zoning District and will not require any variances. This is a Type 1 Action
under the City of Ithaca Environmental Quality Review Ordinance (“CEQRO”) §176-4
B.(1)(b) and the State Environmental Quality Review Act (“SEQRA”) §617.4 b. (11)
and is subject to environmental review.
Applicants Attending: Steve Woods, Bear Smith, Michele Palmer, Lisa Ferrer, Frank
Santelli, Mitchell Westfield
The applicants presented information on transportation, construction, noise, air, and light.
Additionally, access plans for trash management and parking were provided. The proposal
includes six parking spaces, off street parking along north side, accessible spaces, EV charging
space, and exterior bike parking and amenities. Construction estimated to take 16 month in
duration and both the logistics plan and truck routing plan have been coordinated with Cornell
University. Exterior light fixtures will all be dark sky complaint.
Board members expressed no concerns over project plans.
6. Sign Review
A. 445 E State Street Apartments (formerly 401) – 445 E State Street by Kim
Wakefield. Potential Sign Package Approval. The Planning Board granted final
approval for project changes and site plan review on August 24, 2021 as well as final
approval for an additional 7th floor to the western wing of the apartment building,
which increased the unit count from 331 units to 376 units. The applicants are now

seeking approval for their sign package. The overall project was determined to be a
Type 1 Action under the City of Ithaca Environmental Quality Review Ordinance
§176-4 B.(1)(b), (h)[2] and [4], (k) and (n) and the State Environmental Quality
Review Act (“SEQRA”) §617.4 b. (5)(iii) and (9) for which the Lead Agency made a
Negative Declaration of Environmental Significance on May 25, 2021.
Applicants Attending: Brian Bouchard
The applicant presented three proposed signs with renderings and graphics
Board members commented on the illumination of the signs and the lack of addressing. Board
Chair Petrina discussed consideration for the Historic Landmark across the street from the
project, as well as using high quality material for the signs. Additional renderings, reduction in
size, and removal of illumination from signage was requested.

Project Changes Site Plan Review

WHEREAS: The City of Ithaca Planning and Development Board approved a new 5-story building
comprised of 60 units, located at 116 N Meadow Street by CSD Housing, on February 27, 2024, and
approved site plan review changes to reduce the footprint and raise the building height on September 3,
2024, and
WHEREAS: the applicants are now seeking approval for changes to the approved site plan. The changes
include lengthening ramps and stairs on West Seneca, North Meadow and at the main building entrance
located near the intersection, the addition of six bike racks, and changes to the planting plan, and
WHEREAS: this Board, has on August 26 2025, reviewed and accepted as adequate revised drawings titled
Site Key Plan, L-001 dated September 16, 2024, Site Key Plan, L-001 dated August 5, 2025, Approved and
Revised Plan Sheet (1), Planting Plan- 1st Floor L-301 dated September 5, 2024, Planting Plan- 1st Floor L-
301 dated August 5, 2025, Renderings of the entrance at the intersection (2), and Elevations (2) all prepared
by Passero Engineering Architecture, Marathon Engineering, EC4B Engineering and Whitham Planning &
Design; and other application materials, and
WHEREAS: the Planning and Development Board has determined that the project changes are consistent
with the January 23, 2024 Negative Declaration of Environmental Significance and that no additional
environmental review is required, now therefore be it
RESOLVED: that the Planning Board does approve the proposed changes to the approved site plan, and be
it further
RESOLVED: that the Planning and Development Board does hereby approve the proposed changes to the
approved site plan, subject to the following condition:
i. Submission to Planning Staff for review and approval of a redesign of the Northeast entry area to
have a better interface with street, including but not limited to, adding a switchback toward the
West to the main entrance ramp, replacing the proposed bike racks and incorporating bench seating,
and be it further

RESOLVED: that the Planning and Development Board does hereby grant Final Site Plan Approval
subject to the following conditions:
The following conditions must be satisfied before issuance of a Building Permit:
i. Documentation from Ithaca Fire Department emergency access issues have been satisfied
ii. This site plan approval does not preclude any other permit that is required by City Code, such as
sign permits, tree permits, street permits
iii. Acceptance of the SWPPP by the City Stormwater Management Officer
iv. Final approval of streetscape, curb ramps, curb cut and sidewalks along Oak Avenue and Summit
Street by the City Engineering and Fire Departments
v. Submission to planning staff documentation from licensed engineer as to whether a vibration
monitoring plan is a necessity and submission of a complete vibration monitoring plan if it is
determined to be necessary.
The following conditions must be satisfied within six months of approval or the start of construction,
whichever comes first:
vi. Submission to the Planning Board for review and approval of all site details including but not limited
to exterior furnishings, walls, railings, bollards, paving, signage, interpretive signage, lighting showing
dark sky compliance), etc.
vii. Plans, drawings and/or visualizations showing all proposed exterior mechanicals and associated
equipment including heat pumps, ventilation, etc., including the options for screening
viii. Any changes to the approved project must be submitted to Planning Staff for review and may
require Board approval
ix. Submission of executed easement or other legal agreements, including maintenance of public
walkway
x. Submission of detailed planting plan including soil replacement specifications for tree planting
areas
xi. Submission to the City Engineering and Fire Departments for final approval of the construction
staging plan.
xii. Submission to Planning Staff for review and approval of alternative tree species for the two
proposed plantings in front of the entrance from Summit Street.
The following conditions must be satisfied during the construction period:
xiii. Noise producing construction activities will be limited to the hours between 7:30 A.M. and 5:30
P.M., Monday through Friday (or Saturday 9:00 A.M. to 5:30 P.M. with advance notification to
and approval by the Director of Planning and Development)
xiv. If impacted groundwater and/or soil are encountered during construction, it is required to be
handled in accordance with the applicable NYSDEC regulations and requirements and with the
involvement of both the City of Ithaca and the NYSDEC in the approval and monitoring of the
treatment system(s)
The following conditions must be satisfied before issuance of a Certificate of Occupancy:
xv. Submission to the Planning Board for review and approval of placement, design, and
photometrics of site lighting fixtures
xvi. Installation of bike racks and/or bike storage

limited to landscaping details, exterior furnishings, walls, railings, bollards, paving, signage,
lighting, etc.
iii. Submission to the Planning Board for review and approval of rooftop mechanical screening.
iv. Submission to the Planning Board for review and approval of a physical sample of the proposed
brown-tinted glass.
The following construction must be satisfied during the construction period:
i. If impacted groundwater and/or soil are encountered during construction, it is required to be
handled in accordance with the applicable NYSDEC regulations and requirements and with the
involvement of both the City of Ithaca and the NYSDEC in the approval and monitoring of the
treatment system(s)
ii. Noise producing construction activities will be limited to the hours between 7:30 A.M. and 5:30
P.M., Monday through Friday (or Saturday 9:00 A.M. to 5:30 P.M. with advance notification to
and approval by the Director of Planning and Development)
The following conditions must be satisfied before issuance of a Certificate of Occupancy:
i. Any changes to the approved site plans must be submitted to Planning staff for review and may
require Board approval
ii. Installation of bike racks and/or bike storage
iii. Repair, replacement, or reconstruction of any City property damaged or removed during
construction including, but not limited to paving, sidewalk, curbing, trees or tree lawn, signage,
drainage structures, etc.
iv. Installation of any required or proposed sidewalk to the satisfaction of the City Sidewalk
Coordinator
